Four militants were killed as Army foiled an infiltration bid near the Line of Control (LoC) in the Keran sector of Kupwara District in north Kashmir on October 1, reports The Hindu. The militants were killed in a gunbattle that lasted for more than 36 hours, an army spokesman said. A cache of arms and ammunition were also recovered along with the bodies of the slain militants. There were no casualties among the Security Forces.

The General Officer Commanding (GOC, 15 Corps) Lieutenant General S A Hasnain on October 1 said that there is a nexus between the Inter Services Intelligence (ISI), Pakistan Army and terrorist organizations in training, arming and psychological indoctrination of Pakistani youth for infiltrating and carrying out acts of terror in Kashmir. He said ISI and Pakistan Army are setting up terror infrastructure in Pakistan and Pakistan occupied Kashmir (PoK) to spread terror and disrupt the peace and harmony in Kashmir. Army on October 2 eliminated one more infiltrator near the Line of Control (LoC) in the Keran sector of Kupwara District, taking the number of infiltrators killed in the foiled infiltration bid in Keran sector to five, reports Daily Excelsior. "One more militant was killed at Keran sector today. We have recovered his body," an Army spokesman said adding there were no casualties among the Security Forces. An Army spokesman said that a group of heavily armed militants was detected by troops infiltrating in Keran sector at around 5.30am on October 1. After being challenged by the Army they opened fire, resulting in a fierce encounter in which four militants were killed on October 1. The search operation in the area is still going on during which fifth body was also recovered after a militant who had infiltrated was killed near the LoC.

Security Forces (SFs) killed a Lashkar-e-Toiba (LeT) ‘divisional commander’, who was reactivating militancy in South Kashmir, in the Shubdani village near Newa in Pulwama District on October 3, reports Daily Excelsior. One INSAS rifle, three AK magazines, 90 rounds of AK ammunition and war like stores were recovered from the incident site. The slain militant, identified as Abdul Rehman alias Rehman Bhai, a Pakistani national, was also nominated as ‘divisional commander’ of LeT (North Kashmir) after the death of Abdullah Uni on September 13. Army said Abdul Rehman was active in Sopore since past 11 years and in Pulwama since 2007. Police said Abdul Rehman infiltrated in 2005 into Kashmir valley and was operating in Kupwara area where he came in contact with Al-Badr Chief Zeenat-ul-Islam alias Zahid. He shifted his base to South Kashmir in 2007 and worked under a local LeT ‘commander’ Gazi. After the elimination of Gazi, he took over as the ‘divisional commander’ of LeT in South Kashmir.

The intruders appeared to be making attempts to enter into this side. Pakistani Rangers also resorted to cease-fire violation to give cover to the infiltrators by opening firing at Rajpura, Chak Phagwari and Jamun Bela posts of Pargwal from 9.30pm to 10.00 pm. The National Investigation Agency (NIA) has detained one more suspect from Kishtwar District in Jammu and Kashmir for the September 7 blast outside the Delhi High Court, Indian Express reported. According to NIA officials, the suspect, identified as Wasim, is one of the key conspirators and has been studying in Bangladesh. Calling his detention a major breakthrough, they claimed that Wasim and four others hatched the plot in Bangladesh and took the help of local contacts in Kishtwar. “It is through the process of elimination during the interrogation of Aamir (an accused in the case) that we managed to reach Wasim. He appears to be the key link,” said an official. Wasim’s will be the third arrest in the case. The Superintendent of Police (Ganderbal) Shahid Mehraj said that SFs after receiving information about the presence of militants in the area launched an operation. After the family members were rescued from the house in which the militants had taken shelter, the operation against the two hold up militants was launched. The house caught fire during which the bodies of both the militants were charred. SF recovered two bodies, an AK 47 rifle, six magazines and one pistol from the debris of the house. While avoiding the "pre-1952 status" phraseology, the report speaks about ensuring "meaningful autonomy" for the state, while preserving its distinct regional and ethnic diversities, it is learnt. The interlocutors are learnt to have also recommended the withdrawal of the Armed Forces Special Powers Act (AFSPA) and the Disturbed Areas Act (DAA) from the State. The report, sources said, has recommended developmental councils for all the three regions - Kashmir, Jammu and Ladakh - and devolution of powers to the sub-regions. It also recommends a massive economic package to tackle the huge unemployment in the state and major infrastructure development to provide connectivity and boost tourism, officials in the know said.

Director General of Police (DGP) Kuldeep Khoda said that Police was working on all leads, including a possible nexus between the Lashkar-e-Toiba (LeT) and Khalistan Zindabad Force (KZF), who might have jointly plotted the terror strike which was foiled with the recovery of the car laden with explosives in Ambala in Haryana on October 12. Asserting that Babbar Khalsa International (BKI) was not an active outfit in Jammu, Khoda said Police had reports that KZF was trying to revive itself. The KZF is headed by Ranjeet Singh alias Neeta of Simbal in Jammu, who was presently operating from Lahore in Pakistan. Recently, there had been reports of a nexus developing between Punjab and Jammu and Kashmir militants, which were corroborated with the reports that Neeta was trying to revive KZF in Jammu. The explosives were reportedly packed and sent from Jammu and Kashmir. "The spot could be anywhere in Jammu and Kashmir but since the role of KZF is emerging, the possibility of supply of explosives somewhere in Jammu including the border areas is not ruled out’’, sources said, adding the KZF might have helped the BKI in the terror plot hatched jointly with the LeT outfit. "We had inputs that an LeT module active in Jammu and Kashmir was planning to strike in Delhi. Investigations were done and found that the explosives were meant for BKI and to be used in Delhi. We received a specific input yesterday [October 11] about the movement," Arun Kampani, Deputy Commissioner of Police (Special Cell) said. The DGP further said there were no doubts over Police claims that Doda and Reasi Districts were free of militancy but admitted that the militants kept on moving from one place to another. "Some groups of militants are active. There is no doubt about that. However, Police too have killed many militants and solved various blast mysteries… We would also work on way and means to ensure that terror plots originating from Kishtwar and other parts of J&K to New Delhi are not repeated’’, he added. Investigations so far reveal that the blast outside Delhi High Court on September 7 was carried out by the militants of Kishtwar District of Jammu region with the help of some modules.

According to NIA officials these seizures could lead them to the culprits who had planted the bomb. Meanwhile interrogation of Wasim threw conflicting versions before them about the involvement of terror group. The accused is learnt to have told the NIA that the blast was carried out by someone who is associated with Jaish-e-Mohammed (JeM), contradicting his earlier version when he had told them about his associates' linkages to Hizb-ul-Mujahideen (HM) and Harkat-ul-Jihad-al-Islami (HuJI). Through the notice, it sought public help to trace them, saying they played a "crucial role" in the conspiracy. The fugitives include 19-year-old Junaid Akram Malik, younger brother of Wasim Akram Malik, Shakir Hussain Sheikh alias Chota Hafiz (26) and Amir Ali Kamal (25). Wasim, a medical student in Bangladesh, is presently in NIA custody in Delhi. While Sheikh has been active in the Kashmir Valley since 2005, Kamal has been operating since 2008. The NIA also announced a cash reward of INR 1 million each for any information leading to their arrest. The agency also said that the three were involved in "several terrorist related cases in Kishtwar region". Sources said the names of these three HM terrorists had first surfaced during the questioning of the outfit's over ground cadre Azhar Ali, who is presently in Kotbalwal jail in Jammu for his alleged role as 'financier' and 'recruiter' for the terror group. It was subsequently corroborated by Wasim who was arrested by the NIA.

The militants tried to infiltrate into Indian side from Daku and Yellow Bump posts of Pakistan Army across Kranti-I and Kranti-II posts of Indian side in Nangi Tekri area of Krishna Ghati sector. Simultaneously, Pakistan Army also resorted to heavy firing from their Daku and Yellow Bump posts to give cover to the infiltrators. "We responded to thwart the infiltration attempt’’, Army officials said. They added that the intrusion bid was thwarted after about one and a half hour long firing from Pakistani posts and the militants. Number of the militants, who tried to intrude was said to be between three to five and all of them were believed to be Pakistanis. However, they retrieved after heavy firing brought down on them by the troops from this side. There were no casualties or damage on Indian side in the firing. Casualties, if any, on other side of the LoC were not known, sources said.

Police have busted a Lashkar-e-Toiba (LeT) module that carried out attacks at Baramulla and Batamaloo on August 25 in which two persons were killed and 13 others were injured, Deputy Inspector General (Central Kashmir) Abdul Gani Mir said on October 27, reports Daily Excelsior. Mir said, "On August 25, a blast took place at Baramulla in which a civilian and a Border Security Force (BSF) jawan were killed. An hour later a blast occurred at Batamaloo here in which 13 persons were injured. We launched investigations in both these incidents and it was established that these blasts were carried out on directions of Sopore based Lashkar ‘commander’ Muza Molvi. Furqan, an ex-filtrated militant of LeT was in contact with Muza Molvi and both of them made the ultimate plan of the twin blasts." Mir said that the leads about the involvement of module in militant activities came to fore after the arrest of Muzaffar Ahmad Mir, the militant responsible for the killing of Sajad Ahmad Parray, a Police Constable at Hazratbal on October 14. He said five LeT operatives were arrested from different parts of Valley. A Special Investigation Team (SIT) constituted to probe the blasts succeeded in arresting two LeT operatives, identified as Irfan Ashraf Dar and Ali Mohammad, both residents of Reban-Sopore in Baramulla District. Later, one more LeT operative, identified as Tariq, was arrested. Police also arrested one Khalid Ahmad Bhat alias Sajad son of Haji Ghulam Hassan resident of Nagam-Chadoora in Budgam District in connection with the twin blasts at Baramulla and Batamaloo. The DIG said that Haji Ghulam Hassan is an active worker of All Party Hurriyat Conference-Geelani (APHC-G). Mir also said, "The face of militancy in the Kashmir has changed and it has been observed that operatives these days carry out militant activities along with their normal work. It has been observed that the module would find soft targets in colleges and then lure these college students towards militant activities. Nobody would doubt these students since they were regular in their studies." He said that investigations in Delhi High Court blast have also established the fact that college students are involved in militant activities like blasts. He said that provocative videos on social networking sites like You Tube lure youth towards militancy, adding that two of the five arrested persons were driven towards militancy by this reason only.

It has been one of the best years despite certain incidents which happened. In terms of tourism or in terms of other activities, which are the indices of normalcy, if you look at it, it has been one of the best years in Srinagar. When you see the overall situation, you will see generally it is improving," the Director General (DG) of the CRPF, K Vijay Kumar said. He maintained that decisions on the removal of the Armed Forces (Special Powers) Act (AFSPA) and troop’s reduction will be taken by the Ministry of Home Affairs. "CRPF does not have a stand on this. We go by the stand of the Home Ministry. As long as the protection (for the force) is available, there is no issue. As far as the CRPF is considered, there is a policy of Home Ministry which we will abide," he added. When asked about the reduction of CRPF in the State, the DG said, "As compared to previous years, Yes. We had a peak of 74-75 battalions (about 75,000 personnel) and that has certainly reduced." About 69 battalions (nearly 69,000 men) and three companies (three hundred personnel) of women are deployed in Jammu and Kashmir. Close to 60 per cent of the CRPF personnel in J-K are deployed in counter insurgency and related duties and the remaining provide security to VVIP/Vital installations and perform law and order duties among others.

The State Cabinet on October 28 approved amendments to the Public Safety Act (PSA), reports India Today. "The cabinet okayed promulgation of the ordinance titled The Jammu and Kashmir Public Safety Act (Amendment) Ordinance 2011," the Government spokesman said. Taj Mohideen, the minister for public health and engineering, said one of the major amendments is reducing the detention period of one year to three months in cases where the accused are arrested for disturbing public order. And in cases were an accused has been arrested for being a threat to security of the State, the detention period has been reduced from two years to six months. The amendments also includes that a minor cannot be detained under the PSA. The clause, however, would be invoked for state subjects only.

Four traders engaged in business across the Line of Control (LoC) have been booked by Enforcement Directorate (ED) in connection with alleged hawala racket for Lashkar-e-Toiba (LeT), Daily Excelsior reports. Cracking down on financial terror, ED, which had sent one of its senior officers to the Valley for reviewing hawala cases, decided to take up the investigation under Prevention of Money Laundering Act (PMLA). State Police had busted a hawala racket in 2009 involving traders and businessmen in Punjab and Jammu who allegedly channelised funds to LeT militants in the Kashmir valley and used to get heavy percentage in return. This is the first case taken up by ED after the cross-LoC trade began in October 2008. The sources said terror groups were taking advantage of the absence of legal banking facilities for trade across the LoC which is based on a barter system.
