With a view to ensuring elections by the end of May, major opposition parties, the Nepali Congress (NC) and the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), have decided on February 10 to remain open to all options, including the formation of a chief justice-led election Government, reports Kantipuronline.com. The two parties also decided to ask Maoist Chairman Pushpa Kamal Dahal aka Prachanda and Prime Minister Baburam Bhattarai to come up with a concrete proposal of Government formation. For that, they decided to hold ‘decisive talks’ with the ruling Unified Communist Party of Nepal-Maoist (UCPN-M) on February 11 (today). Opposition party leaders, however, did not say what they meant by ‘decisive talks,’ a phrase used by them very often in the past. The two-party meeting ‘deliberately’ did not take any official position on the Maoist party’s fresh proposal to form an election government led by the sitting chief justice.

A meeting of the top leaders of four major parties on February 12 could not reach any agreement on the formation of the election Government, reports Nepalnews.com. The opposition parties, Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), have toughened their stance, saying that forming a Government headed by the sitting Chief Justice Khil Raj Regmi will not bode well with the concept of separation of power. NC and CPN-UML negotiators argued that making the same person as the chief of both the executive and the judiciary will be against the fundamental principles of separation of powers. Opposition parties instead suggested that they could accept Regmi as the new Prime Minister if he resigns as the Chief Justice.

Odds are stacking against the possibility of forming an election Government under Chief Justice Khil Raj Regmi with 21 fringe parties on February 20 opposing the move of the big four parties, reports The Himalayan Times. Twenty-one fringe parties held a meeting at the International Convention Centre and passed a three-point resolution saying that they would not support formation of any new Government that challenges the principle of separation of powers. The first reason is that leaders of the four are divided over certain issues and 21 fringe parties that represented in the erstwhile Constituent Assembly (CA) plus seven other political parties have protested the idea of an election Government. These parties have asked the stakeholders to seek resolution of current problems with the consent of all the parties that represented in the dissolved CA. The third demand of these parties is that there should be a package deal on election-related issues.
