A division bench of SC Justices Damodar Prasad Sharma and Ram Kumar Sah concluded that it is not necessary to issue an interim order to prevent the Government from bringing out a full budget as per the writ filed by advocate Rajesh Silwal. The apex court argued that the precondition set by opposition parties that the Government should bring the full fledged only by forging political consensus was “abstract”.

UCPN-M enforced the bandh protesting against the clash that occurred between its cadres and that of the breakaway party, Communist Party of Nepal-Maoist (CPN-Maoist, Baidya), in Chitwan over the issue of party office on June 30. At least ten persons were injured, from both sides, when dispute over the ownership of the party office located at Krishna Nagar turned into a violent confrontation.

Six weeks after Nepal’ Constituent Assembly (CA) expired without delivering a constitution, Nepal’s last monarch Gyanendra Shah has said he wants to be the king again, reports The Hindu on July 10. Shah expressed his desire in an interview to a private television channel. The CA had abolished the monarchy at its first sitting in May 2008. Shah’s claim rests on what he says was a private agreement with the leaders of political parties on April 24, 2006 — the final day of the People’s Movement. On that night, after 19 days of street protests, the king conceded that sovereignty lay with the people, not the crown, and accepted the roadmap of the political parties to bring about peace and democracy. Meanwhile Prime Minister Baburam Bhattarai said, “The former king does not seem to have learnt any lessons. He will lose whatever facility he is getting.” Nepali Congress general secretary Krishna Prasad Sitaula, a key negotiator during the final days of the People’s Movement, rejected the contention that there was any “agreement” with the king. “This is a lie. His remarks are outrageous and objectionable and I challenge him to provide proof of any deal. He is dreaming.”

Party chairman Pushpa Kamal Dahal aka Prachanda inaugurated the five-day plenum at Bhrikuti Mandap. Over 5000 state committee-level party workers are participating in the plenum. The plenum will review the party's performance in relation to the peace process and the constitution-making apart from working out the programmes and policies. Party chairman will present his political report with an analysis the country's political scenario and the party's ideological and organisational policies. Once adopted by the plenum, it will become party's official document on policy and organisational matters. The sixth plenum of the party was organised in Palungtar of Gorkha in November 2012 amid ideological dispute. The closed door discussion in the ongoing central plenum of the Unified Communist Party of Nepal-Maoist (UCPN-M) at Bhrikutimandap, Kathmandu, was adjourned in the afternoon of July 18 due to the sit-in by former combatants, demanding investigation into the alleged misappropriation of the funds meant for them, along with other demands, reports Nepal News. Nearly thousand former People's Liberation Army (PLA) members attending the plenum refused to continue the debate on party chairman Pushpa Kamal Dahal's political paper saying that the party leadership should first address their demands. According to them, huge amount of money including the monthly levy of NPR 1,000 per combatant was misused over the years. They also demanded that the party promote the former combatants from their current posts in the party and come up with a concrete plan to mobilise them and to end factional politics. "We have as many as 16 demands," a former combatant said, "The former PLA members are being neglected. Their representation in the plenum is also minimal." Dispute started after some former combatants from Shaktikhor cantonment in Chitwan raised the issue of funds misuse during the group discussion on Dahal's document.

Admitting that holding fresh polls for the Constituent Assembly (CA) in November was not possible under the present circumstances, ruling Unified Communist Party of Nepal-Maoist (UCPN-M) leaders, including Prime Minister Baburam Bhattarai, have sought the consent of opposition parties for fixing a new poll date in the coming year, reports myrepublica.com. But leaders from main opposition parties Nepali Congress (NC) and Communist Party of Nepal- Unified Marxist Leninist (CPN-UML), at a three-party meeting on July 25, turned down the UCPN-M proposal outright. Prime Minister Bhattarai, Chairman Pushpa Kamal Dahal aka Prachanda, Deputy Prime Minister and party Vice-chairman Narayankaji Shrestha from UCPN-M, President Sushil Koirala, Sher Bahadur Deuba and Ram Chandra Paudel from the NC and Chairman Jhalanath Khanal, Madhav Kumar Nepal and Bamdev Gautam from CPN-UML, among other leaders, held a meeting at the UML party office at Balkhu. NC and UML leaders insisted that the contentious issues can be discussed only after the formation of a coalition government with the major political parties on board. CPN-UML Secretary Shankar Pokharel said that resignation of Prime Minister Bhattarai and formation of a consensus government are preconditions for ending the ongoing political stalemate.

General Secretary of the newly formed Communist Party of Nepal-Maoist (CPN-Maoist), Ram Bahadur Thapa, on July 26 said his party was not going to reach any formal alliance with the Nepali Congress and the Communist Party of Nepal-Unified Marxist–Leninist (CPN-UML), reports Nepal News. The source claimed that the fake currencies are very hard to recognise as they are almost identical to the original ones. “The counterfeit notes are being used in shops, banks and casinos. Banks and casinos may have machines to count ash but they can’t detect fake currency. The counterfeiters tuck the fake notes between real ones and get away” the official added.
