A Hizb-ul-Mujahideen (HM) overground worker, Fayaz Ahmad Wani, a resident of Pattan in Baramulla District, who allegedly raised and distributed INR 70,000 among Kashmiri stone-pelters, was arrested by the Baramulla Police on February 1, according to Times of India. A letter pad and a HM receipt book were recovered from him. Wani, presently functioning as tehsil (revenue) President of All Party Hurriyat Conference-Geelani (APHC-G) after the arrest of Showket Ahmad, along with District president Hamza Molvi, would collect money from APHC-G Head Quarter at Hyderpora in Srinagar. Recently he had collected and distributed INR 70,000 among various stone-pelters of Palhallan in Pattan and its adjoining areas. Wani told his interrogators that he had been collecting funds on behalf of the banned outfit and distributing it among families of several slain terrorists, overground workers and families of people injured in the summer agitation in 2010. ''He was also instigating people to join militant ranks and avenge the killing of the people during the recent unrest,'' a Police statement said, adding, Wani told his interrogators that he organized processions in his area. ''He had organized a group of youth with the responsibility to organize violent protests at the village level,'' the statement further added. was later booked under Unlawful Activities (Prevention) Act.

"Political discussions are inescapable if a lasting and enduring solution to the problem of militancy in the State is to be achieved. I would, therefore, once again emphasise that political solutions for the problems besetting Jammu and Kashmir have to be worked out on a pragmatic basis," he said while addressing the Chief Ministers’ Conference on Internal Security in New Delhi.

Sopore Superintendent of Police (SP) Altaf Khan on February 1 said that the Police have identified the killers of two sisters, Arifa and Akhtar, who were, as reported earlier, killed on January 31 in Sopore in Baramulla District, reports Times of India. Of the three militants two identified as local militants Muzaffar Naiko and Wasim Gania — students of a madrassa (seminary) in Muslim Peer locality in Sopore. Another militant was a suspected Lashkar-e-Taiba (LeT) cadre. "There are around 13 madrassas in Sopore and the Government is aware of their existence. We'd informed the authorities about their indoctrination but nothing was done about it," said an unnamed Police officer. SP Altaf Khan said these madrassas are breeding grounds for militants, adding, "We have strong inputs that these are run by the Lashkar."

Inspector General (Operations) Central Reserve Police Force (CRPF) B N Ramesh said that Israeli-made TAVOR rifle was better than the AK-47 for counter insurgency operations in Jammu and Kashmir and Naxal [Left Wing Extremism]-affected areas of the country. "I think it is better than the AK-47 rifle due to its effectiveness and light weight," Ramesh told reporters. He also said the process of modernisation of the weaponry was an ongoing process in CRPF so that the force is able to effectively carry out the tasks assigned to it, adding, "We have got this weapon and we are getting some more in near future."

Official and Intelligence sources said SFs observed movement of militant groups close to the LoC in Balakote, Mendhar, Krishna Ghati and Jhalas sectors of Poonch District and Nowshera and Keri in Rajouri District. The militants, in the groups of five to seven, were stationed very close to launching pads on other side of the LoC set up by Pakistan Army and Inter-Services Intelligence (ISI) with the help of various militant outfits especially the Lashkar-e-Toiba (LeT).

Union Home Minister P. Chidambaram would be visiting militancy-infested Kishtwar District on February 4 and review security, law and order and terror situation in five districts of Doda, Kishtwar, Ramban, Udhampur and Reasi with Police and civil administration, reports Daily Excelsior. The visit to Kishtwar District, which was once known as a hub of militancy with writ of Lashkar-e-Toiba (LeT), Harkat-ul-Jehad Islami (HUJI) and Hizb-ul-Mujahideen (HM) running large, was aimed at giving a signal that terrorism has mostly been wiped out from these five Districts, authoritative sources said. Sources said 50 militants, mostly top ‘commanders’ of LeT, HUJI and HM outfits were killed in Doda, Kishtwar and Ramban Districts in 2010 while 48 militants were killed in Doda District alone in 2009. In Reasi District, more than 30 militants, including some ‘commanders’, were eliminated in 2010. Doda District was left with not even a single foreign mercenary. Recently, Director General of Police Kuldeep Khoda had stated in a press conference that five Districts of Jammu region including Jammu, Samba, Kathua, Udhampur and Reasi were "free of militancy’’.

More than 100 applications have been received in the twin border Districts of Rajouri and Poonch alone. A sizeable number of applications have also been received in Baramulla District. Sources said most of the militants, whose parents have come forward for the return of their kin from Pakistan and PoK, had crossed over to other side of the border for the period ranging between a decade to two decades. Parents of the militants have claimed before police that their kin have given consent on telephone that they were ready to return to their homes getting an opportunity. Sources said all the applications received from parents of the kin were being subjected to scrutiny and would reach concerned authorities after proper verifications. Authorities were, however, trying to keep names of the militants, on whose behalf their families have filed applications for return from Pakistan and PoK, as secret to the best possible extent to ensure that their identity didn’t manage to reach Pakistan.

Hasnain, on February 6 said the Army followed Standard Operating Procedure (SOP) while fighting militancy, reports Daily Excelsior. He said Army's objective was to restore normalcy with the cooperation of the general public. Army and Police on February 8 shot dead three top Hizb-ul-Mujahideen (HM) militants, including a ‘divisional commander’, in an encounter inside a 60 feet deep nullah at village Manjoosh near Nachlana in the Khari area of Banihal tehsil (revenue unit) in Ramban District. Official sources said troops launched a search operation at village Manjoosh after developing a specific input about the presence of three HM militants in the area. The militants when asked to surrender started heavy firing with automatic weapons on the troopers, who retaliated, leading to heavy exchange of gun fighting. All three militants were killed in the encounter with no casualties of Army and Police. Dead bodies of the slain militants, identified as Abdul Rashid Naik alias Qari Zubair, Nasir Ahmed Naik and Mushtaq Ahmed, were recovered from the nullah. While Qari Zubair was a ‘divisional commander’ of HM’s Pir Panjal Regiment, Nasir was a ‘district commander’ and Mushtaq was a ‘battalion commander’ of the outfit. Recoveries made from their possession of the slain militants included two AK-56 rifles, one Under Barrel Grenade Launcher (UBGL), three mobile telephones with earphones, battery chargers, AK magazines and ammunition, explosive devices and other items. Significantly, the hideout of the militants was located just one kilometer away from Manjoosh Police post. The militants had been using a rope to reach to 60 feet deep inside the nullah to hide them. With the killings, now only 27 militants were left in Doda-Ramban range, including 10 in Ramban District (seven of HM Pir Panjal Regiment and three of LeT [Lashkar-e-Toiba] Abu Moosa group), Inspector General of Police (Jammu) Dilbagh Singh said.

The arrestees, identified as Tariq Ahmed Chandel and Rafiq Ahmed, were ‘B’ category militants. The Security Forces (SFs) carried out a search operation at village Thachu near Bhimdassa in the night after developing information about the presence of the two militants in the area. Anticipating that they were being chased, the militants took the forest route and reached their houses at Thachu. Their houses were cordoned off but the militants managed to take cover of their family members. It was after about two hour that the SFs arrested the militants after segregating them from their families. However, both the militants did make an attempt to escape by opening fire. They were arrested after a brief exchange of firing. Recoveries made from the possession of slain militants included one AK-56 rifle, one Chinese pistol, four grenades, two pistol magazines, two AK-56 magazines, 39 AK rounds and four pistol rounds. The arrestees were close associates of Lashkar-e-Toiba (LeT) ‘chief’ for Pir Panjal range Abu Moosa also. The LeT and HM were operating jointly in Ramban District since their strength has dwindled in most of the areas.

The Centre has planned to withdraw nearly 10,000 Central Para Military Forces (CPMFs) from Jammu and Kashmir in 2011 as it feels that the State can do with less central forces, reports Daily Excelsior. "There is scope of reduction of troops is the Home Ministry’s view. There are more than adequate forces in Kashmir and it can do with less central forces," Union Home Secretary G K Pillai told. When asked how many personnel are being pulled out from the State, he said in 2009, the centre pulled out 10 battalions (10,000 men) from the State. In 2010, it did not take out any because of the agitation from June to September. "I think this year, we can easily take out 10 battalions if not more. Irrespective of the situation, I can take out 10 battalions and it would not have any impact. We have about 70 battalions in Kashmir and we have 62 battalions in seven Left-wing affected states which are big States.... I think if I can take out, I will try to pull out as many as I can," he said. On the amendments on Armed Forces Special Powers Act (AFSPA), whose withdrawal has been demanded by the State, he said this is an issue which has to be decided politically. "But OK, even if it is not done I think you can move forward and say some parts of Kashmir need not be declared disturbed. You keep the act as it is which is what the Army says don’t meddle with the Act but if you want me (Army) to act, I need that Act... You see law and order situation in Srinagar has improved. Anyway, Army is not in Srinagar. They are not operating in Budgam. You say remove it from there.... That area is no longer disturbed. This is a notification of the State Government not a State notification by Central Government," the Home Secretary said. He said the proposals for amendments in the AFSPA were before the Cabinet Committee on Security. Meanwhile, the Home Secretary allayed fears that violence may return in the Kashmir Valley, saying several major steps have been taken post-September 2010. "All-party meeting, interlocutors, two reports of the Task Force of Jammu and Kashmir, Jammu and Ladakh reports have come. We got this employment committee report of Dr Ranjarajan that is expected this month. I think a lot of things are slowly changing. It is not fast enough as we would like," he said.

Talking about infiltration he said, “Infiltration attempts and number of militants entering J&K has come down," adding, that several measures including three tier fencing have been put in place to check cross-border infiltration. Referring to cease-fire violations by Pakistani troops, he said recently three such violations have been reported along the Indo-Pak border. To a question about troop’s withdrawal in J&K, he said that there is a need to take a holistic view on the issue. The Unified Headquarter — the highest security assessment panel in J&K — will assess and take a decision in this regard, he said, adding further, "When the security environment improves further, there should be less visibility of forces."

The specially made rifles by the DRDO will fire plastic pellets in four directions at a time, which would help in easy and quick dispersal of the crowd and protestors. The case against the accused, including Pakistani national Wali Abdul Rahiman, was that they had conspired with the Lashkar-e-Toiba (LeT) and recruited several youths from Kerala to carry out anti-national activities in Jammu and Kashmir. The youths, recruited in 2006, were given armed training in terrorist modules to wage war against India, the charge sheet said. Wali, the main link between the LeT and the Keralites, has been absconding while four youths recruited from northern districts of Kerala, died in encounters with security forces in 2008. So far 10 persons had been arrested in the case while the absconding included the first accused Abdul Jaleel from Kerala. The accused included four youths killed in encounters with the Security Force personnel in October 2008 and T. Nazir, who is now in jail in connection with the Bangalore bomb blasts case.

Official sources said Pakistan Army opened firing on forward Indian Post No. 464 at Balnoi in Krishna Ghati sector at 7pm violating cease-fire in an attempt to push armed militants into Indian side. The firing continued for 45 minutes in which rocket projectile grenades (RPGs) were also used by Pakistani troops. Troops from Indian side retaliated to neutralize the militants and thwart their infiltration attempt. This is the third time that the Pakistani troops have violated the cease-fire in the Poonch sector in 2011. The first and the second incidents of cease-fire violation were reported on January 2 and January 13. The ceasefire came into effect in November 2003.

Defence Minister A K Antony on February 17 dismissed demands for the withdrawal of Armed Forces Special Powers Act (AFSPA) from Jammu and Kashmir, saying infiltration attempts were still continuing and terrorists could not be given any "opportunity to succeed" there, Daily Excelsior reported. "Militancy has come down substantially but at the same time our feedback is not giving us comfort. Attempts for infiltration are still continuing... We cannot take any step that will give an opportunity for militants to succeed there," he told reporters. The Minister was asked if the controversial Act could be repealed, or withdrawn from the Kashmir valley. Stressing on the need for armed forces to be careful, Antony said, "Inimical forces across the border, 24x7 they are trying to send people to Jammu and Kashmir." Observing that the situation in the State was fast improving "because of various reasons", he said the Security Forces cannot relax and have to be vigilant. Antony also acknowledged that separatists in Jammu and Kashmir and North-East are "misusing" social networking sites and said "proper corrective action" will be taken. Responding to queries on "misuse" of social networking sites like Facebook by the separatists, the Minister said, "We know people are misusing these but at the same time we are not going to take any hasty decision." He refused to comment on limiting the access of social networking sites in the States where the services are being misused. "We will see, nothing has been decided now," he said. Antony said "proper corrective action" will be taken after ascertaining the whole issue. Of late, the separatist forces in Jammu and Kashmir and North-East were found actively using social networking sites to spread their propaganda. With their membership increasing with each day, they also initiate online discussions and post their comments on issues like stone-pelting and others.

It was in view of the intercepts and other reliable inputs that Police have started making preventive arrests of professional and notorious stone pelters. A number of stone pelters arrested by Police have confessed during their interrogation that they had been instigated by militant groups to subject police and para-military to stone pelting. The statements of stone pelters were enough to establish a nexus between militants and the protestors, sources added. They added that some militants, who had instigated stone pelters, were directly in contact with Syed Salah-ud-Din while some others had operated at the behest of HM militants in the Kashmir valley. Sources said the names of some separatist leaders have also figured during questioning of the stone pelters that they too had driven them to the path of violence. A maximum number of 53 youth were booked under PSA in Srinagar District followed by 24 in Baramulla and 23 in Budgam, 19 in Anantnag, 15 each in Shopian and Pulwama, 9 in Sopore, 6 in Kulgam, 8 in Awantipora, one in Ganderbal, 4 in Handwara, 5 in Bandipora and 13 in Kupwara. Police in 10 districts of the Valley have arrested a total of 4294 stone pelters. While 3680 of them were arrested till December 31, 2010, 614 others have been arrested during 50 days of 2011. The highest number of 1299 arrests of stone pelters have been made in Srinagar District followed by 404 in Baramulla, 395 in Anantnag, 348 in Budgam, 342 in Pulwama, 319 in Kupwara, 273 in Kulgam, 243 in Awantipora, 164 in Sopore, 151 in Shopian, 128 in Ganderbal, 69 in Handwara and 159 in Bandipora. As many as 3830 stone pelters have been booked under substantive laws while 464 others were detained as a preventive measure. "The Army is the tool of the Union Government and its advise is really required to be taken into consideration before amending or abrogating AFSPA. However, my Government and the Central Government are on the same page so far as the removal of the AFSPA is concerned,'' Omar told reporters. "My Government had proposed the withdrawal of the law from certain areas like Srinagar and Budgam in Kashmir and from two Districts in Jammu division in consultation with the security advisors from the Army but Union Government was working on the suggestion. But nobody has veto on the issue whether to remove the law or it to remain,'' he added. The three central interlocutors for Jammu and Kashmir on February 21 held discussions with Chief Minister Omar Abdullah as they embarked on their fifth visit to the State in four months and also voiced their willingness to meet the separatist leadership anywhere. The team has extended an invitation to separatist leadership in the valley, including Syed Ali Shah Geelani, Mirwaiz Umar Farooq and Sajjad Lone for a meeting. However, there has been no response so far from separatists. The team had earlier visited the State on October 23, November 10and December 17 in 2010 and January 18 in 2011. After their previous visits, the panel had submitted several recommendations to the Centre including expediting cases of under trials, permitting peaceful protests and releasing militants and protesters against whom there are no serious charges.

Minister of State for Home Gurudas Kamat said in Parliament on February 22 that while 10 battalions of CPMF had been withdrawn from Kashmir during 2009, further withdrawals are being considered and examined. Kamat said deployment of CPMF in Kashmir valley is a subject of continuous appraisal and review. The force levels are maintained in order to meet the requirements of the State Government for maintaining law and order. Senior Superintendent of Police (SSP, railway) Raghubir Singh told reporters that the surveillance squad of the railway Police noticed a suspicious bag lying outside the Annapurna food corner near an ATM, just a few metres short of an X-Ray machine installed at the Jammu Railway Station. It seems that apprehensive of being caught with the haul while passing through the X-ray machine, suspected couriers abandoned the bag, the SSP said. "The surveillance team suspecting foul took away the bag and during frisking ten practice grenades were recovered, which are highly explosive," Raghubir Singh said. "We have passed through a difficult time, particularly the last summer. Since then the situation has improved. But we keep our fingers crossed. Come this summer, I hope we will be vigilant enough to ensure that the unfortunate events that took place in the last summer in parts of Jammu and Kashmir do not take place," the Prime Minister said in Parliament. "Our approach to the problems of Jammu and Kashmir is that we will give no quarter to secessionist elements. We will do everything in our power to strengthen the hands of the State Government to provide a fairer deal to the youth of Jammu and Kashmir, to provide avenues for gainful employment," the PM added. He also said that the report of the Rangarajan committee appointed by him to work out a plan for providing up to one-lakh jobs to Kashmiri youth was "nearly ready" and once its implementation starts the "mindset" of Kashmiri people will change. Asserting that the dialogue process set to be resumed, he asked Pakistan to grasp its hand of friendship and made it clear that all issues can be resolved if it stopped use of its territory for anti-India activities. "I sincerely hope and believe that the new ruling classes of Pakistan would grasp the hands of our friendship and recognise that whatever are our differences, terror as an instrument of State policy, is something that no civilised society ought to use," he said.

The two arrested Hizb-ul-Mujahideen (HM) militants, both named Showkat Hussain, have revealed that a large number of youth, who had crossed over to Pakistan occupied Kashmir (PoK) from this part of the State during past two decades, were now forced to work as labourers or perform other type of manual job after being thrown out of training camps by Pakistan Army and militant ‘commanders’ due to their over-age, lack of proper training and refusal to become fidayeens (suicide bombers). They told Police that only those militants, who had become hardcore ‘commanders’ or those who were ready to become the fidayeens were being kept in the training camps and other rest houses. They were also being paid monthly honorarium, which has been stopped for all rest of the militants. As reported earlier, these militants were arrested on February 25 soon after they crossed the Line of Control (LoC) from forward area of Nakarket in Digwar sub sector of Poonch District. Two Nokia mobile telephones, three Pakistani SIM cards, two Mohajir identity cards, two Pakistan occupied Kashmir (PoK) identity cards, one driving license and INR 12,705 were recovered from the possession of two former militants. The militants, identified as Showkat Hussain and Showkat Hussain, residents of Marhote in Surankote, had joined the HM outfit in 1998-99 and crossed over to PoK. They had also taken their wives with them in 2001 and stayed in different militant training camps in PoK before switching over to manual work. All seven children of two militants had been born in PoK, sources said. Sources said the former militants had reportedly paid INR 30,000 to a militant guide to help them reach the LoC before they crossed over to this side.

An encounter was going on in Keri forests of Budhal area in Rajouri District after five to six Village Defence Committee (VDC) members were fired upon by two militants causing injuries to one of them on February 26, reports Daily Excelsior. Army and Police have cordoned off the forests and were hunting the militants. Official sources said a group of five to six VDC members, who had gone to Keri forests in Budhal, observed movement of two militants and a brief exchange of firing. A VDC member, Raaj Mohammad was injured in the encounter.

Security Forces recovered a huge cache of arms and explosives dumped by militants near Ferozpur stream in Sumbal area of Bandipora District. The seizure included 120 under-barrel grenade launcher shells, 20 rounds of rocket projectile gun, seven hand grenades, 37 explosive rods, 30 improvised explosive device circuits, 12 high explosive fuses and a roll of cordex wire. An AK rifle with two magazines, two bayonets, 155 AK rounds, a pistol, six magazines, 553 PIKA rounds and two radio sets were also recovered from the water tank, the officials said. Besides, two combat uniforms and PKR 150 currency were found near the stream.

Chief Minister Omar Abdullah once again underlined the importance of resolving political issues of Jammu and Kashmir politically, according to Daily Excelsior. "I told in categorical terms that financial help to the State is indeed a welcome gesture for which we are thankful to the Centre Government but the political issues require political addressing", he said, adding that giving due weightage to this aspect the Centre Government constituted the institution of Interlocutors to deal with issues of political nature. "We are hopeful that dialogue process would get broad banded and result-oriented", he said. "Our endeavour is to create peaceful atmosphere and safeguard the future of the State", he said, adding that his party would continue to strive for internal autonomy of the State. On the Rehabilitation Policy, the Chief Minister said that his Government has provided a legal mechanism for those who have crossed over to other side of the Line of Control (LoC) during militancy and want to return as peaceful persons and live a normal life. "Some 600 applications have been received from these persons so far which are being scrutinized", he added.
