Meanwhile, at a meeting of the party politburo held at the party´s head office at Kathmandu on October 2, the Mohan Baidya-led Communist Party Nepal-Maoist (CPN-Maoist-Baidya) appealed to people to boycott the CA poll actively and effectively, arguing that the talk’s option was now over, reports Republica. CPN-Maoist-Baidya Chairman Mohan Baidya said that talks were the first phase and that option was now over. He said the next phase would be that of struggle. He claimed that his party would proclaim the constitution through struggle in the streets. Maya Prasad Sharma an Executive Committee member of CPN-Maoist-Baidya said “First of all, we will request the candidates not to enter the villages to canvass for votes. We will say to them that the scheduled CA poll is not a political solution and will only force the Sikkimization of Nepal. If they ignore our request and use force against us, we will take counter-measures." The leaders stressed the success of the 10-day general strike scheduled by the 33-party alliance. The general strike is scheduled for November 9 to 19 to obstruct the CA poll.

A bandh (shut down) called by the Federal Limbuwan State Council (FLSC) hit hard the normal in nine Districts of the eastern region on October 3 (today), reports The Himalayan Times. The Council has called the bandh as a part of its scheduled protests against the preparations for the forthcoming Constituent Assembly (CA) election. The bandh is enforced in Jhapa, Ilam, Panchthar, Taplejung, Morang, Sunsari, Dhankuta, Sankhuwasabha and Tehrathum Districts. The bandh is likely to disturb the candidates running in the CA election to file their nominations at the District Election Offices. With the effect of the bandh, public transport is halted and vehicles have stayed off the roads. Market places and educational institutions are closed in these Districts.

Meanwhile, more than 5,000 candidates contesting the first-past-the-post (FPTP) election on October 3 filed nominations in all the 240 constituencies, and the process was completed peacefully across the country despite poll disruption threats by CPN-Maoist-Baidya-led 33-party alliance, reports The Himalayan Times. No report of violence or disruption was received from any part of the country, EC stated in a release issued in the evening. Election Commissioner Ila Sharma said the EC had simplified the process of filing nominations for those who were unable to appear in person at the election offices. She said the commission directed its offices in the concerned Districts to allow candidates affected by strike to file their nominations by fax. But they will have to present original documents later.

The country on October 3 immersed in election as leaders from several political parties filed their candidacies across the country with no obstructions from the Mohan Baidya-led Communist Party Nepal-Maoist (CPN-Maoist-Baidya), which has been opposing the election process, reports Republica. The election activities taking place across the country instilled hope that the Constituent Assembly (CA) elections scheduled for November 19 would take place against all odds. As all the 75 District headquarters and other towns saw rallies and mass gatherings at District offices of Election Commission (EC), public skepticism over the possibility of polls has been cleared to some extent.

An eye witness said that two unidentified persons riding on a motorcycle with Indian number plated shot at Alam. He was hit on his head and was rushed to National Medical Collage in Birgunj town of Parsa District. In another incident, CPN-Maoist-Baidya Chairman Mohan Baidya on October 7 said that his party's poll boycott campaign will be peaceful, reports Nepal News. Baidya, however, claimed that keeping a large portion of the comprehensive peace accord (his party) out of election will disrupt the peace process. He said the elections are being held under the instruction of what he termed as the "foreign powers" and urged candidates to withdraw candidacy from the polls. The alliance of 33 smaller parties chaired by Baidya has preferred to stay out of the election process, as the talks with four major parties failed to yield concrete results. The Government and establishment parties stressed that there is no way out to November election and the change of Government, while the 33 parties continued opposing these two provisions, resulting in to the failure of several rounds of the talks.

Meanwhile, a total of 6,343 candidates, which includes 672 women, 1019 independent candidates and one third gender, filed their application on October 7 to contest the first-past-the-post (FPTP) category under the CA election scheduled for November 19, reports Nepal News. The Election Commission said the candidates belonging to 120 political parties applied in the District Election Offices set up in 240 constituencies across the country. Election Commissioner Dolakh Bahadur Gurung said all the election offices have published the names of FPTP candidates and the final list will be published on October 8 (today). As per the election calendar, the candidates filed their application under the FPTP system on October 3. The EC will now publish the final list on October 9 and provide election symbols on October 10. October 8 has been designated for candidates who wish to withdraw their candidacy.

The EC had invited the lowest bidder Jagadamba Press, which quoted the lowest bid at Rs 4.91 per card, to sign a Memorandum of Understanding (MoU) on October 15. The EC’s plan to award the bid after the due process went haywire when some “external forces” pressed the secretariat of the EC to award another bidder, Sama Printers that ranked fifth in the financial evaluation. Sama Printers proposed to print an ID card at the rate of Rs. 8.40, while Jagadamba Press proposed to print for less than half the price (Rs 4.91). The other bidders are Silmo, which proposed to print the cards at the rate of Rs 6.1, Omni (Rs 7.40), Arol (Rs 7.48), and Saugal Trading (Rs 9.23). A source at the EC said “We had to drop the entire project of printing voter ID cards as we could not go against the procurement law and award other than the top ranked bidder. Now, the EC is not in position to print and distribute the voter ID cards. Instead invitation letters will be distributed to all the voters, requesting them to participate in the elections.” EC sources also said they had to cancel the voter ID plan, considering serious consequences in the event biometric details of 12.3 million voters were to be provided to a printing press which was not the best in the technical and financial evaluation.
