Police on August 3 claimed to have arrested three alleged extortionists, who it said tended to target doctors and pharmaceutical companies and have links with a South Africa-based group, reports Dawn. “Police arrested two suspected extortionists, identified as Wasif Rafiq and Faizan alias Matto, from Khawaja Ajmair Nagri, and seized computers from their custody,” said Karachi-West Deputy Inspector General (DIG), Feroze Shah. “This is an international gang of extortionists who mostly targeted doctors and pharmaceutical companies,” added the Police Officer. The officer further revealed, “They were involved in extortion during the last five years but they tended to use names of Lyari gang-war outfits and Tehreek-e-Taliban Pakistan, while sending extortion chits to doctors, pharmas and traders.”

Death-row prisoner Shafqat Hussain was hanged to death at the Karachi Central Prison on August 4 (today), after his hanging was postponed on four previous occasions this year, reported Dawn. Shafqat was arrested and sentenced to death in 2004 for the kidnapping and involuntary murder of a seven-year-old boy who lived in a Karachi apartment building where Shafqat worked as a security guard. All courts had turned down his appeals and the Supreme Court threw out a review petition that was the first to raise the matter of Shafqat’s juvenility at the time of arrest, maintaining that this line of defence should have been introduced at the trial court level.

Sindh Rangers arrested an extortionist woman during an encounter in Lyari Town of Karachi, the provincial capital of Sindh on August 4, reported The News. The spokesman said, the accused woman is spouse of notorious gangster Imran aka Kawwa and she had demanded PKR 500,000 extortion money from a local trader. During interrogation, the woman has confessed to extorting money from three people. On the information provided by the accused, Imran has also been arrested. Further investigation is underway.

During a meeting at Chief Minister's House on August 5 the Sindh Government with the help of Intelligence Agencies identified at least 48 madrassas (religious seminaries) in the Province having links with banned organisations and half of them operating in Karachi. reports The Express Tribune. “These seminaries are promoting terrorism. We have worked out and our Security Forces are ready to take action against these illegal and un-registered madaris,” Inspector General (IG) Sindh Police Ghulam Hyder Jamali said. The meeting decided that no new seminary will be established without obtaining a No Objection Certificate (NOC) from the concerned Deputy Commissioner and Home Department as well as Sindh Building Control Authority (SBCA). The IG Sindh said that as many as 9,590 seminaries have been reported in the province, of which 6,503 are registered, 3,087 are un-registered and 167 have been sealed because of illegality.

On May 13, 2014, The Express Tribune quoting reliable sources from across the border reported that Baba Ladla was intercepted and killed by the Iranian Security Forces. According to details, Ladla had reportedly fled to Iranian Province of Sistan-Balochistan when Sindh Rangers launched its operation in Karachi. However, Iranian forces spotted the presence of Ladla at a house near the Konarak Coastal Township and raided it. Ladla tried to flee towards the Pakistani borders where the Iranian border guards intercepted him. In an ensuing exchange of fire, Baba Ladla was killed and his body was taken to a local hospital where the Iranian security officials prepared a video for record purposes. However, security officials in Quetta said they had not received any information from Iranian authorities confirming his death. “We have no information about the killing of Baba Ladla,” a senior official of the Home Department said. There was no reaction to reports of Baba Ladla’s killing, according to officials and residents. There was muted reaction, mainly because there was no confirmation of the killing. “There was no reaction in any part of Lyari,” City SSP Fida Hussain said.

Two of the suspect seminaries were from Punjab, 15 from Sindh and 13 from Khyber Pakhtunkhwa. No seminary in Balochistan has been placed in this category since the launch of the NAP in December 2014. Although the report does not explain in so many words what is meant by suspected madaris, a senior official involved in the implementation of the NAP said that suspect seminaries are the ones that have some direct or indirect connections with militants or their activities. According to the report, Sindh is the only Province which has taken concrete action and has so far closed 72 unregistered seminaries. No such action has been reported from the other three Provinces.

According to details, Khurram alias Muchar, Unit in-charge MQM Unit-28, was arrested over charges of involvement in extortion, dumping of weapons and target killings. Mahmood, an active worker of MQM Unit-20, who has already confessed to murdering 47 people when he was arrested earlier in November 2014, was arrested on charges of kidnapping and torture. Rangers also arrested Shahid alias Kala, an active worker of MQM Unit-31, who had earlier confessed six murders during initial interrogation when he was arrested in September 2014. Mubin, the committee member of MQM Unit-20, also faced arrest as he had confessed to numerous target killings, extortion, arson, rioting and other heinous crimes when he was earlier arrested in May 2013. The anti-terrorism court hearing the case, after an extensive scrutiny, accepted the interim charge sheet of the Safoora bus attack case. The charge sheet, which is also held as the investigation report, was submitted nearly three months after the case was registered. It states that there were at least 15 assailants involved in the attack: 10 were riding the four motorcycles and five others were in a white-coloured car that followed them. The motorcyclists stopped the bus, barged into it and carried out the execution, while the car occupants served as a back-up team.

He said that for a city of over 18 million people there were only 30,000 Policemen who were already battling organised criminal gangs, armed wings of political parties and militants of banned outfits. Speaking to journalists after signing a Memorandum of Understanding (MoU) between the Karachi Police and Voice of Karachi (VoK), a Non-Governmental Organisation, he said due to unavailability of the required number of force, the Law Enforcement Agency was focusing on technological support for regular policing and investigations. “The signing ceremony today is an initiative on the same line,” he said, addiing, “We are well aware of the policing challenges in the city and for that a comprehensive strategy is being devised to fight every crime. Five Lyari-based gangsters, including one wanted in several cases, were shot dead in a joint encounter by Police and Rangers in Ghulam Hussain Shah Lane near Lea Market in Napier area of Saddar Town in Karachi, the provincial capital of Sindh on August 21, reports Dawn. Three Security Force (SF) personnel, including the Station House Officer (SHO) Napier, Azam Khan, were also injured in the exchange of fire. According to Senior Superintendent of Police (SSP) East, Fida Hussain Janwari, the Police obtained intelligence about the presence of gangsters in the area after which a joint team of the Police and Rangers conducted a targeted raid on an alleged hideout. Fida Hussain identified one of the deceased as Sadiq Gadani. “He had established a reign of terror in Lyari,” claimed the senior Police Officer. “Sadiq Gadani was linked with Noor Mohammed alias Baba Ladla gang,” he said. But some residents said Sadiq Gadani had recently parted ways with Baba Ladla and joined the Lashari gang. The Sindh Government had placed PKR 1 million bounty on his head. The other deceased gangsters were identified as Salar, Shahnawaz and Raza while a fifth suspect could not be identified immediately, said the SSP.

Area residents informed Police about the presence of the suspicious vehicle, which had remained parked in Nazimabad for the past few days. Initial reports suggest that the car was transferring ammunition to an unknown location, but was parked due to some mechanical problems in the car. According to Central SSP Muqaddas Haider, residents saw boxes inside the vehicle and Police summoned the bomb disposal squad to scan the car for explosives. More than 9,000 bullets were recovered from the car. Security sources said that the recovered ammunition appeared to be bullets of G3 rifles.
