CPI-Maoist cadres from Andhra Pradesh are reportedly joining their counterparts in Bihar and Jharkhand to enforce their boycott of the Legislative Assembly polls commencing from February 3. Quoting Bihar Home department sources, a report said a group of armed Naxalites from Andhra Pradesh were camping in Bihar to help their counterparts. "We also have intelligence reports that the Maoists are getting regular help from Nepal's rebels to create trouble during the polls," an unnamed official said. Reports further said Naxalites had been visiting villages in the Jehanabad, Arwal and Gaya districts asking people not to vote.

Deccan Chronicle has reported that on February 3, personnel of the Greyhounds, a special force of the Andhra Pradesh Police, cornered CPI-Maoist State secretary, Ramakrishna, and other Naxalites in the Nallamala forests in Prakasam-Kurnool district border, but withdrew from the site without causing any harm to the Naxalites following instructions from the State Government. Quoting official sources, the report said, about 2,000 commandos of the Greyhounds, cordoned off the CPI-Maoist hideout and zeroed in on Ramakrishna, but refrained from opening fire without provocation from the other side. Those trapped were reportedly given safe passage while Naxalite emissaries, Vara Vara Rao, Kalyana Rao, Gaddar and representatives Ganganna and Dappu Ramesh, put pressure on the Government to withdraw the police cordon. Home Minister Jana Reddy said he had issued clear instructions to the police to observe restraint.

Four left-wing extremists (also known as Naxalites) of the Communist Party of India-Maoist (CPI-Maoist), including a 'commander', were killed in an encounter with the police on January 3, in a forest near Sivam village in the Adilabad district of Andhra Pradesh. According to police, the encounter occurred when the Naxalites, who were holding a meeting, opened fire on seeing the police. Two self-loading rifles, a sten gun, two SBBLs, Rupees 78,000, a huge quantity of explosives and some documents were recovered from the encounter site.

The sketches of Mangapet, Kothaguda and Tadvai police stations were recovered from Rampur encounter site on January 16. In February, a sketch of Chityal police station was recovered from Ontigudesa village where an exchange of fire took place. Sources further indicated that Naxalites have changed their strategy and instead of attacking the police by hurling grenades and later decamping with arms and ammunition, they are now only aiming at inflicting losses. The Naxalites, who have declared the forest area of the district as part of the ‘guerrilla zone’, want it to be free of police presence, the report added.

"The Centre is with Chhattisgarh on dealing with Naxalite problems,'' Patil told a high-level meeting on internal security at Chief Minister Raman Singh's residence in Raipur. He further said, "It has to be a multi-pronged approach. You can't try to tackle this problem just with the help of force or you can't expect that only by talking this problem can be solved… Wherever it is necessary to talk, you should talk (but) you should not treat them as enemies but as persons who are angry, misguided and not understanding the situation," he added. Underlining the need for a "national level" solution to the Naxalite problem, the Chhattisgarh Government also asked the Union Government to evolve an integrated action plan involving all States afflicted by the problem and formulate uniform guidelines for peace talks.

Of the two slain Naxalites, one had a .303 rifle in his possession and the other, who was a woman, carried a single barrel weapon, three grenades and a tapancha (a locally made gun). According to Orissa Director-General of Police, B.B. Mishra, the joint police team also arrested two suspected Naxalites and recovered an SLR and a .303 rifle from their possession. Further, a generator, a photocopier, 10 bundles of olive-green uniform, three sewing machines, an iron, three grenades, a cartful of ration and three tents were recovered from the encounter site. Later, in retaliation to the encounter, Naxalites blasted six landmines at Bodigedda on the northern side of Sileru hills, targeting a police party. However, the police personnel managed to escape with minor injuries. The police also returned fire and later recovered nine live landmines.

The Maharashtra Government indicated on February 24 that it could follow the Andhra Pradesh model in holding peace talks with left-wing extremists (also known as Naxalites). "If needed, we will certainly go ahead," Chief Minister Vilasrao Deshmukh stated in New Delhi in the presence of Union Home Minister Shivraj Patil. The Union Home Minister said Maharashtra has been virtually free from Naxalite activity barring one or two districts due to progressive measures like tenancy law and employment guarantee scheme initiated by the Government there. He, however, said the recent incident in which seven policemen were killed in Gadchiroli district "cause a little concern to us."

Police unearthed an arms dump of the Naxalites in the hillocks of Sithampalli in Karimnagar district and recovered Rupees 1 lakh in cash and some incriminating documents on February 28. Quoting the Godavarikhani Assistant Superintendent of Police, Ch. Srikanth, The Hindu said the dump belonged to CPI-Maoist district committee member, Dharmula Mallikarjun alias Srinu, who was killed in an encounter with the police in Gadudalagandi on February 25. The documents revealed that Naxalites were planning a major offence in the east division by attacking vulnerable police stations, sources added.

The Utnoor police on the same day recovered two .303 rifles and a couple of detonators from the site of an exchange of fire at Bavapur in Utnoor administrative unit in Adilabad district on February 28 in which a Maoist courier, Kishan, was killed. The police also recovered 14 rounds of live ammunition and two spent bullets of .303 rifles, two kitbags, a tent, clothes and party literature left behind by Indervelli dalam (squad) members. The Adilabad Superintendent of Police, Kripanand Tripathi Ujela, stated that the police had persisted in their search of the place in a radius of 1 km because the Maoists had fled in different directions following the exchange of fire.
