On October 1, Maoists burnt six dumpers and injured more than ten employees at the Phakhar bauxite mines of the Birla group owned Hindustan Aluminium Company (HINDALCO) at the Baghbana plot in Lohardaga district. According to police sources, more than 30 armed cadres of the Communist Party of India-Maoist (CPI-Maoist) attacked the mines and burnt six dumpers and damaged two trucks laden with bauxite ore and a poclain machine. The Maoists were demanding levy for the ore extraction, police added.

Those surrendered included six naxalites from the Prathighatana outfit, three CPI-Maoist cadres, two from the Communist Party of United States of India (CPUSI) and one each from CPI-ML Janashakthi and Adivasi Liberation Tigers (ALT). While inaugurating the conference of Director Generals of Police and Inspector Generals of Police in New Delhi on October 5, Union Home Minister Shivraj Patil stated that the Government has decided to adopt a two-pronged strategy of economic development and firm police action to tackle the left-wing extremists (also known as Naxalites). Observing that Naxalism fed on widespread socio-economic, political and regional inequities, Patil said, "High priority has to be accorded to ensure faster integrated development in Naxalite-affected areas in 13 states." Referring to the peace talks between the Naxalites and Andhra Pradesh Government in 2004, he said it was hoped that following the footsteps of the Maoist group others would come forward for talks, "but these hopes were belied.... CPI (Maoist) withdrew from the process and resumed violent activities."

The incident occurred when 20 to 25 security personnel on Long Range Patrolling in five vehicles, found a container with ‘Money’ written on it. When security personnel approached the container, the Maoists triggered a bomb concealed inside the container. According to available information, 22 cadres had been brought to the AOB area from the Telangana region. Eighteen cadres reportedly have shifted from Srikakulam to the agency area and other parts of Andhra Pradesh. Further, the outfit has reportedly appointed Sriramulu Srinivas alias Sri Sri as secretary for the Visakhapatnam city committee, a post lying vacant for several years. In the agency area, Bhupati, a senior party activist from Guntur district, was made Galikonda area committee secretary and Praveen, another senior cadre, was made member of the committee. Director General of Police, P. S. Pasricha, said on October 26 that the SAG would be formed, for the first time, out of the Maharashtra Police to counter the growing Maoist problem. There has been a 15 per cent rise in incidents of violence triggered by the Maoists after 2003, mostly concentrated on the eastern fringes of the State bordering Andhra Pradesh, according to Daily News and Analysis.
