Thakur said "The government has been behaving in the same manner as it did during the protests. Unified Communist Party of Nepal-Maoist (UCPN-M) former politburo member Hemanta Prakash Oli organizing a press meet at Ghorahi of Dang District on April 2 announced the formation of a new party accusing the Maoist leadership of reversing from the agenda of revolution, reports Republica. Oli argued that he was compelled to announce the formation of a new party to head the revolutionary forces as the UCPN-M deceived them by leaving the agenda of revolution in the middle. He declared the formation of a new party called Communist Nucleus Center Nepal with an 11-member central committee. The committee comprises Bikash Sharma, Dr Rhishiraj Baral, Ramesh Pun, Bimarsha Sharma, Sher Kumar Khadka, Mana Prasad Shrestha, Tirtha Oli and Dhan Bahadur Oli.

Ashok Kumar Rai, Parliamentary Party leader of the Federal Socialist Forum-Nepal (FSF-N), a constituent of United Democratic Madhesi Front (UDMF), said that launching another movement had become a compulsion for UDMF as the Government had been indifferent to the front’s demands, reports The Himalayan Times on April 7. He said senior leaders of the party were travelling to major cities of the country to prepare the lower chapters of the party for the next movement. He said the senior leaders would complete the campaign by mid-April, when the ultimatum served to the government to address UDMF’s demands would end.

Minister Sapkota was on a visit to Gaur town to monitor the ongoing conservation works done by Nepal Army around Barhawa Lake, which falls in the jurisdiction of President Chure Conservation Programme. The Commission of Investigation on Enforced Disappeared Persons (CIEDP) has started collecting complaints from the conflict-era victims from April 14, reports The Himalayan Times. As many as 4,000 forms have been circulated in all 75 Districts, where victims of the disappearance incidents that occurred during the decade-long Maoist insurgency can lodge complaints. The District Peace Committees based in District Headquarters are instructed to distribute the forms among the victims get them filled. CIEDP has encouraged all people who had disappeared for at least 30 days during the insurgency to fill and submit the forms to be eligible for compensation. Over 1,300 people had disappeared during the Maoist insurgency between February 1996 and November 2006.

A group of Federal Alliance leaders accompanied by some central leaders went to Kathmandu District Administration to submit the memorandum. The alliance said identity-based federalism could only resolve the current political problems and implementation of past pacts signed with various stakeholders could alone ensure identity-based federalism. Even though the Truth and Reconciliation Commission (TRC) and the Commission of Investigation on Enforced Disappeared Persons (CIEDP) had recommended the Government to bring a law to criminalize torture, the Government has not amended and enacted new laws required for the effective functioning of these bodies, reports The Himalayan Times. The bodies also sought amendments in their own Act to define some crimes, and to scrap the statute of limitation for rape, especially for the incidents of rape that were committed during the decade-long Maoist insurgency, that ended in November 2006. However, the Government has not done its bit to criminalize torture and scrap the statute of limitation for filing charges of rape.

The President said “Although everyone is not satisfied, the statute ratified by a majority of lawmakers in the Constituent Assembly has addressed the concerns of all groups and communities. The charter has addressed the fundamental concerns of all ethnic, religious and indigenous communities. Some disputed issues would be addressed over time. Agitation and shutdowns are not a solution to the problem. All disputes and grievances can be addressed through talks.” She also urged the agitating Madhesbased parties to come forward for talks to end the current deadlock.
