On August 3, in a written reply to the Rajya Sabha (Upper House of Parliament), the Minister of State for Home, Sriprakash Jaiswal, informed that the Union Government has revised its Security Related Expenditure (SRE) scheme for left-wing extremist (also known as Naxalite) affected States to make full reimbursement of money spent by the States on activities undertaken to counter Naxalism. The revision has been done as a large portion of the funds allocated under the scheme remained unutilised, as the earlier rate of reimbursement was 50 per cent and also due to its limited scope with regard to a number of eligible items. The scheme, revised in February 2005, envisages 100 per cent reimbursement of expenditure, among others, ex-gratia grant paid to families of victims of Naxalite violence, special training given to state police personnel and insurance for state police personnel involved in anti-Naxalite operations.

"The Royal Nepalese Army is trying to contain the Maoists, but its efforts are not effective. We hope it successfully tackles them, otherwise, the situation will go out of hand," Mukherjee said on August 7. "We are trying to impress upon (the Nepalese) government to tackle the Maoists. But, unfortunately, certain recent developments in that country like the suppression of its constitution and the multi-party system had set back anti-Maoist initiatives," he added.
