Afghanistan’s President Ashraf Ghani in his Eidul Azha message on September 1 reached out to Pakistan offering “comprehensive negotiations” to bring peace to their troubled relationship, reports Daily Times. “Ties between Pakistan and Afghanistan have been steadily deteriorating amid spate of allegations about cross-border terrorism among other disputes,” the Afghan president said. While addressing political elites and journalists at the Presidential Palace, President Ghani also renewed calls for peace with the Taliban and for resuming political dialogue with Pakistan to overcome the differences. “From here, I have a message for Pakistan: We are ready for comprehensive political talks. Peace with Pakistan is in our national agenda,” Ghani said who has long been blaming Pakistan for ‘waging an undeclared war’ against Afghanistan.

He was responding to questions on Pakistan's reaction to the Afghanistan and South Asia policy announced by US President Donald Trump. National Counter Terrorism Authority (NACTA) spokesman Usman Ghani on September 1 said that, upon the advice of Federal Ministry for Interior, paramilitary forces will remain high alert in the country for Eidul Azha, reports Pakistan Today. “Air wing of Interior Ministry has been put on high alert from early this morning,” he mentioned. According to media reports, NACTA added that PDMAs (Provincial Disaster Management Authorities) of the four Provincial Governments have been advised – through a letter – to take intelligence reports seriously and make arrangements to hold Eid prayers within boundary walls. NACTA also said that collection of hides of sacrificial animals without NOC (Non Objection Certificate) is a punishable offence and stern action should be taken against the violators.

The Federal Ministry for Interior on September 1 directed the Adiala jail authorities to keep the five accused, associated with the Tehreek-e-Taliban Pakistan (TTP), in the Benazir Bhutto murder case in their custody for 30 days, reports Pakistan Today. According to reports, the Ministry directed the jail officials to continue detaining Rafaqat Hussain, Hasnain Gul, Sher Zaman, Aitzaz Shah and Abdul Rasheed under the relevant laws for a month. The five accused persons had been acquitted of the high-profile murder case by Rawalpindi Anti-Terrorism Court on August 31.

The six persons accused of facilitating slain Afghan Taliban supremo Mullah Akhtar Mansoor acquire a Pakistani identity have been bailed out, The Express Tribune reported on September 2 quoting Federal Ministry for Interior records. Mullah Mansoor, along with another man, was killed when a taxicab he was travelling in was targeted by United States (US) drone near Nushki District in Balochistan in May 21, 2016. A Pakistani passport and computerised national identity card (CNIC) were found near the charred wreckage of the taxi which identified him as Wali Muhammad. A DNA test conducted on the body later confirmed it was Mullah Mansoor who had acquired Pakistani CNIC under a fake name. A subsequent investigation identified six men for facilitating Mullah Mansoor acquire a Pakistani CNIC and passport. But interestingly, all these suspects are now out on bail, while another two persons – a medical officer and wife of Mullah Mansoor – are absconding. This transpired in a report of Federal Investigation Agency’s Crime Circle Quetta which was recently submitted by the Federal Ministry for Interior in the Senate in response to a question raised by Pakistan People’s Party (PPP) Senator Farhatullah Babar.

The United States (US) President Donald Trump administration has held back previously promised military aid of USD 255 million to Pakistan by attaching new conditions which, the State Department says, will allow it to review the level of its cooperation with Islamabad before making new commitments, Dawn reported on September 1. “The Department notified Congress on August 30 of our intent to obligate USD 255 million in Financial Year (FY) 2016 Foreign Military Financing (FMF) for Pakistan. At the same time, the Department is placing a pause on spending those funds and on allocating them to any specific FMF sales contracts,” said the State Department in a statement sent to Dawn. The FMF provides grants and loans to help countries purchase US weapons and defence equipment and for acquiring defence services and military training in the United States. “Consistent with our new South Asia strategy, this decision allows us the flexibility to continue reviewing our level of cooperation with Pakistan prior to committing new security assistance resources to projects in Pakistan,” the State Department said.

At least 13 suspected persons were arrested on September 2 during a joint Intelligence-Based Operation (IBO) in Punjab, The News reported on September 4 quoting an Inter-Services Public Relations (ISPR) statement. The statement adds that Punjab Rangers and Police conducted the first operation in Dera Ghazi Khan District and arrested seven key facilitators wanted for extortion and other criminal activities in Punjab and Balochistan. In a separate operation in Lahore, Rangers, police and intelligence personnel took six suspects, including two unregistered Afghan nationals, into custody. Weapons and ammunition were also seized from the suspects, it added.

Two people including a child were killed in an attack in which Muttahida Qaumi Movement-Pakistan (MQM-P) leader Khwaja Izharul Hassan escaped unhurt in the Buffer Zone area of Karachi, the provincial capital of Sindh, in the morning of September 2 (today), reports The News. According to details, Khwaja Izharul Hassan, who is also the leader of the opposition in the Sindh Assembly survived the assassination attempt when he was leaving a mosque after offering Eid-ul-Azha prayers. Police said a child and one of Hassan's security guards were killed in the attack by unidentified assailants clad in police uniform riding on the motorcycles. Three other persons were also injured in the gunshot. An assailant was also killed in the retaliatory fire while another was injured but managed to flee, Police added. The shell of a 9mm pistol bullet was also found from the crime scene.

Khasadar officials while confirming the incident said that some local youth from Adalkhad and Gagra villages had gone to Yakha Cheena, Enzaro Naw picnic spot close to the Afghan border on September 3-morning but did not return to their homes till late in the evening. The officials said that relatives of the missing youth reported the matter to them after one of the abducted persons managed to escape from the abductors and reached home early on September 4. The United States (US) has sanctioned $33.4 billion for reimbursements to Pakistan during the past 15 years, 44% of which was on account of services that Islamabad rendered to support Washington’s anti-terror operations in Afghanistan, The Express Tribune reported on September 6. The data has been gathered by the Departments of State, Defense, Agriculture, and the US Agency for International Development (USAID). By excluding the USD 14.573 billion cost of logistics and aerial support, the approved civilian and security-related aid to Pakistan from 2002 to 2016 was only USD18.8 billion, according to the statistics compiled by US authorities. Withheld money is a repayment, not an aid, Pakistan tells US. Compared to the actual foreign aid of USD 18.8 billion to Pakistan, the Finance Ministry’s statistics showed that Islamabad sustained USD 123.13 billion losses on account of the war against terrorism since 9/11. But Washington’s economic leverage over Islamabad has significantly reduced since 2014, as it came down to USD 1.6 billion per annum against the average of USD 2.3 billion per annum between 2002 and 2013. This includes reimbursements from the Coalition Support Fund (CSF) that is technically not aid but service payments for providing logistical and operational support to the US-led military operations in Afghanistan. By excluding the CSF-related payments to Pakistan, US assistance to Pakistan from 2014 to 2016 was USD 810 million per annum against the average of USD 1.4 billion during the 2002-2013 period, according to the statistics. The flow of funds from the US to Pakistan saw another drastic reduction in 2017. US economic assistance historically remained around 1% of Pakistan’s budget, which can easily be met from other sources.

While urging the world to acknowledge Pakistan’s great sacrifices in war against terrorism, The COAS said, “despite all our countless sacrifice and over decades of war, we are being told that we have not done enough against terrorism." While highlighting Pakistan's efforts to eradicate terrorism and to stabilize peace in the region Army chief said that only Pakistan has seen this level of success within limited resources from the operations carried out to wipe out the terrorists from its soil like Sher Dil, Rah-i-Rast, Rah-i-Nijat, Zarb-i-Azab and now Radd-ul-Fasaad. "We have paid for each inch of gains with our blood", said COAS. "And now, I say that the world must do more." The group in its 2017 edition of the Basel Anti-Money Laundering (AML) Index which has assessed 146 countries regarding money laundering and terrorism financing risks said that Afghanistan, Nepal and Sri Lanka stand out with particular high risk scores in the Index. Pakistan has been placed on the 46th position in the list of 146 countries which have been given marks on a scale of 0 — low risk to 10 — high risk, by the Switzerland-based independent not-for-profit competence center. The average risk score this year is equal to 6.15. The 10 countries with the highest AML risk are Iran, Afghanistan, Guinea-Bissau, Tajikistan, Laos, Mozambique, Mali, Uganda, Cambodia and Tanzania while the three lowest risk countries are Finland, followed by Lithuania and Estonia, the group said in a recent report published on its website. Top-ranked Iran has scored 8.60 marks and bottom-ranked Finland 3.04. Pakistan has been given 6.64 marks, above this year’s average of 6.18. The greatest improvements since 2016 have been made by Sudan, Taiwan, Israel and Bangladesh while the countries that deteriorated most severely in their scores in 2017 are Jamaica, Tunisia, Hungary, Uzbekistan and Peru, it said. "We should impose restrictions on activities of elements like LeT and JeM so that we can show the global community that we've put our house in order," Asif told during an interview with Geo News while responding to a BRICS declaration that named several terrorist groups, including the two, as threats to regional security. "I am not making any political statement.. we cannot afford to shut our eyes on activities of these organisations in our country. If we continue to do that we will always face such embarrassments." Asif said Pakistan could no longer afford to "test" its friends on the issue of terrorism. "Friends like China should not be tested every time, particularly in the changed (global) scenario," the Minister added. Foreign Minister Asif admitted that Pakistan had made mistakes in the past, saying there was no need for the country to participate in the proxy war in Afghanistan during Zia ul Haq's tenure, and later in the war on terror. Punjab Home Department submitted a written reply in the court during the hearing of an appeal for Saeed's release, stating that he was put under house arrest under the anti-terrorism laws to stop him from collecting funds — which is a violation of various resolutions of the United Nations. A K Khokar, Saeed's counsel, argued in court that his client's detention was illegal and baseless, thus the order of keeping him under house arrest be immediately withdrawn. "The defendant was put under house arrest after the US threatened to cut Pakistan's aid, it was done without any cases being registered against him," Khokhar told the court. The judges, however, pointed out to Saeed's lawyer that he had not mentioned about US's alleged pressure in the case. They said that the defendant's application is based on a news clipping. Punjab's home department, however, pointed out that various cases were registered against members of JuD for collecting hides during the three days of Eid-ul-Azha in contempt of the ministry's orders. "Cases were also registered against the party for collecting funds in contempt of the provincial ministry's orders," the reply said. In a report submitted to the Sindh Home Ministry on the orders of Chief Minister (CM) Murad Ali Shah, the CTD said that the Police party tailing Shaikh Muhammad Mumtaz alias Firaun, and Muhammad Ahmed Khan alias Munna, failed to arrest the two men. The fugitives had broken out from Karachi's Central Jail on June 13 following a shocking lapse of security at the facility. The two had been arrested in 2013 by the CTD for their alleged involvement in the killing of over 60 people, mainly members of the Shia community and law enforcers. The report also said that the two militants' facilitators were in Police custody and were being interrogated at the moment. Discussing the prisoners' escape to Afghanistan, CM Murad Ali Shah later said that: "We are investigating how the escaped militants reached Afghanistan and the people who aided them in fleeing will be punished." "Those whose irresponsibility resulted in the escape of the prisoners [from Central Jail] were punished and sent to jail, but the courts set them free by granting them bail," he added while addressing the media during a visit to Sufi saint Abdullah Shah Ghazi's shrine.

The key report about illegal activities of the inmates inside the prison came from the Counter Terrorism Department (CTD), which recommended their shifting from the central prison to other such facilities in Sindh and Punjab to “break an organised network”. The move came after a series of meetings on the issue of jails’ security, the official added. “The process began in July 2017,” he said. “The high-profile militants belonging to banned outfits, both under trial as well as those serving their terms, were shifted from Karachi Central Prison to jails in other parts of the province. So far 90 have been moved and under the plan some 270 would face the same fate. More inmates would be transferred to other jails in phases.” The move is meant to break an ‘organised network’ and improve prison security Of the 90 prisoners, he said, two had been moved to a prison in Rawalpindi, eight to Larkana and 80 to Sukkur jail.

Renowned United States (US) nuclear weapon expert and co-author of the report Hans Kristensen said Pakistan's nuclear warheads may be located in storage facilities near the bases the report identifies, and that these bases themselves appear to house nuclear-capable launchers that would use those warheads. The report describes the launcher bases to give readers an impression of the extent to which Pakistan's nuclear forces are being dispersed across the country. Kristensen said that because Pakistan was building a short-range sub-strategic nuclear arsenal (in addition to its longer-range force), the warheads would likely be distributed to regional storage sites from which they could be assembled and transported to the launcher bases. "Since the shorter-range systems are intended to be used earlier in a conflict below the strategic level, weapons for these systems would likely be distributed early in a crisis and raise the risk of accident and incidents. If used against conventional attacks, use of the tactical nuclear weapons would likely lead to escalation to a wider nuclear war quickly," said Kristensen.

Four militants were killed on September 25 during operations conducted by the Frontier Corps in various parts of Balochistan, Dawn reported quoting statement issued by Inter-Services Public Relations (ISPR). According to the ISPR statement, four "wanted terrorists" belonging to the Baloch Republican Army (BRA) and the United Baloch Army (UBA) were killed during the operations, while 24 others were arrested. Among those killed were Thango and Keleri of the BRA, the ISPR said. According to the statement, they were involved in the abduction of civilians and responsible for attacks on law enforcement personnel. The two other militants killed were identified as Muhammad Khan and Jalal Deen - both members of the UBA. According to the ISPR, they were involved in bombing railway lines, the planting of improvised explosive devices and destroying power lines.

"The scourge of terrorism affecting Afghanistan is (a) product of (the) long-standing policy by a neighbouring State to keep Afghanistan unstable," said Afghan Foreign Minister Salahuddin Rabbani at no less a forum than the UN Security Council (UNSC). Afghanistan also said that that terror's "roots are located in terrorist sanctuaries and safe havens outside" its borders. "Despite being on (the) receiving-end of provocative actions, we have maintained a principled position in seeking to resolve differences through dialogue, diplomacy and peaceful means...Pakistan has so far failed to respond positively at its own cost, particularly in relation to its global reputation and standing," added the Afghan Foreign Minister. Malik Mukhtar Ahmed Shahzad in the petition requested for a thorough investigation against his seniors by the Inter-Services Intelligence (ISI). "The issue of connivance, complacency and involvement of official of IB and other senior bureaucrats raised in the petition may graciously be entrusted to the ISI for investigation," the petitioner requested the court.Shahzad, who joined the IB in 2007, has alleged that the agency did not take any action against terror organisations with roots in Uzbekistan, Iran, Syria, Afghanistan and India despite concrete evidence against them. His petition names several Pakistan IB officials, including a Joint Director General, Directors and Deputy Directors as conspirators in the matter. Shahzad added that the matter was even reported to the IB Director General but no action was taken. While alleging that many of his seniors were on the payroll of foreign intelligence agencies to protect terrorists, Shahzad stated, "Upon thorough intelligence gathering process, it transpired that certain high officials of the IB themselves are directly involved with the terrorist organisations having linkages with hostile enemy intelligence agencies." While Rescue 1122 spokesperson Bilal Faizi said 20 people sustained injuries and were treated on the spot, Senior Superintendent of Police (SSP, Operations) Sajjad Khan said only five people were seriously injured in the explosion. "The blast occurred just outside the hospital, injuring many people including one of the owners, Osman Maqsood, who was on his way back after Friday prayers," an official said, adding that according to the bomb disposal squad officials the device used in the attack was probably homemade. Police said the hospital owner was the target of the attack as he was already receiving threatening calls from extortionists.Also, police and intelligence agencies in a joint operation rounded up two terrorists and recovered seven hand grenades, four improvised explosive devices (IEDs) and prima card and shrapnel from an under an construction house in Peshawar, Daily Times reports.

In another raid, a vehicle that was going to be used as vehicle-borne Improvised Explosive Device (IED) was seized during an intelligence-based operation (IBO) from Tore Shah, North of Pishin in Balochistan, reports Daily Times on October 1. The vehicle was going to be used to disrupt Muharram in Quetta. Three suspects were also arrested during the raid.

Intelligence agencies and Security Forces (SFs) conducted raids and seized weapons from Makhi Nala area of Kahan in Kohlu District in Balochistan, reports Daily Times on October 1. In a press conference, Kohlu Deputy Commissioner Agha Nabil said that the SFs raided Makhi Nala area of Kahan. "During the raid, weapons and ammunition were seized from the hideouts, belonging to proscribed organisations," said Nabil. "Three hand grenades, seven anti-tank mines, 477 LMG rounds, one kilogram of explosive material, rifles, machine guns, detonator, five Rocket Propelled Grenade (RPG)-7 fuses, 400 yards of detonator cable and other weapons were recovered," he said.

Separately, Pakistan Rangers Punjab and Police carried out patrolling/flag marches in important areas of major cities in Balochistan, reports Daily Times on October 1. The Inter-Services Public Relations (ISPR) said that extensive intelligence based operations were carried out in Rawalpindi, Islamabad, Multan, DG Khan, Lahore, Sialkot, Bahawalnagar, Bahawalpur and Rahim Yar Khan. During these operations, 27 suspects were arrested and a cache of illegal weapons was seized. The Counter-Terrorism Department (CTD) arrested four suspected terrorists from Multan, seizing a sizeable quantity of arms and explosives from them. The CTD conducted a raid on a tip-off and arrested four activists of banned outfit, who were identified as Nasir, Ali, Tahir and Shafqat. The CTD also claimed to have seized six hand grenades, two pistols, one IED, two kilogrammes of explosives, three-meter detonating cord, eight-meter safety, and 10 detonators from the suspects.

Sindh Rangers claimed to have recovered arms from Muttahida Qaumi Movement-London (MQM-L) unit office in Orangi Town of Karachi on September 30, reports Daily Times. According to Rangers spokesman, on an intelligent report that the activists of MQM-L has hidden arms and ammunition in the unit office in Orangi town's Sector-7- C for target killing and disturbing law & order situation in the city, the Rangers conducted a raid and recovered a Light Machine Gun (LMG), one AK-47 with 11 magazines, and a 22-rifle, two 30-bore pistols with a magazines and 1850 different types of rounds.
