Rangers on February 1 claimed to have killed five gangsters in an encounter in Salar Goth area of Malir Town in Karachi, the provincial capital of Sindh, reports Dawn. They were identified as Akber Maliri, Khalid Lashari, Sheraz Ibrahim alias Comrade of Malir, Gulab Hasan alias Peero, and Yousuf Pathan. Akbar Maliri, was stated to be the main character in the gang warfare in parts of Malir and belonged to the Uzair Baloch group. “The gangsters were the symbol of terror in the city and were involved in numerous murders and other heinous crimes,” claimed the paramilitary force official. However, later in the afternoon, family sources confirmed that Shiraz Comrade is not among those killed. It has been confirmed that the individual earlier mistaken as Shiraz Comrade is also named Shiraz. According to details, the paramilitary force conducted a targeted operation at suspected hideouts located near the Malir riverbed. The suspects started indiscriminate fire on seeing the soldiers, upon which the Rangers returned fire and during the heavy gunfight five gangsters were killed, added the official. The Rangers official described the deceased as notorious gangsters. The soldiers also recovered weapons from their possession.

The Sindh Government on February 2 decided to set up a 1,000-strong Police force - Anti-Terrorism Force (ATF) to be trained by the Army - and approved the creation of a Counterterrorism Department and three zonal committees each having top officials of military, Rangers and Police to execute a Provincial Action Plan (PAP), reported Dawn. The committee meeting, which was jointly chaired by Sindh Governor Dr Ishratul Ibad and Chief Minister Syed Qaim Ali Shah also decided to forward 57 terrorism cases to the newly-established military courts in the first phase. “Brigadier Ahsan Gulrez of V Corps said that in order to ensure execution of the PAP across the Province, three zonal committees — Karachi, Hyderabad and Sukkur — would be constituted." The statement read, “The directives of the provincial action plan are action against proscribed organisations, dealing firmly with sectarian terrorists, action against armed militias, Karachi targeted operation, choking of financing for terrorists and their organisations and establishment and deployment of a dedicated counterterrorism force.”

Qasim and Sharif were sentenced to death for killing Dr Ali Raza Peerani in June 2001 in Soldier Bazaar area of Jamshed Town. An Anti-Terrorism Court (ATC) had declared both of them guilty of the murder in July 2004. The convicts' appeals against capital punishment had been turned down by the Sindh High Court (SHC) and later the Supreme Court. Black warrants for the execution of the two condemned prisoners were issued on January 24, 2015 on a request of jail authorities.

The DIG said that about 50,000 students were studying in religious seminaries functioning within the Hyderabad Police range. Moreover, according to a report, at least 116 accused were killed in 464 Police encounters and 330 accused were arrested read-handed during these encounters from January 1 to February 18, 2015, reported Daily Times. Sindh Police of Karachi, Hyderabad, Sukkur, Mirpurkhas and Shaheed Benazirabad Division arrested 5,428 accused in raids and encounters and recovered arms from their possessions. In addition 175 criminal gangs busted and 15 patharidars were arrested. Sindh Rangers Commander Colonel Abdul Ghaffar said in press briefing at the Shahbaz Rangers headquarters that the 60-Wing personnel on a tip-off carried out a raid on the coach while it was passing through an area near Mirpur Mathelo town of Ghotki District. They picked up two suspected passengers and during the subsequent interrogation it emerged that they belonged to the TTP, said Colonel Ghaffar. The Rangers commander said that they were fleeing to Karachi to escape death in the ongoing military operation Zarb-e-Azb and intended to fly to a foreign country, probably the United Arab Emirates (UAE). Col Ghaffar spoke of some startling disclosures by the suspects during the interrogation but declined to share them with the media at this juncture. He further said that another TTP suspect was arrested in a separate raid and interrogation with him was under way. “At the moment, we can share the only information with the media that this man was tasked with opening a TTP unit in Shikarpur District to coordinate with the network of international terrorism,” the Rangers commander said.

Two colonel rank officers have been nominated as head of the courts. It has been said that an officer of major’s rank will be appointed as the prosecutor. After the process of appointment of officers is completed, the courts of Sindh will begin hearing cases. The Sindh Government and Police officials said that more than 65 cases of hardened criminals and those involved in terrorist activities would be sent to the military courts for trial.

Meanwhile, a leader of Ahle Sunnat Wal Jamaat (ASWJ) and a pesh imam (prayer leader) of a mosque, identifed as Yaseen, was killed in a sectarian attack at Safoora Chowk next to Johar Complex in Gulshan-e-Iqbal Town on Febrary 27, reports Dawn. Meanwhile, the Shikarpur Police on February 27 claimed to have arrested two alleged terrorists, Ghulam Rasool and Khalil Ahmed Brohi, who had given refuge to one of the suicide bombers who had blown himself up at a mosque in an Imambargah (Shia place of commemoration) of Shikarpur District on January 30, 2015, reports The News. The police also claimed that the two suspects had also planned to attack a protest rally taken out against the mosque bombing incident in Shikarpur.The SSP of Shikarpur, Saqib Ismail Memon, said that Police also recovered a suicide jacket, explosive material and other things from their possession. He said that the suspects belonged to Dera Murad Jamali area of Naseerabad District in Balochistan and were affiliated with a banned religious organization.
