Sushil Koirala claimed that consensus on new Government is likely to emerge by December 6, the last day of the second deadline given by the President Ram Baran Yadav to the parties. "All the parties are willing to arrive at an understanding. I see the possibility of consensus in the next three days," Koirala said. He claimed that NC's leadership for Unity Government had "already been agreed" and that NC leadership is necessary to ensure free and fair elections. "We have history of free and fair elections conducted by NC-led governments," he argued, "Besides, the Maoists and the UML [Communist Party of Nepal-Unified Marxist Leninist (CPN-UML)] have already led the government twice each." According to the NC president, PM Bhattarai during a meeting with him in the morning pledged to pave the way for consensus Government and that Bhattarai did not make any proposal to turn his Government into a Unity Government.

Further, chairman of the UCPN-M Pushpa Kamal Dahal aka Prachanda has reiterated that his party would not compromise on the agenda of change, reports myrepublica.com. Unified Communist Party of Nepal-Maoist (UCPN-M) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) leaders at the four-party negotiations on December 4 had urged NC leaders to come up with their candidate. The NC decision comes a day before the expiry of the extended deadline given by the president to political parties to find a common candidate to head a national unity Government. The cross-party committee decided to close its secretariat effective from December 15 and form a three-member coordination committee to resolve possible disputes during training of the 1,442 former fighters. The committee will be headed by Secretariat Coordinator Balananda Sharma and will have a representative each from the Nepal Army and Unified Communist Party of Nepal-Maoist (UCPN-M). According to myrepublica.com, the latest draft proposal discussed at the cross-party special committee shows that the highest position the PLA commanders will get is major. However, UCPN-M leaders had promised senior positions such as colonel and lieutenant-colonel to the former commanders. The proposed NA directorate draft has allocated 16 majors for the former PLA commanders while the higher positions will be taken up by Nepal Army officers. Nepal News reports that the general directorate strength will be 4171, will be comprised of 2711 personnel from different security agencies and 1460 former PLA commanders. It will have four Brigadier Generals, seven Colonels, five Lieutenant Colonel, 78 Majors, 90 Captains and 48 Second Lieutenants. It also decided to allow any commander currently participating in army training for integration to choose voluntary retirement if s/he so wished.

There is a slim chance of removing constitutional and legal hurdles within the deadline set by the Election Commission (EC) to conduct fresh polls. A village committee president affiliated to Nepali Congress (NC) has been found dead near the Ramri River in Duli Village Development Committee (VDC) of the Rukum District on December 31, reports Republica. The dead has been identified as Kabiram Khatri, 53, a resident of Duli VDC. According to Deputy Superintendent of Police (Rukum) Rajendra Prasad Bhatta, Khatri had gone missing since December 27. “He had been missing for four days and now we have found his dead body near the river,” said Bhatta. NC believes that Khatri was murdered by Maoist cadres in an act of revenge. “Cadres belonging to the two parties had engaged in a brawl during a local fair on December 16 after which both had filed complaints at Rukum District Police Office. Khatri´s death must have been a fall out of that incident," said Man Bahadur Nepali, Rukum District Committee president of NC.

Bhattarai was quoted as saying by the state-owned news agency RSS, "I have my resignation letter in my pocket and I am ready to resign as soon as the parties forge a consensus". He, however, said that his resignation alone would not give an outlet to the country in absence of a consensus among the political parties. Emphasizing on the need of holding elections to the Constituent Assembly (CA) in May after forming a government of national consensus by the second week of January, he urged the parties not to push the country into a quagmire of uncertainty for their petty interest. Bhattarai pointed out the need for a consensus among the parties in arms during and after the 12-point agreement in order to institutionalize the gains of the people's movement.
