A pro-government tribal elder, Malik Walayat Shah, was shot dead by unidentified miscreants in the Haleemzai sub-division of Mohmand Agency in the night of September 1, Dawn reported. Malik Shah was reportedly ambushed when he went out of his house after breaking the Ramzan fast in the evening at Shanikhel village. He was considered a pro-administration elder and used to visit the office of the political agent on regular basis.

At least 40 militants were killed as Security Forces (SFs) launched a massive operation in the Bara sub-division of Khyber Agency on September 1, The News reported. The operation, codenamed Bia Daraghlam (here I come again) was launched in the aftermath of a spate of beheading in the region, sources said. Locals said nearly 35 beheaded bodies were recovered from different areas of Bara over the past one month. Briefing journalists about the operation, sector commander of the SFs, Brigadier Faiz, and Political Agent of the Khyber Agency Tariq Hayat Khan said 40 militants had been killed and 43 were arrested. The arrested militants were produced before the media along with the arms seized during search operations. The two officials said four militant hideouts were destroyed during the operation. They also said the ground forces were supported by military helicopters that targeted the hideouts of militants. The officials said the operation was not against a particular group or individual, but to purge the area of the miscreants. Locals said the banned Lashkar-e-Islam activists did not offer any resistance to the operation which was launched in the morning. They had reportedly already vacated their areas to take refuge in the nearby mountains. Sources said the Frontier Corps (FC) and Army troops were taking part in the operation and reported to have captured all important places of militants around 3am.

Brigadier Salman Akbar, heading the military operation in Kabal sub-division, told journalists that about 105 Taliban militants – including a close aide of Maulana Fazlullah and a dozen trained suicide bombers – surrendered in Kabal on September 1. He said they also handed over 193 Kalashnikovs, one pistol, seven guns, one rocket launcher and other modern weapons. He added that militants were contacting SFs to surrender to the army. He said that around 165 militants had surrendered over the last three days.

Police and security agencies arrested two suspects affiliated with the banned Sipah-e-Sahaba Pakistan (SSP) outfit and involved in arranging manpower for terrorist activities, sources told Dawn on September 1. The sources identified the alleged terrorists as Abu Waqas and Mohammad Akram. The arrest was made during a raid by a joint team of the capital police and security agencies in Bhara Kahu. Literature regarding jihad, cellular phones and SIMs were recovered from their possession. The duo is accused of arranging potential recruits for the outfit’s cause in the capital’s rural area and its adjacent cities and towns for education and training. First, they used to arrange potential recruits and bring them to a seminary located in Bhara Kahu where they were indoctrinated. Subsequently, the selected recruits were shifted to Waziristan in FATA for training in terrorist activities, including suicide bombing, ambush and handling of weapons and explosives. The suspects recruited a large number of teenage boys and youth, the sources added.

The Security Forces (SFs) arrested four suspected militants and set ablaze two houses during an operation on September 1. The SFs conducted a search operation in the Kamalkhel area of Safi sub-division and torched houses of Ikram and another suspected person for links with militants. Four suspected persons, including Liaqat, Ali Khan and Syed Ahmed, were also arrested. The troops also targeted militant hideouts in different areas of the sub-division. However, no casualty was reported.

16 more militants were killed and 35 others arrested on the second day of Operation Bia Daraglam in different parts of the Bara sub-division of Khyber Agency on September 2, the Frontier Constabulary (FC) sources said, The News reported. Two explosive-laden vehicles, houses of six commanders, including those of Abid Murad, Tayyab and Sabeel, and six hideouts of militants were destroyed in the operation. At least 59 militants have been killed and 78 others arrested during the operation so far. Political Agent Khyber Tariq Hayat Khan told reporters that the operation would continue till the neutralization of all terrorists.

A division bench of the Lahore High Court on September 2 granted bail to 11 activists of the Jama’at-ud-Da’awa (JD, the Lashkar-e-Toiba [LeT] front), who were in jail since the UN imposed sanctions on the JD, The News reported. Abdul Shakoor, Muhammad Hanif and others were arrested from Bahawalnagar under the Anti-Terrorism Act. During the course of hearing, Deputy Prosecutor General Chaudhry Jamshed argued that the JD was a banned organisation but its activists continued collecting funds, distributing religious literature and doing other activities. However, the accused-petitioner’s counsel Irshadullah Chatta stated that there was no notification regarding the ban on JD. He argued that an organisation could not be banned until a notification under Section 11 B was issued. He said the Government had already admitted in the Hafiz Saeed case that it had no substantial evidence against the JD. The bench comprising Chief Justice Khawaja Muhammad Sharif and Justice Ijaz Ahmad Chaudhry after hearing the arguments granted them bail against surety bonds of PKR 100,000 each. The released JD activists included Muhammad Siddiq, Abbas Dogar, Saeed Amir, Arif Ali, Muhammad Akram, Dr. Muhammad Iqbal, Master Abdul Shakoor and Muhammad Anwar.

The minister was attacked by two gunmen riding a motorbike when he was passing through GPO Chowk after he had left his office. According to an eyewitness, the men followed the minister’s car, which was not accompanied by any security escort, soon after he left his office, firing at his vehicle at the Shaheed-e-Millat Road, Senior Superintendent Police Tahir Alam Khan said. The firing killed the minister’s driver Muhammad Younis on the spot. The minister was reportedly shot in his left shin and his security guard was also seriously wounded. Addressing a press conference at the Central Police Office on September 4, the Capital City Police Officer (CCPO), Abid Notkani, said two militants were arrested a few days back and during interrogation, they disclosed that their other accomplices had been residing in the provincial capital Quetta and had a huge quantity of explosive materials. He stated that late on September 3 at about 2:30 am, a Police party raided a house in Eastern Bypass area, and arrested three militants — Allahyar, Rahim Khan Rind and Karim Khan Brohi — and recovered 44 kg of explosives, 49 hand grenades, two remote control systems, two plastic tubes, one electronic detonator, two non-electronic detonators and one mobile charger. The CCPO added that it was the second gang of militants, which was held by the Quetta Police in a week. He noted that they have been residing in Quetta city for one and a half years.

Official sources said an FC team was ambushed during a routine patrol. The insurgents opened fire at the FC vehicle on the Zubeda Jalal Road, killing the two soldiers. The FC troops consequently retaliated and killed one of the attackers. British Police were forced to go to extraordinary lengths to build their case against the men who prosecutors said were hoping to cause more deaths than the September 11, 2001 attacks. The trial, which ended in the convictions of three British Muslims on September 7, was peppered with evidence that members of the London-based gang were frequently in contact with figures linked to al Qaeda in Pakistan. “In terms of al Qaeda involvement, there is a large part of this plot that has been thought through or invented in Pakistan,” one senior counter-terrorism source said after the trial. “This was a calculated and sophisticated plot to create a terrorist event of global proportions,” the Crown Prosecution Service said after the verdict. The jury was shown intercepted emails in which Abdulla Ahmed Ali, Tanvir Hussain and Assad Sarwar asked Pakistani contacts for advice on building bombs in drinks bottles to detonate on flights over the Atlantic. Prosecutors believed the absence of evidence establishing these links had led to a jury in the first trial in 2008 failing to reach a verdict on plotting to blow up the planes, forcing a second trial. Reports said the men’s main point of contact was Rashid Rauf, a British-born Muslim who had fled to the Tribal Areas in 2002 after the murder of his uncle and developed strong links with al Qaeda. Intelligence services also reportedly believed he was a key contact of the gang in the 2005 bombings of the London transport system, which killed 52 people. The trial heard that Ali had already been identified as a dangerous radical when he was stopped at London’s Heathrow Airport in June 2006 on his return from a trip to Pakistan. Over the next few months, they monitored Ali and his colleagues experimenting with injecting drinks’ bottles with a mixture of the explosive liquid hydrogen peroxide, which they planned to carry on to flights and detonate with a bulb filament. A Swedish citizen with the same name as another Swede who was arrested in Pakistan in 2001 and held for two years at the Guantanamo Bay prison camp in Cuba, was detained at Multan in Punjab in August 2009 on suspicion of links to al Qaeda, Police said on September 11, reports Daily Times. He was arrested with three other Swedes and seven Turks near the country's Tribal Areas, a Police officer said on condition of anonymity. A Pakistani national was also traveling with them, he added. He did not know about his past activities, but confirmed he was carrying a Swedish passport bearing the name Mehdi Muhammed Ghezali. A Police document obtained by The Associated Press lists the names of the 12 arrested men, including Ghezali and three other Swedish citizens, including a woman. The document identified the Pakistani man as a member of a Paramilitary Force in the northwest. The report adds that a Swedish national by the name of Ghezali was arrested for more than two years by the US at its prison at Guantanamo Bay, after Pakistani authorities arrested him in 2001. Ghezali reportedly was part of a group of 156 suspected al Qaeda fighters arrested while escaping from Afghanistan's Tora Bora Mountains. Ghezali denied any links to the al Qaeda and was released by the US in 2004. Meanwhile, a spokes woman at the Foreign Ministry in Stockholm said it had received no information on the matter. The 11 foreigners were arrested on August 28 in Dera Ghazi Khan. Police said at the time, they had entered the country from Iran and were planning to travel to the Tribal Areas. One was carrying a laptop computer and $10,000. It was not clear where they were being held. At the time of the arrests, Police did not say whether there were any Swedish nationals among the group.

However, no causality was reported till news last came in at 11.45 pm, (IST) stating that Pakistan had fired three more rockets which were yet to be traced. “Earlier, two rockets were fired from the Pakistani side, one falling in Dhanoae Khurd and the other is yet to be traced,” said BSF, Inspector General (IG), Frontier, Himmat Singh. As India opened fire from Pul Kanjari end, losing patience over repeated violations during peace times between the two nations, the IG confirmed, “During my tenure, this is the first time that BSF has retaliated.” Swinging into action, Police laid down barricades on roads leading up to the border, disallowing even the media to cover the incident. Calling for an emergency flag meeting with Pakistan Rangers, sources said, BSF strongly protested the unwarranted firing. The last time Pakistan had breached border rules was in the night of July 5, when three rockets landed on the Indian side — one each in Dhandae, Baherwal and Konake — while another failed to make it and fell in the attacker’s territory near Pul Kanjari. However, Pakistan's Border Security Forces on September 12 (today) rejected a contention by their Indian counterparts that several rockets were fired into Indian Territory from across the border in the Wagah sector. Reuters reported that the bomb was believed to have contained about 150 kilogrammes of explosives. Locals put the death toll at around 40. The blast took place in Kacha Pakka area, 17 kilometres from Kohat city. Shopkeepers said most of the victims were Shias and coalminers waiting for buses. “It appears the attack was carried out to target Shias,” they said. According to a list maintained by the Interior Ministry, 41 of the most wanted terrorists belong to Punjab, 21 to Sindh, 13 to Balochistan and eight to the NWFP. Of the 83 terrorists, Bramdagh Bugti tops the list with 31 information reports registered against him. The available data shows the majority of the terrorists belong to various sectarian and terrorist organisations, including the Harkat-ul-Jehad-al-Islami (HUJI), Sipah-e-Sahaba Pakistan (SSP), Lashkar-e-Jhangvi (LeJ) and Sipah-e-Muhammad Pakistan (SMP). The law and order situation has hampered the exploration of gas and production activity in Balochistan over the last few years, the recently-released ‘Balochistan Economic Report’ stated, according to Daily Times. The report said over three-fifths of the 657 terrorist attacks in 2006, nearly one-third of deaths in such attacks and almost half the injuries were reported in Balochistan. The report said the security situation in Balochistan worsened in 2006 compared to the 2005. It said the number of terrorist attacks in 2006 was almost twice as high as the period between 2002 and 2005. According to the report, the gas fields of Sui, Uch, Pirkoh and Loti are all located in Dera Bugti, which is at the heart of a violent conflict. The report identifies the principal reason for the deteriorating security situation as “a violent conflict between security forces and the Balochistan Liberation Army (BLA) and Bugti tribesmen”. It said the BLA, the Balochistan Liberation Front and Bugti militiamen launched 403 terrorist attacks in the province during 2006, killing 277 people and injuring 676 others. It said gas pipelines, security checkpoints and camps, government offices, rail tracks and bridges were targeted in these attacks. According to statistics compiled by the Pakistan Institute for Peace Studies (PIPS), Dera Bugti accounted for two-fifths of the 136 terrorist attacks reported in Balochistan between January 2006 and July 2006. The attacks killed 137 people and injured 315 others. According to the Balochistan Economic Report, Kohlu District – a stronghold of the BLA—along with Quetta and Sibi represent over a quarter of the terrorist attacks. The report said Balochistan accounted for three-fifths of all terrorist attacks in Pakistan during 2006, and most of them took place in or around Dera Bugti. It said the precarious security situation in Dera Bugti was the main reason behind the decline in gas output – with the financial impact felt throughout the province. According to the study, the security situation in Balochistan was “highly unsatisfactory” during 2007, as terrorists continued attacking state installations and security apparatus. The report said with gas fields exhausting, security worsening, fiscal receipts declining and community support in doubt, Balochistan’s gas economy was in urgent need of reforms.

A suspected US drone strike on premises allegedly operated by an Afghan radical killed 10 suspected Taliban militants at North Waziristan in FATA, officials said on September 24, reports Daily Times. “Ten dead bodies were recovered from the debris of the house and two Taliban were wounded in the attack,” said a Pakistani security official on condition of anonymity. Another official and residents confirmed the toll. “The target was a compound of Haqqani’s men. According to our reports all of the dead belong to the Haqqani network,” the official said. The area is considered a stronghold for the Taliban and Afghan former Soviet resistance commander Jalaluddin Haqqani, around five kilometres northwest of Miranshah. The building acted as an office where Taliban militants would come to receive orders and rest between bouts of fighting across the border in Afghanistan, local residents and intelligence officials said. It was not immediately clear whether Ahmad Afghani was present at the time of the attack. The Haqqani network is a powerful group based in northwest Pakistan closely linked to al-Qaeda.

"The suicide bomber sitting inside the car hurled a grenade and then he detonated himself and the car," Malik said, describing the target as a branch of a bank run by an Army welfare trust. Eyewitnesses said Police arrested two suspicious persons from the site of Peshawar blast, which occurred some 300 metres away from the headquarters of the 11 Corps and the US Consulate in the high-security zone. Despite pledges from Pakistan to dismantle militant outfits operating on its soil, and the arrest of a handful of operatives, the LeT has persisted and even flourished, since 10 recruits killed over 180 people in Mumbai mayhem on November 26, 2008, The New York Times reported. Indian and Pakistani dossiers on the Mumbai investigations, copies of which were obtained by the US daily, offer a detailed picture of the operations of Lashkar network that spans through Pakistan. It included four houses and two training camps in Karachi that were used to prepare the attacks. In fact, Lashkar's broader network endures, and can be mobilised quickly for elaborate attacks with relatively few resources, the daily quoted Lashkar members and intelligence officials from the US, Europe and Pakistan as saying. But by all accounts Lashkar's network, though dormant, remains alive, and the possibility that it could strike India again makes Lashkar a wild card in one of the most volatile regions of the world, the report said. One ‘highly placed’ Lashkar militant said the Mumbai attackers were part of some groups trained by former Pakistani military and intelligence officials at Lashkar camps, adding, "Some people of the ISI (Inter-Services Intelligence) knew about the plan and closed their eyes." Even as new details emerge about the Mumbai attacks, senior American military, intelligence and counterterrorism officials have expressed grim certainty that the LeT is plotting new attacks. The United States warned Indian officials this year about a Mumbai-style attack by Lashkar against multiple sites in India, according to a senior US counterterrorism official. The unnamed counterterrorism official said that the information, gleaned from electronic intercepts and other sources, was not specific but it was significant enough for American officials to alert their Indian counterparts. "There were indications of possible terrorist activity in the run-up to the Indian elections," in May, "and that information was shared promptly with Indian officials," the US daily quoted the counterterrorism official as saying. Pakistani officials, however, say they've been kept in the dark. But, if there is one thing on which the intelligence agencies agree, it is that the consequences of a new attack by Lashkar could be devastating, the daily said. "We do fear that if something like Mumbai happens in India again there might be a military reaction from the Indian side and it could trigger into a war. Two US drones fired one missile each at two vehicles Norat village – 20 kilometers east of Miranshah – on Miranshah-Bannu Road at North Waziristan in FATA, killing five Taliban militants and injuring six others on September 30, said official sources, according to Daily Times. Both vehicles and a house nearby were completely destroyed in the strike. “It is not clear if there was any high-value target,” reports AFP quoting a security official.
