According to Dawn, the local Taliban killed three people and injured five others in an attack on a cockfight fare at the Shene Ghundae village in the Shabqadar dub-division of Charsadda district of NWFP on December 2. Witnesses said the weekly fare was in progress when a group of militants appeared from nowhere and opened indiscriminate fire on the people. Three persons, Nawar, Bismillah Jan and Mohammad Ali were killed on the spot. Witnesses said that the militants arrived in three pick-up trucks and were armed with sophisticated weapons, including Kalashnikovs. A spokesman for the local Taliban, Abdu Nauman Askari, said that they had earlier warned Akhtiar Khan, the organiser of the cockfighting fare and alleged ringleader of gambling dens in the area, to abandon the ‘anti-Islam’ practices. An official of the concerned Sro Kaley police station told Dawn that the militants had entered the area from the adjacent Mohmand Agency. He added that since the militants came through unfrequented routes, it was difficult for police to trace them.

British police have arrested two supporters of an outlawed movement of Balochistan, a human rights campaigner said in London on December 6, according to The News. Scotland Yard said the two men, aged 25 and 39, were detained during early morning raids on December 4 in north and north-west London on suspicion of the "commission, preparation or instigation of acts of terrorism." Activist Peter Tatchell informed that the duo were lawful supporters of the movement and feared they could be extradited to Pakistan to face a possible death sentence. "I urge the British government to not give in to pressure from the Pakistani President (Pervez) Musharraf," he said. Tatchell named the men as Faiz Mohammed Baloch - with whom he has worked on human rights campaigns - and Nawabzada Hyrbiyar Marri. "These arrests are likely to have been at the request of the Pakistan government, which has long been seeking the extradition of Baloch nationalists exiled in London," he added.

In the first such attack of its kind, a female suicide bomber blew herself up in a high security zone in Peshawar, capital of the North West Frontier Province (NWFP), on December 4, according to Daily Times. Except for the suicide bomber, who was said to be in her mid-30s, no other casualty was reported in the blast. The offices of the Inter-Services Intelligence (ISI) are located in the maximum-security Peshawar Cantonment area, The News reported. Peshawar police chief Tanveerul Haq Sipra said the bomber blew herself up when she was stopped at a military check-post on the on Babar Road. Sipra said the woman’s belly was blown up while her chest, face and legs were intact. "From her body parts, we have confirmed the gender of the bomber. She seems to be an Afghan and around 34 years of age," he added. A security official said the woman wearing a blue burqa (veil) had been stopped by guards at the checkpoint, Dawn reported. "She lifted the veil from her face and smiled, and then there was a huge explosion," an unnamed security official quoted a guard at the scene as saying. The woman was said to be in her mid-to-late 30s. The lower part of her body had been torn apart but the upper part was surprisingly intact, unlike in other cases of suicide bombing.

Earlier, troops backed by tanks and gunship helicopters advanced towards Imam Dheri and seized control of a seminary run by Fazlullah, and an adjacent mosque without any resistance. De-mining experts have reportedly started combing the area for landmines and booby traps. In Khwazkhela, the troops have taken control of a police station from the militants and handed it over to the local police. An unspecified number of militants fled the towns before they were overrun. About 400 troops and police moved in, and found the complex abandoned, AP reported. The troops also dismantled a prison set up by militants inside a girls’ primary school in the Matta sub-division and freed dozens of people, an intelligence official told AFP. There were reports that Fazlullah’s deputy, Maulana Shah Dauran, had been killed in a gun-battle late on December 5, military spokesman Amjad Iqbal said. "The forces will chase militants out of the area," the in-charge of the Swat operation, Maj-Gen Naseer Janjua, said told journalists in the village, according to Dawn. He claimed that most parts of the Swat Valley had been cleared of militants and some remaining pockets would soon be eliminated.

The Pakistan Army claimed on December 8 that it has cleared almost all militants from Swat after killing 290 rebels and arresting another 143 in recent weeks. According to AFP, Major General Nasser Janjua said 20,000 troops backed by helicopter gun ships and artillery had driven the militants out of their strongholds in an ongoing military operation. “Fazlullah is still on the run with hardcore militants estimated to be between 200 to 400, including some foreigners,” Janjua told reporters in Mingora, and added, “The militants have retreated to two places in the mountains in the northwest of the valley and we will chase them there.” However, Janjua was careful not to claim success, saying the militants remain dangerous and likely will try to regroup for at least one major counter-attack, adds Associated Press. He said officials believe that some of the fighters loyal to Fazlullah have melted into the local populace, while the hardcore supporters have been pushed into the Piochar side valley. He also said Fazlullah had been involved with the “enemy”, and claimed al Qaeda had played a role in the unrest in the conservative region. He informed that said five soldiers and six civilians had been killed in the operation and around 20 civilians had also been wounded. He opined that it would take up to four months to stabilise the region, adding that it would take at least 12 months to reopen the region to tourists.

Fifteen soldiers were killed and 38 others injured in an attack and in roadside explosions in different areas of North Waziristan on December 12, according to Dawn. However, the military said in a statement that six soldiers had been killed and 25 injured in the ambush. It informed that militants had suffered 15 casualties in a counter-attack. Major General Arshad Waheed said security forces backed by gunship helicopters spotted the fleeing militants and opened fire, killing 15 of them in “immediate retaliation”, AP reported. Local people said they had seen the bodies of 15 soldiers and disputed the military’s claim that 15 militants had been killed. A military convoy, going from Miranshah to the Razmak sub-division, came under intense firing by militants after it had hit an improvised explosive device in the Dosali area. The militants reportedly used heavy machine-guns and rockets. Three army trucks were damaged in the attack. Intelligence agencies have foiled a plot to assassinate President Pervez Musharraf by arresting some al Qaeda terrorists from Karachi’s Malir area, and seizing a large amount of ammunition from their possession, Daily Times reported. Sources said that al Qaeda operatives told interrogators that they were plotting to kill Pervez Musharraf during his next trip to Karachi. The terrorists had planned to blow up the entire bridge on Drig Road at the precise moment when Musharraf’s convoy was to reach there while coming from the airport to Shahrah-e-Faisal, sources said, adding that two more attacks were planned in case Musharraf survived the first one. The terrorists also told interrogators that their plans would be carried out despite their arrest as the group had been divided into smaller groups to execute their tasks.

Intelligence agencies have warned against a spate of suicide attacks by terrorists based in the Federally Administered Tribal Areas (FATA) and Swat, targeting VVIPs, including President Pervez Musharraf, former Prime Minister Benazir Bhutto, the US and Indian embassies and sensitive national and military installations, sources told Daily Times on December 13. “The high value targets include the top government hierarchy, top politicians including former religious affairs minister Ejazul Haq, and the Attock Oil Refinery in Rawalpindi. Besides the US and Indian embassies, their consulates and several other religious and political personalities are also on the hit list,” said a confidential National Crisis Management Cell report. The report titled, “Threat to VVIPs, Politicians, Foreign Missions and Military Installations,” was forwarded on December 12 to all home secretaries and police chiefs of the four provinces, the federal capital, Azad Jammu and Kashmir and the Northern Areas. The report reveals that militants from the FATA and Swat are planning to carry out suicide attacks in collusion with al Qaeda. Sources said the terrorists could be guised as women, or be in military or police uniforms. “Furthermore, five suicide bombers have already entered the NWFP to move to their target areas,” the report suggested. “The emphasis needs to be on the security of foreign diplomats, foreigners living in Pakistan, and the Christian community who would attend Christmas prayers at different churches in Rawalpindi and Islamabad. It is apprehended that hardcore religious elements may try to disrupt the New Year celebrations,” the report stated.

Two suicide bombings near an army check-post in Quetta, capital of Balochistan, on December 13 killed seven people, including three personnel of the Pakistan Army, military spokesman Major General Waheed Arshad said, according to Daily Times. An official at the Inter-Services Public Relations said three of the dead were soldiers, while the remaining four were civilians. Meanwhile, independent sources said the blasts had killed 12 people and injured 16. AP quoted deputy police chief Rehmatullah Niazi as saying that 10 people had died. No group has claimed responsibility for the blasts so far. Official sources said that a young, bearded man approached the military checkpoint at the Hana Road in the cantonment area and when the military police tried to stop him, he blew himself up at about 5pm, according to Dawn. As the military personnel were busy in the rescue operation and stopping people from getting close to the scene of the first bombing, a second suicide bomber detonated his explosives.

President Pervez Musharraf introduced six more amendments in the Constitution through executive orders on December 14 - a day before the lifting of the emergency, revocation of the Provisional Constitution Order (PCO) and restoration of the Constitution. Attorney General Malik Mohammed Qayyum told Dawn that Article 41(3) had been amended to remove a confusing clause in the Constitution that was inserted by the government of Gen Zia-ul-Haq. He said an amendment in Article 44 (2) allowed the incumbent president to seek re-election for a fresh term of five years, notwithstanding any bar in the Constitution. The Attorney General said the judges who had taken oath under the PCO would take a fresh oath under the Constitution after its restoration on December 15 (today) at 1.30pm. The president made amendments in six articles of the Constitution in exercise of his powers under the Provisional Constitution Order No 1 of 2007 through promulgation of the Constitution (Second Amendment) Order, 2007.

Taliban militants from tribal areas and some districts of the NWFP on December 14 decided to set up a centralised organisation for a joint war against the US and NATO forces in Afghanistan and appointed Baitullah Mehsud as their Central Amir (chief), a spokesman for the militant commander told Dawn. The militants have named their movement as Tehrik Taliban-i-Pakistan and said the aim of the movement was to enforce Sharia (Islamic law) in their respective areas. The decision was taken at a meeting of 40 Taliban leaders, held in an undisclosed place in South Waziristan. "The sole objective of the Shura meeting was to unite the Taliban against NATO forces in Afghanistan and to wage a ‘defensive jihad’ against Pakistani forces here," Baitullah’s spokesman Maulana Omar said. He claimed that Pakistani forces were bombing seminaries and killing people and the Taliban wanted to avenge the forces’ action. The meeting asked the government to call off the military operation in Swat and North Waziristan and abolish all military checkpoints within 10 days. Otherwise, it warned, a suitable course of action would be chalked out in the next meeting of the militants. Taliban leaders from seven tribal agencies, six Frontier Regions of FATA and the NWFP districts of Swat, Kohistan, Buner, Dir, Malakand, Kulachi, Bannu, Lakki Marwat, Tank and D.I. Khan attended the meeting. They demanded release of Lal Masjid cleric Maulana Abdul Aziz and other Taliban jailed across the country. The meeting also formed a 40-member consultative committee (Shura) to be headed by Baitullah Mehsud. Maulana Umar has been chosen as spokesman for the committee.

President Pervez Musharraf lifted emergency rule in Pakistan on December 15, exactly six weeks after imposing it, reports The Hindu. Stressing that this was the first time in the country’s history that emergency was being lifted in a mere 42 days, he said the situation had improved so much that restoring the Constitution was not a difficult decision. Simultaneously, he revoked the November 3 provisional constitutional order (PCO) and restored the Constitution, but with all the amendments he made during this period. Immediately after passing the emergency revocation order, Musharraf administered the constitutional oath of office to Chief Justice Abdul Hameed Dogar, previously sworn in under the PCO after the imposition of emergency. Other judges of the Supreme Court, who were also sworn in under the PCO, also took the constitutional oath of office.

Rashid Rauf, allegedly involved in a London terror plot to blow up transatlantic flights in August 2006, disappeared on December 15 from outside a local court in Islamabad, where he was brought from the Adiala Jail for a hearing, according to Dawn. Official sources confirmed he was brought to the court of Zafar Awan in Islamabad for hearing of a case and when he was being guarded by two policemen, he managed to escape. Rauf had remained in detention even after all charges against him had been dropped amidst reports that Islamabad was seriously considering a request from London to extradite him to the UK. The government on December 16 Sunday set up a four-member committee headed by an additional secretary to investigate the escape of Rashid Rauf. Two policemen have been taken into custody so far and are facing interrogation, said Interior Secretary Syed Kamal Shah. However, members of his family and his lawyer termed it a ‘mysterious disappearance’, saying they suspected it to have been arranged by security agencies. Hashmat Habib, the lawyer of the accused, also rejected the government’s claim that his client had escaped from custody.

Local Taliban militants on December 17 denied that al Qaeda chief Osama bin Laden might be hiding inside or near the tribal areas of the country, according to Dawn. A spokesman for the recently-formed United Taliban Movement of Pakistan (UTMP) in a statement accused President Pervez Musharraf of making false claims to please the ‘Americans’ in order to make money. Musharraf had claimed in an interview to The Washington Post that Laden might be hiding in the area that borders Bajaur tribal agency and Afghanistan’s Kunar province. "No one except Osama knows where he is. Musharraf is making such statements to make more money," Taliban spokesman, Maulana Omar, said. He alleged that such statements were tantamount to inviting US forces to invade the country. He added that the tribal militants would welcome and protect Osama bin Laden if he ever came to their area. He denied that the Afghan Taliban had formed the UTMP, but acknowledged that they shared the same ideals and goals. "Of course, our mission is the same and we believe that Mullah Omar is our caliph but, at the same time, we have our own separate struggle which is limited to Pakistan."

Militants in North Waziristan on December 17 announced a unilateral cease-fire on the eve of Haj and Eidul Azha (Festival of Sacrifice), saying they would not attack troops till January 1, 2008, according to The News. An unnamed militant commander told The News that the cease-fire decision was taken in a meeting of senior militant commanders held with tribal militants’ central leader, Hafiz Gul Bahadur, in the chair. He said Hafiz Gul Bahadur directed his fellow militants to stop attacks on security forces in North Waziristan till January 1, 2008. The militant commander also said that militants would have no objection over movement of security forces in the region during the cease-fire. He added that Bahadur directed his fighters to avoid abducting soldiers during the truce and let them travel wherever they wanted to go. However, military spokesman Major General Waheed Arshad said though he did not know about any such cease-fire announced by the militants, the army would continue its hunt on militants. "We have a clear cut stand. Army would retaliate if they were attacked," he stated.

The US House of Representatives has passed a $785 million aid package for Pakistan for the fiscal 2008 despite its reservations over the state of emergency imposed on November 3, according to Dawn. The US Senate is also expected to approve the package, which includes $300 million of military assistance, by December 19. The other major item on the approved list is that of $350 million for economic support fund. The package for Pakistan includes $50.9 million of development assistance, $39.8 million for child survival and health, $10.3 for anti-terrorism activities, $32 million for anti-narcotics efforts, and $2 million for training and education of military officers in the United States. This is part of a five-year $3.5 billion package signed in June 2003, when President Pervez Musharraf visited the Camp David presidential resort for a meeting with President George W. Bush. The bill approved by the House also includes a provision authorising the US administration to provide assistance to build the capacity of Pakistan’s other security forces critical to the success of counter-terrorist operations. These include the Frontier Corps and other internal security forces specifically responsible for counter-terrorism operations. Forces responsible for border protection and interdiction, including the forces that guard coastal waters, will also benefit from this provision.

Sources said that intelligence agencies had already been tasked to check out the TTP infrastructure including its main leaders, financiers and supporters in the FATA and elsewhere. The government has banned 18 militant outfits and put two on the watch list since 2001.

According to The Post, the death toll in the suicide bombing at a mosque in the Sherpao town of Charsadda district in the NWFP on December 21 has increased to 60. As reported earlier, a suicide bomber blew himself up in a crowded Eid-ul-Azha (festival of sacrifice) congregation in the hometown of former interior minister Aftab Ahmad Khan Sherpao in the early hours on December 21. Sherpao narrowly escaped the attack while his younger son Mustafa Sherpao sustained injuries. Quoting eye witnesses, the District Police Officer Feroz Shah said that Sherpao and his son remained safe because they were standing in the first row while the suicide bomber blew himself up in the eighth row. The newspaper added that more than seven students from a religious seminary had been arrested in connection with the attack. Meanwhile, two Afghan refugees were among four suspects arrested in connection with the suicide attack, Dawn reported. Security officials said the men, one of them a seminary student as well as a local prayer leader, were arrested in addition to two others detained earlier. This was the second attempt on the life of Sherpao. On April 28, 2007, thirty-one persons were killed and the then Interior Minister Sherpao and his young son Sikandar Sherpao Khan were among several people wounded in a suicide attack, moments after the Minister finished a speech at a public rally in his hometown Charsadda. An intelligence official said the second assassination attempt appeared to have been carried out by the same group which had organised the first attack. The group behind the first attack, he informed, was based in the neighbouring Mohmand tribal region.

32 more persons, including five children, a woman and two Frontier Constabulary (FC) personnel, were killed and scores of others injured on December 26 in continued sectarian violence in Kurram Agency on the fourth consecutive day, The News reported. The death toll from the four days of clashes has reportedly increased to 47 while more than 100 people have been injured. Official sources said the rival groups attacked each other’s positions in Balishkhel, Sadda, Sangina, Khar Kali, Ali Zaik, Bagan and Upper Kurram. Curfew has been clamped in Parachinar for the last five days without any break thus causing severe shortage of edibles and medicines. Heavy weapons, including mortar and rocket shells, are allegedly being used by both the warring groups. One of the shells that landed at a residential area in Sadda bazaar killed five children and a woman and wounded six children. Further, a group of armed men attacked the Mangak security post manned by FC personnel near Sadda killing two soldiers, Taza Gul and Niaz. A rocket attack killed two people at Balishkhel mosque and injured seven others. Three tribesmen were killed during a clash in the suburbs of the city and two in the Ahmadi Shuma area of Lower Kurram. Benazir Bhutto, the former Prime Minister and Pakistan People’s Party (PPP) Chairperson, was assassinated on December 27 in a gun and suicide attack as she drove away from a campaign rally just minutes after addressing thousands of supporters at Liaquat Bagh in Rawalpindi, according to Daily Times. 30 more people were killed and over 100 others, including Benazir’s political secretary Naheed Khan and Sherry Rehman, wounded when a suicide attacker riding on a motorbike blew himself up after firing at Benazir who was waving to her supporters from her vehicle’s sun roof. PPP spokesman Farhatullah Babar stated that Benazir fell inside the vehicle after receiving bullets in her head and neck. Witnesses said three gun shots were heard before the suicide blast near her Black Lexus bulletproof vehicle. She later died at the Rawalpindi General Hospital. “The blast happened at around 5:10pm and the doctors pronounced her dead at 5:25pm,” Babar said. "It may have been pellets packed into the suicide bomber's vest that hit her," interior ministry spokesman Javed Cheema told AFP. Following the assassination, PPP activists reacted violently in different cities in Punjab, Sindh, NWFP and Balochistan. Angry protestors took to the streets, pelted stones, burned government and private property and various vehicles besides chanting slogans against the government, The Post reported. At least 10 people were killed in different parts of the country, including two in Lahore, during the exchange of fire. In Karachi, police said at least 70 vehicles were burnt by protesters, including 35 trucks filled with wheat. All petrol pumps were immediately closed as knots of protesters blocked many roads. Incidents of aerial firing were reported in different parts especially in Peshawar, Lahore, Rawalpindi, Karachi and Quetta. Official sources told The News that civil armed forces have been summoned in aid of the security agencies to maintain law and order, adding the security around sensitive installations and government personalities has been beefed up.

The Hindu reports that Interior Ministry spokesman Javed Iqbal Cheema told journalists that Bhutto, who had emerged from the sunroof of her vehicle to wave to supporters, tried to duck the explosion but the impact of the blast threw her against the lever on the right side of the sunroof, causing a fracture to her skull causing death. Cheema also said that there was "irrefutable evidence" that the attack was masterminded by South Waziristan-based al Qaeda leader Beithullah Mehsud.

Two suspected suicide bombers were killed in Haroonabad in the Bahawalnagar district of Punjab province early on December 30 when the devices they were carrying exploded prematurely in an apparent botched attack on former religious affairs minister Ejazul Haq, according to Daily Times. “My guess is that they were there to target Haq who had visited the area a day earlier,” Bahawalnagar District Police Officer Zafar Abbas told Reuters. Haq was in the area to campaign for the next month’s general elections and had already left his house, which is 200 yards away from the blast site, by the time the explosion occurred, Zafar told NNI. He is contesting for a National Assembly seat from Haroonabad as a Pakistan Muslim League-Qauid candidate. The police found scattered body parts and the wreckage of a motorcycle at the scene of the blast, and suspect that the bombers either met an accident or fell from the bike detonating the explosives.
