A bomb went off at the Nepali Congress (NC) party office in the Siraha District headquarters on August 1, reports Kantipuronline.com. The blast caused minor damages to the office. Eastern Militia Commander of the Janatantrik Tarai Mukti Morcha, Jaya Mukti, phoned media persons and owned up the incident. The bomb has been detonated at the NC party office since the hill-dominated regime including some Madhes-centric parties were exploiting the Madhes and the Madhesi people by entrenching their presence in the Madhes, Mukti said on the phone about the reason behind the attack.

The Election Commission (EC) unveiled its two-month long election schedule on August 1, according to which political parties can nominate their candidates contesting the November 19 CA elections under the proportional representation (PR) system on September 23 and first-past-the-post (FPTP) on September 26, reports Nepalnews.com. According to the two-month long election program for PR system, the EC will publish name list of parties contesting PR election on September 24. Parties can withdraw their nominations, if they so wish, on September 25. On September 26, the final list of parties contesting under PR sytem will be made public. Parties can submit the closed lists of their candidates on September 27 and amended closed lists on October 5. Similarly, the EC has set October 18 as the date for challenging eligibility of candidates while final decision on their eligibility will be taken on October 25.

He emphasized that the electoral process should go unobstructed and said the High Level Political Committee (HLPC) of Nepal will be able to bring all other political parties in electoral process. The proposed strength is only 15 less than the previous CA. The Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), however, have expressed reservations against the proposal, stating that it would hamper the November 19 polls, as it requires backtracking from the March 13 agreement and issuance of the presidential decree again to adjust the changes.

SLMM agreed to overtures made by major parties to participate in Constituent Assembly (CA) elections scheduled for November 19 following a 6-point agreement between the High Level Political Committee (HLPC) and SLMM. As per the 6-point agreement, the key constituents of HLPC will be increased by including SLMM and other major parties that have agreed to participate in the upcoming elections, Election Commission (EC) would be requested to provide window period of two more weeks for registration of voter registration, and 42 percent seats would be allotted for direct and 58 percent seats will be allotted for proportional electoral system respectively. As per the agreement, the CA will have 585 seats with 240 seats under direct electoral system and 335 seats under proportional electoral system while 10 seats will be fulfilled through recommendations.

The EC had given a week-long additional period for registering names on the biometric voter's list to those voters who missed earlier deadline. Earlier, the EC had collected the voter's name list until mid-July. The drive was launched to replace the old voter identity cards with new ones having photographs of voters and their biometric details. The EC has so far registered 12.3 million voters from among the estimated 15.4 million eligible citizens, while over 100,000 more voters are expected to be added in the list after the reopened week-long registration drive. Out of 19,602 verified Maoist combatants who opted for rehabilitation packages, around 14,000 chose voluntary retirement and went away with cash packages. Altogether 1,444 former Maoist combatants participated in the training, including 71 training for officer level ranks and the remaining 1,373 for other ranks.
