A suspected United States missile strike on January 1 killed at least five Taliban militants in South Waziristan Agency, Daily Times reported. A local security official told AFP a US drone had fired three missiles in the Karikot area of Wana in the agency - the same spot where eight suspected militants were killed in a US drone strike 10 days ago. One of the missiles struck a vehicle, killing all five passengers, another security official said, adding those killed were known Taliban militants. The other two missiles hit a hilltop house that was a known Taliban hideout, but was empty at the time of the strike, the officials said. One militant was injured in the strike, they added. AP reported that at least three of those killed in the attack on the vehicle were from a Central Asian country.

According to India's Foreign Secretary Shiv Shankar Menon, less than two weeks after it was banned by the United Nations, the Lashkar-e-Toiba (LeT) front Jama’at-ud-Da’awa is active, CCN-IBN reported. Menon said the Jama’at-ud-Da’awa (JuD) is now operating under a new name. He also said the JuD has a new website, which is being used to collect money to fund terrorist activities. Speaking to the All India Radio, Menon rejected Pakistan's offer of joint investigation into the Mumbai terror attacks on November 26. He said India has shared evidence with Pakistan several times, but without any results. Menon added that even the Joint-Anti Terror mechanism set up by India and Pakistan has yielded no results so far.

According to Press Trust of India sources, JuD may be planning to rename itself as 'Tehreek-e-Hurmat-e-Rasool' (Movement for defending the honour of the Prophet) to avoid restrictions which Pakistan could be forced to impose on it because of UNSC sanctions. At least 13 people – 10 militants and three Security Force (SF) personnel – were killed in a clash between SFs and militants in Balochistan on January 1, Daily Times reported. According to the SFs, the gun-battle started when the militants – reportedly members of the Bugti tribe – attacked a patrol party in Dera Bugti District. The clash continued for the entire day in the Uch, Gandoi and Zan kho areas. At least five SF personnel were also injured in the gun-battle.

Baloch Republican Party Chief and militant leader Nawabzada Bramdagh Bugti has urged the Baloch nationalist groups to abandon parliamentary politics and form a united front in their struggle for 'freedom', Dawn reported. In a telephonic press conference from an unknown location on January 1, he rejected the idea of holding negotiations with the Government to resolve the Balochistan issue. He said the Baloch people did not trust state elements, which he claimed had deceived them in the past. He said the Baloch leaders, Khan of Kalat Ahmed Yar Khan, Price Agha Karim and Nawab Nauroz Khan Zarakzai, had also held talks with rulers but it proved aimless as the 'usurpers' were reluctant to recognize the national rights of the Baloch people. Bramdagh Bugti said the Baloch people were passing through a critical phase of their history and in such situations it was the responsibility of the Baloch masses, especially the political forces to realize the gravity of situation and strive for a collective struggle. He maintained that the only way to get sovereign rights was to join an armed struggle against the 'usurpers that have occupied their motherland'. He alleged that the troops in Balochistan were using missiles from the United States and Britain against their resistance movement and added that the Balochs would still be able to defeat the state forces that were killing people in military operations. Bugti also stated that tribalism, individualism and self-interest of opportunists were the main hurdles in the unity of the Baloch people.

Claiming a major breakthrough on the third day of the ongoing operation against the militants and outlaws in Khyber Agency, the political authorities on January 1 indicated at reopening the Pakistan-Afghan Highway by January 3, The News reported. Authorities said 80 per cent of the targets were achieved as several notorious criminals were either arrested or surrendered to the administration. Some 13 houses, used for anti-social activities, were also demolished. The encroachments along the Jamrud Bazaar and the adjoining areas were removed. Sources said 15 more wanted criminals were arrested on January 1, bringing the tally of those arrested during the last three days of the operation to 43. A total of 33 structures, including houses and guest houses, were demolished in the operation. The NATO supplies snatched earlier were also recovered during the operation. The looted items were recovered from the house of Adam Jee in Wazir Dhand area, prompting the troops to demolish the house after retrieving the snatched goods. Briefing the media, Political Agent of the Khyber Agency Tariq Hayat said that on the third day of the operation, militants’ hideouts and criminal dens in Ghundi, Shahkas and Wazir Dhand area were targeted with artillery shells before the troops moved in. He also said that known kidnappers and looters were arrested during the operation and a large quantity of arms and ammunition and looted goods recovered from different places. Tariq reiterated that the operation named ‘Daraghlum’ (Here I come) was not aimed at any single entity or group but against a host of groups that had made the entire region insecure. “Lawlessness in Jamrud Tehsil [revenue division] has direct implication on the law and order situation in Peshawar, which experienced one of its worst periods during the last quarter of the year 2008,” the administrative head of the agency said and added 37 people were kidnapped and 16 vehicles lifted from Jamrud during the last three months. He also informed that during the same period, a total of 100 people were abducted from Peshawar and all the kidnappings had direct links to the tribal territory, where the operation was in progress now. Besides, the area was also used to launch rocket attacks on Peshawar and hundreds of vehicles, including that of the NATO, were targeted.

Four civilians were killed in Bajaur Agency on January 1 when Taliban militants fired rockets at local Government offices, Daily Times reported. At least four rockets landed near a court and the Government complex in Khar, the main town in Bajaur, local administration chief Israr Khan told AFP. “The attack left four civilians dead and 16 injured,” Khan added. APP reported officials as saying that at least six rockets were fired on Civil Colony, where Government offices and residential quarters for officials are located. One of the rockets, the officials said, hit the office of FATA Rural Development Programme. Further, Security Forces reportedly continued targeting Taliban hideouts in various parts of Bajaur.

A person identified as Sardar Ali was dragged out of his house and his head was chopped off at the Green Square. In another incident at the same location, unknown assailants shot dead a man, whose identity could not be ascertained. The body of one Zahir Shah was found at a roadside while the body of an unidentified man was recovered from Nishat Square. One soldier was killed and two others sustained injuries as clashes between the Security Forces (SFs) and militants continued in the Safi tehsil (revenue division) and adjoining areas of the Mohmand Agency for the second consecutive day on January 1. The SFs also claimed to have killed several militants when their hideouts were dynamited besides arresting 10 suspects and recovering explosives and suicide vests from them during the operation in different areas of the agency. Sources told The News that militants attacked the SFs’ check-posts in Darwazgai-II and Lakaro with mortar guns and rocket launchers after which a fierce clash started. Sources added that a mortar shell fired by the militants hit the Darwazgai-II checkpoint in which a soldier, Niaz Muhammad Jan, was killed and two others wounded. A spokesman for the Mohmand Rifles, a wing of the paramilitary Frontier Corps (FC) in Ghallanai, told the media that they targeted different areas of Safi, Lakaro and Utmanzai with artillery and mortar guns, killing several militants. “We have also arrested 10 suspects in Qandaro area who were transporting arms and ammunition to their associates engaged in clashes with the security forces in Darwazgai-II and Lakaro checkpoints. A vehicle laden with explosive devices, Kalashnikovs, bombs, suicide jackets and masks was captured,” the spokesman claimed while showing the seized items to journalists. He said SFs targeted several suspected hideouts with artillery and dynamited 25 houses of those helping the militants in the Qandaro, Habibzai, Haider Koroona, Malakana and Sandokhel areas.

Therefore, vilifying Pakistan or for that matter any of its state institutions on this score is unwarranted and unacceptable. Tribal sources told The News that two pilotless spy planes were seen hovering over the Mehsud-inhabited areas before the air strikes on the school and a nearby-parked car. The drone reportedly fired two Hellfire missiles, one of them hitting the building of the Government Girls’ Primary School, Maidan Naray, and the other destroying the car owned by the militants. According to sources, four militants reportedly belonging to the Punjab, died and three others sustained injuries in the attack. They said dozens of militants later arrived and retrieved the bodies of their slain colleagues and injured from the rubble of the school building. Sources said the school building was owned by a local tribesman, Maqbool Mehsud Shamankhel, but was occupied by the militants who were using it as their base camp. Senior TNSM members close to the founding chief of the outfit, Maulana Sufi Muhammad, claimed that Maulana Fazlullah and Maulana Faqir Muhammad had not only shown their willingness to give up the militancy but had also formally conveyed their messages to the TNSM leadership. The decision was made in a jirga (assembly of tribal elders) and announced in mosques during the Friday sermons, and comes days after a similar decree in the bordering Orakzai Agency. Women have been stopped from visiting bazaars, other than for medical treatment, and that too only if they are accompanied by an elderly male relative. TV, CDs and video centres have been banned. Sources in the area said the Taliban had been using loudspeakers installed in mosques to ask people to bring their issues to the ‘Taliban Islamic courts’ to resolve them in accordance with Islamic law. The Taliban also reportedly blackened the faces of three men and paraded them on donkeys in the area for alleged immorality, the sources said, but it was not clear when the incident took place. Last week, Taliban had made a similar announcement of enforcement of Sharia on 16 of Orakzai Agency’s 21 tribes. They had set up complaint cells in Ghiljo and Kandi Mishti areas of Upper Orakzai and Mamoozai and Feroze Khel areas of Lower Orakzai. The weapons included five mortar guns, a heavy and a light anti-aircraft gun, three light machineguns, 10 rocket launchers and 15 AK-47 rifles and thousands of rounds of various denominations. Political Agent Tariq Hayat claimed to have achieved 80 percent of the targets set for the operation. He said while many were arrested under the collective responsibility clause of the Frontier Crimes Regulations, Security Forces also detained 43 proclaimed offenders. He stated the Government’s resolve to continue the operation until all the six groups that the authorities claimed operating in the Khyber Agency were neutralised. The Security Forces carried out limited action against militant hideouts in Ali Masjid area of the Jamrud sub-division, where an office of the Mangal Bagh-led Lashkar-e-Islam was also demolished. Some 25 structures, including houses and shops, were also demolished in the adjacent Wazeer Dhand area.

The Taliban in North Waziristan Agency (NWA) on January 2 banned the Benazir Income Support Programme (BISP), co-education and sale and consumption of narcotics and alcohol in the tribal region, warning violators of death sentence after a January 5 deadline, The News reported. The decisions were taken at a meeting of the central Shura (council of consultation) of the pro-Government Taliban, led by Hafiz Gul Bahadur, at Miranshah on January 2. The decisions of the Shura were later announced in several mosques of the tribal region whereas pamphlets inscribed with the verdict were also distributed. Announcements were made through loudspeakers in mosques and prayer leaders informed the faithful about the new laws through the Friday sermons. The militant leaders, while criticising the BISP, argued that widows and other poor deserving women from the NWA were forced to visit offices of political administration which, they said, was against the tribal customs and traditions. “The women of the NWA will then be persuaded to visit Peshawar and Islamabad for the collection of the BISP,” the Shura anticipated, adding initiation of such a programme in the tribal region was meant to morally corrupt the poor tribal women. The Shura also announced a ban on co-education in NWA from January 5. In Miranshah, the headquarters of North Waziristan, despite militancy and unrest, some private schools are reportedly still imparting co-education. The drug pushers and owners of compact disc (CDs) shops were also warned to wind up their businesses or face the consequences. The Taliban militants warned of capital punishment for possession of drugs, especially alcohol. “Anyone found in possession of alcohol will be awarded death sentence,” said the announcements made from various mosques of the NWA after the Shura meeting. The militants also warned violators of the Shura decisions of severe punishment. In addition, pamphlets were issued at Mirali in which the militants warned kidnappers of strict action.

In an interview with Daily Times on January 4, the former senator said the Government had failed to establish its writ in Quetta, where the Taliban and their supporters were consolidating their grip. Several parts of the provincial capital have become ‘no-go areas’ where the Taliban and their supporters have consolidated their position, he said. He said the Government was fully aware of these encroachments but it was deliberately silent because the Taliban enjoy the support of the Government and its intelligence agencies who wish to pit the religious elements against the Baloch nationalists. “We are surprised why the Government does not undertake a military operation against these elements who have openly challenged the writ of the Government. Sources told The News that following the enforcement of Sharia in Mamozai, Akhonkot, Tor Samat, Baghbani Killay, Jabah, Mirkalamkhel, Farid Garhi, Ghaljo, Kundi Sheikhan, Ghundako Killay, Saifal Darra, Yakh Kando, Tor Kani and Takht areas of the upper Orakzai Agency, the local TTP established two complaint centres and Sharia courts in Kundi Sheikhan and Ghaljo on January 4. The local Taliban also set up complaint centres and courts in the Mushti area after they announced imposition of Sharia in Ferozkhel, Toi, Mushti, Sangrah, Mandaki Killay, Mushti bazaar, Mushti Maila, Kasha and Sheikhan areas of the lower Orakzai Agency. “The announcements about enforcement of Sharia have been made on loudspeakers from several mosques in the area, urging the people to contact Islamic courts for settlement of their disputes in accordance with Sharia,” sources said, adding that Taliban had also banned cutting of forest. Declaring the end of the truce, the Balochistan Liberation Army (BLA) spokesman Bibarg Baloch said the BLA, the Balochistan Republican Army and the Balochistan Liberation Front were disappointed by the Government’s ‘lacklustre’ response to the cease-fire. The three ‘pro-independent Balochistan’ groups announced the cease-fire in September 2008. Bibarg told Daily Times they had decided to unconditionally halt their operations last September, hoping the Government would concede to the Baloch demands. He said the three groups had sincerely adhered to their pledge of not launching attacks, but alleged the Government continued the military operation, exploiting Baloch resources and killing innocent people. “We have decided to end the cease-fire in the wake of fresh attacks in Dera Bugti and Sui areas which have killed more than 50 people, mainly women and children,” said Bibarg, claiming the situation in the conflict areas was worse than what was being reported in the media, as the media had limited access to the areas. Bibarg also said the Government took the truce as an opportunity to expand the military operations to Gwadar, Turbat, and Mashky. It said India had embarked on a ‘propaganda offensive’ and such allegations would jeopardise chances of co-operation against terrorism. According to sources, the Indian allegations were rejected during a meeting between President Asif Ali Zardari and Prime Minister Yousuf Raza Gilani held soon after Dr Singh’s statement on January 6. Zardari urged the Indian leadership to refrain from hurling allegations about involvement of official agencies in the Mumbai attacks, because this could only escalate tension. He said Pakistan would itself take action against ‘non-state actors’ involved in the Mumbai attacks and there was no question of their extradition to India. Foreign Office spokesman Mohammad Sadiq quoted President Zardari as saying: “Instead of responding positively to Pakistan’s offer of co-operation and constructive proposals, India has chosen to embark on a propaganda offensive. The approach is fraught with grave risks… Vilifying Pakistan, or for that matter any of its state institutions, on this score is unwarranted and unacceptable. This is a sure way to close avenues of co-operation in combating the menace (of terrorism).” While claiming that Pakistan did not sponsor terrorism, Sadiq said “our civilian and armed forces’ causalities over the past year in terror attacks and in countering terrorism have been far more than those of India.” The spokesman added: “Pakistan is also carrying out investigations on its own. We reiterate our call for a pragmatic and cooperative engagement between the two countries to fight terrorism which is a region-wide phenomenon and the common enemy of our people.”

Sources said that Security Forces fired a series of mortar shells on Koz Gandhab after their camp was attacked in Ghallanai. One of the shells hit the house of Niaz Wali, injuring him and his wife. The Panjgur Police believe the four men were members of al Qaeda who entered Pakistan via Afghanistan and were planning to go to Iran to pursue terrorist activities. Sources said militants allegedly attacked the procession with rockets from the hilltops when it reached near Bahadur Banda, prompting an exchange of fire with the mourners. Consequently, four people were killed in the clashes, which were continuing till last reports came in. Police sources said both sides were using heavy weapons against each other. “Both sides are targeting each other’s positions with rockets and other heavy weapons and many houses have been damaged,” an unnamed official said. He gave no details of the contents of the dossier or the response formulated by a committee, but said Pakistan would co-operate if more information was required. He said India had provided a 52-page dossier to the CIA which was passed on to Pakistan. The dossier was also handed over directly by India to Pakistan. Sources said three local commanders, Maulvi Nadeem, Momin and Ihsanullah, were among the six militants killed in sectarian clashes in Saidan Banda and Pass Kellay, while six civilians were also injured. Six soldiers were also killed and seven sustained injuries in the fighting. The Taliban fired mortars and rockets at an FC camp and subsequently used small arms to fire on a nearby checkpoint, an unnamed military official told AP. Three soldiers and a shopkeeper died instantly. BRA spokesman Sarbaz Baloch told Daily Times that the Security Force personnel had gone to the Sui bazaar to remove posters of their slain leader, Nawab Akbar Bugti. He apologised for the civilian’s death saying it was unintentional. "We are sorry for the killing of an innocent man. Asiya, a 24-year-old Pakistani woman who was recently arrested while trying to sneak across the Line of Control into India, has reportedly revealed during interrogation that several terror camps where women are being trained are in the Bimar, Kotli and Sensa areas of PoK. During interrogation, she reportedly revealed that a large number of young women "mujahids" were being trained at these camps. "There are intelligence inputs that terror camps of the Jaish-e-Mohammad, Lashkar-e-Tayyaba, Hizbul Mujahideen and Al-Badr are located at several places in PoK. We have reports that women are also being trained at these camps to carry out operations in India," a senior official of the US Central Intelligence Agency was quoted as saying. "The terror camps are located in Muzaffarabad, Attock, Oghi and Mansera areas of PoK. While the Lashkar training centre is located in Muzaffarabad, the JeM is training new recruits at Attock. Besides, Lashkar has a training camp at Mansera. Al-Badr has its own training centre at Oghi," the official said, adding that all available inputs indicate that most of those trained at these camps were young women. The official said that even after renewed Indian and international pressure on Pakistan following the terrorist attacks in Mumbai on November 26, 2008, these camps continued to function. The authorities have reportedly detained 124 people, several leaders and officials of the organisations among them. Addressing a press conference in Islamabad, the Prime Minister’s Adviser on Interior Affairs, Rehman Malik, assured India that Pakistan would do its utmost to bring the people involved in the Mumbai attacks to justice. Giving details of a crackdown, Malik said that training camps had been closed down in Punjab and Pakistan occupied Kashmir. He said members of the banned groups who had been detained included their founder Hafiz Mohammed Saeed, LeT ‘operations commander’ Zakiur Rehman Lakhvi, Mufti Abdur Rehman, Col (retd) Nazir Ahmed and Ameer Hamza. “We have arrested a total of 124 mid-level and top leaders of JuD in response to a UN resolution — 69 from Punjab, 21 from Sindh, eight from Balochistan and 25 from the NWFP — blocked six websites associated with the organisation and closed down its five relief camps,” the adviser said. He said 20 offices, 87 schools, two libraries, seven seminaries and a handful of other organisations and websites linked to the JuD had also been shut. He also said authorities had closed several relief camps of the organisation after the UN Security Council had passed the resolution. The publications banned are Mujalatud Dawa, Zarb-i-Taiba, Voice of Islam, Nanhay Mujahid, Ghazwa and Al Rabta. Assuring India that sincere efforts were being made to take all non-state actors involved in the attacks to the task, he urged New Delhi to provide access to Pakistani investigators to the scenes of the crimes and jointly investigate the incident so that all those involved could be brought to justice. He also announced the formation of a special investigation team headed by an additional director-general of the Federal Investigation Agency (FIA) to examine, “without any prejudice”, all aspects of the Mumbai attacks and the information provided by India. The team will include two officers with counter-terrorism experience. “Information has been provided by India and we have formed an investigation team to reach the culprits,” he said. He said India had handed over information comprising 19 pages. Malik, however, ruled out handing over any Pakistani suspect to India. He said Pakistani laws allowed for prosecution of citizens who might have committed crimes elsewhere. He added that results of the investigation being conducted by the FIA would be made public and nothing would be concealed.

The clash took place near Yaadgar Hotel in Sohrab Goth area around 4am. Sources said that a team of the Inter-Services Intelligence (ISI) and the Anti-Violent Crime Unit had raided the place as part of an investigation into the kidnapping of the Iranian commercial attaché, Hashmatullah, but the kidnappers attacked the team. In the consequent encounter, at least two Policemen were killed and 11 injured. Following the clash, around 35 suspected persons were arrested. Saad bin Laden is one of a number of senior al Qaeda operatives detained inside Iran in recent years. Mike McConnell, the Director of National Intelligence, told reporters that Saad bin Laden was probably in Pakistan. He gave no details about whether bin Laden had escaped from custody, whether his departure reflected a deal between Iran and al Qaeda or whether he was simply allowed to go by Iranian officials. McConnell’s announcement came as the Treasury Department imposed financial sanctions on January 16 on Saad bin Laden and three other people believed to be al Qaeda operatives and thought to be in Iran. Saad bin Laden is one of Osama bin Laden’s older sons and is believed by officials to have been captured in Iran while escaping Afghanistan after American troops invaded the country in 2001. In a statement issued in Srinagar, capital of the Indian State of Jammu and Kashmir, LeT spokesman Abdullah Gaznavi said his group took up arms when the world did not respond to the Kashmiris’ peaceful struggle for more than four decades. “If the world listens to our cries and plays its role in resolving the Kashmir issue, there is no point in continuing fighting,” he said. “Our struggle is only confined to Kashmir and we have no relations or association with armed groups operating at the international level. We have no global agenda. We just want the freedom of Kashmir and if it comes though peaceful means, we will welcome it,” he stated. He said the groups did not believe that an armed struggle was the only way to achieve political objectives. According to him: “We had only responded to the cries of our Kashmiri brethren and had no choice but to call the world’s attention to their suffering through arms… If the world listens to our appeals and the Kashmir issue is resolved, there will be no reason for us to fight.” He also said it was ‘unfortunate’ that British Foreign Secretary David Milliband had blamed the LeT for the Mumbai attacks. “We don’t have a global agenda. One of them, whose bullet-riddled body was dumped near the Miranshah Bazaar, was identified as Guldar Ali, hailing from Afghanistan’s Khost province. Similarly, four more bodies were recovered from the Tehsil Road near Mirali. They were identified as Shah Madeen Khattak, a barber hailing from Karak district, 65-year-old electrician Shahi Haider Khan, teenager Nisar Ali and an Afghan citizen, whose name could not be ascertained. A handwritten letter placed near the bodies blamed all the four persons for spying for the US forces on the Mujahideen. Sources said Security Forces (SFs) targeted the hideouts of the militants in the Lakaro and Pindyali sub-divisions and elsewhere in the tribal agency with gunship helicopters, killing several militants and destroying their hideouts. Sources said the house of Omar Khalid, the TTP Mohmand Agency chief, was also destroyed in the aerial raids. More than 15 militants, including some important commanders, are reported to have died in the attack, while approximately 40 shops in the Qayyumabad and Askarabad bazaars on the Peshawar-Bajaur Road and 33 houses were also destroyed. Sources added that the SFs occupied the militant hideout after killing six militants in Ghaziabad area. Severe fighting and shelling was also reported from the Kamardin, Amarai Kor, Karair, Chingai, Palosai and Habibzai areas. Explosive devices planted at the high school for boys and a basic health unit in Sher Falam in the Matta sub-division, and the girls primary school in Mangalstan in Charbagh sub-division, went off early in the morning, razing the buildings to the ground. With the destruction of these two schools, the number of schools torched and blown up in the Swat valley increased to 189. The Swat District Coordination Officer Shaukat Khan Yousafzai confirmed destruction of the schools, saying that most of the 189 schools destroyed by the Taliban were for girls. In the first incident, 10 persons were killed and several others injured when a US drone fired three Hellfire missiles on a Hujra (male guest house) of Khalil Dawar in Zyaraki village of North Waziristan. According to sources, two spy planes were seen flying over Mirali town during the strike. The guest house adjacent to Khalil’s house in Zyaraki, five kilometers west of Mirali, was razed to the ground in the attack. Sources close to the militants told The News the drone fired missiles after some guests, probably foreign militants, entered the Hujra of Khalil Dawar. They said besides Khalil, his two sons, brother Mansoor, a nephew and six other people were killed in the attack. Troops also took control of schools in Swat following Taliban militant’s threats against their reopening, the channel reported. According to the channel, the decision was made to protect educational institutions in the district, where, according to official figures, 174 schools have been destroyed by Taliban militants during the past one and a half year. The forces established their check posts near the schools to thwart further attacks by the Taliban militants, who are against female education in the district. However, the administration freed the militants after the jirga furnished personal surety bonds that the wanted persons would not indulge in militant or criminal activities in future. Earlier, the political authorities had handed a list of 220 wanted men to the elders of Qasimkhel and Dadokhel, the two sub-tribes of Tarakzai, asking it present them to the administration. From now on, all previous permits meant for attacks on government installations and other activities would stand cancelled.” This is the first time the TTP has released a statement urging its workers to stop anti-Government activities. The ‘wanted’ men also include former and current members of the national and provincial assemblies, District and local nazims (chief elected official of local government), officials of political parties, local elders and other influential residents of the valley. The announcement that the leaders were liable to punishment and must appear in Taliban courts was made by rebel cleric Mullah Fazlullah on his FM radio channel in the morning of January 25, locals said. The 43 people on the list were the Taliban’s enemies, he said, and would be arrested or killed by his men. If arrested, they would be produced before the Taliban courts, which will punish them in line with the ‘sharia’, Fazlullah was heard saying on the radio channel. The rebel cleric announced ‘amnesty’ for some political leaders and influential people who had stopped opposing Taliban in Swat, said locals who heard the speech. Fazlullah said they would not be harmed if they do not oppose the Taliban in future. According to BBC Urdu, Fazlullah also said Swat residents other than those on the list would not be harmed, and that the people who had fled the area could return to their homes. The announcement comes only two days after a provincial minister from the Awami National Party (ANP) and two members of the NWFP Assembly visited the valley to express support for the people of Swat against the Taliban. The ANP leaders in Peshawar are also speaking, in public and in private, of a changed strategy in Swat. A day after 43 officials were summoned to Taliban courts for opposing the group, Prime Minister Yousuf Raza Gilani said on January 26 that a parallel Taliban judiciary is unacceptable, Daily Times reported. “We will not accept a policy like this,” Gilani told reporters after attending the inaugural session of a conference in Islamabad. He admitted that the situation in Swat and Balochistan was not normal, but said he had sought a report on developments in these areas to make future plans. On January 25, the Tehrik-e-Taliban Pakistan (TTP), Swat chapter, had issued a list of 47 ‘wanted persons’, including former and serving federal and provincial ministers, incumbent Members of National Assembly and Members of Provincial Assembly, deputy parliamentary leader of the PML-Q in the National Assembly, district Nazim and other prominent political and social figures, asking them to appear before the Taliban court or face dire consequences. “The decision was taken at a Shura meeting with Maulana Fazlullah in the chair. Around 50 members of the Shura participated in the meeting and there was consensus on the names of 45-47 people declared as wanted for opposing the Taliban. All of them will have to appear before the Taliban court, otherwise they will face action,” Swat TTP spokesman Muslim Khan told The News by phone from an undisclosed location.

The armed men later escaped from the incident site. At least 13 persons were injured when clashes among angry protestors, Police and traders took place on the Shahra-e-Iqbal and Jinnah Road. The traders and protestors used weapons and pelted stones at each other. The protesters also torched several vehicles, motorcycles and a bank on the Jinnah Road. Four vehicles, a commercial bank and two motorcycles were set ablaze as clashes continued for several hours. Police later claimed to have arrested 21 suspects, including three activists of a banned religious organization, on charges of killing Hussain Yousufi. Three of the victims were in a car while the other three were walking past the bicycle parked in front of the main gate of the town hall. The remote-controlled bomb apparently targeted a Sunni leader. Locals told Daily Times that the explosion occurred when NWFP assembly member, and leader of the banned Sipah-e-Sahaba Pakistan (SSP), Khalifa Abdul Qayyum, was passing through the area. They said Qayyum escaped unhurt, but his car was damaged in the blast. Talking to reporters later, Qayum said he was the apparent target of the blast, as he had been involved in efforts for bringing peace to the district, APP reported. He said it was a terrorist attack, adding he did not have personal enmity with anyone. Police said the bomb weighed around 10 kilograms and seemed to be foreign made.

A senior Police officer said the bombs contained ball bearings weighing some three kilograms and time devices attached. The first bomb was recovered from outside the main gate of Senior Superintendent of Police (Operations) Office, opposite to the Civil Lines College. The second bomb was planted in a waste enclosure on Rettigan Road in the rear side of SSP (Operations) office. The third and fourth ones were hidden in a bucket of milk alongside the road on footpath and outside the office of Superintendent of Police (Operations) City Division. The protest, organised for the second day, came as a senior official from the Punjab Government, Khaqan Babar, started his job running the schools and hospital at the JuD headquarters. About 500 students from a school in the sprawling JuD compound in Muridke gathered outside the main office and chanted slogans against the Government. “The Government has occupied the school illegally,” they said. Witnesses said the protesters were school boys aged eight to 18, and students from a JuD-run madrassa (seminary). Protesters also gathered on the main highway linking provincial capital Lahore to the national capital Islamabad. They blocked the traffic for about half an hour before dispersing peacefully, police said. They carried banners and placards condemning “Indian pressure” and demanding that the Government lift a ban on the JuD.

The SFs claimed that they had besieged a large number of militants after a fierce battle which claimed the life of an army officer and injured five soldiers in Tor Chappar. The troops had reportedly been attacking the militants’ hideout in the area with artillery fire and shelling for the last four days. The Inter-Services Public Relations said in a press release from provincial capital Peshawar on January 26 that 16 militants were killed in a gun battle in Tor Chapper on January 25. The operation was planned after the military was told that the Tor Chappar Valley, “is again witnessing terrorist activity”, the statement said, Daily Times reported. It said, “The operation was planned and executed for one day.” However, a Taliban spokesman denied the report of the death of 16 people and said that all of them were safe and alive.

Locals said a man, a woman and three children were killed when mortar shells hit four houses in Mangalawar area of Charbagh sub-division in the night of January 26 as SFs targeted Taliban positions. After the start of the intensified operation late on January 26, official sources and locals told Daily Times on January 27 that the Government had already imposed curfews in Nengolai, Bara, Koza Banadai, Shakar Dara and Charbagh towns for an indefinite period, and issued shoot-at-sight orders for violators. According to the channel, staff members working on several projects in Tank, Dera Ismail Khan, and North and South Waziristan agencies have been called back due to worsening security in those areas. The work on the projects would resume once the law and order situation improves, the channel said. USAID was working on a comprehensive programme to support short, medium and long-term objectives of the government of Pakistan’s FATA Sustainable Development Plan (FSDP) 2006-2015. USAID’s objectives included enhancing the Government’s legitimacy and writ in FATA, improving economic and social conditions for local communities, and supporting sustainable development. So, our Shura has decided to wait till Feb 4 evening for a positive reply from the government and in case of refusal we will kill him." The spokesman, who identified himself as Mohammad, said they had demanded from the Government complete withdrawal of SFs from tribal areas and release of their captured associates. He also said, "We are not interested in ransom and just want the government to accept our two longstanding demands." The Polish geologist working for the Oil and Gas Development Company Limited (OGDCL) is in the custody of the Taliban reportedly at a place near the Pakistan-Afghanistan border. He had been kidnapped from an OGDCL facility near the Jand town of Attock district in Punjab province four months ago. He had been shifted from Attock in a boat through the Indus River to Kohat and then taken by the Taliban to their hideout. The Taliban had released his video in which the victim had appealed to his Government to request Pakistan for acceptance of demands of the Taliban to save his life.

Police in Rawalpindi claimed to have arrested nine suspected terrorists and seized 100kg of explosives, detonators and other material during a raid on January 29, Dawn reported. According to City Police Officer (CPO) Rao Iqbal, the suspects belonged to a group formed by a Kenyan national who himself was killed during a terrorist attack. Addressing a press conference, he said the arrests were made when police and elite force personnel raided a house in the city’s Dhoke Lakhan area. They also seized four motorbikes, one car, detonators with wires, nut and bolts weighing 20 kg, one timer, four hand-grenades and eight pistols. One of the detained suspects is Dr Abdul Razzaq of the Cantonment Hospital who has been missing for some time and his case is in the Lahore High Court in Islamabad. Prime Minister’s Adviser on Interior Affairs Rehman Malik told the Senate on January 29 that a new strategy had been worked out to combat militancy in Swat, Dawn reported. While he did not divulge details of the new strategy, the adviser said the situation in Mingora had been brought under control in four to five days through the new policy. He said the groups behind the insurgency in Swat included al Qaeda, the Tehrik-i-Taliban led by Maulana Fazlullah, Tanzeem-i-Islami, Tora Bora group and Qari Mushtaq group. He said that a Taliban ‘commander’, Qari Hussain Ahmed, ran a training camp for suicide bombers in Waziristan and Maulana Naamdaar had a role in bringing suicide bombers from Waziristan to Swat. Qari Hussain was reported killed in January 2008 when his house was destroyed in an air strike. Malik said the objective of the militants was not to enforce Sharia (Islamic law), but to destroy Pakistan. He told the Senate that around 1,200 civilians had been killed and 2,000 injured in violence, while 189 military personnel had lost their lives. He said 123 Government schools and 10 private schools had been destroyed and many CD shops and barbers’ salons set ablaze. He also said a so-called ‘Taliban court’ had ‘summoned’ 40 people.

Hassan said the nationality of Ajmal Kasab, the lone Lashkar-e-Toiba (LeT) militant arrested during the attacks, did not necessarily prove the hand of Pakistan in the attacks. "He does come from Pakistan, that doesn’t mean that Pakistan has sponsored whatever he carried out in Bombay… We are waiting for the report to be finalised, and once the report comes, it will make everything crystal clear.
