The main opposition party, Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), obstructed parliament proceedings on December 1, to protest against the Constitution amendment bill that proposed changes in provincial boundaries and other provisions, reports My Republica. The Government registered a bill that proposes shifting some Districts from Province 5 to Province 4 and making changes to the provisions relating to citizenship, language of official business and representation in the National Assembly. The Government however is yet to table the bill in the House meeting for deliberations. Speaker Onsari Gharti couldn't introduce any agenda items in the House meeting as no sooner she announced the commencement of the meeting than CPN-UML lawmakers stood up from their seats. CPN-UML leader Bamdev Gautam addressed the parliament to obstruct the House proceedings to stop the bill from getting endorsed. "The government has flouted the constitution while bringing this amendment bill in parliament. This bill shouldn't have been brought here because this transitional parliament has no right to make changes to provincial boundaries," said Gautam. "The prime minister either doesn't understand the constitution or has deliberately flouted it." Gautam claimed that the proposal to change the provincial boundaries was brought against the wish of the people from that province and to "please someone else". "We decided to adopt federalism in a model under which people from the Tarai, hills and the mountains stay together," he said. "But the bill has come as a plot to separate the three regions and create conflict between them." Three small parties -- CPN (ML), Nepal Workers and Peasants Party and Rastriya Janamorcha - have also stood against the bill.Meanwhile, the CPN-UML Central Secretariat meeting on December 1, concluded that the Constitution amendment bill that the Government had moved in the Parliament was anti-national, reports The Himalayan Times. According to the party’s press release, the meeting demanded that the Government immediately withdraw the bill, which had been registered in violation of the Constitution and had created division among the people. The party expressed support for the agitation launched by the people of Province 5 and urged all to expand and intensify the current agitation to the entire nation. The CPN-UML also urged agitators to protect private and public property and maintain communal harmony.

Opposition parties obstructed the second successive meeting of the parliament on December 2, demanding withdrawal of the Constitution amendment bill registered by the Government in the parliament, reports My Republica. Lawmakers from Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), Communist Party of Nepal (Marxist Leninist) CPN (ML), Rastriya Janamorcha and Nepal Workers and Peasants Party (NWPP) opposed the amendment bill by standing from their seats subsequently after the commencement of the House meeting. Stating that Government's amendment bill has flouted the constitution and sparked divisions among the people, opposition parties stuck to their demand of withdrawal of the amendment bill. “The amendment bill has only invited dispute and divisions among the people. The government should rescue the country from division by withdrawing the amendment proposal,” CPN (ML) General Secretary C P Mainali said while addressing the House meeting after speaker Onsari Gharti allowed the opposition to put forth their demands. In their protest against the Constitution amendment bill that proposes shifting some Districts from Province 5 to Province 4 and making changes to the provisions relating to citizenship, language of official business and representation in the National Assembly, opposition parties have resorted to House obstruction.Meanwhile, the All Nepal National Free Students Union (ANNFSU), close to opposition party CPN-UML, also demonstrated against the registered Constitution amendment bill, reports My Republica on December 2. They urged the Government to withdraw the bill saying that the bill is against the national sovereignty and public interest. The union has protested and called the transport strike in front of almost all Government campuses across the country, said ANNFSU secretary RC Lamichhane.

Rastriya Prajatantra Party (RPP) Chairperson Kamal Thapa said that RPP will present amendment proposal to the second Constitution amendment bill registered at the Parliament Secretariat on November 29 to press for reinstatement of Nepal as a Hindu nation, reports My Republica. Speaking at the press conference organized by Media Nepal in Chitwan on December 2, the RPP Chair shared that his party will hold discussion with all other parties before floating the proposal in parliament during the deliberation on the newly registered bill. Expressing his displeasure over the Government's on November 29 move, Thapa reaffirmed his party's ideals, saying that although RPP wanted to propose for the reinstatement of Hindu nation, the bill was registered without consulting with them. According to him, the meeting of RPP's central committee would take official decisions on the registration of the bill tomorrow (December 3, today).

The youth and students called an indefinite strike in Palpa in protest at the decision to shift the District to Province no 4 from December 2, reports The Himalayan Times. Joint Youth, Tarun and Student Agitation Committee, Palpa said it would not recognise the Government’s decision to split Province no 5 through Constitution amendment. The agitators held strike till 5 pm on December 1, against the decision to shift hilly Districts of Palpa, Gulmi, Arghakhanchi, Pyuthan, Rukum and Rolpa from Tarai. The draft of the amendment proposal, which the Government registered at the Parliament Secretariat on November 29, proposes for shifting Palpa, Gulmi, Arghakhanchi, Rolpa and Rukum Districts to Province no 4.

Despite the tall promise that the Government to resolve the remaining issues of the peace process, it has failed to introduce the Truth and Reconciliation Commission (TRC) Act amendment bill in the Parliament to facilitate the process of resolving insurgency-era rights violation cases, reports The Himalayan Times on December 4. Resolving outstanding transitional justice issues through the TRC was one of his top priorities when Prime Minister (PM) Pushpa Kamal Dahal was sworn in August.The Government had prepared a preliminary draft of the bill, but multiple stakeholders, including some ruling parties and the TRC itself were said to have reservations.Attorney General Raman Kumar Shrestha accepted that the Government couldn’t push the bill forward due to the ‘interests of various groups’, who, according to him, ‘don’t want to see an end to the protracted political transition in Nepal.“There are such forces as political parties, civil society, the court, and so-called intellectuals, who don’t want war-era cases to be resolved,” Attorney General Shrestha said.Shrestha further said he had prepared the draft bill two-and-a- half months ago and shared it with relevant stakeholders, including the Office of the Prime Minister; the Supreme Court; the Ministry of Peace and Reconstruction; and the Ministry of Law, Justice and Parliamentary Affairs. “We revised the draft after taking feedback from the stakeholders, but nothing came of it,” Shrestha added.

The Saptari District Police Office on December 3, arrested two persons, identified as Nathuni Yadav (50) and Bhawani Prasad Argariya (30) of Siraha, for their alleged involvement in installing explosives at the District Administrative Office (DAO), around a week ago, reports The Himalayan Times. According to Deputy Superintendent of Police (DSP) Dan Bahadur Karki, the duo was arrested from Melath-5 of Saptari District on December 3.The investigation has confirmed their involvement in the case and necessary investigation is being carried out, Police said.On November 27, Police had found a pressure cooker bomb in front of the DAO.It has been learnt that the explosives were planted by the Jaya Krishna Goita-led JanatantrikTaraiMuktiMorcha-Krantikari (JTMM-K).

Naya Shakti Party (NSP) Nepal Coordinator Baburam Bhattarai has claimed that the Constitution amendment motion recently tabled by the Government before the parliament is incomplete, reports My Republica on December 5.Addressing a political training and party entry program organized by NSN's Interim District Council in Kapilvastu on December 5, Coordinator Bhattarai said they have made their stance clear on demarcating two provinces in Tarai on five bases of identity and four bases of capability. Bhattarai further spoke of the importance of Constitution amendment for safeguarding and implementing the Constitution. A meeting of the party's central executive committee, on December 5, concluded that some of the provisions of the bill are against national interest. "The changes made in the provincial delineation are mostly against national interest. Speaking at a function organized to lay the foundation stone for bridge over the Rapti River in Sisahaniya Village Development Committee (VDC) in Dang Deokhuri District on December 7, Prime Minister Dahal claimed that the bill was brought to create environment for the implementation of the Constitution and would not be withdrawn as long as he remains the PM. However, Dahal opined that changes can be made to the bill to address the grievances of the stakeholders. During the meeting of the chiefs of the three major parties at the Prime Minister (PM)’s official residence in Baluwatar in Kathmandu on December 13, NC President Sher Bahadur Deuba had floated the proposal. CPN-UML Chairman KP Sharma Oli and PM and CPN-Maoist Center Chairman Pushpa Kamal Dahal agreed to the proposal, according to a source. “If possible, let’s opt for the local elections under new structures. UML (CPN-UML) is ready for the polls even under the existing structures,” said the source quoting Oli. The source added that PM Dahal also agreed to the proposal as he is under pressure from the main opposition party to hold the polls at the soonest and disputes on the local-level restructuring. “Local unit restructuring is yet to complete in different districts. In such a condition, we should opt for the polls under the existing structures,” said Deuba at the meeting. Government on December 14 registered two election related bills - Bill on Local Level Elections and Bill to amend and Integrate Prevailing Law on Election Offences and Punishment at the Legislature Parliament Secretariat, proposing an increase in punishment for poll related offences, reports The Himalayan Times. Three election related bills Bill to Amend and Integrate Laws related to Functions, Duties and Powers of Election Commission, Bill to Amend and Integrate Laws related to Voters’ List and Bill to Amend and Integrate Laws related to Political Parties are already under consideration after the government tabled them in the Parliament on October 4. Government is yet to introduce three other election bills related to state assembly, national assembly and House of Representatives. Speaker Onsari Gharti Magar while receiving a delegation from the Reporters’ Club Nepal in Kathmandu on December 29 gave ultimatum find a consensus in order to end the ongoing Parliament obstruction within three days, reports The Himalayan Times. “The parties have informed me that they are close to consensus. I have given them a time of three days so that they can have more serious discussions,” she said. The Speaker also warned that the Parliament would follow set procedures to resume its business if the parties failed to clear the way.

Deputy Prime Minister Bimalendra Nidhi on December 30 said that the Government will not withdraw the constitution amendment bill, reports Republica. He said so at a time when the main opposition party Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) is piling pressure on the Government to withdraw the constitution bill. “The UML stance on the constitution amendment bill is against the democracy, parliamentary system and constitutional norms. I would like to urge UML to back down from its stance,” said Nidhi. He further stressed on the need to hold all the three polls – local, provincial and federal – by December 17, 2017, saying that the polls could not be conducted in hilly and mountainous regions due to severe cold.

Kiranti National Mukti Morcha (KNMM) affiliated to the Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) on December 30 warned of launching a rebellion if the mother party abandoned its agenda of establishing identity-based autonomous province, reports The Himalayan Times. Morcha Coordinator Durga Rai said “If the election is held under the existing structure, we will launch stern agitation. The polls held under the existing structure will not be acceptable to us at any cost.” KNMM was formed after merger between Khambuwan National Morcha (KNM) and Limbuwan Mukti Morcha (LMM) in 2003.
