In America, counter-terror officials are reportedly warning Police of a threat made by the Taliban chief Baitullah Mehsud to attack the US. In response, federal authorities advised Police and other law enforcement officials that Mehsud’s threat was an aspiration rather than evidence of an imminent or specific threat against the United States. FBI spokesman Richard Kolko said Mehsud has made similar threats in the past and has no record of striking targets abroad, although he is suspected of being behind a 10-man cell arrested in Barcelona in January 2008 for plotting suicide attacks in Spain.

Militants on April 1 ambushed a Police mobile van on the Dir-Kohistan Road in Upper Dir District, killing five Police officials, including a Station House Officer and an Assistant Sub-inspector, and injuring two others, The News reported. Area residents and officials said the militants fired two rockets at the van in Jitkot village in the jurisdiction of Sheringal Police station, setting the vehicle on fire. After the rocket attack, the militants, whose strength could not be ascertained, opened fire on the van. The rocket and rifle attack killed five Police officials, including two senior officers.

The mine had been leased to American firm Luxury International, which had been paying Pakistan PKR 40 million a year. The company had left recently because of the security situation. The Taliban took positions around the mine on April 1 after the security guards fled. They announced to take control of mining operations and offered the locals to work with them and share the profits.

Those released were identified as Maulana Abdul Shakoor, Rohul Amin and his namesake, Amjad, Aftabuddin, Muhammad Sahib, Khan Nawab, Zakria, Fazal Akbar and Gul Akbar. The sources said an important meeting of senior militant commanders of Baitullah Mehsud-led banned Tehrik-e-Taliban Pakistan (TTP) was scheduled to be held at the house of Maulvi Gul Nazeer. In addition, there were unconfirmed reports that TTP leader for Orakzai and Khyber tribal regions and Baitullah’s deputy Hakimullah Mehsud was supposed to attend the meeting. He subsequently admitted the drone had targeted one of their training camps in Orakzai and killed some of their fighters. Hakimullah threatened to avenge the killing of his fighters by striking in Islamabad as, according to him, the drones had been targeting people in the tribal areas with support of the government.

As the US lawmakers continued work on a $3.5 trillion budget blueprint for the upcoming fiscal year, Senator John Kerry, a Democrat, won adoption of a $4 billion increase next year in aid to Pakistan. Earlier, the Associated Press had reported that the Obama administration plans to seek as much as $3 billion over the next five years to train and equip Pakistan’s military and is considering sending 10,000 more troops to battle the Taliban in Afghanistan.

Three minors and two women were among the 12 people who died in the first-ever US drone attack in Orakzai Agency of FATA on April 1. Sources told The News that an unmanned CIA-operated spy plane fired two Hellfire missiles on the two-storey house of a militant commander Maulvi Gul Nazeer alias Gul Mulla, in Khadeezai village, about 35 kilometers northwest of Ghiljo, Tehsil (revenue division) headquarters of the Orakzai Agency. They said the drone first fired one missile and fired another after an interval. The attack was the first of its kind in Orakzai Agency, the only tribal region out of the total seven regions of the FATA, which does not share its border with Afghanistan. Reports said the dead included four Arabs, one of them known as Kaka, reportedly a senior al Qaeda operative. The victims included two women and three children, including the wife of Gul Nazeer, his daughter-in-law, his two sons and a nephew. The children were identified as Abdullah, Abdul Latif and Mohammad Shoaib. Maulvi Gul Nazeer survived the attack.

The soldiers were reportedly going to the Frontier Corps’ base in Momad Gutt from Ghalanai. After the incident, Security Forces bombed positions of militants in Safi subdivision and the administration asked people living in Karier, Garhi, Palosi and Mullakhel to vacate their homes by April 2.

According to the Dera Ismail Khan District Police Officer Muhammad Iqbal, the Police were carrying out search operations in the District to arrest saboteurs, adding the action would help eradicate sectarianism and terrorism. Quoting the Commissioner, Mian Iftikhar said Chand Bibi made it clear that she was indeed married to Adalat Khan and everyone in the village knew about it. An unnamed senior official said the drone fired two missiles at a vehicle parked by the Taliban in the village graveyard. The official also said the Taliban had fitted heavy weapons on the vehicle to target the CIA-operated spy plane which, he said, was seen hovering over Wana and the adjoining villages at an extremely low altitude. “They fired several shots at the drone, but failed to hit it. The aircraft fired two missiles, blowing both the vehicles and the militants into pieces,” said the official. He added a nearby house and a shop owned by a local tribesman were also partially damaged in the missile strike. Militant sources confirmed the killing of their four colleagues in the attack. They are freely moving around while police and other law-enforcement personnel remain confined to their posts,” said a man who lives near the shrine of Pir Baba. In addition, he strictly warned women against coming out of their homes and acquiring Computerised National Identity Cards, which is reportedly mandatory for getting monetary benefits from the BISP. President Asif Ali Zardari on April 12 referred the Nizam-e-Adl Regulation, 2009 to the Prime Minister with the advice that he may consider placing it before parliament for debate, The News reported. The President has sent an advice to the Prime Minister under clause 2 of Article 56 read with clause 1 of Article 48 of the Constitution. Article 56 (2) states: “The President may send message to either House, whether with respect to a bill then pending in the Majlis-e-Shoora (parliament) or otherwise, and a House to which any message is so sent shall with all convenient dispatch consider any matter required by the message to be taken into consideration.” Article 48 (1) reads as, “In exercise of his functions, the president shall act in accordance with the advice of the cabinet (or the prime minister).” Prime Minister Yousuf Raza Gilani has already indicated that the Swat peace deal would be debated in parliament on April 12 and that the President would act according to the decision of parliament.

The protests are being held against the assassination of Balochistan National Movement chairman Ghulam Muhammad Baloch, vice president Lala Munir Ahmed Baloch and Baloch Republican Party leader Sher Muhammad Baloch, with some blaming state agents for the murders. Political activists and supporters of the slain leaders observed a complete shutter down and wheel jam strike across the province and chanted slogans against the Government. Explaining Darul Harb, he said when the rulers of a country opposed the Sharia (Islamic law), they did not remain Muslims anymore. “So a country with non-Muslims as its rulers becomes Darul Harb,” he said and added that it made Jihad mandatory on rulers. On March 27, a bomber had blown himself up during the Juma (Friday prayer) congregation at a crowded mosque at Begyari in Jamrud, killing 83 people. Sources said the Khyber Agency’s political administration had sought the custody of eight suspects from the Kokikhel Qaumi Jirga but only three – Khaista Khan, Taj Wali and Muhammad Rafiq – had been handed over to them. Daily Times reports that Taliban in Swat have renewed efforts to recruit fighters and supporters following delays in the implementation of their peace agreement with the Government. “As long as we were there enforcing peace, they were not recruiting,” Rizwanullah Farooq, son of Sufi Muhammad, told Bloomberg on April 13. He said, “Now recruitment is going on even in Buner because they don’t see a chance for peace. The government must understand this.” The report adds that the drive into Buner brings the Taliban closest to Islamabad in the five years since they began fighting the government for territorial control. The Tehreek Nifaaz-e-Shariat-e-Muhammadi, which signed the two-month-old peace accord with the Government on behalf of the Taliban, abandoned the vigil last week by leaving Swat in protest and has threatened to pull out of the peace accord to protest delay by President Asif Ali Zardari in approving the system of Sufi’s Sharia (Islamic law) courts in the area.

We sent it to the investigation team for evaluation. Based on the reservations shown by the Pakistani investigators, we have written to the Indian high commissioner and gave him a briefing on what is missing and what is not provided,” Malik told a press conference. “Pakistan has asked India to provide an attested copy of the judicial statement of Ajmal Kasab,” he said. “We have sought a copy of statement of ATS chief investigator Karkre on the Samjotha Express incident, we have asked Indian authorities to provide details of the SIM cards, the GPRS system, the credentials of those Indian arrested in connection with the attacks, the report on Kasab’s DNA and a copy of charge sheet against the culprits,” Malik said. "Yes, the president has signed the Nizam-e-Adl Regulation before leaving for Dubai on a two-day visit," said presidential spokesman Farhatullah Babar. Earlier on April 13, the National Assembly unanimously passed a resolution recommending the President sign the regulation to be imposed in the Malakand Division in accordance with a peace agreement between the NWFP Government and the Tehreek-e-Nafaz-e-Shariat-e-Mohammadi (TNSM). The Muttahida Qaumi Movement had expressed its reservations over the resolution but abstained from voting to allow it to be passed unanimously. The Senior Superintendent of Police (SSP) of the CID, Fayyaz Khan, on April 13 disclosed that 59-year-old Badshah Deen Mehsud, son of Gul Khadeen Mehsud, a resident of Shah Noorani Goth, Karachi and South Waziristan, was arrested from Pyala Hotel within the jurisdiction of Sachal Police station. Badshah, who speaks Urdu and Pashto, is affiliated with the TTP and is a close aide of Baitullah Mehsud. One of his sons, Mehrban is also working for the TTP. Mehrban is currently in Waziristan and comes to Karachi for terror activities. “Basically, Badshah provided logistical support to Mehsud. He was involved in various crimes including robbing money changers and banks, and providing vehicles and shelter to those working for TTP in Karachi,” said Khan, adding that he also provided medical treatment to the injured associates. Badshah was on CID’s wanted list in its Red Book, page No 41. Badshah also helped the TTP members when the Anti Violent Crime Unit and intelligence agency officials conducted a raid in Sohrab Goth area for the arrests of the terrorists involved in the kidnapping of renowned filmmaker and distributor Satish Anand. The filmmaker has now been released from the captivity of Ilyas Kashmiri, who currently is running the banned religious organisation Harkatul Jihadul Islami. “Further investigations are underway into the matter,” the SSP added.

Police said the victim, Mazharul Islam, was a former member of the banned Sunni outfit Sipah-e-Sahaba Pakistan (SSP) and was on his way on his bike when at around 3.15pm two attackers on a motorcycle opened fire on him. The victim was a junior attorney with Maqbool Ahmed, a senior criminal lawyer who has mainly appeared as the defence counsel in several sectarian killing cases against the workers of the banned SSP and its militant wing, the Lashkar-e-Jhangvi (LeJ). Area Station House Officer, Inspector Kanson Dean, said “It is definitely a targeted killing.” Meanwhile, sources said the former SSP cadre was arrested in 2002 and released from jail in 2007. The NWFP Inspector General of Police, Malik Naveed, said Police wanted to stop the suicide bomber’s speeding car and fired at it, but it had reached close to them by the time the explosives went off. Replying to two identical questions by Members of National Assembly Marvi Memon and Nighat Parveen, the Interior Ministry told the Lower House that Balochistan was the worst-hit by terrorism – with a total of 1,122 terrorist attacks that killed 436 people, followed by NWFP with 692 attacks that killed 732 people, Punjab with 12 attacks that killed 119 people, Sindh with nine attacks that killed 21 people and Islamabad with seven attacks that killed 87 people. The ministry provided estimated losses to private properties, but said that losses to public properties, possibly amounted to billions of rupees, had not been calculated yet. The ministry estimated that losses in NWFP amounted to PKR 2,680 million, PKR 25 million in Balochistan and PKR 5 million in Sindh. The ministry also said the loss of property and vehicles in the terrorist attack on the embassy of Denmark amounted to PKR 12.121 million. The ministry told the House that in Balochistan, compensation cheques handed out to families of Police amounted to PKR 99.5 million, while civilian victims of terrorism had been compensated with PKR 40 million. The administration of Islamabad had paid PKR 27.95 million as compensation, Punjab Government PKR 102.92 million, while another PKR 4.45 million had been sanctioned for disbursement to remaining victims in the province, the House was told. The Sindh Government paid PKR 0.67 million to victims of bomb blasts and eight other cases of compensation were being processed. "There is no room for democracy in Islam," said Sufi while addressing a gathering in the Mingora town of Swat District. Western democracy was a "system of infidels" and had divided the clerics and the people of Pakistan into factions, he said, and the Supreme Court and the high courts were strengthening the system. The TNSM chief told the Government to withdraw all judges from Malakand Division – including from Kohistan District – within four days and set up a Darul Qaza to hear appeals against the decisions of qazi courts. He also demanded the appointment of qazis at the district and tehsil (revenue division) levels throughout the Division. "The government will be responsible for all the consequences if our demands are not implemented," he warned. In an interview to CNN, Holbrooke said Pakistan also faced a "very difficult economic situation" and needed immediate help. "This is a really dangerous situation in Pakistan today and we are focussed on this very heavily," said Holbrooke. Asked if the terrorist threat could cause Pakistan to collapse, the US envoy said that President Asif Ali Zardari and other Pakistani leaders too conceded that it was a very dangerous situation. "Swat is not in the tribal areas. It is only 100 miles from Islamabad … it is like East Hampton and Manhattan … people from Islamabad went to Swat for holidays … it is really an extraordinary situation." Ambassador Holbrooke termed the current situation in Pakistan as ‘very perilous’ and claimed that the militants operating from Swat and FATA had already increased their reach to Punjab. "There can be more terrorist attacks in cities like Lahore, Islamabad and Karachi," he warned. He opined the Swat truce always seemed like a confused deal to him. The Pakistani military, he said, felt that it was ‘stretched thin’ and that’s why it concluded this deal. The boy had fled the area leaving behind the girl with his parents after the Taliban got involved in the case. The girl, who belongs to the Bezote area, sustained minor injuries in the blast. Locals told Dawn on April 20 that a Sunni girl had fled with a Shia man from the Bezote area to Kalaya in the lower Orakzai Agency during March 2009. This had infuriated the Taliban who asked the tribesmen to hand over both the girl and the man for "execution under tribal customs". "He was in contact with Gul Bahadur in South Waziristan and Misal Khan in Akora Khattak. The militants, who had sneaked into Gokand valley of Buner on April 4, were reported to have been on a looting spree for the past five days. They have robbed Government and NGO offices of vehicles, computers, printers, generators, edible oil containers, and food and nutrition packets. Sources said that leading political figures, businessmen, NGO officials and Khawaneen (feudal lords), who had played a role in setting up a Lashkar (militia) to stop the Taliban from entering Buner, had been forced to move to other areas. The Taliban have extended their control to almost all tehsils (revenue divisions) of the District and law-enforcement personnel remained confined to Police stations and camps. The Taliban, equipped with advanced weapons, were reported to be advancing towards border areas of Swabi, Malakand and Mardan, the hometown of NWFP Chief Minister Amir Haider Khan Hoti. The militants have reportedly set up check-posts and camp bases in Kangar Gali village, along the Malakand border; Naway Dhand village, along the Mardan border; and Tootalai village, along the Swabi border. Officials of the Frontier Corps camp in Jorh had asked people to vacate their homes in view of threats of an attack. The militants have started digging trenches and setting up bunkers on heights in strategic towns of Gadezi, Salarzai, Osherai and other sub-divisions. After occupying Buner District and setting up their headquarters in the bungalow of businessman Syed Ahmed Khan in Sultanwas, the militants started patrolling the streets and roads. The petition was filed by Shahid Orakzai under the Article 184(3) of the Constitution, making the Secretary of Law and the NWFP Governor as respondents. He prayed to the court to take immediate steps for the reinforcement of the Article 9 of the Constitution that says: "No person shall be deprived of life or liberty except in accordance with law." The petitioner stated that under the regulation, the new forum called ‘Darul-Qaza’ will seemingly exercise the appellate jurisdiction of the apex court. "Under what authority the governor of the NWFP transplanted the jurisdiction of the apex court?" the petitioner questioned. Taliban spokesman Muslim Khan in a telephone interview with the CNN demanded the imposition of the Taliban’s model of Sharia (Islamic law) throughout Pakistan and beyond, "even in America". He also denounced any Pakistanis who disagreed with his interpretation of Islam, calling them "non-Muslims". He also called for the imposition of jiziya, a tax to be levied on all non-Muslims in Pakistan. In an Associated Press interview, he said Osama bin Laden was welcome in Swat. "Yes, we will help them and protect them," he stated. The Tehreek-e-Nafaz-e-Shariat-e-Mohammadi (TNSM) chief, Maulana Sufi Mohammad, had asked the Government on April 19 to abolish regular courts and set up Darul Qaza for appeal by April 23. In the neighbouring Shangla District also, judges could not perform their duties because lawyers did not appear in courts after they received a threat against doing so. In a letter pasted near the bar room, militants had warned lawyers against appearing before courts. Buner and Shangla are two of the seven districts of Malakand Division where the Nizam-e-Adl Regulation 2009 will be enforced. An unnamed official of the Peshawar High Court told Dawn "Safety of our officials is of supreme importance for us. How is it possible for judges to perform their duty when personnel of law-enforcement agencies and administration are not present in the district." Making a policy statement at the end of the five-day debate on the killing of there Baloch leaders and the deteriorating law and order in Balochistan, Adviser to Prime Minister on Interior, Rehman Malik, claimed they had proof of foreign involvement in the province. While talking to the media later, Malik called on India to stop its interference in Balochistan, dubbing it an open enemy of Pakistan. He noted that the proposal of reviving the ‘Sardari system’ in the province was being considered. He added the Frontier Corps (FC) had been put under the chief minister and all the 36 FC check-posts had been removed. Malik also revealed that the BLA chief Brahamdagh Khan Bugti lived close to Afghan President Hamid Karzai’s presidential palace in Kabul and enjoyed local support. Local residents and Police in the Poran tehsil (revenue division) of Shangla said around 30 armed Taliban militants arrived in the town on April 23-morning. “They entered the tehsil in cars and are still in the area,” a Police official said. The movement to Shangla came after the District administration recognised Taliban’s control over Buner District by holding a jirga (council of elders) with a local commander to lay down procedures to govern the District. “We will not display weapons in public, and we will stay away from undue interference in the district administration,” Taliban commanders Mufti Bashir and Ustad Yasir told the jirga which local administration officials and jirga elders attended. However, moments after the Taliban pledged to stay peaceful, a convoy of the Frontier Constabulary was attacked in the Totalai area. Two escorting Police officers were killed and another was wounded. While no group has claimed responsibility so far, the Taliban’s role is being suspected. In a second attack, armed men robbed a truck carrying supplies for the Security Forces in the Baboo area in Khawazakhela sub-division of Swat and abducted three soldiers, local residents said.

The spokesman for the Baloch Republican Army, Sirbaz Baloch, claimed that five militants had been killed while Security Forces (SFs) lost 19 troopers. He said 25 others were injured in clashes and the landmine explosion. Officials, however, said that no armed clash occurred between the SFs and militants in the area. They said that six soldiers were injured in a landmine explosion in the Marvi area. “An FC vehicle was blown up in the landmine blast,” officials said. According to reports from provincial capital Quetta, soldier Mohammad Arif who was wounded in the blast died of his injuries late in the evening. The spokesman for the Baloch Republican Army said: “We have destroyed three vehicles of security forces and damaged a helicopter.” He identified the militants who were killed in the clash as Saifuddin Bugti, Ali Nawaz Bugti, Razi Bugti, Mosam Bugti and Mehmood. Banned terrorist groups in Pakistan’s Punjab province are gaining strength after joining hands on a new platform called the Muslim United Army (MUA), Daily Excelsior reported. The Lashkar-e-Toiba (LeT), Jaish-e-Mohammed (JeM) and Lashkar-e-Jhangvi (LeJ) have a common cause under the banner of MUA and their activities are also in line with those of the Taliban, according to a report drawn up by the Crime Investigation Department (CID). The report also said militancy has been rapidly taking roots in Punjab province, especially in the five districts of Muzaffarghar, Dera Ghazi Khan, Bahawalpur, Rahim Yar Khan and Bhakkar. "As several members of the three banned groups have taken part in the Afghan war, they have developed a nexus with the Taliban," a senior CID officer said. "In the suicide bombings of the Naval War College and Federal Investigation Agency office in Lahore and the terrorist attacks on the Sri Lankan cricket team and police training school in Manawan, the facilitators of the perpetrators were from these organisations operating in Punjab," the officer said. Police officials also believe the three groups had joined hands primarily to target the security forces. Though the main actors of Lashkar-e-Jhangvi - Malik Ishaq and Akram Lahori - are in jails in Multan and Karachi respectively, they are operating their group from behind bars in connivance with the prison staff, sources said. Though both are being tried in a number of cases, they are yet to be convicted in a single case due to lack of evidence. Police claim people are afraid of giving testimony against them. The CID official said the LeJ is currently at the forefront in carrying out attacks in Punjab along with the banned Tehrik-e-Taliban Pakistan. He also said the MUA has developed a core group in five Districts as the three proscribed groups had their seminaries there. "The function of the core groups is to ensure maximum recruitment from seminaries, give the recruits training and equip them with weapons. The extremists then start intimidating security forces, terrorising people, occupying roads and targeting wealthy people, whom they consider exploiters of the poor people," the officer explained.

Before leaving his home in Maidan on Sunday he told me that he was going to the party office but he did not reach here.” Sources said that Sufi Mohammad was still in Maidan (Lower Dir) and he had rejected a Government offer to move him to his party’s headquarters by helicopter. They said the TNSM chief had told the authorities that he would proceed to Amandara if the Government stopped military operation in Lower Dir. Earlier, addressing a press conference at the TNSM head office, Maulana Alam accused the Government of violating the peace deal by launching a fresh military operation in Maidan. “We ask the government to stop the military operation immediately,” he said. Troops took control of the main Daggar town, headquarters of the Buner District, on April 29 after being dropped by helicopter behind Taliban lines, killing over 50 Taliban militants in two days of fighting, the military said, Daily Times reported. Troops were operating on three axis – Ambaila, Malandar and Karakar – military spokesman Major General Athar Abbas told reporters in Rawalpindi on April 29. “Two high-value targets — Maulvi Shahid and Qari Quresh — are among the 50 militants killed so far in Buner when gunship helicopters targeted militants’ positions during the operation launched on Tuesday afternoon,” Abbas stated. “The security forces are facing stiff resistance, particularly around Ambaila heights,” a key gateway to the mountainous region where the Taliban detonated three roadside bombs, he said. One soldier had been killed in the operation and three were injured. “The airborne forces have linked up to police and Frontier Constabulary in Daggar,” the spokesman said. The Army spokesman informed the media that Daggar has been cleared of the militants while Sultanwala, Nawagai and Pir Baba Ziarat are still in the militants’ control.

Bombing with heavy weaponry was reportedly carried out from the bordering town of Ghalanai, the headquarters of Mohmand Agency. Officials said they had information of militants’ infiltration from Mohmand Agency into Loe Shalman areas of Narai Dara, Ghund Sar and Ugday Sar. Residents also confirmed movement of the Taliban militants in these areas and said they had occupied a joint hujra (guest house) in Narai Dara besides establishing hideouts in the nearby mountains. However, there were no reports of any loss of life or injuries in the military action.

According to a private TV channel, Taliban militants occupied houses and shops of the Sikhs and auctioned their valuables for PKR 0.8 million in the Qasim Khel and Feroz Khel areas.
