On the request of Sindh’s Counter Terrorism Department (CTD), the Federal Ministry of Interior on November 1 accorded approval to trying two Lashkar-e-Jhangvi (LeJ) militants in military courts in 10 cases of terrorism; including attacks on military personnel, reports The News. Mohammad Ishaq alias Bobi and Mohammad Asim alias Ahmed alias Kapri were arrested by security agencies in 2016. Amir Farooqi, Deputy Inspector General of Police (DIG) of CTD, said the officials had busted the network of militants, including those belonging to the LeJ. The two militants were allegedly involved in a number of acts of terrorism, including target killings and attacks on military officials in Karachi, he said, adding that the CTD had planned to try the accused in military courts as their cases were high-profile.

The Attorney-General for Pakistan Ashtar Ausaf Ali on November 1, presented ‘sensitive’ documents before a judge of the Lahore High Court in his chamber to defend detention of Jama’at-ud-Dawa (JuD) chief Hafiz Muhammad Saeed, reports The Dawn. Earlier, the AGP told the judge that the documentary material relied upon by the Federal Government to detain Hafiz Saeed was sensitive in nature and would not be appropriate to present in open court. He sought permission from the court to produce the relevant material in chamber and also requested it not to place the same on record of the case. After Justice Syed Mazahar Ali Akbar Naqvi allowed the request the AGP shared the documents with the judge in his chamber where Advocate Dogar was also present.

The White House retains a list of 20 terrorist groups that the Donald Trump administration claims are operating in Pakistan and Afghanistan and is believed to have shared this list with Pakistani officials, The Dawn reported on November 2 quoting diplomatic sources. The sources, however, rejected the suggestion as incorrect that US Secretary of State Rex Tillerson gave a list of 75 terrorists to Pakistani officials when he visited Islamabad last week. The White House list, released on The Washington Post’s demand, includes three types of militants groups: those who launch attacks into Afghanistan, those who attack targets inside Pakistan and those who are focused on Kashmir. Top on the list is the Haqqani network which, the United States claims, has safe havens in Federally Administered Tribal Areas (FATA) and uses them to launch attacks into Afghanistan. Other groups on the list are: Harkat-ul-Jihadi-i-Islami (HuJI), Jama’at-ul-Ahrar (JuA), Jama’at-ud-Dawa (JuD) al-Quran and Tariq Gidar Group, which is one of 13 Tehreek-e-Taliban Pakistan (TTP) affiliates. Islamic Revolutionary Guard Corps, Commander Nazir Group, Indian Mujahideen (IM), Islamic Jihad Union (IJU), Islamic Movement of Uzbekistan (IMU) ISIS-Khorasan, al Qaeda in the Indian Sub-Continent (AQIS) and the Turkistan Islamic Party Movement (TIPM) are also on the list.

According to District Police Officer (DPO) Zahoor Afridi, Station House Officer (SHO) Ayub Khan and Constable Shah Hussain were killed near the Majoki area, and another Policeman was injured in the attack. Chief of Army Staff (COAS) General Qamar Javed Bajwa has expressed concern over the lack of terrorism-related cases being transferred to military courts, reports The Express Tribune on November 3. He has informed the Prime Minister (PM) that the Government has not forwarded any cases to military courts since January this year. A source privy to the development told that Gen Qamar had written a demi-official (DO) letter to explain the issue prior to it being referred officially and that after receiving the Army chief’s letter, PM Abbasi directed the interior ministry to expedite the process of transferring cases. In response the interior ministry informed the PM office that it had prepared recommendations for more than 90 cases to be transferred to military courts. The ministry has also informed the PM office that it will request formal approval to transfer the cases during the next meeting of the federal cabinet and was bound to submit the cases to the federal cabinet as the Supreme Court has defined the federal cabinet as the federal government for the purpose of case referrals.

According to the MNA, some four local tribes after the Jira (public meeting) met the local administration and law enforcers and informed them about their decisions, tribesmen held a separate meeting with Frontier Corps (FC) commandant and other sector commanders and informed them about the decisions adding that the tribes would extend full support to the security forces to maintain peace and those offering shelter to militants or Afghans without valid documents, their houses will collectively be burned, and a fine of Rs 100,000 will be imposed. Interior Minister (IM) Ahsan Iqbal on November 8 informed Senate in a written reply that contrary to media reports that slain Afghan Taliban leader Mullah Mansoor had been carrying a Pakistan passport and National Identity Card (NIC), the card had actually been issued to a man named Muhammad Wali, son of Shah Muhammad, reports Dawn. The IM added that a departmental inquiry against all National Database and Registration Authority (NADRA) officials involved in issuing the fake NIC had been completed and at least three officials had been removed from service. The IM said cases have also been registered against the accused and judicial proceedings are ongoing in the case. Responding to the IM's assurances, Senator Farhatullah Babar was dissatisfied that action had only been taken against lower-level NADRA employees. Meanwhile, United States (US) Senators on November 8, decided not to tie financial aid for Pakistan to counter-terrorism measures against the Lashkar-e-Taiba (LeT), as was proposed by Senator Mark Warner, co-chair of the chamber’s India Caucus, in an omnibus legislation, National defense Authorisation Act (NDAA) 2018 it passed to fund the US military in 2018, because of resistance from the US Defense Department reports Hindustan Times. The provision was dropped from the legislation after the two chambers agreed through a process called Conference, meant to reconcile differing versions of a bill passed by the Senate and the House of Representatives. The reconciled version of the NDAA-2018 now makes $350 million of $700 million available to Pakistan under Coalition Support Fund (CSF) contingent upon certification from the Secretary of Defense, that Pakistan is taking demonstrable steps against the Haqqani Network. The legislation will now be put to a vote for passage, which is guaranteed to be passed. The reconciled legislation also proposes to direct the Executive to set up a formal structure to pursue relations with India under the new definition of “Major Defence Partner. The Defense Department had argued that the US must stay focussed on the Haqqani Network. A congressional Aide has told that progress in arresting and prosecuting senior leaders and mid-level operatives of LeT by Pakistan will be taken up another time. The Senators, in a joint report of the Senate and House Armed Services committees released on November 9, had asked the Pentagon to "demonstrate to Pakistan the consequences of continued support to terrorists".

Senior Superintendent of Police (SSP)-Operation, Nasebullah confirmed that DIG Hamid Shakil and two Officers - his driver and an Assistant Sub-Inspector - were killed in the attack. The suicide attack targeted the vehicle of DIG during his morning commute. Four other Policemen were also injured in the explosion. Approximately 12 to 15kg of explosives were used in the attack while a hand grenade in the hand of the suicide bomber that couldn’t explode was defused. Four vehicles were also damaged in the blast. Hours after the explosion, Tehreek-i-Taliban Pakistan (TTP) claimed responsibility for the attack.

MPA Masroor, after his victory in the PP-78 Jhang-II by-poll in 2016, had joined the Jamiat Ulema-e-Islam-Fazl (JUI-F) after objections were raised over his affiliation with the banned Sipah-e-Sahaba (renamed Ahle Sunnat Wal Jamaat). His name was placed in the Fourth Schedule of the Anti-Terrorism Act (ATA), 1997 on May 9, 2014. NACTA is likely to receive a letter from the home department in this connection on November 13 after which the authority will ask the State Bank of Pakistan (SBP) to order the unfreezing of Masroor and others’ bank accounts. Jhangvi’s assassinated father, Haq Nawaz Jhangvi, was a fierce anti-Shia cleric, founded a feared Sunni sectarian group, the Sipah-e-Sahaba Pakistan. Lives of forces and citizens (are) equally precious on both sides of border. It now requires elimination of terrorist sanctuaries in Afghanistan and effective Afghan border security,” DG ISPR Major General Asif Ghafoor said in a series of tweets posted on his official account. According to him there has been an increasing trend of cross-border terrorist attacks on Pakistani posts from across Afghanistan. Almost 308 terrorist attacks have taken place this year. This is the highest number of attacks since 2012 when 324 attacks were reported. On an average there have been 248 attacks every year since 2012. About 29 soldiers have been martyred in the attacks over the past six years. Pakistan has 975 posts along the 2,600km border with Afghanistan, which is mostly porous. Afghanistan, meanwhile, has around 218 posts on its side and there are huge gaps in between the largest being 650km long on the southern side.

The “Peace Committee” has issued tough guidelines through pamphlets in Wana town and warned local people to abide by these rules or face repercussions. The committee has banned music, Athan, a traditional dance which is performed in wedding ceremonies or other festive occasions, and use of narcotics. Salahuddin alias Ayubi, a successor of Mullah Muhammad Nazir, an influential Taliban leader, heads the committee. A leaflet issued by the “Peace Committee” claimed that Elders and Ulema of Karikot, Ghwa Khwa, Shaheen Warsak, Doog, Dabb Koat, Zari Noor and Sherna had agreed to these steps. A “Committee” comprising Elders and Ulema had been set up to ensure implementation of the ‘Code of Conduct’ and to identify violators of the guidelines. A local cleric, identified as Ameer Ainullah, has been appointed “Head of the Committee”. The Committee, after approving the recommendations, has directed the Home Ministry (HM) to forward the cases to the MC. It attended by Provincial Ministers Nisar Khuhro, Sohail Anwar Siyal, Corps Commander Lieutenant General Shahid Beg Mirza, Director General Rangers Major General Mohammad Saeed, Inspector General (IG) Sindh A.D Khawaja, and other Senior Officials. The United States (US) Congress on November 16 passed the bill that requires Pakistan to work with the Afghan and American Forces to destroy the Haqqani Network but leaves Lashkar-e-Taiba (LeT) out, reports Dawn. The National Defence Authorisation Act (NDAA) 2018 - approved by a voice vote by both the House and the Senate provides about $700 billion for US defence needs in 2018. The NDAA 2018 provides $700 million for reimbursing Pakistan for monitoring the Pakistan-Afghanistan border but withholds half of the amount unless the US Secretary of Defence certifies to the Congressional Defence Committees that, “Pakistan continues to conduct military operations that are contributing to significantly disrupting the safe havens, fundraising and recruiting efforts, and freedom of movement of the Haqqani Network in Pakistan. “Pakistan has taken steps to demonstrate its commitment to prevent the Haqqani Network from using any Pakistan territory as a safe haven and for fundraising and recruiting efforts. The Government of Pakistan is making an attempt to actively coordinate with the Government of Afghanistan to restrict the movement of militants, such as the Haqqani Network, along the Afghanistan-Pakistan border. Pakistan has shown progress in arresting and prosecuting senior leaders and mid-level operatives of the Haqqani Network.” Previous versions of the bill required the secretary to issue a similar certificate for LeT but its name was dropped from the later version.

The planning of the blast was carried out by Ghulam Mustafa Mazari alias Doctor - a close relative of Lal Masjid clerics, who was killed in an earlier operation in Mastung, Balochistan, he said. Nadir had first met Mazari when he arrived to his village in Kashmore in 2009. The two then grew close and Nadir visited Mazari in the latter's village Abdullah, Rojhan Mazari in Punjab. Nadir also invited Lal Masjid cleric Ghazi Abdul Rasheed's sons Haroon and Haris to his village along Mazari. He then went to Rajanpur where he joined Lashka-e-Jhangvi (LeJ) after being briefly enrolled in Rajanpur's commerce college. He was later introduced to other members of LeJ and Tehreek-i-Taliban Pakistan (TTP) from Balochistan, Sindh and Punjab. A Review Board comprising the Chair of Justice Abdul Sami Khan, Justice Sadaqat Ali Khan and Justice Aalia Neelum of the Lahore High Court (LHC), ordered the release of Jama’at-ud-Dawa (JuD) chief and Lashkar-e-Toiba leader Hafiz Saeed on November 22, on expiry of his 30-day detention if he was not required in any other case, reports Daily Times. The Officers from Finance Ministry (FM) and Punjab Home Department presented the documentary record in support of the detention of Hafiz Saeed. The FM Official said that Pakistan could face international sanctions if Hafiz Saeed was released while the Government’s Law Officer told the board that detention of Saeed was necessary, as he had threats to his life. The Review Board however passed the release orders after not being convinced that the release of Saeed would bring diplomatic and financial problems to the country. Talking to the reporters Hafeez Saeed said, “I’m thankful that the lawyers and the entire nation is with them. It is not just mine but the case of Pakistan, it is a slap on the face of India as we have established that Pakistan is a free state,” adds The Express Tribune.

According to reports, the Army, acting on a tip-off around midnight, had raided the house of ‘commander’ Zahir Shah of the TTP where he was present with his accomplices. At the Islamic Military Counter Terrorism Coalition (IMCTC) meeting on November 26, the IMCTC’s Military Commander (MC) General (retd.) Raheel Sharif said that the sole objective of the alliance was to counter terrorism and it is not against any country or any sect, reports The Express Tribune. The final declaration issued after the Ministers meeting in Riyadh suggested that it would be up to the Member States to decide the extent of their participation in the coalition. The Alliance’s Terms of Reference (TORs) were finalised at a meeting of Defence Ministers of the member countries forming the IMCTC. Pakistan’s Defence Minister (DM) Khurrum Dastagir represented Pakistan at the daylong meeting presided over by Saudi Crown Prince Muhammad bin Suleman. The declaration said that “the ministers emphasised the importance of providing necessary military capabilities to ensure that terrorist organisations are weakened, dismantled, eliminated and deprived of the opportunity to reorganise”.

The group was part of a Volunteers’ Militia helping the Military in operations against Islamist militants. A faction of Pakistani Taliban militants, known as the Sajna group of Tehrik-e-Taliban Pakistan (TTP), claimed responsibility for the attack.
