Police shot dead a suspected suicide bomber as he tried to attack a police training centre at Sargodha in the Punjab province on August 2, according to The News. A police personnel was also killed in the exchange of fire with the attacker. The policeman reportedly tried to stop the man as he ran towards the ground, where around 900 young recruits were taking morning exercises. "He was a suicide bomber but the police foiled his attempt," Sargodha district police officer informed. Police said the attack appeared to be a "continuation" of attacks on police and the Army in apparent revenge for the storming of the Lal Masjid in Islamabad. The police said they recovered explosive material weighing 10 kilograms, the suicide jacket, a pistol, hand-grenade and a Russian-made bomb from his body.

The government has so far deported 554 foreign students from seminaries across Pakistan, while cases of another 717 such students are under consideration for deportation, the Interior Ministry told the National Assembly in a written reply to a question on August 2, according to Daily Times. It said that all the foreign students failing to submit a no objection certificate (NOC) from their respective governments would be deported and no foreign student allowed admission in Pakistani seminaries in future. The ministry disclosed that 12,395 of the total 13,500 madrassas across Pakistan had been registered during the government’s drive to regulate seminaries and no religious school could be opened without the government’s NOC under the new rules.

The United States wants Pakistan to defeat al Qaeda in the battlefield and will not hesitate to use its own forces to achieve this objective, said Under-Secretary of State for Political Affairs Nicholas Burns, according to Dawn. Burns observed that al Qaeda had built a safe haven in Pakistan, while the Taliban leadership operated from bases in and around Quetta, capital of Balochistan. The US policy, as explained by Burns, favours a democratic change in Pakistan, which brings a government that is friendly to Washington and is a "judicious custodian of the country’s nuclear weapons." Burns said linking US aid to Pakistan’s performance in the fight against terror was justified because as a friend Washington had the right to expect Islamabad to fight the terrorists who attacked the US on Sept 11, 2001. He also said Pakistani banks were involved in laundering money for al Qaeda and other terrorist outfits. There could be no talks with al Qaeda, which had to be defeated militarily, he said. The US respected Pakistan’s sovereignty but it would not hesitate to use its forces to target what he called al Qaeda hideouts inside Pakistan, he added. "With al Qaeda, we do not believe that there can be reasoned dialogue, so we would prefer the Pakistani government to take it to al Qaeda and defeat them in the battlefield," Burns told C-Span television. Burns said Pakistan should take two immediate steps to fight terrorists: "First, they have got to take stronger military measure in Balochistan against the Taliban and in North and South Waziristan against al Qaeda to defeat those groups inside Pakistan. Second, there is a lot of financing, of course, money that gets laundered through banks that support these terrorist groups. We have asked the Pakistani government to take stronger measures to try to interdict this kind of laundering of money which is vital to support the operations of these terrorist groups."

At least four people were killed during a shootout between tribesmen and security force (SF) personnel in the Asadkhel area of North Waziristan on August 3, according to Dawn. The exchange of fire followed a bomb explosion moments before the arrival in Asadkhel of a convoy of army and Frontier Corps (FC) which was on way from Bannu in the North West Frontier Province to Razmak. The remote controlled bomb explosion, however, caused no casualty. Three missiles were also fired at an FC checkpoint and the Miranshah Fort.

In the retaliatory fire SFs killed 10 militants. “The militants used rockets and heavy weapons in the attack on the Salanghi check post in Dosali tehsil, 35-kilometres south of Miranshah. Ten militants were killed in retaliatory fire. The bodies of two militants were brought to Miranshah and were handed over to their families,” security officials said. Nine persons were killed and 43 others injured when a suicide car bomber triggered an explosion at a busy bus stop near the entry point of Parachinar city in the Kurram Agency of Federally Administered Tribal Areas (FATA) on August 4, according to Daily Times. A 10-year-old girl was among those killed in the attack. Dr. Muhammad Hanif Jan of the Parachinar hospital told Daily Times that four people died instantly in the suicide car bombing while five others succumbed to their wounds in the hospital. He added that 43 injured people were being treated and the condition of some of them was critical. Eyewitnesses said that a car driven by a bearded man crashed into another car from behind at 10:30 am and as people gathered there was a big explosion. Kurram Agency Political Agent Sahibzada Anees confirmed that it was a suicide attack and said that security was already high in the city and it was not clear whether the bomber had a different target or he was simply interested in killing people. Security officials said that the political agent was to pass through the same entry point and it was not clear if he was the bomber’s target.

The Bush administration deliberately altered an intelligence document to show that Pakistan has allowed al Qaeda to establish a safe haven in Pakistan, The Washington Post reported on August 5, according to Dawn. The claim was made in the US national intelligence estimate, submitted to President George W. Bush in July 2007. “Drafts of that document were deliberately altered to reveal this conclusion, a move that ‘changed the complexion’ of the nearly finished report,” a senior intelligence official told the Post. “The July 17 US claim sparked outrage in Islamabad but helped yield the result that US officials sought... President Musharraf abandoned his truce with tribal leaders and on July 19 formally launched a military offensive aimed at breaking the terrorists’ grip on the frontier province,” the Post observed.

Talks between the Taliban and a tribal jirga (council) about the law and order situation in the Bajaur Agency of the Federally Administered Tribal Areas (FATA) failed on August 6, as the government refused to release arrested militants. "The four-day talks did not yield desired results as both sides stood by their stated positions," an unnamed local official and tribal elders from the jirga told Daily Times. Taliban leaders did not accept responsibility for attacks on government interests, and demanded release of arrested people, jirga member Malik Abdul Aziz told reporters in Khar after the talks failed. Bajaur Political Agent Shafeerullah told jirga members the government would not meet the Taliban demand for the release of people "involved in attacks on state interests and murder of security forces." The local administration had reportedly formed a 140-member tribal jirga to hold talks with Taliban leader Maulana Faqir Muhammad.

The Inter-Services Intelligence (ISI), Pakistan’s external intelligence agency, have ‘detained’ Dawood Ibrahim, along with his lieutenant Chhota Shakeel and the mastermind of the 1993 Mumbai serial blasts Tiger Memon, reports Times of India. Intelligence sources said the trio was rounded up on August 2 from their hideout near the Pakistan-Afghanistan border and taken to a ‘safe-house’ on the outskirts of Quetta, capital of the Balochistan Province. The sources added that the trio are likely to be moved out of Quetta soon. With the US mounting pressure on Islamabad to hand over Dawood and his accomplices who are close to al Qaeda, the ISI is reported to have acted to pre-empt possible proactive steps by Washington. Last week, the US said that Dawood's smuggling routes converge with that used by al Qaeda to move arms.

Calls for jihad against India and the United States of America were made in Pakistan's National Assembly on August 7 by the Parliamentary Secretary for Defence, Syed Tanveer Hussain, who argued that the dispute over Kashmir would be settled in "one month" if jihadis were allowed free entry into areas under Indian control, according to Times of India. According to reports from Pakistan, Hussain, who found support from the Muttahida Majlis-e-Amal, said that Quranic concepts should be allowed to guide foreign policy since in the case of Kashmir, there was clearly an US-India conspiracy to make the region autonomous. He said talks were never going to settle the issue. Hussain said that "our love affair with US should come to an end and we should have better relations with Iran, Russia and China. We should wage jihad against US and resolve the Kashmir issue through jihad, not talks."

President Pervez Musharraf said on August 7 that recent suggestions from the United States that it might launch unilateral strikes against al Qaeda in Pakistan were "counterproductive" to the fight against terrorism, according to Daily Times. General Musharraf told visiting US Senator Richard J. Durbin during a meeting in Karachi that Pakistan remained resolved to fighting terrorism, as it was in the national interest, the Foreign Ministry said in a statement. "He emphasised that only Pakistan’s security forces, which were fully capable of dealing with any situation, would take counter-terrorism action inside Pakistani territory," the statement said, citing the president. "In this regard, the president pointed out that certain recent US statements were counterproductive to the close cooperation and coordination between the two countries in combating the threat of terrorism," it said.

According to Dawn, Taliban militants captured Chargano village at Darra Adamkhel in the North West Frontier Province (NWFP) on August 8 when rival tribesmen surrendered to them after clashes which left five people dead and at least 10 others injured. Witnesses said that some 20 families of the Qasimkhel tribe surrendered themselves to the militants after 35-hour-long gun fight between the two sides. Both sides targeted each other’s positions with rockets and heavy machine-guns. After capturing the village, the Taliban militants were seen looting houses of tribesmen belonging to Qasimkhel. They also reportedly started a house-to-house search for their rivals in the town. "Families fled their homes and militants brought pick-up trucks and tractor trolleys, taking away everything, including home appliances and weapons," said a tribesman. After taking control of the village, a local commander of the militants appeared in the main Darra Bazaar and announced that the area had been cleared of "criminals." "Criminals have been eliminated and Mujahideen have restored peace", he claimed.

Afghan President Hamid Karzai and Prime Minister Shaukat Aziz told a three-day joint Pakistan-Afghan peace Jirga (council) in Kabul on August 9 that both nations could defeat a resurgent al Qaeda and Taliban if they worked together, according to Dawn. The event, aiming at bringing peace and stability in Afghanistan, was attended by over 600 delegates mostly hailing from the bordering areas of the two countries, The News reported. "The two nations shared a common destiny. I believe... if Afghanistan and Pakistan worked together, we will eliminate in one day oppression against both nations," Karzai said in his opening address. Aziz said the future of Pakistan and Afghanistan were intertwined, and instability in one country affected the other. Karzai told the jirga of the daily woes and suffering that the Afghan people endure as the Taliban take on government and foreign troops. He said militants were abducting and killing women in the name of the Taliban and Islam, while barring the girls from school, a trend that is ''slowly going to the other side'' of the border into Pakistan. "If the problem is from the Afghanistan side, we should seek ways to solve it. If the problem is in Pakistan, we should find solutions for it," he stated. Karzai said he had often asked Pakistan: "Why from your soil and administration is this evil coming to us. Why is it bothering us? Who are they who bother Pakistan and Afghanistan? Who is training them? By whose money are they being trained?" Aziz said it should not be forgotten that "first and foremost the Taliban are Afghans" and Afghanistan cannot blame others for the lack of reconciliation among its people.

Helicopters reportedly bombed residential compounds and other infrastructure, destroying a petrol pump and five vehicles. While witnesses claimed that most of the people killed in the air strike were ordinary tribesmen, an unnamed official spokesman insisted that most of those killed were militants. The four soldiers were wounded when a bomb exploded near the Boya checkpoint on the Miranshah-Datakhel road. Residents said a military convoy was on way to Miranshah when one of the vehicles in the convoy struck a bomb near the checkpoint.

At the ongoing peace Jirga (council) in Kabul, Pakistan has proposed formation of a joint tribal council to open negotiations with Afghan resistance groups and work for a truce to create necessary conditions for peaceful resolution of the conflict, according to Dawn. A six-page document titled "Pak-Afghan Jirga: Draft Declaration" states that Pakistan would call for durable institutions to guarantee the unity and stability of Afghanistan and underline the need for peace as a ‘critical prerequisite’ for the prosperity of the Afghan people. The document, which was distributed among the Jirga delegates, said there was no military solution to the current conflict in Afghanistan. It calls for the creation of a tribal council or a peace and reconciliation Jirga, comprising 25 representatives each from Pakistan and Afghanistan, authorised by the grand Jirga and also by the government of Afghanistan, "to immediately undertake to open negotiations with the resistance on how best and how soon to end violence in the country." The tribal council, it says, shall comprise only tribesmen and will not include any government representatives from the two sides.

Afghanistan and Pakistan pledged on August 12 to eliminate terrorist sanctuaries in their respective tribal regions and fight the opium trade financing militants, according to Dawn. A statement at the close of the four-day Joint Peace Jirga in Kabul also agreed to push for reconciliation with the ‘opposition’. Participants pledged they would “not allow sanctuaries/ training centres for terrorists in their respective countries”, according to the declaration. They acknowledged the “nexus between narcotics and terrorism” and called upon the two governments to wage an “all-out war against this menace”. They also agreed to establish a council, comprising 25 delegates from each country, to promote reconciliation with the ‘opposition’ and cooperation between the neighbours. In an address to the concluding session of the Jirga, President Pervez Musharraf said both Afghanistan and Pakistan had to get away from what he called the backwardness and violence of Islamic extremism. “These forces are disrupting peace and harmony, impeding our progress and development,” he observed. The president conceded that there was support from Pakistani tribal areas for the insurgency in Afghanistan, extremism and ‘Talibanisation’. “We must understand the environment. Taliban are a part of Afghan society. Most of them may be ignorant and misguided, but all of them are not diehard militants and fanatics who even defy the most fundamental values of our culture and our faith Islam,” General Musharraf said. He said that military action was necessary against al Qaeda militants and Taliban diehards who refused to reconcile, but a more comprehensive political and development approach was needed to defeat extremism and ‘Talibanisation’, Daily Times reported. “Talibanisation and extremism ... represent a state of mind and require a more comprehensive long-term strategy where military action must be combined with a political approach and socio-economic development,” he said.

According to Daily Times, the Interior Ministry has directed police to tighten security around English medium schools in the country after intelligence reports showed extremists planning hostage taking at private English medium schools. According to a report seen by the BBC, militants got this idea from the Beslan School siege in North Ossetia, Russia, in which 335 people were killed - most of them children. The report said the objective behind such an attempt was to stop the government from conducting operations like the one against Lal Masjid and Jamia Hafsa. Consequently, the Interior Ministry has directed the home secretaries, the Islamabad chief commissioner and police chiefs of all four provinces, Pakistan occupied Kashmir and the Northern Areas to tighten security around private schools after summer vacations.

The three explosions occurred inside the music shops in the Landi Kotal bazaar between 10:15pm and 11pm, said Rehan Khattak, the political administrator of Landi Kotal. He said four shop owners had been arrested because the explosives had been placed inside the shops. Officials said a letter was also found near one of the targeted shops which warned of further attacks against owners of music shop if they did not terminate their business. The letter was supposedly issued by a little-known religious organisation, "Amr Bil Maroof Wa Nahi Anil Munkir." However, music shop owners said they had not received any warning from any religious organisation or cleric.

Member of National Assembly, Maulana Mirajuddin, chief of a 21-member jirga (council), said that the local Taliban had assured them that the 15 Frontier Corps (FC) personnel would be freed. He said the soldiers would be freed in phases and the first batch was likely to be handed over to the jirga in three days. The militants had kidnapped 16 FC personnel from the area dominated by the Mehsud tribe on August 9 and one them was later found dead. No group had claimed responsibility for the abduction. Mirajuddin informed that talks between the jirga and the militants had been successful and the jirga had been assured of FC personnel’s unconditional release. Officials said that the jirga had persuaded militants to vacate their positions on hilltops and subsequently the Wana-Tank Road was reopened.

Seven soldiers were killed and 18 others sustained injuries on August 24 in North Waziristan in four militant attacks, including two suicide bombings targeting the same Pakistan Army convoy at two different places, according to The News. One of the suicide bombers rammed his explosives-laden vehicle into the military convoy near the Qamar Picket built on a roadside hill near the Mir Ali town, killing five soldiers and injuring 10 others. Cobra gunship helicopters reportedly attacked suspected militant hideouts later but reports about any loss of life were not available. The same convoy, which had come from Bannu in the North West Frontier Province and was on its way to Razmak, was attacked once more when it proceeded further. Another suicide bomber riding a vehicle struck the convoy near Asadkhel village on the road to Razmak, killing two soldiers and injuring two others. Villagers in Qutabkhel said gunship helicopters shelled the area after the attack on the military convoy. Military officials were later quoted as saying that two militants were killed by the troops in retaliatory firing. The third convoy to be attacked was reportedly transporting troops from the paramilitary Frontier Corps (FC) from Qutabkhel to Miranshah, the headquarters of North Waziristan. Three FC personnel were wounded in an improvised explosive device (IED) attack that targeted the convoy.

Some soldiers of the Frontier Corps (FC) are reportedly deserting the force due to regular and violent attacks by the militants in the tribal areas bordering Afghanistan, sources told Daily Times on August 24. An FC soldier reportedly said he had deserted from the force days before his deployment to North Waziristan because he did not "want to fight his own people." The soldier claimed that he did not desert the force because he feared death, but it was difficult for him to understand whether the fighting in Waziristan was "Islamic or not". According to him, "This question is haunting several other soldiers and this confusion is stopping them from putting up a tough fight… We ask ourselves that if we die fighting in Waziristan will we be martyrs? No one is here to give an answer." The deserter hails from a poor eastern suburb of Peshawar, capital of the North West Frontier Province (NWFP) where around six FC personnel reportedly deserted the force – the first line of defence against the Taliban and al Qaeda elements in North and South Waziristan. Another deserter said that insufficient salary was also one of the reasons the soldiers had deserted the force. "I was being paid Rs 4,500 only," he said. There are also reports of desertion among army soldiers in Waziristan, but these desertions don’t reflect the overall situation prevailing among the security forces. Military spokesperson Major General Waheed Arshad, however, called the desertion of a "few jawans insignificant incidents." He said that small-scale desertions could take place in any force and in any country for one reason or another. He claimed that thousands of people had enrolled for recruitment in the FC recently.

An army helicopter opened fire on a vehicle on a road near Miranshah – the main town in North Waziristan tribal region – killing three suspected militants on August 25, said an unnamed official, according to Daily Times. The official said the vehicle was targeted because it failed to stop at a checkpoint at Mir Ali, about 20-kilometers from Miranshah. However, Daraz Khan, a resident of Mir Ali said, “Three innocent villagers were traveling in a car, and they were killed by the army who fired from a helicopter.”

According to Daily Times, security forces arrested a local doctor and the wife of an Arab al Qaeda explosives expert in a pre-dawn raid on a house in the Dir Lower district of North West Frontier Province (NWFP) on August 27, triggering protests from the Jamaat-e-Islami party which termed the arrests as “American agenda.” “We foiled a subversive act,” Dir Lower District Coordination Officer Attaur Rehman told reporters as Jamaat-e-Islami activists blocked Chakdara Road to protest the raid, which also resulted in the arrest of pediatrician Dr Muhammad Rasool. Four suicide jackets, a Kalashnikov, a rifle and explosives were seized in the raid, Rehman informed. “We had actionable intelligence that Muhammad Yousaf alias Abdur Rahim, a Saudi Arabian national, was in the house but he fled before we conducted the raid,” he added.

Former Prime Minister Benazir Bhutto has alleged that elements of the Inter-Services Intelligence (ISI) “continue the alliance with both the Taliban and al Qaeda to this very day” on the premise that Pakistan’s security requires “strategic depth” in the shape of a friendly or pliant Afghanistan, Daily Times reported. In an interview to YaleGlobal, Bhutto said that the ISI was continuing to adhere to the old arrangement, “even if it means supporting fanatics.” She claimed that it was not a premise she or her party shared. “We believe it is essential for Pakistan to support democracy in Afghanistan. We want an end to that policy of strategic depth. Afghanistan has traditionally been viewed either as a buffer state or as a forward policy state where there is strategic depth... I think for us it is much better to have an Afghanistan that is peaceful, that allows us to trade with it, that has good relations with all its neighbours,” she added. Asked about the US criticism that President Musharraf was not doing enough to capture al Qaeda suspects hiding in Pakistan and if it was fair criticism, she replied, “As a Pakistani, it certainly hurts me very much when I see that inevitably the trail of terrorists leads back to my country... We feel that our tribal areas have been ceded to the foreign elements, to Afghan Taliban and Arab and Chechen militants. And now those groups actually administer parts of our territory, holding our people hostage. They dispense their own form of justice. They teach little 12-year-old boys to behead those they accuse of being spies.”

On August 28, militants freed 18 Frontier Corps (FC) personnel, including a senior officer, and a political agent in the Sam area of South Waziristan after an assurance from the government that it would abide by the February 2005 peace agreement, according to Dawn. 16 FC personnel had been abducted on August 9. Later, one soldier was killed, and a video was released showing a teenage boy beheading him. On August 24, Commandant of the Bajaur Scouts, Lt-Col Shahid Kiani, his three guards and a political agent were abducted. Chief negotiator Maulana Mirajuddin, a Member of the National Assembly, informed that all hostages had been released unconditionally. He, however, said the militants wanted the government to respect the February 2005 peace accord. Officials said that Noor Syed, a close associate of militant commander Baitullah Mehsud, handed over the captives to a 35-member Jirga (council) in the Sam area on August 28-morning.

Militants in South Waziristan are reported to have abducted around 150 Pakistan Army personnel and shifted them to their hideouts in the mountains on August 30, The News reported. They laid siege to two Pakistan Army convoys which were on their way from Wana and Shakai to Ladha subdivision. When the convoys reached Shawangi Narray, 40 kilometres north of Wana, South Waziristan’s regional headquarters, the militants accused them of violating the Sara Rogha peace accord, signed between the government and Taliban on February 9, 2005, under which, according to tribal militants, security forces were have to withdraw from the areas inhabited by the Mehsud tribesmen. Both the convoys comprised 16 vehicles in which around 150 soldiers were travelling. However, military spokesperson Major General Waheed Arshad said "Sometimes soldiers cannot reach their destination in time due to either bad weather or other reasons… We hope they will return to their camp tomorrow morning, there is no suggestion of kidnapping or fighting."
