India and Nepal on June 1 agreed to exchange information to combat terrorism and curb criminal activities like human and drug trafficking and smuggling of Fake Indian Currency Note (FICN) across their open border, reports The Times of India. During the annual Home Secretary-level talks between Home Secretary R.K. Singh and Nepalese counterpart Navin Kumar Ghimire held in Kathmandu (Capital of Nepal) both sides agreed to increase vigilance and cooperation in border areas. Both parties agreed to renovate and reconstruct dilapidated border pillars and to strengthen capacity of Armed Police Force of Nepal and to expand India's Seema Surakshya Bal (SSB) to curb cross-border criminal activities.

A meeting of the eight-member taskforce that is entrusted with the responsibility of offering suggestions to the High Level Political Committee (HLPC) on June 2 agreed on the proposal to downsize the 601-member Constituent Assembly (CA) to 491 members, Myrepublica reports. Taskforce member Agni Kharel of Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) said, "As per today’s agreement the proposal to downsize the CA will be retained because we at today´s [June 2] meeting have reached an understanding to find solutions without making any changes to the 11-point political agreement and the 25-point understanding [both deals reached on March 13] on removing constitutional difficulties.” As per the agreement, 240 members will be elected directly from electoral constituencies, other 240 will be nominated under the proportional representation system and the remaining 11 members will be appointed by the government.

The Unified Communist Party of Nepal-Maoist (UCPN-M) is unlikely to compromise on its opposition to the proposal barring candidates with criminal backgrounds in the upcoming election, reports Myrepublica. The Maoists argued that this is something that relates to the Truth and Reconciliation Commission and can affect the whole peace process. As no Maoist leader would be safe if the provision is implemented, the possibility of the Maoists compromising on this issue is very slim. The Election Commission (EC) proposed that persons convicted for criminal offenses or accused of moral turpitude should be barred from filing candidacy and allowed to contest elections only six years after completing their sentences handed down by courts of law or other judicial authorities.

Accusing the present Government of diluting political agendas, the Federal Democratic Forum (FDF), an alliance of two Madheshi and five Janajati parties, has threatened to take to the streets, if their concerns are not addressed within a week, MyRepublica reported on June 6. Chairman of Madhesi People’s Rights Forum (MPRF) Upendra Yadav said, “If the Interim Election Council addresses our concerns within the given deadline, it will create environment conducive to polls. If it fails to do so, we will announce breakdown of talks with the present government and take to the streets.” The alliance has also demanded resignation of Khil Raj Regmi, the Chairman of Interim Election Council, from the post of Chief Justice saying that a single person cannot hold the posts both as the head of the government and the judiciary as it is against the democratic norms and values, principle of separation for powers and constitutional checks and balances.

Further, Presenting a report at the Central Committee (CC) meeting on party’s production, construction and management policy adopted by Hetauda convention in Makwanpur District, UCPN-M Chairman Pushpa Kamal Dahal aka Prachanda told his party leaders on June 9 that NC President Sushil Koirala’s demand for the resignation of Chairman of Council of Ministers Khil Raj Regmi from the post of Chief Justice was a ploy to sabotage fresh CA elections, reports The Himalayan Times. Dahal said Koirala had signed the agreement letter along with three other leaders from the four forces that mandated formation of a new government under the chief justice and the NC president should stick to that commitment.

While the Government brought to an end the dispute over contentious provisions in a poll ordinance, it also formed a Constituency Delimitation Commission (CDC). The ordinance formulated to amend the Constituent Assembly Member Act-2008, has been forwarded to the President for promulgation after the threshold for securing seats under the proportional representation system was removed. The major parties were at loggerheads over the one percent threshold that the Election Commission (EC) had set. According to EC officials, the constitutional body has already set out work procedures to check the authenticity of voter signatures submitted by the new political parties which were not represented in the former CA. Political parties that had sent elected representatives to the then CA must submit their respective manifestos, statutes, regulations, flags and election symbols, among other things, while each of the new political parties must also submit the signatures of 10,000 voters in order to be registered at the EC. Likewise, political parties represented in the former CA should submit a letter from the Parliament Secretariat as evidence of their representation. As per the work procedures, the EC will check the authenticity of 200 voter signatures selected randomly. Similarly, registration of political parties for election is set to be completed by the first week of August while voters will have until second week of July to register their names in the voters’ list. Dissatisfied with the Government plan to mobilize temporary Police personnel during the upcoming Constituent Assembly (CA) elections, multiple options have been floated by the Election Commission (EC) for security arrangements, reports Kantipuronline.com. Chief Election Commissioner Neel Kantha Upety wants an All-Party Mechanism (APM) instead of temporary Police, while other commissioners are for mobilising the entire Armed Police Force (APF) personnel and handing over the responsibility of the paramilitary force to the Nepal Army during the elections. An election security committee headed by Commissioner Dolakh Bahadur Gurung had already rejected a Government plan to recruit temporary Police personnel for security during the elections citing their bad records in the previous CA elections. The EC is planning to establish around 18,000 polling booths across the country for the elections. Generally, a booth requires minimum five Police personnel to safeguard ballot boxes and provide security to voters. The EC is estimating that at least 100,000 security personnel are required to guard 18,000 polling booths. The Nepal Police, which has a capacity of 67,181 personnel, can deploy a maximum number of 52,000 staffers for the elections as the rest of them should be mobilised for official purposes.

Unveiling the Government's 100-day progress report in Singha Durbar, Kathmandu Minister for Information and Communications Madhav Prasad Poudel said election date has been announced and preparations for the second CA poll have gained momentum in the 100 days. CDC member Netra Dhital told after the swearing-in ceremony that since the delineation of constituencies would be guided by Articles 154 and 63 of the Interim Constitution he did not anticipate it to be a difficult task but the political leaders think otherwise. Article 154 of the constitution stipulates that the number of constituencies that were there in a District in 1999 elections cannot be reduced but may be increased on the basis of the increase in population of that District, whereas Article 63 states that constituencies will increase in Madhesh on the basis of population percentage. Another CDC member Raju Man Singh Malla said the body would consult technocrats, population experts, geographers, surveyors, political parties, legal experts and Government and Non-Government agencies, including the Ministry of Law and Justice.

Claiming that the party had captured the land during the insurgency period in 2003, party cadres along with tillers led by Rupandehi Unit Committee Chief Sharad Oli, hoisted the party flag on the land.
