Security Forces (SFs) on March 1 killed seven militants in an encounter in the Ghurzandi area of Lachi sub-division in Kohat District, The News reported. Sources said SFs cordoned off the Ghurzandi, Hoti Banda and Chashmi Miangan areas in an attempt to arrest the militants, who were allegedly involved in incidents of kidnapping for ransom and murder. The militants allegedly opened fire on the troops, injuring a soldier identified as Irfan Sajjad. In retaliatory action by the SFs, seven militants were killed and five others wounded. The troops also reportedly freed four persons, who had been kidnapped by the militants a few days back.

The Balochistan Liberation United Front (BLUF) holding an American UN worker in Balochistan said on March 1 that it would kill him in four days if the Government did not release more than 1,000 prisoners, The News reported. The threat on the life of John Solecki was made in a letter sent to the local news agency Online International News Network that was also read by an Associated Press reporter. UN spokeswoman Maki Shinohara said the world body was aware of the threat through the media and “took it seriously”. In the letter, the BLUF demanded the release of 1,109 activists from Balochistan nationalist groups it claimed had been arrested by the Government. “John Solecki’s mother and his relatives and international human rights groups should play a role for the recovery of thousands of our sons... who are in state-run torture detention cells,” the one-page letter said. “The United Nations and state institutions... are forcing us to kill Mr John Solecki in our protest,” it said.

The NWFP Government has withdrawn its decision regarding the distribution of rifles among villagers to protect their areas against militants, The News reported on March 1. The decision was taken during a meeting of the NWFP cabinet chaired by Chief Minister Ameer Haider Hoti in capital Peshawar on February 28. The meeting discussed the arms distribution and majority of the members asked for reversal of the decision following which the cabinet decided not to go for distribution of rifles, said Information Minister Mian Iftikhar. The Government had taken the decision of arms distribution on the demand of people of the troubled areas, the minister explained. He also said the cabinet observed that arms distribution among villagers would create more problems instead of providing some help to the Government.

The NWFP Government is reported to have finalised the draft of the Nizam-e-Adl (Amendment) Regulation 2009 for the enforcement of Sharia in Malakand Division, a private TV channel reported on March 1. The draft has reportedly been prepared in consultation with Sufi Mohammed and would be sent to the NWFP Governor for approval within two days. The Security Forces (SFs) claimed to have forced militants out of Bajaur Agency and advanced towards strongholds of the Taliban in the region, The News reported on March 1. “We think that we have secured this agency,” said Major General Tariq Khan, the commander of forces fighting in Bajaur. “They have lost. They have lost their cohesion out here,” Khan told reporters flown by helicopters from Islamabad. Colonel Saifullah said the military had also beaten back militants in the neighbouring Mohmand Agency. “Now the people’s minds are clear. They now believe in the strength of the force and the resolve of the government that this militancy is being pursued and is being finished,” he told reporters in Ghalanai, headquarters of Mohmand Agency. “The influence of militants has reduced over a major proportion of the population and area,” the colonel added. General Tariq said about 50 percent of the militants were Afghans and some Sudanese and Egyptians had been killed in Bajaur in the initial stages of operation. He described a unilateral cease-fire declared by the Taliban on February 23 as “a face-saving statement”. “There was no question of ceasefire, the resistance has melted, dissolved. It is not there,” he said. Shafiullah, the chief of the Bajaur civil administration, said 1,600 militants were killed during the campaign and more than 2,000 injured while some 150 civilians also died and about 2,000 were injured in the fighting. He appealed for international donors to come forward with money for reconstruction and the provision of basic services such as electricity and water to 304,598 people displaced from their homes in Bajaur. The official said more than 180,000 had returned.

The Taliban in Dir District have threatened to carry out suicide attacks against their opponents and district administration in Doog Darra area of Upper Dir if they did not stop organising volunteers against militants to expel them from the area. “The central shura of Taliban has firmly decided under Sharia principles to carry out further attacks against the US agents in Doog Darra area and the law enforcement agencies if they did not stop disturbing Taliban there,” a Taliban spokesman threatened. Talking to Dawn by telephone from an unspecified location on March 1, the District chief of Dir Taliban Hafeezullah said that Mullah Mansoor had been appointed as their new spokesman in the District. While welcoming the peace deal between the NWFP Government and TNSM chief Maulana Sufi Mohammad, he said the Taliban would restart their activities if the proposed Nizam-e-Adl Regulations 2009 were not enforced forthwith. “Now the ball is not in the court of Taliban but in the court of government,” he added. He said he was not happy over the fact that there had been no tangible progress since February 16 when the NWFP Government agreed to implement the Nizam-e-Adl Regulations 2009. “The Government announced enforcement of Sharia [Islamic law] but so far no practical step has been taken and we are not satisfied… I’m not seeing any practical steps for the implementation of the peace agreement, except for ministers visiting Swat and uttering words,” Sufi told reporters in Swat’s main town Mingora. The cleric said he was also unhappy over a delay in an exchange of prisoners and urged both the Taliban and the Government to release people they were holding by March 10. “If the Government does not appoint Qazis [Islamic judges] by March 15, and the two sides do not release prisoners in their custody, we will set up protest camps,” he said. He also said armed patrol by either side would not be allowed after March 1, and anybody who violated the truce would be charged and punished in line with the Sharia.

The house was destroyed in the attack, leaving 12 people dead and three injured. Tribal sources said dozens of militants arrived there and later took control of the area besides surrounding the targeted house. Locals said all those killed and injured were native tribesmen. However, the sources claimed that foreign citizens were also among the dead. The compound had underground bunkers and was in the area controlled by Taliban commander Baitullah Mehsud’s tribe, an unnamed official said, Daily Times reported. “It was a Taliban sanctuary,” he said. At a press conference in Saidu Sharif, Sufi Mohammad blamed the SFs for the incident and said that they had violated the truce. According to him, it had been decided that no side would move till mid-March, except with prior permission of the TNSM. He said it was agreed that whenever the troops wanted to move they would inform the TNSM in advance to avoid misunderstanding. “The troops didn’t inform us which led to the ill-fated incident,” he said. He warned that if the cease-fire violation continued, the TNSM would have to come out of the peace process. According to Police, the assailants ambushed a van carrying the Shia family on the eastern bypass of Quetta – killing five people on the spot. The slain civilians were returning to Quetta from the Mach area when they were targeted. “It is a target killing,” Deputy Inspector General of Police (Operations) Wazir Khan Nasar said, Dawn reported. Although no group claimed responsibility for the incident, the killings are reported to be part of a series of sectarian attacks that started in Quetta a couple of months ago. The Awami National Party (ANP) and the Pakistan People’s Party (PPP) co-led the provincial Government at the talks, while Maulana Safiullah and spokesman Amir Izzat Khan represented the TNSM – with Malakand Commissioner Syed Muhammad Javed also in attendance. The meeting came a day after suspected Taliban militants killed two army troops and continued taking Government officials hostage, despite having agreed to a cease-fire in the wake of the provincial Government’s February 16 accord on the implementation of Sharia (Islamic law) in Swat. “Music and vulgar CDs will be banned; shops will remain closed during prayer times and the complete implementation of sharia laws in the region will come into effect from the 16th of this month… Vulgarity would be rooted out and profiteers dealt with under the law. An anti-crime campaign will be launched and Quran classes will be started for jail inmates in the region,” according to the key points of the understanding. The Malakand Commissioner’s office released to the media the 17-point understanding – which does not say if the Taliban would stop abducting Government officials and attacking Government forces. However, no confirmation was made at the official level about the acceptance of the demands, a private TV channel quoted its sources as saying on March 5. According to the channel, seven of the 141 missing women had been identified and a high-powered committee would submit a report in a few days. Separately, according to another news channel, the Balochistan Government said in a statement that the list of 1,109 alleged missing persons provided by the BLUF was being ‘intensively’ scrutinised. According to the statement, 45 persons had already been traced, a few of whom were at their houses while a few were in judicial custody for their alleged involvement in criminal cases. The Balochistan Chief Minister Aslam Raisani has reportedly announced a top-level committee to investigate the captors’ demands. The board, comprising Justice Mian Najam-uz-Zaman, Justice Fazal-e-Miran Chauhan and Justice Syed Shabbar Raza Rizvi, issued this order after the Home Department produced sufficient evidence against Hafiz Saeed and his associates and sought extension in their detention. The detention of Ameer Hamza, Col (retd) Nazir Ahmed, and Mufti Abdur Rehman Rehmani, has also been extended for 60 days. The board observed that the data produced before the board was sufficient for extending the period of their detention. The board further ordered the Punjab Government to provide subsistence allowance of PKR 25,000 to the families of the detenus while they would be kept at various places already declared sub-jails. In the cases of Qazi Kashif Niaz and Qari Yasin Baloch, the board opined there was no cogent evidence/material produced by the Home Department to justify extension in their detention. Under Article 10(4) of the Constitution, the chief justice of the High Court concerned would appoint a review board consisting of a chairman and two other persons, each of whom is or has been a judge of the High Court. The detention period of all detenus was to expire on March 9 midnight. In December 2008, the Interior Ministry had ordered detention of eight LeT leaders, including Hafiz Saeed, on suspicion of involvement in the Mumbai terrorist attacks in November 2008.

US lawmakers and officials also said that the Lashkar-e-Toiba (LeT) has the ideological commitment to replace al Qaeda as the next major terrorist group in the world. They said the Pakistani establishment and intelligence agencies had taken some measures against the LeT recently but were not co-operating fully with the United States in dealing with this threat. The law minister said the regulation would deal with criminal cases only. NWFP Law Minister Arshad Abdullah said the Nizam-e-Adl Regulation 2009 was expected to be implemented in Malakand Division and Kohistan District by March 15, and would have a retrospective effect from February 16, 2009. The minister said President Asif Ali Zardari had verbally agreed with the NWFP Government to sign the draft as soon as he received it. Four persons, including a young girl, were wounded in the firing, grenade attack and suicide blast. “Bilour and others were coming back after opening a road project when a young man, followed by another, rushed towards him while loudly reciting Allaho Akbar. A security official pushed the attacker back after explosives around his vest did not go off despite his repeated attempts,” said an eyewitness. A nearby shopkeeper said the attacker fell on the ground after which one of them lobbed a grenade at the crowd. Police, he added, also opened fire. A vendor, Tehmash, was killed while constable Himayatullah, a trader, Khalilur Rahman, and a six-year-old were injured in the incident. Even as the attackers managed to flee the Security Force personnel continued to chase them until the attackers forced their entry into the house of an auto-mechanic located around 500 meters from the earlier spot. Police besieged the house and “As the terrorists failed to find any way out, they triggered the explosives around the vest of one of them, killing the two attackers and three members of the family that owned the house,” a Police official said. In a brief address to the nation at 5:50am, the Prime Minister said he, in consultation with President Asif Ali Zardari, had decided the time had come to fulfill “the promises”. “I announce that all judges including Iftikhar Muhammad Chaudhry will be reinstated on March 21,” he said, adding that a notification to this effect would be issued later in the day. Gilani also said it was not possible to reinstate Chaudhry while Dogar was still in office as the Chief Justice. The Prime Minister also announced that the Government would file a review petition in Supreme Court against the decision of a three-member bench to disqualify former Prime Minister Nawaz Sharif and his brother Shahbaz Sharif. Gilani ordered the provincial Governments to immediately lift Section 144 and to release all political workers arrested in connection with the ‘long march’. Sources said about 40 armed men in the guise of Taliban arrived at the university’s main entrance and opened fire on the guard, Khaliqdad, for offering resistance. The guard sustained serious bullet injuries. After receiving information, a Police party of Ouch Police Station rushed to the incident site but the militants fired a rocket at the Police van, killing three Policemen on the spot. The Police van driver Muhammad Nazeer and security guard Khaliqdad succumbed to their injuries at the hospital. Addressing a press conference on March 17, the District Police Officer (DPO) Muhammad Riaz said the Police raided a house in Turangzai and arrested a would-be suicide bomber, identified as Qari Shahid Ali, his father Kifayat, brother Imran and sister Iffat Begum, who is a lady Police constable, and a minor. He said Police also seized a suicide vest, a Kalashnikov rifle, a computer set, CDs and literatures from their possession. The DPO said the suicide bomber confessed to have links with the banned Tehrik-e-Taliban Pakistan (TTP) headed by Baitullah Mehsud. The Security Forces (SFs) have set free 15 more Taliban prisoners, including the brother of banned Tehrik-e-Taliban Pakistan (TTP) Swat chapter spokesman Muslim Khan, after the NWFP Government’s peace accord with Maulana Sufi Mohammad, the chief of outlawed Tehreek-e-Nafaz-e-Shariat-e-Mohammadi (TNSM), The News reported. Sources said the Taliban had handed a list of 220 prisoners to the Government after the peace accord. However, 15 militants were released on March 20, bringing the tally of the freed militants to 28 after the peace accord. Petraeus on the war on terror, urged US policymakers to focus their attention on Pakistan as a failure there could have devastating consequences for the entire international community. In an interview with The Washington Post (Sunday Edition), Kilcullen warned that if Pakistan went out of control, it would ‘dwarf’ all the crises in the world today. “Pakistan hands down. No doubt,” he said when asked to name the central front in the war against terror. Asked to explain why he thought Pakistan was so important, Kilcullen said: “Pakistan has 173 million people, 100 nuclear weapons, an army bigger than the US Army, and al-Qaeda headquarters sitting right there in the two-thirds of the country that the government doesn’t control.” He claimed that the Pakistani military and Police and intelligence service did not follow the civilian Government; they were essentially a rogue state within a state. “Were now reaching the point where within one to six months we could see the collapse of the Pakistani state, also because of the global financial crisis, which just exacerbates all these problems,” he said. “The collapse of Pakistan, al-Qaeda acquiring nuclear weapons, an extremist takeover — that would dwarf everything we’ve seen in the war on terror today.”

Addressing a press conference in Mingora, Sufi Muhammad said though he was satisfied with the announcement of Sharia (Islamic law) by the Government, he was disappointed with the progress of the peace deal. “I am not convinced of the progress so far made with regard to the peace deal. The government had promised to declare all unIslamic laws in vogue in Malakand null and void but it is yet to be done despite the passage of 38 days,” the TNSM chief said. He also accused the Government of not entrusting Qazi courts with authority to hear all cases. “Qazis in the newly-established Shariah courts are sitting idle as they have not been mandated to hear crucial cases. I am not satisfied with the Qazi courts either,” he said. He threatened to quit the peace efforts in Swat if the Government did not act to practically rescind all un-Islamic laws and authorise Qazi courts to take up all cases.

Dawn reported on March 26 that a civilian was killed and a trooper sustained injuries on March 25 when Security Forces (SFs) raided a drug market and opium processing plants in the Bara sub-division of Khyber Agency. Sources said the SFs seized and later destroyed a huge quantity of contraband from a drug market and demolished more then a dozen drug factories during the operation. Though no details of the seizure were provided to the media, independent sources in Bara told Dawn that at least 14 opium processing plants were destroyed while thousands kilograms of contraband were either burnt or taken away by the troops. They said there were at least 50 opium processing units in the area. The operation against drug dealers at Langaro was the first of its type during the last six decades and the place was considered as one of the major drug centre in the country.

The huge explosion reduced the single-storey roadside mosque to rubble. Witnesses said they heard a huge explosion just as the Imam (prayer leader) concluded his Friday sermon and the people stood up for the Friday prayer. The dead included the prayer leader, his brother, four personnel of the Frontier Corps and 12 Khassadars (tribal police). The others were tribesmen belonging to the nearby villages, Pakistani and Afghan civilians traveling between Peshawar and Torkham, and drivers and conductors of trucks carrying goods to neighbouring Afghanistan. Speaking at a rally on March 27, leaders of the Balochistan National Party-M, National Party and Baloch Students’ Organisation-M said the economic package announced in Quetta by President Zardari was a mockery of sacrifices made by people like Nawab Akbar Bugti and Nawabzada Balach Marri. They said the leaders had not sacrificed their lives for ‘some billion rupees’. The Baloch people were waging a political struggle to achieve national rights and to protect their coast and resources, the speakers said. Sources said shopkeepers in the markets had received threatening letters from the TTP, warning them to stop women from visiting their shops. “Those who don’t comply with the TTP directives should be prepared to face the consequences,” the letters warned. In addition, women who were going out alone without male family members had also been warned. Some of the shopkeepers in the Super Market, Bara Market, Sitara Market, Abaseen Market, Waqar Market, Waqas Market and other shopping markets have already notified the womenfolk not to visit their shops without their male family members. The letters also warned CD and music shop owners to stop their business immediately, adding that they were spreading obscenity among the youth of the area. Eight Police recruits and a civilian were killed when a group of 10 terrorists attacked the Police Training Centre in Manawan near Lahore with guns and grenades on March 30, Daily Times reported. Security Forces regained control of the facility in an operation that lasted for more than eight hours. About 93 cadets and civilians were injured. One of the attackers was arrested, another was able to flee after being hit by a bullet and three blew themselves up to avoid arrest, Punjab Police Inspector General Khawaja Khalid Farooq said. He believed the other attackers might have fled unhurt in the densely populated neighbourhood. The attackers, some of who were dressed in Police uniforms, scaled the four feet high boundary wall of the Police academy at about 7:15am (PST) when hundreds of Police recruits were carrying out morning drills. They threw three or four grenades at the trainees and subsequently began to fire indiscriminately. There were about 1,000 Police personnel in the facility at the time of the attack. The gunmen reportedly took positions on the second and third floor of the three-storey residential barracks. Contingents of Pakistan Army and Rangers arrived at the incident site at about 9am. Around 100 troops stormed into the premises in armoured vehicles and four helicopters hovered overhead. Meanwhile, Police arrested a suspect, identified as Imran Hussain, with a pistol and two magazines from outside the premises. One of attackers identified as Hijratullah was arrested with a hand grenade, a dagger, a wireless phone and an Afghan passport. Investigators privy to the initial questioning said he was a resident of the Afghan province of Paktika and had been trained in Jalalabad. Security Forces also announced through the local mosque that a wounded terrorist had fled.

However, military spokesman and Inter-Services Public Relations (ISPR) Director-General Major General Athar Abbas said the explosion was caused by an improvised explosive device planted in a roadside car. The military convoy was on its way to Miranshah, the headquarters of North Waziristan Agency, from Bannu in NWFP when it came under attack near an abandoned security check-post known as Mirzael post, located near a filling station. Officials told The News that the suicide bomber had parked the explosive-laden car right in the middle of the road and rammed it into the military convoy when it arrived at the scene. Eyewitnesses said the soldiers, after the attack on the convoy, opened indiscriminate fire that caused bullet injuries to five people, including a woman, travelling in a passenger coach from Peshawar to Miranshah. Basharat Afridi of Radio Pakistan Razmak station and the woman later succumbed to their injuries. No militant group has so far claimed responsibility for the attack.

He also threatened to show his power to the world when his people would attack the US capital as a reaction to frequent drone attacks in the tribal areas and the reward on his head. “By the grace of Allah Almighty, I am claiming responsibility for the attack on the police training school in Lahore with eagerness, honour and love and will continue similar strikes across the country, if the US drones were not stopped from killing innocent people in the tribal areas,” Baitullah Mehsud said in his telephonic conversation with reporters. Baitullah also claimed responsibility for two other suicide attacks, including one on a military convoy near Bannu in the NWFP on March 30 and another on the Police intelligence office in Islamabad on March 23. Baitullah said his men were out to target Government installations against its failure to protect tribesmen against non-stop drone attacks. About the recent reward of $5 million for his head by the US State Department, he said he loved to be martyred, but threatened his men would soon attack Americans in their own country, not in Afghanistan. He said his men would soon teach a lesson to the Americans in Washington and the White House.
