A top Naxalite (left-wing extremist) leader, Riyaz Khan, who had participated in the peace talks with the Andhra Pradesh Government during October 2004, was reportedly killed along with three others in an encounter with the police in Karimnagar district in the early hours of July 1, today. Riyaz, ‘state committee’ member of the Communist Party of India-Marxist Leninist (Janashakthi group), a ‘district committee’ member Srisailam alias Vijay and a woman member were among those who died in an exchange of fire with a special police party on the outskirts of Bandanakal village, about 90 km from Karimnagar, said Superintendent of Police, Devender Singh Chowhan said. While the identity of the woman cadre and the fourth Naxalite was yet to be established, six others managed to escape from the incident site. The police also recovered three revolvers, a springfield rifle and some ammunition from the spot, Chowhan added.

On July 2, five left wing extremists (also known as Naxalites) including two women activists, were arrested during a raid in Lakarmana Pahari in Palamu district. The arrested Naxalites were identified as Subedar Turi, Bachu Oraon, Bifan Oraon, Niru Didi alias Niru Kumari and Sabita Didi, Superintendent of Police Pravin Kumar said. He added that the extremists had assembled in the Lakarmana Pahari to commit a crime. Two country-made guns and 27 live cartridges have been recovered from their possession.

They have been identified as Prasanta Roy, Gautam Bhattacharya and Ajit Haldar. District police chief Niraj Singh said a team that raided Jangalmahal in the Kanksa area, about 170 km from Kolkata, had arrested the Naxalites, while another official said, "we have found documents and blueprints for making explosive devices, which will lead to more arrests and information about Naxalite activities in neighbouring Bankura, Purulia and West Midnapore".

"The state government would implement amnesty scheme for Naxals who are active in the state and registered in either Maharashtra, Chhattisgarh and Andhra Pradesh," Chief Minister Vilasrao Deshmukh said after a cabinet meeting in the capital Mumbai. Those surrendering will be given a ‘cash prize’ immediately and additional money would be given if they surrender with weapons, Deshmukh said, adding, those demanding security cover would be provided with the same. The State Government would also review cases filed against the surrendered Naxalites and the ways to withdraw them. The scheme would be applicable for six months, Deshmukh clarified adding, that his Government would hand over Rupees five lakh for the implementation of the scheme to the State police chief. About 230 civilians were killed and 135 injured during Naxalite attacks in Maharashtra from 1980 to 2004, he disclosed, adding that 74 police personnel had also died while 135 were wounded in the attacks during the same period.

An official statement said that the CPI-Maoist was indulging in "unlawful activities, maintaining links with other banned extremist groups, circulating handbills, pasting hand-written posters containing seditious slogans, calling upon the people to pursue the path of violence and had involved itself in violence and in criminal cases and causing terror among the people". Further, the outfit was encouraging its members to use "criminal force and violence against the Government machinery" through seditious literature wall writings, posters and pamphlets, it said. "Andhra Pradesh had a bitter experience when it initiated a dialogue (with the Maoists) last year. I do not want to go on the Andhra Pradesh pattern of conditional dialogue," Home Minister Ramvichar Netam stated in the State Legislative Assembly. "The rebels should affirm their faith in democracy and agree to an unconditional dialogue for a solution to the (decade-old) insurgency," he added. Netam also informed the Assembly that there had been 237 gun battles between police and the Maoists between January 1, 2004 and June 14, 2005 in which 57 people, including 30 police personnel, 18 Maoists and nine civilians were killed, besides 97 Maoists arrested. He also disclosed that the Central Government had provided Chhattisgarh seven battalions of the paramilitary Central Reserve Police Force for anti-Maoist operations. They had been deployed in the eight violence-affected districts of Bastar, Dantewada, Jashpur, Kanker, Kawardha, Koriya, Rajnandgaon and Surguja.

Police foiled at least a hundred Maoists from holding a plenum in the Mangi forest area of Adilabad district on July 30. Explaining the importance of this operation, Superintendent of Police Kripanand Tripathi Ujela said "Reports of movement of Maoist dalams [squads] such as Sirpur, Indervelli had been coming in during the last 10 days. However, these reports were meant to throw us off trail. The actual scenario in the shape of a plenum would have enfolded somewhere in the thick Mangi forest." The plenum was a designated event for consolidating new recruitments and weapons training.

The Nalgonda police arrested two left wing extremists (also known as Naxalites) of the Communist Party of India-Maoist's Kanagal dalam (squad), identified as Kambhampati Mallaiah alias Ramu and Kongala Siddiah alias Ramesh at China Adisarpally under Devarakonda police station limits on July 30. Two directional mines of 10 kgs each, three claymore mines, a local gun and kit bags were recovered from their possession. The Superintendent of Police, M.M.Bhagwat, told reporters that for the first time a rope meant to use to burn petrol bunks had also been recovered from the arrested Naxalites.

According to The Times of India, on July 31-night, left-wing extremists (also known as Naxalites) of the Communist Party of India-Maoist (CPI-Maoist) blew up a guest house reportedly belonging to Pashupati Kumar Paras, a former legislator from Alouli and brother of Ram Vilas Paswan, the Union Minister for Steel, at Chatar village under Alouli block in the Khagaria district. The Naxalites also set ablaze four tractors parked in the premises. Police sources said three persons, including a Maoist, have been arrested following the incident.

On July 31, in an interview at Raipur, Chief Minister Raman Singh stated that Chhattisgarh plans to offer home guard posts to Maoists who give up arms and join the mainstream. He said the State was ‘desperate’ to take advantage of the anti-Maoist movement that broke out in the Bastar region in June 2005. "The government plans to recruit surrendered Maoists as home guards personnel to offer them employment and use them to bring peace in areas left out of the mainstream of development for decades due to the Maoist movement," he added.
