A delegation of around 122 indigenous leaders including formers Janajati Constituent Assembly (CA) members of NC met party president Sushil Koirala on June 6, and submitted a memorandum demanding that the party to respect the sentiments of its Janajati leaders and their aspiration for identity-based federalism. They also cleared that it has become increasingly difficult for Janajati leaders of NC to continue to be in the party after its leadership unilaterally decided to go against identity-based federalism, which was one of the reasons behind CA’s failure to promulgate the new constitution.

Party chairman Pushpa Kamal Dahal aka Prachanda handed over a seven-point proposal to vice chairman Baidya during a meeting. Receiving the proposal, Baidya told Dahal that he would clarify his final position after holding discussions with other leaders of his faction, according Dahal´s aide Shiva Khakurel. The faction has said that the seven-point agenda does not create a basis for unity as there is nothing new to it. According to Dev Gurung, an influential leader within the hard-line camp, Chairman Dahal has failed to live up to his commitment to state in writing that the present line adopted by the party has failed and that he would apologise for the mistakes. “We expected that he would say in writing whatever he had committed to us,” said Gurung. He said that they had expected Dahal to apologise for failing to deliver a pro-people constitution, disbanding Peoples Liberation Army and the process of army integration. “Instead, the chairman has said that he is ready to apolgise if he has made any mistakes. This is not what he had told us,” said Gurung. Gurung also informed that the faction would respond to Dahal's proposal on Thursday.

Republica reports that the Central Committee meeting of the dissident faction of the Unified Communist Party of Nepal (UCPN-M) led by senior vice chairman Mohan Baidya has endorsed a political document that proposes revolt as its main political line and terms the acceptance of the Comprehensive Peace Agreement(CPA) one of the major mistakes. The 17-page document prepared by Baidya will be presented at the national gathering of leaders and supporters of the faction starting from June 16 in Kathmandu. “The objective circumstances are favourable for revolution but we should create the subjective circumstances for revolution,” the document reads. The faction has concluded in its document that national and international circumstances are also conducive for revolution. His argument is that the "capitalist" parties like Nepali Congress and the Communist party of Nepal-Unified Marxist Leninist (CPN-UML) are in crisis and there is no possibility of revival of "old forces" like the monarchy. Likewise, it has concluded that the "capitalist and imperialist" countries are also in crisis. In the document, Baidya has labelled Maoist Chairman Pushpa Kamal Dahal aka Prachanda and another vice chairman Baburam Bhattarai as the main obstacles to an immediate people’s revolt. “The [national and international] situation is favourable for revolution but there is no possibility of an immediate revolution because of Dahal and Bhattarai who deviated from the revolutionary line,” the document further states. “Now, we should struggle against the rightist revisionists and capitalists, bureaucrats and compradors.”

Nepal News reports that the Unified Communist Party of Nepal-Maoist (UCPN-M), the largest party in the dissolved Constituent Assembly, has formally split with the dissident Mohan Baidya faction announcing the formation of a new party, Communist Party of Nepal-Maoist (CPN-M). The Baidya faction announced the new party at the end of the three-day national gathering of its cadres at Sherpa Sewa Kendra in Bouddha, Kathmandu on June 18. Baidya, who was vice chairman in the UCPN-M, leads the new party, but the office-bearers are yet to be named. The new party has 44-member central committee, comprising those who were in the central committee of the UCPN-M. During the closed door session, almost all the discussion panels had suggested the leadership to form a new party rather than going for a patch-up with the party establishment. The national gathering also endorsed Baidya's political paper which calls for preparations of "people's revolt on the foundation of people's war". His paper described the UCPN-M establishment as "reformist and right-leaning", blaming it for the failure to promulgate the new constitution. Despite floating the new party, Baidya group has said it would still keep open the doors for talks with the UCPN-M leadership on ideological issues. The Hindu adds that in a document presented at the gathering, Baidya said, “The objective circumstances are favourable for a revolution. We should now create the subjective circumstances for revolution.”

Dahal held several rounds of informal deliberations, but failed to fill the posts as both his and Prime Minister Baburam Bhattarai´s candidates have been vying for the positions. There are at least five candidates for the top three posts. A leader close to Dahal said the task of appointing a general secretary has become tough.
