There were nearly 100 high-profile ‘hardcore’ terrorists incarcerated at the Karachi central prison belonging to militant organisations such as Lashkar-e-Jhangvi (LeJ), Sipah-e-Sahaba Pakistan (SSP), Jaish-e-Muhammad (JeM), Tehreek-e-Taliban Pakistan (TTP), al Qaeda, al Qaeda in the Indian Subcontinent (AQIS) and Daesh (Islamic States). Pakistan's external intelligence agency, Inter-Services Intelligence (ISI), clearly has links with terrorist groups, said the United States (US) Joint Chiefs of Staff chairman General Joseph Dunford on October 3, according to Washington publication The Hill. "It is clear to me that the [Inter-Services Intelligence] has connections with terrorist groups," said Dunford, in his testimony at the Senate hearing. Pakistan, of course, continues to deny there is state or institutional support for terrorists, but the US isn't buying that falsehood, said Dunford.US Defense Secretary James Mattis went a step further and said that ISI even "appears to run its own policy". "We've seen the government of Pakistan come down on terrorists, when the ISI appears to run its own policy," said Mattis, according to Russia Today. "We need to try one more time to make this strategy work with them, by, with and through the Pakistanis, and if our best efforts fail, President (Donald) Trump is prepared to take whatever steps are necessary," said Mattis said at the House hearing, reported The Hill. When asked if taking away Pakistan's status as a major non-NATO ally is an option on the table if it doesn't act to immediately to rein in terror, Mattis's response was, "sure it will be."Both officials were testifying at the US Senate Armed Services Committee on the US's strategy in Afghanistan. A US-based leader of the Muttahida Qaumi Movement's (MQM) London faction allegedly financed the targeted killing of a party worker in Karachi three months ago, Pakistan Rangers Sindh claimed on October 4, reports Dawn. Pakistan Rangers Sindh also announced the arrest of three suspected target killers, allegedly belonging to MQM, in connection with the chairman of union council-13, Rashid alias Mamu. In a statement issued on Wednesday, Pakistan Rangers Sindhs' spokesperson said that the Rangers carried out an intelligence-based action in Karachi's Shah Faisal Colony and arrested three suspects "involved in the targeted killing of UC chairman Rashid alias Mamu.” The arrested suspects were identified as Asif Raees, Shahid Aziz and Mohammed Danish Khan.

The convicts were "involved in committing heinous offences relating to terrorism, including [an] attack on a Pakistan International Airlines (PIA) plane at Peshawar Airport, killing of civilians, attacking the armed forces and law enforcement agencies," the ISPR handout read. The deceased include at least three children. District Police Officer Mohammad Iqbal said the suicide bomber had tried to enter the shrine but a Police constable on security duty stopped him, after which the attacker detonated his explosives. Initial reports suggested that the explosion took place when the dhamaal — a devotional dance performed at shrines — was being performed after evening prayers. Dana Rohrabacher said Pakistan needs to remember what happened in 1971, referring to developments in then East Pakistan which later on became Bangladesh after years of Pakistani human rights abuses and persecution of the local population. Resource-rich Balochistan, Pakistan's largest but least populated province, has been wracked by a long-running separatist insurgency which has seen brutal repression by Pakistani security forces and enforced disappearances. "When the people of Bangladesh wanted to be a little independent of the Pakistani government, have some way to control their own lives and control their own government, they were brutally repressed by the Pakistani government, and that is what led to, basically, the uprising of the people in Bangladesh when they freed themselves," Rohrabacher said in the US House of Representatives. That same type of oppression is continuing not only against the Baloch, but also against the Muhajirs who came over from India after Partition, he said. Rohrabacher said the Muhajirs do not want to be subjugated by "this corrupt, militaristic, pro-terrorist" government of Pakistan. "We should be siding with people like that who want their independence and believe in these same values that we believe in," he said, adding, the US needs to be supporting the Baloch.

Authorities had earlier detained Saeed under Anti-Terrorism Act (ATA). Saeed's lawyer A.K. A provincial review board comprising judges of the Lahore High Court on October 19 approved one-month extension in detention of Jamaat-ud Dawa (JuD) chief Hafiz Muhammad Saeed but turned down a Government request for extending detention of four other leaders of the organisation, reports Dawn. The Police presented Saeed and his aides Qazi Kashif Niaz, Prof. Zafar Iqbal, Abdul Rehman Abid and Abdullah Ubaid before the board amid strict security. Senior officials from Ministries of Interior and Foreign Affairs along with Government’s law officers also appeared and assisted the board’s members during in-camera proceedings. The board comprises Justice Muhammad Yawar Ali, Justice Abdul Sami Khan and Justice Alia Neelum. After hearing the Government authorities and lawyers, the board approved extension in the detention period of Hafiz Saeed for one month but refused to extend detention of other four JuD leaders. They would stand freed on October 26 when their detention period expires. Chalwa is seen addressing a gathering from the platform of MML, a political wing of the banned Jammat ud Dawa (JuD), a front of anti India Lashkar-e-Taiba (LeT).PSGPC general secretary Chawla in his speech addressed in Punjabi said that PSGPC receives minimum of five to seven thousand pilgrims every year from India. Zeenat Shahzadi, who was affiliated with a private TV channel, went missing on August 19, 2015 while travelling to her office in an auto-rickshaw in Lahore. According to witnesses, Shahzadi had been whisked away by gunmen riding in two cars who intercepted the three-wheeler she was travelling in. The Express Tribune called up Shahzadi’s mother for her reaction but could not get through. “I’ve spoken to Shahzadi’s mother and she has confirmed that her daughter has returned home,” IA Rehman, veteran Human Rights campaigner and former chairperson Human Rights Commission of Pakistan said. Tillerson’s message appeared significantly toned down as compared to the usual American rhetoric on alleged terrorist sanctuaries on Pakistani soil, although in essence there was little difference in the messaging. Security sources said that they belong to banned outfits. A spokesperson of Balochistan Government stated that the women had crossed from the Pak-Afghan border town of Chaman illegally and that they had been arrested by Frontier Corps (FC). The spokesperson did not identify the women but he said that they had been found to belong to banned outfits as revealed by security officials’ investigations. According to initial investigation, the three women reached Chaman on a taxi from Quetta along with their accomplice and were arrested while they were trying to enter Afghanistan’s border town of Spin Boldak via Bab-e-Dosti (Friendship Gate) at the Chaman border crossing. The arrested people were shifted to Quetta for further interrogation.However, the Baloch Human Rights Organisation (BHRO) has alleged that the arrested women were the wife and daughters of Balochistan Liberation Front (BLF) chief Dr Allah Nazar and relatives of another leader of the outfit. The BHRO held a protest outside Quetta Press Club on October 31 and demanded that the women should be released.

NACTA has finalised the draft of national narrative after 18 months of hectic efforts with the consultation of academia, clerics and media, he said while talking to media persons after the closing ceremony of four-day ‘Training of Trainers: Creating Master Trainers among Women Police, programme organised by Individual and Pakistan. He said that the authority had submitted the final draft of national narrative to the Government for final approval.Ihsan Ghani said that the Government had allocated adequate funds for NACTA and releasing it according to the requirements of the authority. About NACTA board of Governor meeting, he said that no meeting of the board of Governors was held so far but a request would soon be forwarded to the Prime Minister for the meeting. He said that that authority along with coordination of the National Database and Registration Authority (NADRA) and Federal Investigation Agency (FIA) was working on the development of ‘National Terrorist Database’. The authority had started collection of data in this regard aimed at curbing movement of terrorists, he said.

Investigating Officer (IO) Mohammad Ali Abro filed the interim investigation report. He named the MQM founder as absconder. However, the charge-sheet does not mention the residential addresses of the absconding accused. The charge-sheet is also silent about the co-accused who are neither named in the charge-sheet nor shown as exonerated of charges. After admitting the interim report, the administrative judge of the ATCs sent the case to ATC-II for formal trial. The FIA said the co-accused sent money to the MQM founder through the Khidmat-e-Khalq Foundation (KKF), the party’s charity wing. It said the KKF was used as a source of illegal money transfer to Hussain, who also received Indian funding for financing terror in Karachi.
