The Maoists had called for an indefinite District closure last month as well protesting the killing of the party supporters by Security personnel in a clash at Dudejhari forest area. Five persons including a junior Police officer were killed in Kailali violence on December 4, 2009 after the Police used force to evict the Moaists-backed illegal landless squatters who had transgressed the Dudejhari forest.

The Constitutional Committee under the Constituent Assembly, scheduled to complete its first preliminary draft of the constitution January 3, failed to do so after leaders, including those from big three parties, declined to sign the draft, reports Nepal News. The draft was prepared after finalising the contentious issues through voting some days back. Leaders say alternative views were not incorporated into the draft. However, committee chairman Nilambar Acharya informed the members during its meeting that since the issues were finalised through voting, alternative views cannot be included.

The Unified Communist Party of Nepal-Maoist (Unified CPN Maoist) decided neither to support the seventh amendment bill of the interim constitution tabled by the government nor file an amendment proposal on it. An informal meeting of the party's parliamentary board Sunday decided to stand against the bill saying the bill is meaningless as it does not reinstate defunct Vice President Parmananda Jha. A constitution amendment bill needs a two-third majority to be passed. A two-third majority in the parliament is not possible without the support of the Maoists.

He was reportedly a very close aide of international gangster Dawood Ibrahim and Counterfeit Indian Currency (CFIC) of over INR 2.5 million face values was recovered from his possession. Son of former Nepalese minister Saleem Mian Ansari, Yunus was based in Kathmandu. Nepalese Inspector General of Police Ramesh Thakuri has confirmed the arrest of Yunus. He told Times of India over phone that the network of CFIC will receive a setback after his arrest.

Kantipuronline reports that speaking at the ongoing central committee (CC) meeting at the party headquarters in Koteshwor on January 4, the Unified Communist Party of Nepal-Maoist (Unified CPN-Maoist) CC members said that federalism should be discussed in detail as it is a very sensitive subject. Maoist spokesperson Dinanath Sharma said that the party could rethink its earlier decision to announce the autonomous states by holding discussion with other political parties. “Our party is ready to reconsider about the autonomous states being based on ethnicity, sex, region and geograpghy,” said Sharma.

RJM cadres are staging demonstrations, organising rallies and chanting slogans for annulment of federalism and protection of nationalism in various places including Dipayal, Mahendranagar and Dhangadi. RJM, the only party against federalism in the Constituent Assembly, started shutting various zones and organising marches and rallies from December 27, 2009 calling for the annulment of federalism and protection of national interest. The Maoist leadership agreed on the proposal submitted by committee coordinator and PM Nepal at the meeting of the Special Committee on the Supervision, Integration and Rehabilitation of former Maoist combatants held in Singhadurbar. The prime minister had presented an action plan to settle the protracted issue of army integration on January 5. The victims, along with some others, were returning from a dinner party when the group resorted to fire at them. The deceased Maoist cadres were identified as Dara Yadav and Ramprakash Yadav while the other deceased person has been identified as Ambika Mahato. The Maoist regional secretary Kanhaiya Lal Yadav and Siyaram Kushwaha sustained critical injuries in the incident. Nepal News adds that the attackers were cadres of the Terai Mukti Morcha (TMM). Hours after agreeing to join a high-level political mechanism, which is widely seen as a breakthrough in the efforts to find an outlet to the protracted political impasse, Unified Communist Party of Nepal-Maoist (Unified CPN-Maoist) chairman Pushpa Kamal Dahal aka Prachanda warned that his party would launch 'people's revolt' if the country does not get a new constitution on time and the peace process gets derailed, reports Nepal News. Addressing a programme organised by the local civil society in Biratnagar in the afternoon of January 8, Prachanda said Nepali people would take to the streets if a scenario, which might derail the peace process and scuttle the constitutional-making drive, is created in the country. He added that the parties should be careful not to invite such a scenario. Prachanda also raised objection to Prime Minister Madhav Kumar Nepal's statement on January 7 that the Maoists would face the fate of the Tamil Tigers of Sri Lanka if they continued to engage on violence and intimation. Speaking at the same programme, Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) chairman Jhala Nath Khanal stressed the need for consensus among the parties to write new constitution and conclude the peace process. The NA said that vehicles, brought with Indian support, were empty. Bam Dev Chhetri, Unified CPN-Maoist central committee member and sub-incharge of its Awadh Madhes Rajya Samiti, organised a press conference in Butwal on January 15 and accused the Government of breaching the Comprehensive Peace Agreement by importing the arms. Chhetri said that 30 trucks loaded with INSAS Rifles and bullets, 50 trucks and eight Jeeps with green (allocated for tourism related industry) unmarked number plates, four Mahindra Jeeps, two ambulances, one fire brigade and one crane have entered Nepal through Sunauli border in the night and are kept at the no. 22 Brigade of Nepal Army in Butwal. Army officers said that they received the vehicles from India as part of military aid, but none of them contained guns and bullets. We had already informed the Joint Monitoring Coordination Committee (JMCC) on arms and army about the vehicles, said Major Ashok Gurung of NA's Public Relations Department. United Nations Mission in Nepal (UNMIN) had disqualified 587 Maoist fighters cantoned in the third division camp. Among them, 367 were under 18 years of age and 220 others were recruited after the cut-off date. However, only 258 disqualified fighters were present in farewell function. According to assistant commander of the camp Dipak Chilaune, 329 disqualified combatants were absent as some of them had already left the camp voluntarily and others were on home leave.

Talking to media-persons after a meeting of the cabinet, information minister and Government spokesperson Shankar Pokharel said that the Government is committed to the ongoing peace process. The Constituent Assembly (CA) committee on State restructuring in its draft report recommended for 14 States in federal Nepal where the Terai belt would be divided into two States - Madhesh and Tharuhat. The two ethnic groups were in past against each other - MJF for single province in Terai while the other against it. Kathmandu Post reports that cadres of the Young Communist League (YCL) searched a bus reserved by the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) activists till Jhagajholi Ratamata Village Development committee (VDC), where the regional convention of the party’s Sindhuli Constituency-3 was to be held and detained four activists of the Communist Party of Nepal- Unified Marxist Leninist (CPN-UML), including the party’s central committee member Keshav Devkota, along with arms on January 29. The CPN-UML activists were detained for about three hours before being handed them over to the Police in the presence of media persons. YCL cadres also submitted an M-9 pistol, two swords and six iron rods seized from the CPN-UML activists. The endorsement of the procedure implies that the former Maoist combatants have formally come under the aegis of special committee and the Government. The meeting, however, could not reach conclusion on the leadership of the chain-of-command secretariat, which the committee has already decided to set up. Ram Sharan Mahat, Nepali Congress member in the special committee, said that efforts are still underway to forge consensus on the selection of the unanimous candidate for the secretariat chief.
