After members of the Local Body Restructuring Commission (LBRC) formed to fix the number and boundaries of local units accused the political parties of trying to interfere with its independence in directing it to make the ilaka the main basis, the party leaders on decided not to give continuity to new changes made with regard to restructuring the local units.

Prime Minister Pushpa Kamal Dahal receiving a delegation representing the Magar community at his residence in Baluwatar of Kathmandu on October 3 said that the next Constitution amendment will give justice to all marginalized communities, reports The Himalayan Times. Dahal said attempts were underway to bring all parties to consensus so as to address concerns of Madhesis, Tharus and other ethnic groups. He said the purported federal structure as mentioned in the Constitution had failed to properly divide regions of Tharus, Madhesi and Magars, assuring that the next amendment to the Constitution would correct that. During the meeting, the Magar delegation had demanded an autonomous Magarat state in the federal structure among others.

The Local Bodies Restructuring Commission (LBRC) on October 4 said it would be unable to meet the deadline set by the Government for submitting its report as the new mandate given by the Government recently meant it had to revise what it did earlier, reports The Himalayan Times. The Government wanted the report by mid-November, but the commission is unlikely to accomplish its task by then, as it has to work from beginning under the given mandate of determining local bodies on the basis of Ilakas, said LBRC Chairman Balananda Paudel. Three to four Village Development Committees (VDCs) comprise an Ilaka and 927 Ilakas were in place earlier. But with the expansion of the municipalities and sub-metropolitans, the number of Ilakas has been reduced, he said.

Schemes for murder cases include financial support to the victims’ families for free education, vocational training, and soft-loans and residential and other facilities such as psychological counselling. Likewise, public apology from head of State/Government or responsible persons from the conflicting parties, declaration of Martyrs’ Day in the name of the victims, naming local infrastructure after the victims etc have also been proposed so that it would help heal the wounds of crime victims.

Local Bodies Restructuring Commission (LBRC) on October 14 wrote a letter to Ministry of Federal Affairs and Local Development (MoFALD) seeking original data on ilakas (areas), reports The Himalayan Times.LBRC member Sunil Ranjan Singh said the constitutional body wrote a third letter to the Ministry as the Ministry did not respond to two of its previous letters. Singh said the revised terms of reference for the LBRC sent recently by the government had stated that ilakas should be also considered as one of main criteria while restructuring the local bodies. Singh said the LBRC would prepare its guidelines in three to four days for which it needed original data on ilakas, particularly their number, historical background, economic resources and population.

As a result, the commission has not been able to come up with a new number of local units to be created even after continuous deliberations for the past three days. Since October 17, the chairman of the commission, Balananda Poudel, has been holding talks with all the seven members of the commission on revising the commission's proposal to create 565 local units. This comes after the Government expanded the terms of reference, requiring it to use the ilakas as one basis for local restructuring. But as the members of the commission are divided over considering Ilakas as a basis for the restructuring, the commission also could not settle for a new number of local units.

The LBRC determined the number of local bodies for the second time after the Government revised its terms of reference and told it to treat ilakas (areas) as one of the major criteria for creating local bodies. The LBRC had earlier created 565 local bodies, which some ruling and opposition parties opposed, saying the number should be higher to deliver services effectively. Less than six months have been remaining for the local elections as the Government has unveiled its plan to hold the local elections in April 2017. While the Election Commission has been demanding that all election-related laws should be ready before three months of the election date, the Government has yet to enact two bills which are necessary for holding the local-level elections. Local level election bill and bill on electoral crime and punishment are yet to be registered in Parliament. The bills related to the political parties, voters list and the Election Commission are under discussion in the state affairs committee of Parliament.

During a program held by NC Bhaktapur District Working Committee, Deuba urged all quarters to shun doubts regarding whether the elections will be held or not. Stating that the local body elections should be held quickly for provincial and parliamentary elections, the NC President said, "The elections of the local body, province and parliament or house of representatives will be held within the time stipulated by the constitution, this responsibility the Nepali Congress will fulfill."
