Three special courts were formed on January 1 in accordance with the Protection of Pakistan Act (PPA) to preside over cases relating to terrorism,reports Daily Times. Five special courts are to be formed in total. The three courts have been formed in Peshawar (Khyber Pakhtunkhwa), Lahore (Punjab) and Quetta (Balochistan) in accordance with the PPA passed by parliament in order to curb rising militancy in the country. Judge Mukarrab Khan will head the special court in Lahore, Judge Zafar Khosa in Quetta and judge Anwar Ali Khan will preside over the court in Peshawar. As many as five special courts are to be formed whereas the next phase will focus on establishing special courts in Islamabad and Sindh.

Awami National Party’s (ANP) District West President, identified as Haji Saifullah Afridi, was killed in a targeted attackwhile he was on his way home from the mosque in Ittehad Town of Baldia Town in provincial capital Karachi on January 5, reported The Nation. ANP’s Provincial General Secretary Younus Khan Buneri warned the Government and the Law Enforcement Agencies for the arrest of the accused. The law enforcers believed that the militants from Tehreek-e-Taliban Pakistan (TTP)-Swat Chapter, who were also involved in previous attacks and killings on the ANP leaders and workers in Karachi, were behind Afridi’s killing. Deputy Superintendent of Police (DSP) Javed Hussain Shah said that TTP militants were behind the incident.

The Pakistan Rangers, Sindh on January 5 warned all the mobile phone companies that their respective executives will be booked for terrorism if a phone connection sold in violation of set rules is found to have been used in any terror activity, reports Dawn. In a letter sent to the regional headquarters of Mobilink, Ufone, Telenor, Warid and Zong, the Sindh Chief Minister and Pakistan Telecommunication Authority, the Rangers came up with the strong measures to counter the flaws which they said were causing ‘deterioration of law and order situation’. “Taking stock of terrorist activities, it has been revealed that illegal SIMs are used by them,” stated the letter sent by the Rangers. “....thereby affecting the law and order situation of Karachi city. It has been found that SIMs, both unverified and without records, are being used for heinous crimes, including extortion collection and kidnapping-for-ransom. The SIMs are reactivated even after being blocked,” it added.

The senators belonging to the Muttahida Qaumi Movement (MQM) and the ANP on January 5 demanded a military operation against terrorists in Karachi, reported Dawn. The demand came when ANP’s Shahi Syed drew the Senate’s attention to what he called the continued targeted killing of his party’s workers as well as Pakhtuns in the city. Supporting the ANP’s call for the military action, Nasreen Jalil of the MQM said it was her party which had been demanding an army operation against terrorists in Karachi where Taliban were strengthening their presence. The senator said she had even written a letter to the prime minister on the issue. She said that not only the Pakhtuns, but the Sindhis and Urduspeaking people were also being targeted by terrorists, adding that issues being faced by the ANP and her party were not different from each other.

Sindh Government on January 6 directed all private schools to finalise their security arrangements before the end of the winter vacation as the Government is not in a position to ensure Police deployment, reported Dawn. Home Secretary Dr Niaz Ali Abbasi said that the Government would ensure effective patrolling around the schools under threat. He said that the Government would issue arms licences to schools within a week if they required weapons. There would be no compromise on the security of schoolchildren, he said, adding that the private schools were earning a lot of money in the form of fees and their management could hire private security guards.

Three suspected militants, identified as Gul Pir Khan, Noor Alam and Ameer Mohammad, were killed in a Police encounter led by Crime Investigation Department’s (CID)Counter-Terrorism Unit on Northern Bypass, on the outskirts of Karachi, the provincial capital of Sindh on January 6, reported The Express Tribune. The militants are suspected to be affiliated with the Tehreek-e-Taliban Pakistan (TTP), adds The News. CID in-charge Khurram Waris said that the victims were involved in terrorist activities in various parts of the country from Karachi to Khyber Pakhtunkhwa, including sectarian killings, police murders and kidnapping-for-ransom. Waris claimed that the suspects were planning attacks on a private school in Karachi without sharing any further information. CID further claims to have recovered three pistols, two grenades and Improvised Explosive Devices from their possession.

In 2013, which the HRCP termed to be Karachi’s deadliest year with 3,251 deaths, around 184 were killed in encounters. The breakdown shows that nearly 457 people were shot dead in alleged encounters with the Police while roughly 135 were shot dead by the Rangers and two others died as a result of torture by law enforcerThe report claims that around 2,914 people, including children, were killed in 2014 which is almost 300 less than the year before. HRCP’s chairperson Zohra Yusuf claimed that deaths in these Police encounters were a human rights violation. She said that anyone killed extra judicially, be it the Taliban, was illegal. Yusuf said that in most of these encounters, the Police were not harmed while they claimed that they had to open fire in response to the criminals firing at them. She added that the Policemen who died last year were killed in grenade or targeted attacks, not encounters. “The Police do not trust the judicial system,” she said, adding, “They believe that courts will let the prisoner off and so they indulge in ‘police encounters’, however, this is no way to justify them.”The report further stated, In 2014, there was also an increase in sectarian attacks. The death toll went up to 120 as compared to 108 in 2013. The number of dead bodies found in 2014 was also slightly higher than the year before with 340.

Following the National Action Plan (NAP) committee’s recommendations, officials associated with provinces’ Auqaf departments are gathering data about madaris/makatib which have never been registered with the ITMP, Ministry Of Religious Affairs or with the Provincial Auqaf Departments.Around 8,249 seminaries which have enrolled 0.3 million students are not registered across Khyber Pakhtunkhwa (KP), Punjab, Sindh and Balochistan, revealed officials, who will brief Federal Ministry of Interior next week. “This non-registered madaris/makatib did not fulfil the basic criteria set by the ministry of religious affairs,” a senior official said. Around 4,135 madaris or makatib are operating without getting proper registration from the designated authorities in KP, the official said, adding that some 2,411 seminaries are unregistered in Punjab, 1,406 in Sindh and 266 in Balochistan, he explained. At least 31 madaris are not registered in Islamabad where all seminaries are built on encroached land, he revealed and went on to say that even Jamia Hafsa, adjacent to Lal Mosque, also failed to fulfill basic requirements of registration. The official claimed that “Madaris operating in KP did not cooperate with us.”The ITMP officials also confirmed that some members of seminary boards – Barelvi, Ahle Hadith, Shia and Jamaat-e-Islami – affiliated with the Ittehad Tanzimat Madaris-e-Deeniya – had also refused to comply when it came to regulating their syllabus in the Pervez Musharraf era. The problem exists in non-registered seminaries where there is no check on literature being taught there, a cleric said on condition of anonymity. The Ministry of Religious Affairs registered 26,131 madaris by September 2014, according to official figures obtained by The Express Tribune. Around 14,768 seminaries are registered in Punjab, 7,118 in Sindh, 2,704 in Balochistan, 1,354 in KP and 187 in the Islamabad.

Three militants of Lashkar-eJhangvi (LeJ) Shahid Hanif alias Mufti Shahid, Muhammad Talha and Khalil Ahmed alias Hassan Jan were executed in Central Prisons in Sukkur. They were condemned to death by an anti-terrorism court after they were found guilty of killing Syed Zafar Hussain Zaidi, director laboratories of Ministry of Defense (MoD) in Karachi in July 2001. Two terrorists involved in former President General (Retired) Pervez Musharraf assassination bid case were executed at District Jail Faisalabad. The terrorists were identified as ex-employee of Pakistan Air Force Nawazish Ali and Mushtaq. Zulfikar Ali was executed at the Adiala Jail, Rawalpindi. He was associated with Al-Qaeda. He was convicted for killing two Policemen near the US Consulate General in Karachi. He was convicted by Anti-terrorism Court in Karachi after being booked in 2003 in FIR no 35/03 registered in Karachi under Sections 353, 302, 324, 397 and 7-ATA. Behram Khan, the killer of a lawyer, was hanged at Karachi Central Jail in the presence of judicial magistrate. Behram Khan, along with Police Sub-Inspector (SI) Pir Bux, had killed Advocate Ashraf in the courtroom of Sindh High Court in 2003 and they were arrested while trying to escape. Anti-terrorism Court in Karachi had sentenced Behram to death while SI Pir Bux was sentenced to life in prison for abetting the crime.

The Inspector General of Police (IGP) Ghulam Hyder Jamali briefed the Chief Minister on the targeted operation. He said the operation gave positive results. “If the 496 days of the targeted operation are compared with the corresponding 496 days [of the previous years], 337 per cent more criminals have been killed in encounters while 16 per cent more targeted killers arrested, 285 per cent more terrorists and 96 per cent more extortionists apprehended,” he said. A total of 766 criminals had been killed during the 496 days of the operation, while 175 criminals had been killed in encounters during the corresponding period, he said. Similarly, 1,399 criminals involved in targeted killings had been arrested, while 1,200 had been arrested earlier, he said. The number of militants and extortionists arrested increased from 124 to 478 and from 236 to 463, respectively, he said.

Falah-e-Insaniyat Foundation (FIF), the charity wing of Jama'at-ud-Dawa (JuD), on January 26 launched a free ambulance service at the Markaz-e-Taqwa in Gulshan-e-Iqbal Town, reports Dawn. “This [welfare work] is our key area for which we are known across Pakistan,” JuD chief Hafiz Mohammad Saeed said at the launching ceremony. “After launching several such projects in rural and disaster-hit areas of the country, we now plan to expand to facilitate the maximum number of people,” he said, adding, “We are neither a political party nor do we have an electoral agenda. So we are stick to our social welfare projects.” Further, he said that in the first phase, the FIF would operate a fleet of 15 ambulances in all city districts and the number of vehicles would be increased gradually. “We are operating an ambulance service in 118 cities across the country. From Tharparkar in Sindh to Turbat in Balochsitan and from Sadiqabad in Punjab to Dera Ismail Khan in Khyber Pakhtunkhwa, you would find footprints of our welfare projects in every corner of the country,” he said.

The Sindh High Court (SHC) on January 27 directed the Home Secretary, Provincial Police Chief, Rangers Director General and others to submit their respective replies in the petitions against alleged detention of seven workers of the Muttahida Qaumi Movement (MQM) by Law Enforcement Agencies, reports Dawn. A division bench comprising Justices Ahmed Ali M. Sheikh and Syed Muhammad Farooq Shah also issued notices to the Federal and Provincial law officers to ensure the filing of comments on behalf of the official respondents. The hearing was adjourned till January 15, 2015. According to details, on January 15, 2015, Shahzad Khan, a worker of the Karachi Water and Sewerage Board (KWSB), was held in Orangi Town and on January 16, 2015, MQM worker Syed Tahir Ali, an employee of the education department, was arrested Later, on January 20, 2015 the paramilitary troops arrested Abrar, owner of a roadside tea stall, in Orangi Town within the jurisdiction of the Mominabad Police Station. He said that on the same day another worker of MQM, Umair Sharafat, an employee of Honda Atlas, was arrested from Sector 10 in Orangi Town. Also, the LEA personnel and Police raided the house of Naseer, an employee of a hospital, in Orangi Town and took away the victim. On January 21, 2015, he said, another worker of MQM, Bilal, was taken into custody in Hingorabad area of Lyari Town. The same day, Suleman, a factory worker, was also picked up by the Rangers and Police within the jurisdiction of the Kalri Police Station.

Additional Inspector General (AIG) Sindh Police Ghulam Qadir Thebo said that Police on January 28 had arrested one of the five suspects, identified as Mohammad Mansoor, involved in the murder of Karachi University Dean Islamic Studies Faculty Dr Shakeel Auj, reports Dawn. In September 2014, Dr Shakeel Auj was shot dead in Gulshan-e-Iqbal Town. "Five men were involved in the offence and one of them, Mohammad Mansoor, has been arrested," the AIG claimed. He said the arrested suspect had not only conceded to his involvement in the murder but had also admitted responsibility for firing on Rangers personnel in 2014. Mansoor was also responsible for killing the Principal of Degree Science College Liaquatabad Professor Syed Sibte Jafar in 2013.

Ahmed was the MQM unit-64 in-charge. According to details, on December 15, 2014, Pakistan People's Party (PPP) held an open house in Bahadurabad area of Gulshan Town. During the open house, Ahmed raised various questions regarding Sindh Government's performance where PPP activists and Police officials were also present. In the same open house, Suhail was threatened by PPP’s Saeed Chawla. The same night, Ahmed was arrested by the Police and on January 28, he was found death in Mawach Goth. MQM Coordination Committees of Pakistan and London at a joint meeting decided a day of mourning for the alleged extra-judicial killing of Ahmed. Altaf Hussain condemned the killing of Suhail Ahmed allegedly after being arrested by plain-clothes police personnel. Also, Prime Minister Nawaz Sharif while taking notice of the killing of Ahmed on January 28 assured MQM leader Babar Ghauri that those involved in the extra-judicial killing of party workers would be dealt with strictly, reports The News. Prime Minister Sharif has also called for an immediate probe and report of the murder.

More than three feet of the tracks were blown off. The bomb went off as soon as Peshawar-bound Khushal Khan Khatak Express passed from the spot of the blast. Bomb disposal squad (BDS) sub-inspector Badaruddin Shaikh told that a bomb weighing seven to eight pounds was planted at the railway track that was triggered through a remote-controlled device. He said that the bomb was so powerful that besides blowing up a considerable portion of the tracks, it caused extensive damage to more than 30 feet of the track while a four-foot-deep pit developed at the site of the blast. He added that the BDS experts have found a device with four batteries and three feet of wire from the site.
