On January 4, six persons, including four Andhra Pradesh Transmission Corporation employees, were arrested near Veltur village in the Mahabubnagar district while they were illegally transporting weapons to be delivered to left-wing extremists (also known as Naxalites) of the Communist Party of India-Maoist (CPI-Maoist). The police seized an unspecified number of arms and ammunition, include 1000 cartridges, air rifles, pistols and a Taiwan-made GPS (global positioning system) set from them. According to district police chief, Vikram Singh Mann, the accused confessed that the ‘District Committee Secretary’ of CPI-Maoist, Sambashivudu, paid them Rupees 3 lakhs to buy arms and ammunition. They had close links with the Naxalite outfit and had been supplying arms and ammunition for the last four years, Singh added.

A woman Naxalite of the Gundlakamma local guerilla squad of the CPI (Maoist), identified as Lathakka, was reportedly killed by the police in an encounter at J. Pullalacheruvu village in the Prakasam district of Andhra Pradesh on January 8. It is the first encounter in Prakasam district after the State Government initiated peace talks with the Naxalites. The police also recovered one 303 rifle, one 410 musket, two claymore mines, 12 detonators and eight kitbags from the incident site. Meanwhile, the ‘North-East Area Commander’ of the CPI (Maoist), Sagar, alleged that the police had killed Lathakka in a fake encounter, and held the Giddalur Congress-I legislator, Pagadala Ramaiah, responsible for it.

Naxalites of the Communist Party of India-Maoist (CPI-Maoist) shot dead a political functionary, Bandla Srinivasa Rao, at Guthikonda village in the Guntur district of Andhra Pradesh on January 11-night alleging that he was a police informer. The action of the Naxalites is reportedly being seen as a counter to the death of a woman sympathiser of the party in Prakasam district on January 8 in an alleged encounter. Protesting the encounter on January 11, CPI-Maoist cadres had blasted a house and left a letter at the spot saying that they would continue to kill activists of the ruling Congress party till the police stopped encounters.

Deccan Chronicle has reported that Naxalite outfits, the Communist Party of India-Maoist (CPI-Maoist) and Communist Party of India-Marxist Leninist (CPI-ML Janashakthi), on January 23 set out four points for the State Government to agree, if they are to resume talks. The four demands are - no combing operations by security forces, an inquiry into the recent encounters as per National Human Rights Commission guidelines, recognising the ceasefire understanding and converting it into an agreement and that the government should take steps to revive the peaceful atmosphere that was prevalent before the first round of talks. The Naxalite outfits also gave a call to boycott the State Government’s programme to distribute one lakh acre of land on January 26, Republic Day. Naxalite representative Varavara Rao stated that that they would be able to bring the outfits to the table if government meets the Naxalite demands. Other demands include setting up of a land commission, release of prisoners with good behaviour who completed seven years in jail, release of four Maoists and lifting of Prevention of Terrorism Act (POTA) cases against its activists.

According to district police chief, Sanjay Kumar Jain, one generator, one olive green uniform, two gas lights, one solar lamp, two torch lights, two wire bundles, six white paper bundles, a switch-board and some audio cassettes were recovered. This was the third dump detected during January 2005 after similar articles were retrieved on two occasions - both in GK Veedhi administrative division, Jain added.
