Chief Minister (CM) Omar Abdullah said that militants continued to carry on with their activities and show presence but they will not be allowed to succeed in their designs to disturb Shri Amarnath Yatra (pilgrimage). The CM said, "Militants continued to carry out their activities of subversion. They even tried to trigger an IED [Improvised Explosive Device] at Srinagar near Dal lake in Srinagar with the motive to target Yatra but the alert Security Forces personnel timely detected the explosive and defused it. Militants will continue to do their activities and we will carry on our task to ensure peaceful and smooth conduct of Yatra and thwart their nefarious designs.”

Police on July 1 arrested a conduit of the Hizb-ul-Mujahideen (HM), identified as Mudasir Ahmad Dar of village Frisal in Kulgam District, from the Pinglish-Tral area in Pulwama District, reports Daily Excelsior. Deputy Superintendent of Police (DSP, Awantipora) Tahir Saleem describing the arrest said, "During the process we found him under suspicious circumstances near Pinglish crossing. We arrested him and recovered Rs 90,000 cash, one live Chinese grenade and a letter pad of HM from him. We recovered the letter pad from him bearing signature of a HM functionary. We have launched a hunt to arrest him.” He added that the money was meant for the Over Ground Workers of the outfit.

Expressing satisfaction over the law and order situation in Jammu and Kashmir, Director General of Police Kuldeep Khoda on July 3 said people should remain vigilant against those spreading rumours, according to IBN Live. "Some elements do not want peace in the State for their personal gains and want to disrupt congenial atmosphere by spreading havoc among the public through rumors," Khoda said and appealed people to remain vigilant about the "nefarious designs" of these elements. He said Police-public coordination has been strengthened at all levels which has resulted in ensuring law and order maintenance in the State.

Station House Officer of Police Station (Pampore), Raashid Ahmad said that Kandroo was one of the wanted stone pelters of Pampore. "He was booked under Public Safety Act (PSA)," he added. Kandroo was arrested in the night of July 4 during a raid in Kadlabal Pampore. Police said that they had issued arrest warrant against him but he was evading arrest.

Army foiled an infiltration bid by militants in Keran sector of Kupwara District in the night of July 5, reports Daily Excelsior. Defence spokesman Lieutenant Colonel J. S. Brar said Army noticed movement of a group of infiltrating militants in Keran. "When the group was challenged they opened fire resulting in an encounter in which one militant was killed. Other militants managed to flee back under the cover of darkness," he added. Large quantity of arms and ammunition, including 41 hand grenades, 54 UBGL grenades, two rifle grenades, one AK rifle, one pistol, 105 sniper ammunition and 10 kilograms of explosive was recovered from the possession of the deceased militant.

SFs conducted operations following a tip off about the presence of two Lashkar-e-Toiba (LeT) militants at Model Town in the Sopore area of Baramulla District. “One of Abdullah Uni's [top LeT ‘commander’] associates was spotted in the locality in the morning on a motorcycle. Following this a cordon and search operation was conducted. The operation started at 7:30am and was called off at around 1.45pm," Superintendent of Police (Sopore) Altaf Ahmad Khan said, adding, "There was no specific information about presence of Uni in Model Town. It was general information about presence of two militants. We conducted house to house searches for more than six hours and called it off when we couldn't find them."

According to sources, based on a feasibility report prepared by the Union Ministry of Home Affairs (MHA), it has been decided to deploy air ambulances at three "strategic" theatres of operations - LWE, combating insurgents in the North East and countering militants in Jammu and Kashmir.

Nine Policemen were injured, four of them critically, when militants detonated an Improvised Explosive Device (IED) packed in a scooter outside Sopore Police Station in Baramulla District in the morning of July 6. Police said minutes before the IED blast, the militants hurled a rifle grenade towards the Police Station. "It exploded inside the compound without causing any damage or casualty," they added. As the Policemen came out, the militants detonated an IED planted in a scooter near the Police Station, injuring nine of them. Superintendent of Police (Sopore), Altaf Ahmad Khan, said that it was a booby trap and "we failed to detect it on time." He added that the attack was well orchestrated aimed at multiple casualties. This is the fifth attack on the Police Station in 2011. Khan said that Police and Security Forces have killed 10 Lashkar-e-Toiba (LeT) militants in past three months, adding, "Now only five of them are left who are trying to assert themselves by such attacks." Of late, Sopore has been the transit point for militants who infiltrate from Kupwara and other sectors, sources added.

"The estimated expenditure on the special industry initiative (SII) scheme is INR 2.5 lakh per trainee," an official statement said after a meeting of the Cabinet Committee on Economic Affairs, which cleared the proposal. Chief Interlocutor Dileep Padgaonkar said everyone out of 590 delegations and 4000 people they met were convinced that process of dialogue was the only option to resolve the problems and that militancy and violence haven’t served any purpose. "A need to maintain integrity of the State and power sharing between regions and sub regions and maintaining tolerant and pluralistic culture of the State were the other major points, which have emerged during the broad dialogue’’, Padgaonkar added. He explained that though aspirations of different regions and different sets of people differed, there was a consensus among majority of people against trifurcation or bifurcation of the State. Talking about implementation of United Resolutions (UN) he said, “No one we met during our visits ever raised the issue of UN resolutions.” On separatists he said, "We are ready to meet them—openly or privately. The separatists are refusing to meet us. They have to take a decision (on meeting us),’’ admitting that the separatists are ‘‘stake holders’’ in a solution to Kashmir problem. He added that if the separatists come forward for talks with us, "it would enrich us and help us to prepare our document. When asked about the activity in Pakistani training camps and number of terrorists there, the GOC said, "As per intelligence inputs, there are 42 training camps, some closer to LoC [Line of Control] are still functional on that side and nearly 400 to 450 militants are there in these camps waiting for the opportunity to cross over to this side." He added, "There is no successful attempt of infiltration along the LoC since January this year. The successful infiltration level is almost zero. There were hardly 4-5 attempts, which were foiled in the recent past. We have deployed surveillance devices which can keep a watch during bad weather conditions and during nights as well. We have also set a multi-tier deployment system.” Responding to another question regarding lull along the LoC, the GOC said high vigil along the borders by troops, placement of surveillance gadgets all along the LoC and internal situation in Pakistan are the main reason behind it. However, lack of local support is yet another reason for it, he added. Replying to another question, Nehra disclosed as per latest inputs nearly 175 Lashkar-e-Toiba (LeT) and Hizb-ul-Mujahideen (HM) militants were operating in the South of Pir Panjal, including Rajouri-Poonch, Udhampur, Reasi, Banihal, Ramban and Doda. Foreigners are still dominating but most of them have turned inactive in view of mounting pressure of Security Forces and lack of local support, he asserted. When asked about use of satellite communication by militants, he said they have been using it earlier also. But militants in the State are now more relying on internet and social working sites, besides manual communication. He said militants are now using Facebook and internet in addition to manual communication, marking a change of trend. Mobile phones are less used now because they are easily intercepted, he added.

Daily Pioneer reports that Pakistan has opened three training camps for women militants in Manshera, Tarbela and Chhattar in Pakistan-occupied Kashmir (PoK) for engineering violence in Jammu & Kashmir. These recruits are imparted training to use small firearms like automatic pistols and AK-47, communication systems like GPS and satellite phones and carry out suicide attacks. Elaborating upon the new tactic used by the Inters Services Intelligence (ISI) and Pakistan Army to step up violence levels in Kashmir, sources said the ISI in June shifted five or six camps and mixed them up with local population in the hinterland in an effort to give an impression that it had dismantled terrorist infrastructure. The ISI has also formed control groups comprising serving and former soldiers and officers to train militants, chart out their movement within PoK, and identify leaders among the recruits and plan infiltration through the 750-km long LoC.

Minister of State for Home Nasir Aslam Wani on July 20 convened a meeting to discuss drafting and updating of the SOP to tackle the aftermath of the encounters. The meeting discussed measures to be taken to avoid loss of life and injury to humans as a result of explosion of unexploded grenades and shells at the encounter site, an official spokesman said. Another top officer said, "Let's be honest: we have lost control of the main street here. It's the militants who control the mohallas of old city." "The basic problem is that the militant presence is strong. Surgical strikes won't help. What's needed is large-scale crackdown like we did in the early 1990s. Recoveries made from his possession included one AK-47 rifle, 37 AK rounds, two magazines, two Chinese grenades, one radio set and some incriminating documents pertaining to HM. Initially, SFs identified the slain militant as Sajjad Ahmed alias Rizwan, a HM ‘district commander’. Later, with the help of the locals, the SFs ascertained that the slain militant is ‘commander’ Wasif alias Kamran alias Subhash, son of Jeevan Kumar, another ‘commander’ of the outfit. Wasif was earlier named as Subash but had converted himself a long ago and joined the ranks of HM. Sajjad Ahmed alias Rizwan, Shakeel Ahmed alias Chhota Hafiz, Riaz Ahmed and Mohammad Shaffi Hazam were the militants still surviving in upper reaches of Kishtwar. “As far as we are concerned, every person who has taken gun against the nation is a militant...," said General Staff (16 Corps) Brigadier J. Union Home Minister P. Chidambaram said the Centre will convene an all party meeting once the Interlocutors on Kashmir submit their recommendations for discussing them, Daily Excelsior reported. While no date on the submission of the report by the Interlocutors had been fixed, sources said that the final report may be handed over to the Government by the end of September 2011. The panel had submitted its interim report nearly six weeks back. The Interlocutors have so far made 10 visits to the State and covered 18 of the 22 Districts during which they have met nearly 5,000 people which includes political leaders, trade unions, lawyers, student unions and newly elected Panches and Sarpanches. The panel will now be visiting four remaining Districts—Shopian, Kupwara and Baramulla in Kashmir and Samba in Jammu after which they were expected to hold meetings with major political parties in the State to discuss broad contours of the report. In another context, Chidambaram said that the crucial phase of the new policy for return of youth of Jammu and Kashmir, who had crossed over to Pakistan-occupied-Kashmir (PoK) for arms training in early 1990s and were now willing to join the mainstream, was "extremely complicated" and the Government is trying to address it, adds DNA. Replying to questions on whether Inter Services Intelligence (ISI) or other terror groups had abducted the youth who were willing to return to India, the minister said "I do not know about all that. All I know is that the Government of Jammu and Kashmir received a certain number of applications for surrender and rehabilitation policy and they have been able to shortlist certain number of names to whom benefit of travel documents can be given to return to the Indian side of the LoC [Line of Control]." He said having reached that point now, the logistic problems are "extremely complicated" and were being addressed. He also noted, "I think the Government [State] has learnt some lessons how to handle stone pelters. They are doing it much better this year. There are also far fewer cases of stone pelting. They are able to localise it and contain it. The Police and the Government has learnt lessons on how to handle stone pelting," he said. On the issue of infiltration, Chidambaram said that Pakistan-based terror outfits were trying hard to push in their men from across the border but only a few such bids could materialise. "The attempts to infiltrate are still high. The successful attempts are few," he said. To a question, he said, "I think threats are exaggerated. There is a threat but I don't think we should exaggerate the threat. Things are certainly more normal today than they were couple of years ago. Certainly more normal than they were six-seven years ago. Last year you must keep out the stone pelting and firing that was an unfortunate chapter. If you keep that out, you will find that you will see that the trend line of violence in Kashmir has declined."

During his detention hearing on July 26 at the US District Court in Alexandria, Virginia, a suburb of Washington, the prosecution said that Fai, the head of Kashmiri American Council, had admitted to receiving funds from the ISI. His attorneys, Nina Ginsberg and Khurram Wahid, claimed that though Fai took money from ISI, he never toed their line. The federal prosecutors, however, told the court that Fai not only received USD 4 million from ISI, but also strictly followed their agenda on Kashmir. Special FBI Agent Sarah Webb Linden told the court that Fai’s agenda was heavily dictated by the ISI. In fact, for his every meeting, agenda and speeches, he received bullet points from his ISI handlers in Pakistan. Fai did, what “ISI asked him to do,” she said. The Delhi Police has reportedly launched a manhunt for Nasir Safi Mir, who is accused of funding several Hurriyat leaders and is believed to have fled to the Gulf after jumping parole, reports Daily Excelsior. He was arrested by Delhi Police in February 2006 while carrying INR 55 lakh from a Delhi-based jeweller along with some explosives. He had jumped parole which he had got after several requests made by his family to a court citing medical problems. Mir, against whom a non-bailable warrant was issued in 2009, managed to escape using the Nepal route from where he had used the forged passport procured with the help of a senior separatist leader in Kashmir and officials in security establishment, they said. He reached Dubai after making a detour through Europe and Libya. However, the sources now claim that he has left Dubai as well. The name of Mir, a resident of North Kashmir, who ostensibly used carpet trade and later a money exchange business in Dubai for sending hawala money (illegal money transfer) to Hurriyat leaders and other separatists in Kashmir, cropped up when the Government was examining the role of Kashmiri American Council leader Gulam Nabi Fai and whether India could give some additional information to the US, the sources said. Apart from Mir, considered as the "financial brain" behind funding of separatist activities in Kashmir, investigators were also probing the role of some senior Government officials who had helped him in securing a passport from a Southern State which helped him to flee from Nepal around October 2008, official sources said.
