In a statement issued to the media on March 2, GNLA’s ‘political affairs secretary’ Bikdot Nikjang Marak said that in a recent meeting the GNLA resolved to ‘serve’ ultimatum to the Government to make clear its plans on holding talks with the outfit. It was on January 26 that the Governor, in his Republic Day speech, had appealed to the GNLA to come to the negotiating table. Following this, the GNLA had expressed its desire to hold talks with the Government.

In a statement issued to the media on March 2, GNLA 'political affairs secretary', Bikdot Nikjang Marak said that in a recent meeting the GNLA resolved to serve ultimatum to the Government to make clear its plans on holding talks with the outfit.“We adopted a democratic principle and accepted the invitation of Governor Dr. K.K. Paul. But it is ridiculous that the Government especially Chief Minister Dr. Mukul Sangma has lowered and undermined the Governors’ appeal,” Marak said.

Addressing the opening day of the Budget session of the Meghalaya Assembly on March 8, Governor K.K. Paul expressed concern about the activities of GNLA in the Garo Hills. According to the Governor, the activities of Hynniewtrep National Liberation Council (HNLC) had seen a decline during the past one year because of the constant pressure mounted by the State Police. Their movement and activities were confined to certain areas along the Indo-Bangladesh border. During 2013, as many as 108 militants were arrested and 19 militants had surrendered and large quantities of arms and ammunition were also seized, he said. He further said that Government had been making concerted efforts to end the hardship of the common people and restore peace and normality in the Garo Hills. The settlement with ANVC has reached the final stages of approval by the Central Government. “The State Government is keen on getting this done before the elections to the Garo Hills Autonomous District Council”, he said.

East Garo Hills District Police intercepted a sports utility vehicle carrying arms consignment that had been dispatched from Karbi Anglong (Assam) for the Garo National Liberation Army (GNLA) in Williamnagar in East Garo Hills District in the evening of March 10. Police found three AK rifles with five magazine containers and 124 rounds of live ammunition. The two carriers of the consignment -Jatin Marak and Mintu Das, both hailing from Karbi Anglong District, were taken into custody and during interrogation revealed to Police that the GNLA was to take over the weapons at Williamnagar from where it was to make its way into the outfit’s camps.

The Shillong Times reports that a Garo Students’ Union (GSU) leader, identified as Dreambirth has reportedly been abducted by suspected Garo National Liberation Army (GNLA) militants over differences in coal auction in East Garo Hills District. Dreambirth, GSU leader from Mendal in North Garo Hills, was on a visit to his family home in Dobetkolgre locality of Williamnagar (East Garo Hills) on March 10 when he was reportedly abducted by a group of unidentified men. He remains untraceable. It is said that the abducters have placed a INR 10 million ransom demand for his safe release.

Meanwhile, a resolution on the need to create a separate Garoland State was defeated by a voice vote in the Meghalaya Assembly on March 18. Moving the resolution, Garo National Council (GNC) member, Clifford Marak said that since there was lack of development in Garo Hills, it would be ideal to create a separate State for Garos. According to Marak, there was a major disparity between the Garos and the Khasi-Jaintia population, both socially and economically. It was, however, rejected by a voice vote in the House. Also, with the Meghalaya Government making it clear that it was not keen on a division of the State, the move of the Garo National Liberation Army (GNLA) to hold talks with the State Government has hit a roadblock since, the creation of a separate Garo State is the key demand of the militant outfit, reports The Shillong Times on March 19.

The Shillong Times reports that the Garo National Liberation Army (GNLA), on March 19, released the names of 12 people to act as mediators for talks with the Government and urged upon Meghalaya Governor K K Paul to approve their names. GNLA ‘commander-in-chief’ Sohan D Shira announced the names of the 12 mediators through a ‘notification’ from the outfit’s ‘military affairs’ committee. Heading the list of twelve approved mediators is the Salesian priest and headmaster of Don Bosco Secondary School, Tura, Rev. Fr. Janurius S Sangma. The GNLA reiterated that its jailed ‘chairman’ Champion R Sangma would officially communicate to the governor about the proposed peace talks and all the members of the organization would stand by their leader. The GNLA has already sought for the release of Champion Sangma for the peace parlays to take place.

The Shillong Times reports on March 22 that the Garo National Liberation Army (GNLA) shot dead Servison R Sangma, the cousin of its own ‘chairman’ Champion Sangma for deserting the outfit even as it claimed that the killing was ‘accidental’. A 12-member group of armed GNLA militants led by its ‘action commander’ Ajan Ch Marak alias Jimmy Momin came down to Asiragre village, three kilometres from Williamnagar (East Garo Hills District), and targeted the home of Servison. According to Police, the militants first tried to forcibly take him away at gunpoint. When Servison resisted the move, he was shot by Jimmy Momin. Servison Sangma who was earlier in the GNLA and went by the outfit’s name of Kocheng surrendered unarmed to Williamanagar Police in 2013. The GNLA was quick to distance itself from the killing blaming unknown individuals for the ‘accidental’ killing. “GNLA will pursue to the end any cadre who flees from the organization with arms and ammunition but Servison was accidentally killed due to wrong information given by some individuals,” claimed the GNLA in a hurriedly released press statement.

The Shillong Times reports that suspected Garo National Liberation Army (GNLA) militants attacked a Special Weapon and Tactic (SWAT) team at Ambari near Shallang in West Khasi Hills District in the morning of March 22. GNLA militants numbering around 12 to 14 carrying heavy arms came to Songsak toll gate for extorting money to the trucks. Sallang Police after getting the information about the presence of GNLA rebels in the area rushed a SWAT team to the spot. GNLA militants attacked the Swat team as soon as it reached the spot. The exchange fire continued for 10 to 15 minutes and GNLA rebels later escaped to a thick forest at Ambari. Police informed that one AK 47 dummy was recovered from the encounter site. Police also recovered one pair of slipper, commando uniform, commando cap and one book of GNLA demand notes.

The Centre has received the recommendation of State Government on March 27 on holding talks with the Garo National Liberation Army (GNLA), a Union Home Ministry official said on March 28. With this, the GNLA has withdrawn its threat issued to the Congress party. On March 27, the GNLA had threatened to target the Congress party giving a deadline of three days if the Chief Minister does not clarify on the peace talks with the militant outfit. After the threat, the Government, on March 28, clarified that the Chief Minister Mukul Sangma and the Chief Secretary had written separately to the Centre on the need to hold talks with the Government. Following the development, in a statement issued in the night of March 28, Bikdot Nikjang Marak, the ‘Political Affairs Secretary’ of GNLA said that the militant outfit appreciated the stand of Chief Minister for his clarification and Home Ministry’s confirmation on the serious matter.

The Garo National Liberation Army (GNLA) has threatened to disrupt the poll campaigns of the Congress in Garo Hills and unleash terror on party workers unless the State Government clarifies its position on the proposed peace talks within three days. GNLA political secretary Bikdot Nikjang Marak issued a statement to the media on March 27 questioning the two different statements doing the rounds on its offer of talks. The outfit pointed out that Chief Minister Mukul Sangma had recently stated in the media that his government had recommended the names of three mediators to the centre for approval while a top Central government official from the Ministry of Home Affairs, Shambu Singh, had denied having any knowledge of such a move. The outfit has issued a stern warning asking the Congress to halt its election campaign until the Chief Minister makes a clarification on the issue.

The suggestion by the GNLA comes just a day after the Central government acknowledged that it had received three names from the Meghalaya Government for the mediator’s role to initiate peace talks between Government and the outfit. The six outfits are Liberation of A’chik Elite Force (LAEF), United A’chik Liberation Army (UALA), A’chik Tiger Force (ATF), A'chik Songna An' pachakgipa Kotok (ASAK), A’chik National Liberation Central Army (ANLCA) and A’chik National Cooperative Army (ANCA). In a statement issued on March 29, Shira said, “If these six outfits are sincere in their intention to work for the cause of the Garo people they should join hands and come forward to form a single organization called Garo United Liberation Front (GULF) which will be welcomed by the people of the region”. He also said that it was the right time for militant groups in Garo Hills to advocate peace by holding talks with the State and Central Governments.

The United National Liberation Army (UALA) on March 31 turned down a proposal for the unification of all insurgent groups within the Garo Hills region, an idea floated recently by the Garo National Liberation Army (GNLA), reports Assam Tribune. The GNLA had on March 29 come out with the idea of all the insurgent groups coming together under the banner of a Garo United Liberation Front (GULF) to ensure the movement gained a ‘proper direction’. UALA 'chairman' Chiindik Marak said in a press statement that “We will never welcome the proposal of the GNLA, unless and until they initiate a discussion on the issue of a separate State. We are dedicated, humble and responsible soldiers fighting for Garo people’s rights. We will support the peace process, if government makes their intentions clear on the issue of separate State”.
