A majority of Mohan Baidya-led Communist Party Nepal-Maoist (CPN-Maoist-Baidya) central members who spoke on July 1, the third day of the party’s ongoing Central Committee (CC) meeting, suggested that the party should be ready to take any initiative to foil the CA poll scheduled for November 19, reports The Himalayan Times. The CC members speaking at the meeting, which kicked off here on June 29, urged the party leadership to take a harsh move to boycott the election and turn the environment against elections. According to CPN-Maoist-Baidya spokesperson Pampha Bhusal, a total of 40 leaders who aired their views stressed that the polls must be boycotted at any cost. More than 100 CC members have registered their names to air their views on the political and organisational papers presented by party Chairman Mohan Baidhya and General Secretary Ram Bahadur Thapa.

The Constituency Delimitation Commission (CDC) on July 1 held an interaction with representatives of 17 political parties represented in the previous Constituent Assembly (CA) to delimit 240 constituencies, reports Nepalnews.com. Majority of the participants of the interaction emphasized that the CDC should be able to come up with scientific delimitation of the constituencies based on population. The CDC, which started its works nearly two weeks after it was formed on June 13, is scheduled to consult the experts on July 3. The commission, which is given one month deadline, will have to delimit 240 constituencies based on population.

Addressing an interaction program at EC office in Kathmandu, Chief Election Commissioner Neel Kantha Uprety said, "We wish to conduct the election on November 19 in a free, independent and impartial manner. The EC is fully concentrated on the same." Uprety said that more than 200,000 employees including security personnel are to be mobilized for the elections, and a training module has already been developed for the employees to be mobilized during the elections. The training for the staffs to be mobilized during the election s will begin soon, he added.

12 armed Tarai outfits have announced their unification and have come up with an agenda to foil the upcoming Constituent Assembly (CA) elections, reports Kantipuronline on July 3. A weeklong meeting held among the armed groups in an undisclosed place decided the unification. But an outfit led by Jai Krishna Goit refused to be merged with the new front despite attending the gathering. According to Rajan Mukti, the chairman Janatantrik Tarai Mukti Morcha (JTMM), the meeting decided to name the united front as the JTMM and he has been appointed as its chairman. The meeting also passed the eight-point course of action which is aimed at disrupting the CA polls slated for November 19 among others.

CPN-Maoist-Baidya, which leads an alliance of small parties opposing November polls, decided on July 2 to boycott the election “strongly and actively”, even mobilizing party activists for the same, reports Nepal News. The meeting of the party’s Central Committee (CC) that concluded in Pokhara of Kaski District reached to a decision to this effect. The meeting also decided to deploy “teams” led by the party’s central advisors and central members in each constituency with the objective of “effectively” boycotting the election. Chairman of the Interim Election Government Khil Raj Regmi on July 3 (today) briefed Unified Communist Party of Nepal-Maoist (UCPN-M) Chairman Pushpa Kamal Dahal aka Prachanda that the Government has completed preparations for the November 19 elections, reports The Himalayan Times. Regmi informed him about the completion of the poll preparations from the Government’s side and asked Dahal to bring all disgruntled forces, particularly the Mohan Baidya-led Communist Party Nepal-Maoist (CPN-Maoist-Baidya), on board the election process. 1352 former Maoist combatants have completed the army training as part of their integration into the Nepal Army, reports Nepalnews.com. The combatants, who have completed seven-month training, are being sent to their respective duty stations from July 5. They have been inducted into different ranks below officer. Those who are to get positions higher than the soldier (the lowest post) will be provided with bridge courses designed for the respective posts. The 70 ex-combatants who are to get officer posts including one Colonel and two Lieutenant Colonels will complete the training after two months. As per the modality devised by the Nepal Army, those getting senior posts will go through series of bridging courses before getting gradually promoted. Initially, 1460 Maoist combatants had joined the army training along with 71 selected for officer posts. One trainee officer and 37 others had opted out of the integration process.

Responding to the decision of the High Level Political Committee (HLPC) meeting on July 6 to hold a roundtable political conference as demanded by the agitating parties, the Mohan Baidya-led Communist Party Nepal-Maoist (CPN-Maoist-Baidya) on July 7 said that it would not participate in the Constituent Assembly (CA) election unless the 11-point deal and 25-point ordinance on removing constitutional difficulties are scrapped, reports Myrepublica.com. The poll-opposing Mohan Baidya-led Communist Party Nepal-Maoist (CPN-Maoist-Baidya) on July 6 (today) has set forth new conditions for consensus during a high-level meeting with Nepali Congress (NC), indicating that Baidya and his party are still maintaining their difficult stance about the elections. During talks with the NC vice president Ram Chandra Poudel and others held at the CPN-Maoist-Baidya's office in Buddha Nagar, Kathmandu, the Maoist leaders put forth basically three conditions. First condition was: what Baidya's party calls it as the "remaining 10 percent work" of the first Constituent Assembly (CA), should be accomplished by all parties now. Second was about the Presidential Decree of March 14, on the basis of which the non-political Government of sitting Chief Justice Khil Raj Regmi was formed. They wanted the Decree to be reviewed and the Government to be substituted with a political one. Their third condition was related to election: the Maoist wanted to postpone the already-declared November 19 elections by three-four months so that, what they dub it as the "course-corrective measure" could be applied without rush. Dev Gurung, the CPN-Maoist's general secretary said "If our conditions are not acceptable to other parties, we can't take part in the elections."

The Sentinel reports that in a memorandum submitted to Assam Governor JB Patnaik on July 8, the Bodoland Territorial Council (BTC) Birodhi Gana Aikya Moncha placed the demand for exclusion of non–Bodo villages from the BTC area so that there could be no conflict between Bodos and non–Bodos. ‘‘We want to reiterate that the BTAD (Bodoland Territorial Autonomous District) under the Sixth Schedule of the Constitution will not solve the problems (in the BTAD). Rather, it will create more and more problems which will bring about destructive consequences to the interests of all the ethnicities living there... Hundreds of non–Bodo villages have been knocking the doors of the Gauhati High Court, praying for their exclusion from the BTC area... The High Court also accepted their objection and directed the Government of Assam for their redress. Subsequently, the Chief Secretary stated to the High Court explaining that the Governor was entitled to deal with the problems of non–Bodos in the BTAD who constitute around 75 per cent of the total population of the region,’’ the memorandum stated. The memorandum requested the Governor to review the BTC Accord and to call a round–table conference of all the ethnic representatives ‘‘to find out the problems of ethnic autonomy’’. Leaders from all the parties other than the CPN-Maoist-Baidya shunned the meeting to express their strong disapproval of the Maoist party’s move to form a talk’s team to negotiate with the Government and the High Level Political Committee (HLPC). Mani Thapa, chief of the Revolutionary Communist Party of Nepal, a member party of the alliance, told, “We didn´t attend the meeting called for today [July 10] because the CPN-Maoist formed the talks team without holding any discussion with other parties in the alliance. The HLPC on July 18 formed an eight-member committee to find a way to resolve the complications facing the Constituency Delineation Commission (CDC), reports Nepalnews.com. The committee has been asked to come up with recommendations within three days. The CDC has asked the Government and the four parties for help after it failed to delineate the election constituencies in the one-month deadline given to it, citing constitutional complexities. The commission members have said that the constitutional provision to have 240 constituencies for first-past-the-post elections contradicts with its mandate to delineate the constituencies based on the latest census. According to them, a few constituencies will have to be added in Terai region given the increase in population, but the existing constitutional provisions do not allow this.

In the first formal talks with HLPC, the Front put forth its 13-point demand, including resignation of Chairman of Council of Ministers Khil Raj Regmi as chief justice. Other major demands of the front include — retaining previous provision of the 58 per cent seats for proportional representation, scrapping HLPC as it could adversely influence the CA polls, setting principles of the new constitution before polls, retaining the voters’ list of 2008 CA polls, providing voting chance to all Nepali citizens living abroad in the polls and making corrections in the 25-point decree of President Ram Baran Yadav. The UCPN-M and the UDMF want to increase the seats under Proportional Representation system (to between 55 and 58 per cent), as well as the strength of 491-member CA. The NC and the CPN-UML believe that backtracking from March 13 pact and the presidential decree will lead to a stalemate that will lead to the deferring of CA elections. However, both sides are firm on November 19 polls.
