As the top leaders of the major three political parties – Nepali Congress (NC), Communist Party of Nepal-Maoist (CPN–UML) and UCPN-M-- demanded additional time to resolve the remaining disputed issues in the yet to be promulgated constitution, the meeting of the CC has been deferred until March 11.

The accused were paraded in the premises of Metropolice Police Office. These people are identified as Bhim Bahadur Tamang, NimaTamang, Buddhi Badhdur Gole, Prem Tamang, Suresh Lama and Sagar Lama. Three people were killed and seven injured the time bomb.

Members of the Public Accounts Committee (PAC) of Parliament have demanded details of the fund released by the Government for the Unified Communist party of Nepal-Maoist (UCPN- M) combatants who were not found in the cantonments during the regrouping process. In the PAC meeting held on March 4, they demanded details of the amount that the government released by creating fake names. The Government has already released the amount for 2,449 combatants who were found to have left the cantonments. A total of 16,996 combatants were categorised in the regrouping as per to their choices for three options-- integration, voluntary retirement and rehabilitation package. This number contradicts with the report of the then United Nations Mission in Nepal (UNMIN). The UNMIN had registered 19,600 combatants in the second verification.

Rastriya Janamorcha Nepal (RJN) has enforced a day-long bandh (general shutdown) in Dhaulagiri and Gandaki zones on March 4. The bandh called by RJN demanding timely constitution has adversely affected daily life in six districts in Gandaki and four districts in Lumbini zone. The party said it called the bandh to also voice its serious concern towards plans to federate the country along ethnic and regional lines, warning that such a move would only destroy the communal harmony and lead to disintegration of the country.

The Government of Nepal and Janatantrik Tarai Mukti Morcha- Jhawar Sah Pratap (JTMM–JSP) group have held a peace dialogue at the Ministry of Peace and Reconstruction in which the both sides signed a six-point deal. In the deal, the group has pledged to be committed to peace and constitution and Government treating the group as a political one. The group would decide in the next meeting the date of hand over of its arms to the Government while the Government would proceed towards release of its jailed leaders and cadres on case-basis. The group has also agreed to avoid any unlawful activities and both sides agreed to hold another round of talks after setting a date.

The combatants at Gumi-based satellite camp of the Pili Smriti Brigade were merged to the Lekhafarsa-based satellite camp of the Ghorahi Satbariya Smriti Brigade, while the Jit Smriti Brigade that was based at Kholtepani satellite camp has been incorporated into the main camp at Dashrathpur. Out of 3,134 combatants under the sixth division, 1,559 had opted for integration. Similarly, the satellite camp based in Sahajpur under the PLA seventh division in Kailali District has been vacated on March 10. Santa Darai, assistant commander of the division, said that out of 365 combatants at Sahajpur satellite camp, 125 moved to the main camp at Talaband, 135 to Gorange and the remaining 105 shifted to Badiapur.

Senior Maoist leader Dev Gurung g sought the resignation of senior leader of his own party saying that his resignation was necessary to implement the agreements signed in the past and to make other political parties implement those agreements. Speaking at a programme in Bhaktapur, Gurung who is one of the active leaders of the hardliner faction led by vice chairman Mohan Baidya said parties should move ahead by forging a fresh agreement to speed up army integration process. The Madan Pariyar led nine-member SRC had submitted two separate reports to Prime Minister Baburam Bhattarai on January 31, and both the reports had run into controversy. According to CA Chairman, Subas Nembang, he would table the SRC reports before the CA full House and discussion would begin on March 26. He said he would also consult members of the CA thematic Committee on State Restructuring and Distribution of State Power, which had proposed carving out 14 federal units on March 23. The Constitutional Committee and its Problem Resolution Sub-Committee will also hold separate meetings on March 23 to discuss the constitutional issues, including the forms of governance, federalism, election system, judiciary and citizenship.

The party has been collecting donation with the slogan 'Samana Sanskritik Pariwar’ for peace and people's constitution saying that party has launched a wider cultural campaign since March 23. According to locals, UCPN-M cadres are collecting donations from teachers, schools and businessmen in Manebhanjyang, Nisankhe, Rampur and Okhaldhunga bazaar saying that the campaign will continue till March 29. Locals said Maoists are collecting donation with the letters endorsed by district co-in-charge Khadga Yogi aka Anil. However, Anil said that the party is not collecting donation fixing rate. "We have not mentioned the amount in the letter, rather it is voluntary. Those persons submitting the letters to the donors might have mentioned the amount themselves," he said. As there is problem in the party, some dissent party members might try to create controversy over the issue, he said, adding that he will study into the matter.
