The wall of a government-run girls’ school and two vehicles were damaged in a bomb blast at Gul Mohammad Kalmati Goth near Murtaza Chowrangi area of Karachi, the provincial capital of Sindh, on March 1, reports Dawn. Sources said that an explosive device weighing about half a kg was placed near the boundary wall of the School. Two cars parked near the school-building were also damaged when the device containing ball bearings exploded. The school was closed for the weekly holiday. No one was injured.

A senior Shia lawyer, who was also a counsel for several activists of the Muttahida Qaumi Movement (MQM), identified as Advocate Ali Hasnain Bukhari, was shot dead by two unidentified militants in Korangi Town on March 4, reports Dawn. A MQM spokesperson said that Bukhari was a party worker and added that the killing was the fourth incident of its kind during the past week. The MQM Rabita Committee condemned the incident and said in a statement that the killing of party workers had become routine.

Deputy Inspector General (DIG) Sanaullah Abbasi while speaking to journalists at the Citizens-Police Liaison Committee (CPLC) office in Hyderabad District of Sindh on March 6 said that extrajudicial killings and other actions cannot be justified officially but society has come to accept this ‘modus operandi’ of Police to eradicate crimes and make streets safer, reports Dawn. “It is not necessary for an encounter to be seen as genuine only if a Policeman loses his life in it. You can see Police have restored peace and order in the city (through this modus operandi)…,” he said. Asked if ‘half fry and full fry formula’ used by policemen to refer to a particular treatment meted out to arrested suspects in proportion to severity of their crimes, did not amount to extrajudicial actions, the DIG said he could confidently say that society had come to accept the ‘formula’. The terms ‘half fry’ and ‘full fry’ are commonly used by police to mean if officers are convinced the arrested suspects are involved in crimes they will be shot in the leg to render them disabled before sending them to jail. It had gained notoriety during the tenure of SSP Farid Jan Sarhandi. Senior Superintendent of Police (SSP) Irfan Baloch who was also present at the briefing said that over the past three months, 73 suspects were arrested after they fell injured in encounters with Police. “Remember, none of them [suspects] can obtain bail. We have made a strong case to ensure they were denied any chance of getting bail,” he said.

Two TTP militants were killed in a Police encounter in the area behind the new Sabzimandi off the Superhighway in Sohrab Goth locality of Gadap Town on March 7, reports Dawn. Malir SSP Rao Anwar identified one of the deceased TTP militants as Shahzad Ali. He had been arrested in Charsadda District of Khyber Pakhtunkhwa in murder and other cases and sent to the Dera Ismail Khan prison from where he had escaped along with 174 other inmates during July 30, 2013 jail break. The Police claimed to have recovered two pistols from their possession.

Meanwhile, Inspector-General of Police (IGP) Ghulam Haider Jamali while speaking to journalists at a reception hosted by Shikarpur SSP Saqib Ismail Memon on March 9 said that the Sindh Police and other Law Enforcement Agencies were making joint efforts to curb terrorism and other criminal activities including kidnapping for ransom and extortion across the province in general and Karachi in particular, reported Dawn. He said action was being taken against all terrorists and criminals without considering their political or religious affiliation. He claimed that a remarkable reduction in heinous crimes was noted after launching of operations in Shikarpur, Karachi, Hyderabad, Jamshoro and other areas. In addition, Sindh Police chief during a press conference held in the office of the Sukkur Deputy Inspector General (DIG) on March 9 said that the law and order situation in Karachi had registered a significant improvement due to the Rangers-led operation, which would continued until lasting peace was restored to that city, reports Dawn.

The paramilitary force killed two alleged abductors, identified as Ziarat Gul and Amir, during an intelligence-based targeted raid in Mussarat Colony of Liaquatabad Town on March 8, reported Dawn. The raid was conducted on information about the presence of suspects allegedly involved in short-term kidnapping-for-ransom cases. According to official sources, after seeing the soldiers, the suspects resorted to firing while taking advantage of the situation Ziarat Gul tried to escape. However, he got caught in the crossfire, sustained wounds and died later on. The Rangers went after the fleeing suspects and after a brief exchange of fire, another suspect identified as Amir was killed while his other accomplices managed to escape.

Rangers spokesman Colonel Tahir said a large cache of weapons, including illegal weapons, had been recovered in the “information-based operation”. “We showed you the weapons. He said the operation should continue till the port city was purged of terrorists and criminals. In a detailed briefing, Deputy General Rangers Major General Bilal Akbar informed the Corps Commander that the operation was conducted on March 11, 2015, after confirmed information about the presence of alleged criminals, target killers and anti-social elements along with a heavy cache of arms and ammunition. He said the Rangers, in compliance with the Supreme Court’s orders, arrested the absconding criminals sentenced to death for their involvement in targeted killings, while prohibited weapons were recovered from the Khursheed Begum Memorial Hall and surrounding offices and houses. The statement further maintained that those arrested, including the 26 alleged target killers wanted for more than 50 killings, were presented before an Anti-Terrorism Court (ATC) on March 12, while 27 others were designated in various FIRs. “Preventive detention as well as joint investigation of individuals is also being procured. The arrested individuals as well as the seized weapons would be handed over to the city police,” it said.

More than half of the nearly 6,000 suspected criminals arrested during the ongoing surgical operation in Karachi are affiliated with political parties, said an unnamed counterterrorism officials on March 23, reports The Express Tribune. “Civilian and Intelligence Agencies have rounded up 5,882 suspected criminals since the launch of the Karachi operation in September 2013. Of them, 55 per cent are associated with political parties,” a senior official of Federal Ministry of Interior said. He complained that lack of cooperation from major political players has long been undermining effective operations against criminals in the city. “We’ve sought cooperation from four political parties to purge Karachi of criminals,” he added. The political parties have, however, always denied existence of their militant wings and disowned criminals arrested by law enforcers. The official said criminal elements in Karachi had been divided into three categories: anti-state elements; workers of banned outfits; and their facilitators. The Rangers in cooperation with Intelligence Bureau (IB) and Inter-Services Intelligence (ISI) have collected the data of all criminals, enlisting 913 militants involved in anti-state activities, he said, adding, “Their cases will be sent to the military courts for sure. It’s time to catch the big fish in Karachi.” The official said around 1,700 suspected criminals were working for one political party while another 1,563 were associated with three other major parties of the city. “All of them are involved in murders, kidnapping, extortion and other criminal activities,” he claimed. Around 365 militants are working for the Taliban and al Qaeda, he added, and another 1,341 are working with other proscribed outfits.

In Punjab, one Shahbaz, convicted of murdering another man in a land dispute in 1998, was taken to the gallows at the Sahiwal Central Jail in Sahiwal District. Another murder convict, Ghulam Yaseen, was hanged at the New Central Jail in Bahawalpur. He was convicted of murdering a woman in 2001. Sentenced for committing murder in 2000, convict Mohammad Khan was hanged at the Mianwali Central Jail. In Sindh, two death row prisoners were hanged at the Central Jail in Sukkur. Convict Jalal Morejo was sentenced to death for murdering his cousin in 1997, while Abdul Razzaq Chauhan was convicted of committing murder in 2001.

Inspector General of Police (IGP) Sindh Ghulam Haider Jamali presided over a meeting on security at Central Police Office in Karachi on March 30 and said that the ongoing targeted operation should also be made effective and successful besides bring criminals to their logical end, reports Daily Times. The meeting reviewed the performance of Police, Counter Terrorism Department, Crime Branch Sindh and National Action Plan. It was decided to smash drug and gambling dens in the city through effective Police crackdown. In this regard, IGP warned that if any drug and gambling den is seen opened, the relevant area’s Deputy Superintendent of Police (DSP) and Station House Officer (SHO) will be dismissed from their services. A report presented in the meeting said 81 drug and gambling dens had been smashed in the city so far, while lists of remaining dens had been handed over to DIGs Zonal Karachi for further action IGP Sindh reviewed the police report about target killing cases and directed the Counter Terrorism Department to arrest culprits in association with Karachi Police as soon as possible. He also directed Additional IGP Karachi to devise effective strategy to control target killing of Policemen.

Police shot dead an alleged criminal at Swati Mohalla of Sherpao Colony in Quaidabad in Landhi Town when he refused to stop after he was signaled by personnel conducting snap checking. Also, the personnel of Kalakot and Napier Police raided a gangsters’ hideout near Kashti Chowk in Kalakot area of Lyari Town killing two armed gangsters. Police also found several weapons, hand grenades and ammunition from the hideout and a search was under way for those who had escaped. Speakers paid tribute to the Pakistan army and termed it the “army of Islam”. The chief of the JuD’s Karachi Chapter, Dr Muzammil Iqbal Hashmi, said on the occasion that Saudi Arabia was the spiritual centre of the Muslim world and every Muslim considered its protection his obligation. He said the uprising in Yemen was a conspiracy against Harmain Sharifain (Two Holy Mosques). He recalled that Saudi Arabia had always sided with Pakistan and now the entire Pakistani nation was ready to sacrifice everything for their Islamic brethren.
