The Tehreek-e-Taliban Pakistan (TTP) on August 1 released the first edition of a magazine for women, apparently aiming to convince its target readership to join the militant group and take up jihad, reports Dawn. The first edition of Sunnat-i-Khaula — which translates as ‘The Way of Khaula’, referring to an early female follower of the Prophet Muhammad (PBUH) — published by the TTP features a picture of a woman veiled from head to toe on its front cover. Inside is an interview with the TTP’s leader’s wife, who is not named, in which she talks about being married to the head of the militant group, Fazlullah Khorasani, at the age of 14. “I ask you why now everywhere there is hue and cry about underage marriages ... We have to understand that mature boys and girls if left unmarried for too long can become a source of moral destruction of the society,” the militant leader’s wife tells the interviewer. “We want to provoke women of Islam to come forward and join the ranks of Mujahideen-e-Islam,” reads the opening editorial of the magazine, which includes an advice column for would-be lady jihadists. The English-language magazine also includes an article written by a Pakistani female doctor describing her decision to shun her western education and embrace Islam, titled “My journey from ignorance to guidance”.

Meanwhile, contrary to their previous assumption that one single outfit has been targeting Policemen and retired personnel of law enforcement agencies, CTD officials now conclude that there are numerous splinter groups — of either Tehreek-e-Taliban Pakistan (TTP) or Lashkar-e-Jhangvi — responsible for the spate of attacks in recent months, reports Dawn. “There are multiple groups involved in targeted killings of policemen in the city,” said CTD’s chief Additional Inspector General of Police (ADGP) Sanaullah Abbasi. He said the CTD assessed that there were apparently separate militant groups involved in around half a dozen acts of terrorism in the metropolis as their modus operandi were different in each case. TTP has formed a special cell to target LEA personnel. They were operating in the East and West zones of the Police’s organisational structure.

Two militants belonging to the Tehreek-e-Taliban Pakistan’s (TTP) Mufti Shakir group were killed during an encounter with the Counter-Terrorism Department (CTD) personnel in the Manghopir area of Karachi, the provincial capital of Sindh, on August 15, reports Dawn. According to a CTD press release, an operation was carried out in the Manghopir area to intercept the two 'TTP men' reportedly coming from Balochistan, based on information gathered from the 'terrorists' apprehended by the CTD in last week in Machhar Colony. The apprehended terrorists also claimed that Abdul Jabbar was on his way to Karachi from Balochistan, with plans to attack jamaat khanas, imambargahs, shrines and Police training centres and important officials of security agencies. The team, with the use of the CTD's intelligence, was able to set up check posts in the city. As soon as the terrorists' vehicle reached Manghophir, the Police signalled them to stop, the CTD said, after which the terrorists began firing at the Police. The terrorists, namely Abdul Jabbar and Daniyal were killed on the spot by the Police's retaliatory firing, the CTD handout read. According to CTD forensic scans run on two pistols recovered from the 'terrorists', the weapons were used in the 2015 target killing of a Police Sub-Inspector in Baldia Town.

States (US) President Donald Trump cleared the way for the deployment of thousands more US troops to Afghanistan on August 21, backtracking from his promise to rapidly end America´s longest war, while pillorying ally Pakistan for offering safe haven to "agents of chaos", reports The News. In his first formal address to the nation as Commander-in-Chief, Trump discarded his previous criticism of the 16-year-old war as a waste of time and money, admitting things looked different from "behind the desk in the Oval Office." "My instinct was to pull out," Trump said as he spoke of his frustration with a war that has killed thousands of US troops and cost US taxpayers trillions of dollars. But following months of deliberation, Trump said he had concluded "the consequences of a rapid exit are both predictable and unacceptable" leaving a "vacuum" that terrorists "would instantly fill." While Trump refused to offer detailed troop numbers, senior White House officials said he had already authorized his defense secretary to deploy up to 3,900 more troops to Afghanistan.Further, Donald Trump indicated that single-minded approach would extend to US relations with troubled ally Pakistan, which consecutive US administrations have criticized for links with the Taliban and for harboring leading militants -- like Osama bin Laden. "We can no longer be silent about Pakistan´s safe havens for terrorist organizations," he said warning that vital aid could be cut. "We have been paying Pakistan billions and billions of dollars at the same time they are housing the very terrorists that we are fighting," he said. "That will have to change and that will change immediately." Ahead of the speech Pakistan´s military brushed off speculation that Trump could signal a stronger line against Islamabad, insisting the country has done all it can to tackle militancy. "Let it come," Director General (DG) of Inter-Services Public Relations (ISPR), Major General Asif Ghafoor said, referring to Trump´s decision. "Even if it comes... Pakistan shall do whatever is best in the national interest."

Pakistan’s top civilian and military leadership on August 24 strongly rejected US President Donald Trump’s allegations of insincerity and duplicity in the fight against terrorism and set conditions for future counterterrorism cooperation with Washington and Kabul, specifically the removal of hideouts in eastern Afghanistan, reports Dawn. The Government’s formal and comprehensive response to the Trump administration’s policy on Afghanistan and South Asia came after a meeting of the National Security Committee (NSC), which was chaired by Prime Minister Shahid Khaqan Abbasi and attended by Ministers for Defence, Foreign Affairs, Finance, and Interior, the National Security Adviser, Services Chiefs and Heads of Intelligence Agencies and military operations. The NSC was specially convened for deliberations on the US policy and formulating the ‘comprehensive response’. The statement issued after the NSC meeting was a detailed rejoinder to all elements of concern in the new US policy and President Trump’s speech — the allegations about sanctuaries, claims about taking billions and billions of dollars in aid from Washington, fears about nuclear security, and the formalisation of India’s role in Afghanistan.

The National Security Committee (NSC) on August 24 demanded an immediate US military effort to eliminate sanctuaries harbouring terrorists and miscreants on the Afghan soil and rejected the notion that India could be the net security provider in the South Asia region, reports Daily Times. The committee, while rejecting specific allegations and insinuations against Pakistan by US President Donald Trump, said the country had an abiding interest in peace and stability in Afghanistan. “Scapegoat[ing] Pakistan will not help in stabilizing Afghanistan,” a strong statement issued at the end of the meeting chaired by Prime Minister Shahid Khaqan Abbasi at the PM Office said. “Afghan war cannot be fought in Pakistan,” the meeting, which was also attended by all services chiefs and senior cabinet members, agreed after a threadbare discussion on the Trump administration’s South Asia Strategy. “More specifically, we would like to see effective and immediate US military efforts to eliminate sanctuaries harbouring terrorists and miscreants on the Afghan soil, including those responsible for fomenting terror in Pakistan.” The NSC pointed out that being immediate neighbour, Pakistan had an abiding interest in peace and stability in Afghanistan. “India cannot be a net security provider in the South Asia region when it has conflictual relationships with all its neighbours and is pursuing a policy of destabilising Pakistan from the east and the west.”

So, we don’t expect things to change overnight. We expect incremental changes over time,” the official said. “We will be able to see when these changes start to happen. They [might] not become immediately apparent to the public, but we’re confident that when Pakistan takes the steps we’re asking it to do, we’ll know it and we’ll be able to assess. And so, our security aid will be conditioned on the steps that we expect them to take against, in particular, the Taliban-Haqqani Network,” the official added.

Pakistan has temporarily suspended talks with the US as well as official bilateral visits in protest against President Donald Trump’s speech in which he censured Islamabad while proposing a new policy on Afghanistan, Foreign Minister Khawaja Asif said during an in-camera session in Senate (Upper house of National Assembly) on August 28, reports The Express Tribune. The Senate was converted into a Committee of the Whole House for a thorough private discussion on proposals being formulated by a House panel to suggest to the Government policy guidelines after the contours of the new US policy on Afghanistan were delineated by President Trump in his speech. The sources quoted Asif as saying that as an immediate reaction, he postponed his first visit to Washington as foreign minister last week. Similarly, US Secretary of State for South and Central Asia Alice Well’s tour had also been postponed, he added. Although Pakistan did not officially suspend bilateral visits or talks, postponement of the two high-profile visits is being viewed as a significant development.

The National Counterterrorism Authority (NACTA) has begun the process of compiling data on Pakistan-based individuals that are suspected of involvement with terrorist organisations abroad, the National Assembly Standing Committee on Interior was told on August 29, reports Dawn. NACTA chief Ihsan Ghani said the authority had completed the task of data compilation on suspected militants who had fought in conflict zones such as Yemen, Iraq or Syria. “We are in the process of having the data verified from Federal and Provincial Departments,” he told the committee during a briefing on the status of implementation on the National Action Plan (NAP) to counter terrorism and extremism. Ihsan Ghani tells National Assembly Standing Committee on Interior about plans to develop mobile app for reporting hate speech.Further, NACTA chief detailed measures to choke terrorists’ financial networks, saying that a task force had been established under the authority to coordinate efforts in this regard. Progress on updating the list of those individuals who were placed on the Fourth Schedule of the Anti-Terrorism Act (ATA) 1997 was also shared with the committee. The bank accounts of around 5,000 of the more than 8,000 individuals on the list had been frozen, he said, while they could no longer be issued passports or gun licenses.

National Assembly passed a unanimous resolution on August 30 rejecting the "hostile and threatening" statements made by US President Donald Trump and General John Nicholson, a top commander of American and NATO forces in Afghanistan, reports Times of India. It condemned Washington's call for increased Indian involvement in Afghanistan due to "(India's) known support to terrorists and destabilising policies in the region". The call for an Indian role in Afghanistan's development is "detrimental to regional stability," the resolution said, adding that it was premised on a "failure to understand existing ground realities and challenges in the region." The resolution called on the US, NATO and Afghan government to ensure that India was denied use of Afghan territory to attack Pakistan.

China on August 31 reiterated that Pakistan is at the forefront of fighting terrorism, and for many years has been making positive efforts and great sacrifices on counter-terrorism, reports The News. As we have said many times, Pakistan is at the forefront of fighting terrorism, and for many years has been making positive efforts and great sacrifices on counter-terrorism, Chinese Foreign Ministry's spokesperson Hua Chunying said during her regular press briefing. The spokesperson said the international community should acknowledge and fully recognize its contributions. Hua said that China is willing to work with Pakistan and other countries to enhance cooperation on counter-terrorism and protect regional security and stability. Responding to a question about use of China's influence for arrest of terrorists allegedly based in Pakistan, she said, "We have taken note of the concerns of the Indian side on counter-terrorism issues of Pakistan, but I don't believe that it should feature prominently during the Xiamen Summit," she added.

China on August 31 sent out a signal that it would defend Pakistan and would object to any discussion about Pakistan’s role in sheltering terrorists during the upcoming BRICS summit, which would be attended by Indian Prime Minister Narendra Modi, reports The News. China is worried Modi may raise the issue at the meeting because he did so at the Goa summit of BRICS last year while describing Pakistan as the “mother-ship of terrorism”. “We also noticed that India, when it comes to Pakistan’s counter-terrorism, has some concerns. I don’t think this is an appropriate topic to be discussed at BRICS summit,” Hua Chunying, Chinese Foreign Ministry spokesperson, said at a briefing. She also indicated that raising the topic might affect the success of the summit because Chinese leaders may be forced to defend its close ally, Pakistan. “The world is paying great attention to the BRICS summit. I hope relevant parties can work with China to ensure the success of the summit and make due contributions,” Hua said. She meant the five members of BRICS including India when she mentioned “relevant parties”.

The Foreign Office (FO) on August 31 rubbished United States (US) General John Nicholson's "unacceptable" claim that Washington is aware of the Afghan Taliban leadership's presence in Peshawar and Quetta, saying that terrorist safe havens are present in Afghanistan, not Pakistan, reports Dawn. FO Spokesman Nafees Zakaria told a weekly press briefing in Islamabad that there had been no high-level contact between Pakistan and the US following President Donald Trump's August 21 diatribe, in which he lambasted Islamabad for providing safe haven to terrorists. He announced that a conference of ambassadors would be held between September 5-7 in order to discuss foreign policy challenges facing the region and the world. Zakaria reiterated Pakistan's commitment to an Afghan-led peace process and asserted that Afghanistan's war could not be brought into Pakistan.

The Judge of Anti-Terrorist Court (ATC), Rawalpindi, Muhammad Asghar Khan, on August 31 while announcing the verdict in the former Prime Minister Benazir Bhutto murder case acquitted five accused (Tehreek-e-Taliban Pakistan), awarded 17-year imprisonment each to former Deputy Inspector General (DIG) Saud Aziz and former Superintendent of Police (SP), Rawal Town, Khurram Shehzad, for abetting the crime, and declared former President General Parvez Musharraf an absconder, reports The News. The court also imposed a fine of PKR 500,000 each on both convicts. The Police arrested the former DIG and the former SP from the premises of the court on the occasion as they were on bail. The court announced the verdict in the Adiala Jail premises under tight security arrangements. In a landmark decision, the court declared former President General Parvez Musharraf an absconder in the case ordering seizure of all his moveable and immovable property. Five suspects who had been in jail for nine years, including Rafaqat Hussain, Husnain Gul, Sher Zaman, Aitzaz Shah and Abdul Rashid were acquitted on murder charges. The investigation agencies failed to prove a link of the five accused with Baitullah Mehsud, therefore, the court acquitted them. The two former Policemen have been awarded 10 years in prison under Section of 119 of the Pakistan Penal Code (PPC) and 7 years each under Section of 201 of the PPC. They have also been fined PKR 500,000 each; in case they do not pay the fine, they will have to spend another six months in jail.
