According to Hindu, replying to a discussion in the Rajya Sabha (Upper House of Parliament) on national security on December 7, Union Home Minister Shivraj Patil underlined the importance of dialogue in tackling left-wing extremist (also known as Naxalite/Maoist) violence in States. Dialogue, he said, was one of the methods to solve the issue. "They [the Naxalites] are our brothers and sisters. What is wrong if we call those who are born in India as our brothers and sisters? They could be angry, they could be misled. But one should not conclude that they should be tackled only with bullets,'' he said. At the same time, the Home Minister was confident that the Naxalite problem would not become an insurmountable problem for the Government. "Naxalite activity is on the increase, yet I would not say it has increased to an extent presented in the House. Not all districts mentioned are affected. One affected village or hamlet does not mean that the entire district is affected. The country is big and strong, it won't be cowed down by a few arms.''

The Bihar Government has prepared an "approach paper" outlining its two-pronged strategy which lays emphasis on giving a fresh impetus to development while continuing with the armed offensive to combat the growing Naxalite (left-wing extremist/Maoist) problem in the State, according to Press Trust of India. The paper, prepared by the State's home department which will form the basis of a comprehensive action plan, envisages launching of "social justice-oriented" development schemes to "saturate" Naxalite-hit areas with development. To begin with, extensive development programmes will be undertaken in the Patna, Jehanabad and Arwal districts, said Home Secretary, H. C. Sirohi. "The aim of these programmes will be to bring justice to the deprived sections whose feeling of hurt and that of being discriminated against make them vulnerable to the allure of Naxalite organisations. Our priority also includes creating an atmosphere of security with the help of central para-military forces and the state police," Sirohi added.

The intelligence wing of the Bihar Police has sounded an alert that the CPI-Maoist is circulating letters within the organization asking its armed squads to carry out similar strikes in other parts of India, Asian Age reported on December 23. Reports available with the Special Branch in Patna claim that the Maoists plans to target jails in seven States - Bihar, Jharkhand, Orissa, Madhya Pradesh, Chhattisgarh, West Bengal and Maharashtra - in order to get its supporters released.
