Special Assistant to Prime Minister on Foreign Affairs Syed Tariq Fatemi while addressing a seminar on Pakistan India Relations: Emerging Relatives organised by the Karachi Council of Foreign Relations (KCFR) on November 3 said that Pakistan was ready to hold dialogue with India on all outstanding issues, reports Daily Times. He called upon the members of civil society to continue to push the leadership of both the countries to hold talks. It is a reality that Nawaz desires cordial relations with India, he asserted. Meanwhile, former Foreign Minister Khursheed Mehmood Kasuri said that he has not lost faith in the common sense of the people of both the sides and things will hopefully move in the positive direction. Police claimed to have arrested three Lashkar-e-Jhangvi (LeJ) militants from MPR Colony in Manghopir area of Gadap Town in Karachi, the provincial capital of Sindh. They also claimed that the suspects were planning some major acts of terrorism to avenge the killing of LeJ leader Malik Ishaq in an encounter in Punjab. The three militants were identified as Zubair, Asif and Umair. An official of the Counter-Terrorism Department, Ali Raza said that four TT pistols, three kilograms of explosives and four “ball bombs” were seized from their possession. “The held militants disclosed that Mufti Saddam of the banned Tehreek-e-Taliban Pakistan (TTP) had sent them to Karachi to establish a group here for taking revenge of the killing of Malik Ishaq,” Raza disclosed. The CTD official said that the suspects established a ‘terrorist group’ in collaboration with some other banned organisations and they were planning some big terrorist activities in the city in near future.

In a joint civil-military meeting chaired by the Prime Minister Nawaz Sharif on November 9, “Issues of national security were discussed and different stages of the National Action Plan [against terrorism] were reviewed,” said a statement issued from the Prime Minister Office, reported The Express Tribune. According to sources Karachi operation was the main talking point. The meeting took important decisions vis-à-vis Karachi operation which will play out in the coming days, according to sources. There were a number of key decisions about the Karachi operation which were pending approval of the political leadership. The military leadership convinced the civilian leadership on the future course of the operation, and the meeting approved the pending decisions. The meeting reiterated that the Karachi operation would continue till it achieved the set goals.

Karachi witnessed 48 percent decline in the incidents of target killing while the rate of other types of killings has also come down by 37 percent in the Rangers led operation, representatives of the Federal Ministry of Interior told the National Assembly on November 10, reports The News. They told lawmakers that it has sealed 102 Islamic seminaries for fanning extremism. Moreover, it has also frozen PKR1 billion in funds of proscribed militant groups. The Law Enforcement Agencies (LEAs) have sealed the seminaries for sponsoring terrorism or extremism, Federal Minister for Interior Chaudhry Nisar Ali Khan said. In 2015, the Government closed down 87 madrassas in Sindh and 13 in Khyber-Pakhtunkhwa, he said. Two seminaries have been sealed in Punjab where a number of students were found in contact with banned groups. The LEAs have also identified 190 seminaries that receive funds from abroad.

The development comes a day before the end of a 90-day physical remand of Dr. Asim in Rangers custody on charges of terror financing. An unnamed Senior Police Officer said that North Nazimabad Police have registered the case against Dr. Asim under Anti-Terrorism Act of 1999. An Anti-Terrorism Court (ATC) in Karachi on November 26 remanded former Federal Minister of Petroleum Dr Asim Hussain into Police custody for four days over allegations of corruption and facilitating terrorists at his private hospital, reports The News. The Sindh Rangers registered a case against Dr Asim at a North Nazimabad Police Station on November 25, 2015, soon after the expiry of the 90-day remand that the paramilitary force had obtained from an ATC for interrogation after his arrest on August 26, 2015 under Section 11-EEEE of the Anti-Terrorism Act 1997. According to the First Information Report (FIR) registered against him, Dr Asim facilitated criminals and terrorists by getting them treated at the two branches of his hospital in Karachi. The complainant in the FIR said that Dr Asim admitted before the Joint Investigation Team that he facilitated criminals and terrorists belonging to banned organisations and the Lyari gang war as well as workers of political parties at the two branches of his hospital situated in North Nazimabad and Clifton.
