A bullet-riddled dead body of a missing worker of Muttahida Qaumi Movement (MQM), identified as Asad Iqbal, was found in Mochko area of Baldia Town in Karachi, the provincial capital of Sindh on October 2, reported Dawn. The MQM Coordination Committee said that Iqbal was taken away by Rangers from his home in Liaquatabad Town on July 21, 2015. He was killed in an ‘encounter’ by Rangers on September 4, 2015, in limits of Mochko Police Station. The party termed it as extra-judicial killing of the worker. He was buried by a welfare organization as an unclaimed body on September 17, 2015. However, the party spokesperson said that he was identified by his brother through picture taken by the welfare institution.

Several suspects, including a doctor, were arrested in three intelligence-driven raids on as many private health facilities in Bahadurabad area of Gulshan Town in provincial capital Karachi on October 4, reports Dawn. According to sources, a total of three facilities were raided and besides a doctor, some staff members and some under-treatment suspects, who had been wounded in the ongoing operations in Federally Administered Tribal Areas (FATA), were picked up. “We received information that some wounded militants are being treated at some Karachi hospitals,” said an unnamed senior Police official. He further said, “During initial interrogation, the held suspects informed us about their handler and we also took him into custody in a separate raid,” adding, “The handler told us that around 100 wounded Taliban suspects are currently under treatment in different health facilities of the metropolis.” City Police Chief said that a doctor was arrested in the raid on a Bahadurabad hospital on charges of treating militants wounded in tribal areas. He said that the doctor was being interrogated.

Sindh Home Minister Sohail Anwar Siyal while speaking at the 'Meet the Press' program of the Karachi Press Club on October 5 said that the Provincial Government was not considering winding up the Karachi Operation, reports Dawn. He said that the operation was launched against terrorists and criminals and it would continue till the elimination of the last terrorist. He said that Police and Rangers were jointly carrying out the operation in Karachi and it was wrong to say that the role of the Police had been restricted to a mere backup force because the Rangers had taken a leading role.

Counter Terrorism Department (CTD) on October 6 claimed to have arrested a graduate turned terror suspect affiliated since 2007 with the proscribed organisation Hizb-ul-Tehreer (HuT) from the Clifton vicinity of Karachi District. According to Karachi CTD in-charge Mazhar Mashwani, suspect Muhammad Owais Raheel was a graduate of the reputable NED University of Engineering and Technology as well as held a Master of Business Administration (MBA) from the prestigious Institute of Business Administration (IBA) in Karachi. Mashwani further told that a large number of pamphlets were recovered from Owais’s possession. It was Owais responsibility to distribute leaflets of HuT in mosques located in Clifton and Defence areas of the city. Owais told the interrogators that he stayed in contact with the help of the communication software ‘Viber’ with his other companions, who are residents of Malir, Landhi and Model Colony in Karachi. Dawn adds that Owais Raheel, targeted educated youngsters in the Defence and Clifton areas in order to use them “for illegal activities” with a view to implementing “Khilafa” in the country. Banned in Pakistan in November 2003, HuT is believed to be a global organisation that has organisational structure in several countries with main concentration in Islamic states.

A report by a four member Joint Investigation Team (JIT), headed by Deputy Inspector General (DIG) Sultan Khawaja and DIG Munir Shaikh revealed that an extortion group was behind the Baldia factory fire that led to the death of 259 people on September 11, 2012. The DIG's reached Dubai on October 4, 2015, and recorded the statements of the Bhaila brothers, Arshad and Shahid, the owners of the garment factory Ali Enterprises in Karachi's Baldia Town. They had refused to visit Pakistan for the investigations. According to the initial report prepared by the JIT after recording statements of the factory owners, it was revealed that the attack was the work of an organised gang of extortionists in Karachi that elaborately planned and executed the attack. “We had been providing them extortion money before the fire incident but the relations turned sour before the incident,” an unnamed senior Police official quoted the owners as saying. “They [extortionists] warned us that they will set our factory ablaze as their demands were not being fulfilled.”

The Sindh Police chief shared details of the arrested suspects and their alleged involvement in terrorism, particularly the May 13, 2015, Safoora bus attack. “They [the suspects] wanted to set up a self-styled caliphate in Pakistan,” Jamali told the Senate Standing Committee on Interior. A suspected bank robber was killed when his accomplices after collecting PKR 4.5 million at gunpoint from Meezan Bank opened fire to disperse the crowd branch in Babar Market Branch, Landhi Town in Karachi, the provincial capital of Sindh. The local Police described it as a botched robbery attempt but the Special Investigation Unit (SIU), which has been tasked with investigating bank robberies, believed the robbers took away over PKR 4.5 million. An SIU official said seven to eight robbers riding motorcycles arrived at the Meezan Bank branch in Babar Market at around 11:15 am just after cash bags were brought there. The armed robbers relieved three guards posted at the branch of a repeater and two pistols. The guards did not put up any resistance. At gunpoint, he added, the robbers made the staff hostage and collected cash. As they were leaving, the bank customers and people in the market raised a hue and cry, triggering panic among the bank robbers who resorted to firing to disperse the people. As a result, a bullet hit and killed their accomplice. The Police claimed to have seized a pistol, a motorcycle and a cash bag from his custody. A senior officer of the SIU said that the suspects fled along with the looted PKR 4.5 million.

Senior Superintendent of Police (SSP) Rao Anwar, who led the Police party said, on seeing the Policemen, the suspects resorted to firing, injuring Manghopir Station House Officer (SHO) Ghulam Hussain Korai and constable Altaf. During the exchange of fire, eight suspects were gunned down, he said. The SSP identified four of the deceased suspects as Irfan Munir, Saddam Hussain, Sharifullah and Ismail Mehsud. The other four deceased suspects have not been identified as yet. Anwar Siyal presided over meetings of police officers of various districts, particularly Sukkur and Larkana division, after Karachi to review all security arrangements at sensitive places and law and order in province during Muharram. According to Human Rights Commission of Pakistan (HRCP), the incidents of targeted killings, both on political and apolitical grounds, in Karachi have dropped by 63 percent while sectarian killings also went down by 28 percent until the third quarter of this year, reported Daily Times. According to the statistics compiled by the HRCP, a significant decrease in the number of targeted killings, on apolitical, political and sectarian grounds has been recorded. Moreover, the casualties of Policemen also decreased by about 39 per cent. In the last nine months, 208 people with no political affiliation were killed as compared to 568 last year, showing a decrease of 63 percent. Similarly, the number of people killed with political affiliation this year was 40, as compared to 107 in the corresponding period last year, showing a decline of 63 percent in the number of incidents. Sectarian killings also showed a declining trend with 69 people shot dead in the nine months of this year as compared to 97 in the corresponding period of 2014.

The Anti-terrorism Department announced PKR 0.8 million rewards on capture or providing on information about each of these terrorists. Syed Arifeen said the CTD published the seventh edition of the Red Book after a period of two years. The book has two parts containing 92 names. The first part has the names of 67 while the second has the names of 25 terrorists. The first name in the Red Book is Moti-ur-Rahman alias Abd-ul-Samad of the Lashkar-e-Jhangvi (LeJ), Harkat-ul-Jihad-al-Islami (HuJI) and al-Qaeda in the Indian Subcontinent (AQIS). The head money for Moti-ur-Rahman is RPK 11 million. This man remained involved in attack on the president (Pervez Musharraf) and a number of other terror acts. He is, at present, hiding in the tribal areas of Pakistan or Afghanistan. The LeJis now divided; one of the two groups is headed by Ata-ur-Rahman alias Naeem Bukhari, while the other is headed by Rizwan alias Arif Chotoo. The head money for both of them is PKR 5 million and PKR 2.5 million respectively.

According to a supplementary charge-sheet filed in an Anti-Terrorism Court (ATC) on October 26, a suspect identified as Mohammad Imran Swati, confessed to his involvement in planning the murder of the Director of the Orangi Pilot Project Perween Rehman on March 13, 2013, on Manghopir Road in Karachi, along with his brother-in-law and a Tehreek-e-Taliban Pakistan militant, reports Dawn. Imran, belonging to the Awami National Party (ANP), confessed that he was part of a meeting in which the murder was planned. He had joined the ANP in 2010 and was an office-bearer of its Bokhari Colony ward. Another suspect, Ahmed Khan alias Ahmed Ali alias Pappu Kashmiri, has been charge-sheeted in the case. The supplementary charge-sheet also named Rahim Surti, Ayaz Surti, Amjad Afridi and Shaldar Khan as absconding accused. The ATC-II judge issued non-bailable warrants against the four absconders directing the Police to arrest and produce them in court till October 30, 2015. According to the joint interrogation report compiled after the revelations of Tahir Minhas, the suspected gang leader of Safoora attackers, Mistri was the man who was wearing Police uniform along with Abdullah Mansuri and the two men stopped the bus in Scheme 33 area of the city. The report further says Mistri after shooting the driver, took control of the steering. While he kept driving the bus carrying members of Ismaili community, his other gang members were busy in gruesome shooting of innocent people. A worker of the Muttahida Qaumi Movement (MQM) was shot dead in Gulistan-i-Jauhar. Police said that armed men attacked Mohammed Aziz at Iqra Complex. In another incident, Atif Razzak (25) was going on a motorcycle when unidentified men on another bike attacked him near a petrol pump in Korangi. He died on the spot.
