Nepali congress (NC), Communist Party of Nepal–Unified Marxist Leninist (CPN-UML), Communist Party of Nepal-Maoist (CPN-Maoist) - and United Democratic Madheshi Front (UDMF) on May 2 agreed to form a new national Unity Government to replace the current Government to ensure constitution by the May 27 deadline. CPN- UML chairperson Jhala Nath Khanal said that there has been an agreement between the political parties to form a new national unity Government possibly by May 3 (today) after dissolving the current Baburam Bhattarai-led Government. Khanal said the meeting (which began on the afternoon of May 2 and went on till late in the night) however decided to let Baburam Bhattarai continue as the Prime Minister until May 27. “Thereafter, Bhattarai-led Government will be replaced by a Nepali Congress-led Government,” Khanal informed, adding that the NC-led Government (to be led by NC vice president Ram Chandra Poudel) will promulgate the new constitution.

Major political parties–Unified Communist Party of Nepal-Maoist-(UCPN-M), Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) along with the United Madheshi Democratic Front (UDMF) signed a five-point agreement on May 3-4 to form a National Unity Government, reports Nepal News. As per the agreement, all 48 Government ministers representing coalition partners UCPN-M and UDMF in the current cabinet tendered their resignation to Prime Minister Baburam Bhattarai on May 3. As per the agreement, another Government led by the Nepali Congress (NC) will be formed ahead of the promulgation of the constitution. The parties also agreed to promulgate the constitution "before May 27". The next government would hold the general elections within a year after the promulgation of the new constitution. This is the first time after the election to the Constituent Assembly in 2008 that a national consensus Government will be formed.

Responding to the UCPN -M plea to join the Government, the UML said the existing Government could not be changed into unity Government as it was formed on the basis of majority vote. CPN-UML leader KP Oli said the coalition Government was formed as per the article 38 (2) of the Interim Constitution based on the majority voting system and his party would not join the Government. The CPN-UML has also sought the resignation of PM Baburam Bhattarai to pave the way for the formation of the national unity Government.

Eleven newly appointed ministers from the three political parties-Communist party of Nepal-Maoist (CPN-M), Nepali Congress (NC) and United Democratic Madheshi Front (UDMF)—took the oath of office on May 5 under the newly constituted National Unity Government to be presided over by Baburam Bhatpara who shall continue his prime ministerial responsibilities till the deadline of May 27, the date of promulgation of the constitution. A SAC meeting on May 8 unanimously passed the decision to put the Army restructuring plan on hold until the adoption of national security policy and the action plan on democratisation of the army. The House committee also directed the Government not to create two new positions of Lt. General in the Nepal Army. The SAC directive to the Government comes a day after Prime Minister Baburam Bhattarai told the committee that the NA would be paralysed if the vacant positions are not filled immediately.

Political parties have agreed to carry out voting in the Constituent Assembly (CA) to resolve the disputed issues of constitution drafting from May 10. A meeting of the Constitutional Committee, which is mandated to prepare the draft of the constitution, took a decision to this effect on May 9 (today). As per agreement, voting on the contentious topics - federalism and forms of governance – seen in constitution will be carried out at the full House of the Constituent Assembly scheduled to be held at 3pm on May 10.

With leaders of major political parties failing to resolve disputes in constitution writing through consensus, Constituent Assembly (CA) secretariat is preparing to conduct votes on these issues in the full CA on May 10 (today). It came after top leaders from major political parties, who are members of the Constitutional Committee´s Dispute Resolution Subcommittee, decided to resolve the disputes through majority votes in the 601-seat full CA House. According to CC secretariat, there is a list of 117 questions yet to be decided. Officials at the secretariat said the number of questions will increase once the officials change them into objective format.

The Maoist chairman said that denying executive rights to popularly elected president would mean undermining the electorate. Arguments that giving more executive rights to the president would make him authoritarian are illogical, Dahal said. Dahal has also contradicted the news reports on the boundaries of the federal States as agreed upon. "The agreement has been misinterpreted. The boundaries of the provinces will be determined based on the report of the CA's thematic committee,” Maoist spokesperson Dina Nath Sharma quoted Dahal as saying.

A Police team from Simara Area Police Office had held YCL, Bara sub-in charge and Bhojpura State Committee member Umesh Patel and Unified Communist Party of Nepal-Maoist(UCPN-M) cadre Narayan Singh Pun aka Binda Yadav with weapons, explosives and contraband from Bara’s Manaharwa-9 VDC on May 15. They were held with one 3-knot-3 with four rounds of bullets, five bombs, magnet which is used to make bomb, potassium, pipe, scented powder, white powder, cylinder gas, wire, mobile and battery when they were asleep from the house which was seized by Maoists in 2004. Police also seized diazepam, nuphim and other contraband from them. Both detainees have been kept in District Police Office and the District Court has extended their detention by 25 days for necessary action.

A bomb blast at Ramananda Chowk in Janakpur on April 30 claimed five and injured 32. Although Rajan Mukti had taken the responsibility of the blast, further investigation by Central Investigation Bureau (CIB) found that there was another group involved in it. Chaudhary’s name was publicised by Central Investigation Bureau (CIB) Chief, Upendra Kanta Aryal during a press conference organised by Janakpur Zonal Police Office on May 18. Other accused in the incidents identified police are Jay Prakash Chaudhary alias Shivam Sharma, 21, of Bishariya VDC-8, Saptari District who reported pressed the remote. Suresh Kumar Karna, 33, of Sapahi VDC-1, Mukesh Kumar Karna, 28, of Bhutahi Paterwa, Ripendra Jha, alias Chhotu, 27, of Madai VDC-6 in Mahottari District are the other accused of abetting in making the explosive device available.

Industries, factories, market and the business establishments here are closed due to the bandh. Similarly, public transport vehicles are not operating. However, the ongoing Grade 11 examination under the Higher Secondary Board is going ahead without any hindrance, Police said. The bandh organisers have allowed ambulances, press vehicles, rickshaws and motorcycles to ply. A meeting of four political parties on May 20 hit a road-block after the Communist Party of Nepal- Unified Marxist Leninist (CPN-UML) refused to sit for a dialogue saying it was futileif the Unified Communist party of Nepal-Maoist(UCPN-Maoist)continues double-dealing by speaking of consensus and at the same time instigating different ethnic groups to take to the streets. However, the UCPN-M Chairman Pushpa Kamal Dahal aka Prachanda while supporting the movement launched by different ethnic and Madheshi forces, insisted that a new constitution will the drafted within the remaining time-frame. "There has been a fresh negotiation among parties, we will produce a positive result," Dahal said. The UML is miffed at Dahal's statement the other day that the agreement about federating country into 11 provinces is "no more relevant". An UML leader alleged the Maoist of trying to bargain for ethnic federalism by instigating different ethnic groups."To forge a consensus, the Maoist party should come up with a clear position and stop making provocative statements," said UML leader Pradeep Gyawali. A meeting of four parties has been scheduled for May 21 to forge consensus on the state restructuring.
