Two military Policemen, identified as Lans Naik Rashid and Havaldar Irshad, were killed when two unidentified militants opened fire at their vehicle on M.A Jinnah Road near Tibet Centre in Saddar Town of Karachi, the provincial capital of Sindh on December 1, reports Daily Times. DIG South Jamil Ahmed told AFP. ”This is a very serious incident but we will track the attackers down soon.” The sources revealed that weapon used in December 1 attack on military Policemen was same that was used in November 20, 2015 attack on Rangers, reports The News. The sources disclosed that a 9 mm pistol was used in attacks on Rangers personnel, doctors, Policemen and others.

An Anti-Terrorism Court-V (ATC) Judge Mohammad Javed Alam on December 6 sentenced a convict, identified as Shan Ahmed alias Shani, to a collective sentence of 28 years in explosive material and illicit weapon cases, reports Dawn. Shani, was found guilty of carrying an unlicensed pistol and a hand grenade on Manghopir Road in January 2014. In case of non-payment, the convict would undergo an additional three-month imprisonment. However, both sentences would run concurrently.

Chief of Army Staff (CoAS) General Raheel Sharif while addressing a high-level security meeting chaired by Prime Minister Nawaz Sharif at the Governor’s House in Karachi on December 7 said that the ongoing operation in Karachi was not being carried out against any political party, reports Daily Times. He said that the operation by Rangers and Police was aimed at terrorists and their sympathisers and facilitators. The network of terrorists and their facilitators has been dismantled in the country by the actions taken by the security forces, he was quoted as saying. Appreciating the role played by Rangers, Intelligence and other agencies in the ongoing operation against criminals and terrorists, Prime Minister (PM) Nawaz Sharif on December 7 said that there will be no compromise on the law and order situation of Karachi, reports The News. Sindh Minister for Information, Maula Baksh Chandio on December 10 said that only Sindh Chief Minister Qaim Ali Shah is the competent authority to decide as to how and when Rangers ‘special powers’ are to be granted extension, reports The News. The provincial Information Minister described the issue of granting approval to the extension in special powers of the paramilitary force as a sensitive matter, adding, however, that a decision in this connection would be made in a day or two. The special powers granted to Sindh Rangers to strictly deal with the criminal elements as part of the Karachi operation were last renewed for four months in August 2015.

According to the figures, the Province also has more terrorists awaiting execution than the rest of the country. Until the last week of November 2015, Sindh carried out capital punishment in 106 cases, followed by Punjab with 64 terrorists. The Islamabad Capital Territory, Khyber Pakhtunkhwa and Balochistan each have sent one terrorist to the gallows. Not a single death punishment has been carried out in the Federally Administrated Tribal Areas (FATA), Gilgit-Baltistan (GB) and Pakistan Occupied Jammu & Kashmir (PoK) during this period. Same is the case regarding the number of terrorists awaiting execution. Here, Sindh stands out with 98, Punjab 81 and Khyber Pakhtunkhwa 25. Sindh Home Minister Sohail Anwar Sial presented the resolution on the critical issue of Rangers’ powers on the floor of the Sindh Assembly, amid chants and slogans by opposition members. The resolution states that Rangers will only have powers with respect to the following, target killing, extortion, kidnapping-for-ransom, sectarian killing. The MQM leaders were named in different FIRs by private complainants who alleged that the accused had attended a public gathering and listened to Altaf Hussain’s outburst against the security agencies on July 12 this year. In his speech, Hussain had accused the paramilitary forces of torturing and killing his party workers. Following the Dr Asim-linked controversy, the Sindh government had recently curtailed the Rangers’ powers and restricted them to operate only against target killers, sectarian killings, extortions and kidnappings for ransom. She said there had been a clear decrease in targeted killings, extortion and kidnapping-for-ransom in Karachi, but sectarian killings persisted. She further said that the HRCP was worried over the rise in extrajudicial killings and lack of transparency about the number of people picked up or later let off. “When the operation began two years back, there were talks about constituting a monitoring committee, which will keep a check on the workings of the paramilitary forces and to ensure that no innocent person is arrested. The Muttahida Qaumi Movement suggested the name of Justice Nasir Aslam Zahid for the committee but nothing has happened yet,” Yusuf said. Meanwhile, according to Karachi Police’s statistics, there was a marked improvement in the law and order situation in Karachi in the year 2015 primarily because of the intensified efforts of Police and Rangers in the crackdown against criminals, but nevertheless street crimes continued to surge in the city and there were some major terrorist attacks too, reports The News. The statistics show a decline in all categories of crimes, the only exception being the cases of cell phone snatching. There was a remarkable decrease in target killing cases in 2015. 863 people were murdered in comparison with 1,823 the previous year. Besides, 81 Policemen, seven Rangers and two Military Police personnel fell in the line of duty in 2015. Of the policemen killed in 2015, 64 were targeted in drive-by shootings, three in blasts, nine in encounters with terrorists, two over personal enmity and two while resisting robberies.

A total of 1,577 encounters took place during 2015 and 544 suspected militants, gangsters, criminals, were killed. The number of Policemen who lost their lives in armed attacks so far is 83, while 89 were wounded in the outgoing year. It further said that the number of people killed in targeted attacks during 2015 was 986. In 2014, a total of 1,925 people lost their lives in targeted attacks. Meanwhile, Pakistan Rangers Sindh claimed to have arrested at least 4,074 suspected criminals during a total number of 2,410 raids and operations conducted during the year 2015. According to Rangers spokesperson, out of the 4,074 arrested, 2,198 were formally handed over to Police for persecution. "Those handed over to Police included 887 terrorists, 268 target killers, 97 extortionists and 49 kidnappers," said the statement issued by Rangers. 19, 2944 rounds of ammunition of different caliber was also recovered.
