The Shillong Times reports that an abducted school teacher has been rescued unharmed by Police after a brief exchange of fire with his abductors in Kherapara area in West Garo Hills District in the night of July 1. The teacher was earlier abducted on June 30. The A’chik Songna An’pachakgipa Kotok (ASAK) group that was behind the abduction of the primary teacher was reportedly led by one Embero Mongting Sangma and included a Garo National Liberation Army (GNLA) deserter known as Goera. Police sources reveal that Goera was arrested some months ago during an extortion drive and had served a jail term before his release. The outfit had demanded INR 20, 0000 from the family of the primary school teacher but is believed to have left empty handed following the quick crackdown on them by Garo Hills Police.

Nagaland Post reports that two Central Reserve Police Force (CRPF) troopers were injured on July 3 in an encounter with Garo National Liberation Army (GNLA) rebels in Bolsal A’ding near Rongkamichi in North Garo Hills District. The injured troopers have been identified as Constable Khot Sagar and Constable Venkatchalam. The operation was launched by Security Forces (SFs) after getting information about presence of 15 GNLA rebels in the area. The rebels led by ‘area commander’ Philliport D Shira managed to escape. SFs recovered huge cache of ammunition, including 130 rounds of AK rifle ammunition, three pistols, two hand grenades, one claymore mine, 19 detonators along with one remote control device and seven high frequency wireless sets, besides incriminating documents from the site.

Dismayed over the varied reactions towards incidents happening in Garo Hills and the rest of Meghalaya, both by the Administration and the media, Savio ChMarak, the senior cadre of Garo National Liberation Army (GNLA), in a statement issued on July 8 lashed out against the anomalies in presentation of facts, reports The Shillong Times. This follows just after a local daily reported the murder of a 55-year-old woman at Laitmynsaw village in East Khasi Hills District on July 3. It may be mentioned that the body of the woman, Dwisphida Dkhar was recovered by the Police from a hilltop at Laitmynsaw Village. Marak lamented that crimes of such magnitude go unnoticed just because they are not occurring in Garo Hills.

The Shillong Times reports on July 11 that the Government of India (GoI) has directed Meghalaya government not to hold talks with Garo National Liberation Army (GNLA). Chief Minister (CM) Mukul Sangma stated that “We have received a formal intimation from the Centre which directed us not to pursue talks with the GNLA since they are continuing with their criminal activities”. CM further stated that “The State Government has also made an appeal to all the militant groups in the State to stop all their criminal activities and come forward for a dialogue.”He added that it was an opportune time for militants to give up armed struggle and the Government will explore ways and means for them to surrender for long lasting peace in the State. The Assam Tribune further adds that the new thinking is because of the fact that once a peace process is initiated with one group, another group crops up to take its place. The State Government is negotiating with Achik National Volunteers’ Council (ANVC) and the Breakaway faction ANVC-B. The peace talk is currently stalled because of change of Government in New Delhi.

Assam Tribune reports that Personal Security Officer (PSO) of Sohan D Shira, the ‘commander in chief’ of Garo National Liberation Army (GNLA) was killed in a raid on July 11 mounted by a combined team of Special Weapons and Tactics (SWAT) of Meghalaya Police and Commando Battalion for Resolute Action (CoBRA)of the Central Reserve Police Force (CRPF) on GNLA camp following information that a large group of militants, including Sohan D Shira were present in Adugre village in East Garo Hills District. Some Improvised Explosive Devices (IED), a rocket, grenades, pistols, ammunition, GNLA flags as well as GNLA pads were recovered from the camp. A search operation has been launched to trace the escaped militants.

The Telegraph reports that two Garo National Liberation Army (GNLA) militants were injured when Meghalaya Police raided a GNLA hideout at Warima Songmagre, near Chokpot in South Garo Hills District on July 17. A search operation is going on for the injured militants. Two senior militants Jangjang and Kongsil along with around 15 militants were reported to have been camping in the hide out. Two pistols, one shotgun, one Chinese grenade, 90 rounds of AK rifles ammunition, several empty cases and four mobile handsets were recovered from the hide out. At least ten hideouts of GNLA have been raided in the last two months.

The Sentinel reports that Garo National Liberation Army (GNLA) joined the Garo Hills–based Non-Governmental Organisations (NGOs) in protesting Executive Committee (EC) in the Garo Hills Autonomous District Council (GHADC)’s move to amend the Garo customary laws 2009 through legislation. GNLA in a press release issued by 'political secretary' Bikdot Nikjang Marak, on July 24, stated that any attempt to change or support or in favour of this bill, by any politician, minister, Member of Legislative Assembly (MLA), Meghalaya District Council (MDC) or leader will be dealt with outmost severity.

The attack was orchestrated with the use of detonator wires and the militants hid for the ambush on a hillock of a tea garden. Tura Police officials stated that they have recovered a live detonator from the hillock.

Sangma and Lakshish Sangma, were injured on July 25 in crossfire between Security Forces (SFs) and GNLA militants at Jogogre near Bajengdoba in East Garo Hills District when SFs raided a GNLA hideout. SFs stated that group of five militants, led by “area commander” Rangdat, were staying at the hideout. Police have recovered a 7.65mm pistol with four live rounds of ammunition and an empty cartridge from the hideout. The SFs have raided twelve hideouts of GNLA, after Counter Insurgency operations were launched in the last two months. The Shillong Times further adds that the ‘area commander’ Rangdat is the second in command of GNLA’s ‘northern command’ and a close aide of ‘area commander’ Pilliport D Shira.According to security outputs, the killing of non tribal labourers in West Garo Hills is being carried out to neutralize Police operations against militants, reports The Shillong Times on July 26. West Garo Hills Deputy Commissioner (DC), Pravin Bakshi stated “The spate of killings has a clear design to vitiate the communal atmosphere of Garo Hills and neighbouring Districts and precipitate a law and order situation wherein communal tension prevails. It is being done with the intent to gain strategically in terms of the current Police operations against militancy in Garo Hills. This has been clearly suggested by multiple security inputs and intelligence reports.” The killing of non-tribal labourer Saidul Islam on July 24 and another labourer on July 21 at West Garo Hills District may precipitate communal tension and law and order problems in West and South West Garo Hills Districts.

The Shillong Times reports that Director General of Police (DGP) PJP Hanaman, on July 26, said that Assam-based United Liberation Front of Asom (ULFA) is providing logistic support to Garo National Liberation Army (GNLA) in manufacturing Improvised Explosive Devices (IEDs). “We have specific inputs that the ULFA cadres are giving training to the GNLA cadres to manufacture the IED explosives. The ULFA cadres, led by its senior leader Drishti Rajkhowa, are imparting training to GNLA rebels in their camps,” Hanaman stated. Rajkhowa along with 15 to 20 cadres had been in GNLA camps for a long time, he said adding “ULFA has been using the Durama-Bajengdoba route to reach the camps.” “This latest development (link between GNLA and ULFA) has given a new dimension to the situation in Garo Hills,” DGP added. On abduction of traders and labourers, Hanaman said that Police have also identified a new trend of the militant groups wherein the “ULFA carries out abduction from Assam and holds them captive in the GNLA camps.” When asked about the prevailing situation in Garo Hills, he said, “The situation is troublesome but not out of control”.
