Sadbhawana Party (SP) Chairperson Rajendra Mahato on August 1 said that United Democratic Madhesi Front (UDMF) is ready to lend external support to the upcoming Government led by Communist Party of Nepal-Maoist Centre (CPN-Maoist Center)Chairman Pushpa Kamal Dahal provided there is a written agreement to fulfill its twin conditions, reports The Himalayan Times. The SP chief sought martyrs’ status for those deceased during the Madhes agitation, free treatment for the injured, withdrawal of ‘fake’ cases, as well as formation of a judicial commission and waiver of interest on bank loans for businesspersons and entrepreneurs for the months-long agitation. “The aforementioned is our first condition. Along with this, if the concerned parties make a written pledge to forward a proposal for amendment of the statute to address our demands regarding review of provincial boundary, citizenship issues and the agenda of representation, we can think of supporting the government, albeit from outside,” said Mahato.

However, the agreement could not be signed formally. Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) Chairman Pushpa Kamal Dahal was elected as the new Prime Minister of Nepal on August 3, reports The Himalayan Times. Speaker Onsari Gharti Magar announced that Dahal was elected the Prime Minister as he garnered more votes than 50 per cent of current strength of the Parliament. While total 573 lawmakers had cast their votes in the poll, 363 were for Dahal, according to Speaker Gharti. Dahal was backed by the largest party in the House, Nepali Congress (NC), constituents of the United Democratic Madhesi Front (UDMF) and the Federal Alliance and some other fringe parties. Total 210 lawmakers including those of Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) and Rastriya Prajatantra Party-Nepal (RPP-N) had cast votes against the Maoist leader.

A cabinet meeting held at Singha Durbar in Kathmandu decided to direct the Ministry of Home Affairs to provide the compensation amount within a week. Deputy Prime Minister and Finance Minister Krishna Bahadur Mahara said that the agitating Madhes-based political parties will cooperate with the District authorities in identifying the individuals killed during the protests and provide compensation to their families within a week.

United Democratic Madhesi Front (UDMF) wants the Government to table a constitution amendment bill within two months, reports The Himalayan Times on August 6. Tarai Madhes Democratic Party (TMDP) Spokesperson Sarvendranath Shukla said that UDMF could discuss its participation in the Cabinet if a bill to amend the constitution was tabled in Parliament in the next two months, but delay would dampen the front’s chance of joining the Government. Prime Minister Pushpa Kamal Dahal at a meeting of the Chief Secretary, the Secretaries of all the Ministries and other top officials held at the at Singha Durbar on August 7 urged top Government officials to work as per policy of ‘forgive and forget’ dealing with cases from the decade-long Maoist insurgency, reports Republica. He said “The very spirit of the Comprehensive Peace Accord (CPA) 2006 and the entire peace process that we have adopted is to forget and forgive. But we have also agreed to find the truth and investigate cases of serious human rights violation from the conflict period. "We are yet to discuss the constitution amendment issue formally but the prime minister has proposed forming a taskforce to make common understanding within the coalition of NC, Maoist Center and Madhesbased parties," said Sharbendra Nath Shukla, the spokesperson of TaraiMadhes Democratic Party (TMDP). Sadbhavana Party (SP) General Secretary Manish Suman said that the taskforce if formed will focus on seeking amendment to the provisions of federalism, language, citizenship, judiciary, proportional inclusion, formation of upper house, determination of electoral constituencies on the basis of population and preamble.

Truth and Reconciliation Commission (TRC) Chairman Surya Kiran Gurung said that hundreds of conflict-era cases are likely to be shelved without conducting any inquiry, reports The Himalayan Times on August 11. He said that the TRC has finalized a procedure to select war-era cases that can be put on hold on several grounds, including lack of evidences and inadequate details. Many serious rights violation complaints are unlikely to be examined, as the guideline states that the cases of rights violation within Maoist groups or Government-Security Forces won’t be considered for investigation. Likewise, cases that occurred before the beginning of Maoist insurgency on February 14, 1996, and after the conflict ended with the signing of the Comprehensive Peace Agreement (CPA) on November 21, 2006, won’t be inquired. Even insurgency-era cases won’t be examined if these were not directly related to clashes between Maoist insurgents and Security Forces. Over 55,000 complaints about human rights violations during the Maoist insurgency have been lodged at the TRC that is categorizing which cases should be investigated and which should be disposed of.
