President General Pervez Musharraf said on March 1 that the government was willing to hold talks with insurgents in Balochistan to end the violence in the province, reports Daily Times. Addressing the inauguration ceremony of the Sibbi festival in Sibbi, he said, “They should tell us what their demands are. We are ready to give them everything.” He, however, added that “no power can separate Balochistan from Pakistan”. Musharraf further said, “We have the capability to counter terrorist acts in Balochistan. Those indulging in terrorist acts are also from among us. I appeal to them to give up these activities and join the development process.”

Daily Times quoting police sources reports that three policemen were killed and nine others, including an anti-terrorist Judge Bashir Ahmed Bhatti, were wounded when a remote-controlled bomb attached to a bicycle exploded in Multan on March 2. Bhatti was travelling to his court when the bomb went off damaging his vehicle. “A bomb of high intensity was planted on a bicycle in front of a basketball stadium near the court, and it exploded as the car of the special anti-terrorism court judge passed. It was a targeted attack…… Two police gunmen died on the spot, and another nine people were injured: the judge, six policemen and two bystanders,” said district police chief Munir Ahmed Chishti.

Body of 30-year-old Qayyum Shahmiri was found early on March 5 south of Miranshah. Another body was found later from a drain in Manzar Khel town, south of Miranshah. Around 15 people were killed and several others injured on March 6 in a reported clash between the Wazir Zalikhel sub-tribe and foreign militants near Azam Warsak in South Waziristan. Eyewitnesses told Daily Times, "Among the dead are 13 militants, most of them Uzbeks and Tajiks, while two brothers of Zalikhel chieftain Malik Saeedullah were also killed." Eyewitnesses further said, "Foreign militants and their local supporters attacked the brothers of the chieftain on Tuesday, killing both of them, and this led to a gunbattle." A confirmation of the report from authorities in Wana, however, could not be received.

A Pakistani official has denied that there is a link between the Government and the Taliban, according to Daily Times. Shafqat Jalil, the press counsellor at Pakistan's permanent mission to the United Nations (UN), wrote in a letter published by the newspaper on February 7 that the attempt to link the Taliban to Pakistan's domestic political situation was based on "incorrect information". He wrote, "President Gen Pervez Musharraf is known for his moderate disposition, and has time and again rejected extremism and fundamentalism... There is no alliance with pro-Taliban forces in parliament. The ruling coalition government led by Prime Minister Shaukat Aziz represents moderate political forces." "We have made several proposals for checking cross-border movement, including the return of Afghan refugees, selective mining and fencing of the Pak-Afghan border. We've also requested equipment for strengthening monitoring on both sides of the border. These proposals unfortunately have not been accepted by the quarters concerned. Defeating Al Qaeda requires foremost that our assessment be acknowledged firmly in sound empirical judgment and not blinded by conjecture," he wrote further.

On February 7, the death toll rises to 19 in a reported clash between the Wazir Zalikhel sub-tribe and foreign militants near Azam Warsak in South Waziristan on February 6, according to AFP. "The death toll has risen to 19, from 15 yesterday. The dead include 12 Uzbek militants and three local supporters, three members of local peace committee and one Afghan shopkeeper," a security official said, adding, "The militants regrouped Tuesday night and torched two residential compounds belonging to Malik Saadullah(a pro-government tribal chief). Militants also abducted six of Saadullah's men but released three of them after a few hours."

At Tank, Police reportedly arrested a close relative of wanted tribal militant Abdullah Mehsud and seized explosives and suicide jackets. Waheedullah, is wanted by the Government for his involvement in the abduction of two Chinese engineers in October 2004. "Police arrested Waheedullah from a street in Tank city after being tipped off about his location," said Police Inspector Amir Abdullah, adding, the suspected terrorist is a resident of Nanoo village, also Abdullah Mehsud's hometown. Waheedullah is said to be Meshud's cousin. "Two suicide jackets, 30 kilogrammes of explosives, a detonator and some wires were seized during a body search," informed the Police officer.

President Pervez Musharraf has said that the country is facing 'serious threats' of suicide bombing and extremism, which need to be checked before it is too late. "The menace of terrorism, particularly suicide bombing and extremism, is eating up the fabric of society like a termite and we all have to play our role in combating it," he said while addressing the International Women's Day Convention on March 8. The President appealed to women, especially mothers, to influence their children not to pursue the path of extremism and suicide bombings because these were un-Islamic. "The children were getting off their school bus and some had started walking home when a mortar bomb hit," said the teacher, Noorzali, adding, some children were wounded. Sherpao said that 84 Uzbek militants and 17 local tribesmen, including nine civilians, had been killed during three days of fighting. Another 83 Uzbeks have been captured by the tribal forces, he said, adding that the Government has not intervened in the clashes. However, witnesses in Wana told Daily Times that the Army had fired artillery rounds from the Zarinoor base at the Uzbek militants’ positions in Azam Warsak and Sheen Warsak and gunship helicopters were hovering over the area. Critics say the peace accord has allowed militants to regroup in an area viewed as a possible hiding place for al Qaeda leader Osama Bin Laden. Rice said the frontier "is remote, it is cut-off, it is underdeveloped, and it is a hotbed for extremism", adding, local tribal groups had started to fight back against extremists in the area. Unidentified insurgents blew up an electricity tower in Mohmand Agency in the North West Frontier Province (NWFP) on March 22, Daily Times reported. Political administration officials said that the saboteurs destroyed an electricity tower near Pir Qilla, suspending power supply to Ghalanai and Lakrao grid stations. Unidentified miscreants had sabotaged some towers in November 2006. The government included some areas of the agency in Peshawar and Charsadda districts about eight years ago and the residents of these areas have been protesting against this move since then. The move also led to the formation of a Mohmand Resistance Movement (MRM), which has given a wheel-jam and shutter down strike call on March 29 to protest against the inclusion of tribal areas into settled ones. The MRM has been blamed for previous sabotages of electricity towers and Government officials have accused the organisation for this recent subversive activity. However, the MRM has denied involvement in this incident, saying that the administration was making false allegations against the organisation to foil its March 26 strike. The MRM demanded that 25 villages, which were part of the agency and later included in the settles areas, be re-included in the agency.

A police officer and two attackers were killed, while 13 others, including three paramilitary soldiers and a constable, were wounded when suspected militants attacked a police station, an armoured personnel carrier and Frontier Corp (FC) fort with hand grenades in Tank city of North West Frontier Province (NWFP) on March 26, Police and residents said, according to Dawn. Police said the first incident took place on the Wana road when a group of suspected militants entered a private high school and forced the administration to let them deliver a jihadi sermon to the students and recruit them for holy war. After the sermon, they told the principal of the Oxford Public High School that they would enlist students for jihad and take them for training the same day, but he tried to stop them. Meanwhile, a Police party arrived at the place and the militants hurled a hand grenade, killing SHO Hassan Khan, and critically wounding a constable. Police opened fire on the assailants, killing one of them and injuring two others. One of the wounded attackers later died.

The Government hailed the last week’s bloodletting in South Waziristan as a sign that local tribes would evict foreign militants without the involvement of Pakistani forces. A spokesman for the Pakistani military described them as "patriots". However, the tribal militia told reporters that they had not turned against the foreigners for the Government’s sake. "We will continue our jihad (in Afghanistan) if that is against America, the Russians, British or India as long as we have souls in our bodies," Haji Sharif, an aide to Maulvi Nazir, told reporters in Wana. Nazir’s representatives escorted reporters to the area, where sympathies for the Taliban run high and which is generally off-limits to outside journalists. Tribesmen in the Bajaur agency gave on March 26 an undertaking to the Government to deny shelter to "locals as well as foreigners, including Afghans" involved in terrorist or anti-state activities, according to Dawn. The five-point undertaking was signed by 800 tribal elders at a jirga held at the regional headquarters of the agency in Khaar. It was signed by tribal region’s administrator Shakeel Qadir Khan as a witness. The meeting was attended by elders from two major tribes, Utmankhel and Tarkhani, ulema, parliamentarians and officials of the political administration. "This is an undertaking and not an agreement. This is an undertaking by the tribesmen and the government is not a party to it. We have not pledged anything in return," the administrator said. "It has taken some time for things to deteriorate and it is going to take some time to put things back on the track," Shakeel Qadir told Dawn on phone from Khaar. "This is a long process. But I am confident that the tribes would abide by the undertaking. They know it and we know it that it is an undertaking that is binding on them," he added. The undertaking binds all tribes in the Bajaur region not to provide shelter to anyone, local or foreigner, including Afghan refugees, who are involved in terrorist or anti-state activities. The tribes also pledged neither to support nor keep contacts with such elements and on the basis of information or evidence they would cooperate with and provide all possible assistance to the government and jointly take action against any foreigner or Afghan. They also undertook to abide by all agreements signed with the federal government, with tribes or with the administration (in the tribal region) and would honour any agreement aimed at promoting peace and development in the area. The tribal elders undertook to fully cooperate with all government and non-governmental organisations permitted by the government to work for peace and development in the area. The tribes also pledged to be fully responsible for protecting all government and private property and staff. They pledged that they would "neither engage in any terrorist or militant activity detrimental to the honour and dignity of Pakistan, nor would they support any such action". "We pledge that the tribes of Bajaur will be accountable before the government of Pakistan and the political administration if there is any violation of the above-mentioned clauses, in which case the punishment will be carried out in accordance with the law and customs of the area and tribes," the last point in the undertaking said. The undertaking came after intense behind-the-scene negotiations between influential tribal elders, including Malik Shahabuddin, Malik Abdul Aziz and Malik Shah Mehmood, and wanted militant leader Maulana Faqir Mohammad, informed sources told Dawn. At a meeting held last week, the militant leader vowed his allegiance to his tribe and agreed to the terms and conditions of the undertaking given by the Mamond tribe.

Sources told Daily Times on March 27 that the intelligence reports mentioned that Mehsud had several meetings allegedly with "Indian spies" and former Afghan premier Gulbadin Hekmatyar in Afghanistan this week. The reports said that Hekmatyar had met Mehsud at an undisclosed location, while Indian intelligence officials met him at Mazar-e-Sharif. The sources said that the intelligence agencies could not get the details of the meetings and Mehsud’s close aides in Waziristan were unaware of his whereabouts. Mehsud and his group are accused of involvement in several suicide attacks in Pakistan. A police source said that two police stations, a paramilitary fort and bank branches were damaged in the Taliban attack. "Several banks were looted and their record was burnt," he added. Inter-Services Public Relation Director-General Maj-Gen Waheed Arshad confirmed the death of Frontier Corps (FC) soldier Ehsanullah. According to sources, militants also suffered casualties in the heavy fighting which lasted for several hours and security forces arrested 60 militants, five of them in injured condition. They said the security forces had launched a search operation in Lanjo Sighari near RD-109 of Pat Feeder, after receiving information about presence of camps of militants in the village. When security personnel reached the village, militants opened fire on them. The security men retaliated and later cordoned off the area. "The security forces and militants used heavy weapons, including rockets, mortar shells and machine guns," the sources said, adding that over a dozen militants had been killed in the fighting. However, it was not officially confirmed. Nawabzada Baramdagh Bugti, a grandson of Nawab Akbar Khan Bugti, claimed that over 12 Bugti tribesmen, including women and children, were killed in the fighting in Lanjo Sighari. The intelligence agencies have informed the Interior Ministry that sectarian terrorists would target 26 clerics and other important personalities on the occasion of Eid Miladun Nabi. Sources told Daily Times on March 30 that most clerics on the terrorists’ hit list belonged to the Sunni and Deobandi sects. They said that another intelligence report submitted to the Interior Ministry stated that extremists were also expected to target senior Government officials, foreigners and diplomats on Eid Miladun Nabi. Airports and other sensitive buildings could also be attacked, they added. The sources said that following these reports the Interior Ministry had directed the provincial home secretaries and Police chiefs and the chief commissioner and inspector general of Police of Islamabad to take necessary precautionary measures.

According to Daily Times, local tribesmen attacked foreign al Qaeda militants hiding in bunkers in the ongoing clashes that killed five people in South Waziristan on March 31, bringing the total death toll since fighting began on March 19 to 177. Pro-government tribesmen attacked bunkers occupied by the militants as part of efforts to drive them from Waziristan bordering Afghanistan. They reportedly seized seven bunkers dug into a mountain from where Uzbek militants and their Chechen and Arab allies could launch attacks on the main town of Wana in South Waziristan. Foreign militants also shelled Pakistani army soldiers in the area, killing two, according to an unnamed security official. Troops from an army base in the area retaliated with artillery fire targeting foreign militants on the outskirts of Wana, he said.
