According to Daily Excelsior, over 51,000 arms licenses have been issued across Jammu and Kashmir during the past two years and maximum of them were obtained by the people of Doda District. Divulging these details in the Legislative Assembly in response to a question, the Minister in-charge Home said that the District Magistrates and Home Department issued a total of 51,622 arms licenses during the past two years. Of these, District Magistrates issued 51616 licenses and Home Department only six. No arms license was issued in Shopian and Kulgam Districts. Doda District with 15876 licenses is followed by Ramban District where 9976 licenses were given to the people during the past two years. The Srinagar District with 6297 arms license is at third place while as Jammu District holds 4th place with 6073 licenses. Among the Districts where over 1000 arms licenses have been issued are Poonch (3153), Kishtwar (5154) and Udhampur (3170). The Minister, however, said that these licenses were issued under Section 13 of Arms Act, 1959 and Rule 4 of Arms Rule 1962 Schedule-II read and as per the instructions issued by Union Ministry of Home Affairs. He further stated that, four sale/ keep arms licenses have been issued since January 2008 till date while 21 such licenses are under process in the Home Department. The Minister said that a total of 48,197 weapons were manufactured during the past two years across the State generating revenue of INR 30, 64,661. The arms licenses are issued for the purpose of acquisition/ possession, acquisition/ possession/ carrying and use for protection/ sport/ target practice/ display, for protection of crops and cattle and carrying on journey in or through any part of India.

Daily Excelsior reports that Central Reserved Police Force (CRPF) personnel along with Jammu and Kashmir Police are undergoing training in handling crowds and mob violence that claimed over 100 lives in the Valley during protests last summer. It has been stated by Special Director General CRPF (J&K zone), Anirudh Uppal, "We are doing training with State Police in handling crowds and how to deal with mobs”. In order to avoid collateral damage, he further said, "We had these non-lethal weapons last year and we are bringing more of them this year.”

The All Party Hurriyat Conference- Geelani (APHC-G) chairman Syed Ali Shah Geelani was questioned on March 1 by the special cell of Delhi Police in connection with a Hawala (illegal money transfer) case in which one of his close aides Ghulam Mohammed Bhat has been arrested, reports Daily Excelsior.Geelani made an unsuccessful attempt to leave Delhi on March 1 morning when he was intercepted by Assistant Commissioner of Police (Special Cell) Bhisham Singh near the airport and escorted to Lodhi Road where his statement as well as questioning was done.During the two-hour questioning, Geelani was brought face to face with Bhat, who is at present in Police custody after he was arrested under Unlawful Activities (Preventive) Act, on January 21.Commenting on the questioning of Geelani, Union Home Minister P. Chidambaram said, "Delhi Police had requested him to make himself available for questioning in a Hawala case. He (Geelani) had cited poor health as the reason for non-appearance to which he was asked to appear as soon as he was fine. However, he was leaving this morning for Srinagar. His statement was recorded and now he can leave whenever he wants to.”

The attack in Batamaloo is the second attack on the Police in last two months. Earlier on January 3, two Policemen were injured when a Police party in Batamaloo was attacked by the suspected militants. On December 30, 2010, suspected militants made a bid to blow up a Paramilitary Central Reserve Police Force bunker in the area. The device missed the target and exploded on roadside, without causing any damage to life or property.

Daily Excelsior reports that a Jaish-e-Mohammad (JeM) militant, identified as Shabir Ahmad Khan alias Shabir Gujjar, was killed while an Army Major received injuries in a day-long gunfight in Awantipora area of Pulwama District on March 2. Army and Police cordoned off Dadsar village in Awantipora, following information about the presence of militants in the area. In the ensuing gun battle, the militant belonging to Ladiyar area of Tral Block (administrative division) was killed and his body was recovered later. An Army Major, identified as Major Kuliya was injured in the encounter.

Jammu and Kashmir Chief Minister Omar Abdulla, on March 2 said that the State Government has received around 600 applications from the kin of Kashmiri militants across the Line of Control (LoC) for the latter’s return and rehabilitation, reports Kashmir Observer. The Government would take all possible steps to facilitate the return of the militants, Abdullah said, adding that the process had been taken up expeditiously and involved thorough verification. The applications would have to go through a multi-stage verification exercise involving the local Police and the Criminal Investigation Department (CID). The cases approved are likely to be allowed to cross over through the Wagah and Attari border posts or the LoC crossing points of Salamabad in Uri, Baramulla District and Chakan-da-Bagh in Poonch District.

Jammu and Kashmir Police authorities have written to all Deputy Commissioners of Jammu region to direct the people holding guns issued by five gun factories and shops to deposit them at the concerned Police Station and seize over 2500 licenses issued by Sub Divisional Magistrate (SDM, Mendhar in Poonch District), Mukhtiar Choudhary, according to Daily Excelsior. The guns were obtained from Omar Gun Factory, Hem Raj Gun Factory and Armory, Singh Gun House, Suresh Gun House and Shah Armoury at Jammu and Rajouri Districts respectively. A number of youth (mostly hailing from Rajouri and Poonch Districts) after taking guns on the basis of fake licenses have already left for Kolkata (West Bengal), Mumbai (Maharashtra) and Nepal where they were working as security guards in private companies.

Police on March 3 launched a manhunt for 150 wanted youth and arrested 12 youth under Public Safety Act (PSA) in Kupwara District for alleged involvement in stone pelting and street protests last summer, reports Kashmir Times. “We are looking for around 150 youth who are responsible for disrupting peace in the District,” Superintendent of Police Kupwara District V K Birdhi said. “There is no concession for youth who are involved in pelting of stones and disrupting peace,” he further added. Police is raiding the residential houses of the youth to get them arrested and at some places the youth are being called to Police Stations.

In the Handwara tehsil (revenue unit) of Kupwara District Police records maintain that 63 persons have been arrested so far and 20 of them have been booked under the PSA, on charges of stone pelting out of a list of 140. Police had recently finalised its identification of stone-pelters in the town, drawing up a list of 140 people whom it has under surveillance. The list includes the names of a number of Government Employees who, according to the Police, have been involved in fomenting trouble and instigating people on violence. Besides Malik, Mushtaq Ahmed Dar and Shamima alias Shazia alias Bitti, also appeared before the Court. Kud Police (Udhampur District) had intercepted a vehicle on March 23, 2002 and recovered USD 70,000 from Shamima and USD 30,000 along with INR 19,000 from Mushtaq Ahmed Dar. During questioning, both the passengers disclosed that they had received this money from Altaf Qadri, Executive Member of All Party Hurriyat Conference (APHC) presently in Pakistan and was at Kathmandu (Nepal), at the instance of JKLF chief Mohd Yaseen Malik. Being a close associate of Malik, Mushtaq Ahmed Dar was allegedly directed by Malik to proceed to Nepal to collect USD 100,000 from Altaf Qadri. Accused Mushtaq Ahmed Dar along with Shamima went to Kathmandu in the month of March 2002 and allegedly collected USD 100,000 which was to be distributed among the militants’ ranks and organisation including Hizb-ul-Mujahideen (HM) and Lashkar-e-Toiba (LeT). After completion of the investigation, Crime Branch presented charge-sheet in POTA Court, which issued general arrest warrants against Altaf Hussain Qadri on the request of Police to initiate proceedings under Section 512 Code of Criminal Procedure (Cr. He stated that, “I don’t think anybody should have a veto. We welcome the cooperation and involvement of all sections of public opinion including those who are not part of the mainstream politics. But I don’t think we should give any group a veto on the outcome of the dialogue.” Regarding the spate of arbitrary arrests in the Valley, he stated, “As far as arbitrary arrests are concerned, I’ve no hesitation in saying that such arbitrary arrests should not take place”, adding, “If they were taking place in the Valley, were not consistent with the norms of civilised Governments.” The Prime Minister, however, mentioned, “I urge the Government of Pakistan to leave no stone unturned to bring the culprits [26/11] to book. The Chief Minister (CM) Omar Abdullah on March 6 said that the Jammu and Kashmir Government had received over 600 applications for a rehabilitation policy from relatives and parents of Kashmiri militants in Pakistan occupied Kashmir (PoK) who wants to return, reports Times of India. “They are being verified," CM Omar Abdullah added. "I hope the day is not far when we will approve these 600 applications for the return and rehabilitation of youth gone across," Omar said, adding that those, who had gone across for arms training to PoK will return without guns but along with wives and children to live a life of honour and dignity. The applications have been filed with Police chiefs of various Districts of Jammu and Kashmir during the past 2 months. The State Government has formally announced the rehabilitation policy on November 23, 2010. The policy has been launched to facilitate the return of ex-militants who belong to Jammu and Kashmir and had crossed over to PoK for arms and explosive training but had later given up and are willing to return to the State. The policy states that those who have gone to PoK or Pakistan between January 1 1989 and December 31 2009 and their dependents will be eligible for consideration under the policy. The applications would be scrutinised by District Superintendents of Police (SPs) and then forwarded to Crime Investigation Department (CID), which will prepare a dossier and give it to the Home Department which will take a final call on whether the person can be permitted to return, the policy states. The militants would be allowed to enter only through Wagah Border in Punjab and Salamabad and Chakan-Da-Bagh Line of Control (LoC) points in Jammu and Kashmir.

No person was booked under PSA. CM and his Government machinery preferred to play safe in Ganderbal after realising the importance of the public opinion in view of Omar’s defeat in 2002 Assembly elections from Ganderbal. According to Police records 158 youth were arrested across the Ganderbal District on charges of alleged stone throwing and protests in last summer. Almost 156 youth were bailed out in local Police Stations and rests of the youth were bailed out by the Court. Nobody was booked under PSA. The records also mention the injuries of Security Forces (SFs) while clashing with protestors who had taken to streets against the civilian killings. The records suggest that more 150 Central Reserve Police Force (CRPF) Personnel and around 50 Police personnel were injured in clashes between protests and men in uniform in four month long unrest. As the hunt for youth for alleged stone throwing and disrupting of peace is going on across the valley, Ganderbal Police is not looking for any youth.

Subsequently, they learnt that the group had a fifth member, who managed to escape. The revelation set the Police and later the National Investigation Agency (NIA) on a trail that showed how the LeT was recruiting youths from Kerala, training them in Kerala and in Hyderabad of Andhra Pradesh, and then using them for operations in Jammu and Kashmir. Three years on, the NIA has retraced much of the trail with information from two suspected LeT militants from Jammu and Kashmir. Unnamed except as A and B, they have disclosed the identity of the LeT leader who allegedly supervised the recruitment. A and B are mentioned as witnesses in the NIA charge sheet submitted recently in a Special Court in Kochi in Kerala. They were examined under Section 164 of the Criminal Procedure Code (Cr. PC). According to the charge sheet, they have named Wali alias Rashid Abdullah, Baitullah Mujahideen of LeT training camp in Muzaffarabad of Pakistan occupied Kashmir (PoK), as having supervised the recruitments. Sajjad Afghani hailed from Balochistan of Pakistan. He was involved in master minding the Qamarwari militant attack on November 29, 2010 in which three JeM militants were killed. "It seems the militants had set up their hideout in the clinic of Dr. Mohammad Ramzan and they were spotted in the clinic today as well. We wanted to avoid the civilian casualties and as such did not open fire in the first instance. As the militants went inside we asked them to surrender since the clinic was cordoned off. But they did not pay heed to our pleas and started heavy fire on police and security forces," said the Police officials. A Multi Agency Centre (MAC) set up by the Union Home Ministry in New Delhi has reported on March 13, that 489 top militants of Lashkar-e-Toiba (LeT), Hizbul Mujahideen (HM) and a couple of other lesser known militant outfits were in full preparedness to try and cross into Jammu and Kashmir from the Line of Control (LoC) this summer, according to Daily Excelsior. Though the number of trained militants camping at forward launching pads across the LoC and International Border (IB) was about 1000, the MAC report said 489 militants were fully prepared to try to intrude into the border of Jammu and Kashmir in the approaching summer. These militants have been issued weapons, combat dresses, mobile telephones, explosive devices and medical kits etc to carry them while infiltrating into the State. As per the MAC figures, 195 militants had infiltrated into Jammu and Kashmir during last two years of 2009 and 2010. While exactly 100 militants sneaked into this side in 2009, the number went down to 95 in 2010. Intelligence and Police agencies of the State said the figure almost tallied with their inputs.

The annual report for 2010-11 of Ministry of Defence stated on March 16, "The continued infiltrations across the Line of Control (LoC) and the existence of terrorist camps across the India-Pakistan border demonstrate the continuing ambivalence of Pakistan in its attitude and approach to terrorist organisations", according to Daily Excelsior. Observing that the security situation in Jammu and Kashmir had "stabilised", the Ministry of Defence said the terror threat continued to be "real" as terrorist infrastructure in Pakistan is still intact. The annual report said the situation was stabilised by the persistent efforts of the Indian Army, which in 2010 killed 238 terrorists and apprehended 62 of them while 52 suffered casualties. "The continuous infiltration attempts in Jammu and Kashmir by terrorists from Pakistan and Pakistan occupied Kashmir (PoK) are a matter of concern," it added. The report said despite Army's strict vigil, infiltration attempts along the LoC were on where 40 terrorists were killed and 31 such bids were foiled. It added that the incidents of terrorist violence remained low in the State due to the "operational ascendancy" gained by the Army.

Carrying on with its operation of removal of bunkers from civilian areas in Srinagar, Central Reserve Police Force (CRPF) on March 17 removed 12 bunkers located in various areas, according to Daily Excelsior. The force officials say that the removal of bunkers would help in better movement of people especially in the downtown areas of the Srinagar. The CRPF personnel could be seen removing the bunkers from places like Batamaloo, Karan Nagar, Zaina Kadal, Saraf Kadal, Babademb, Rainawari, Nowhatta, Islamia College, Hawal and Amar Singh College. The CRPF official said that the step has been welcomed by both the people as well as jawans (troopers). 40 bunkers have been removed from Srinagar since the process was started in October, 2010. While 16 bunkers were removed in the first phase, 12 bunkers each were removed in the subsequent two phases. The removal of bunkers was one of the eight points proposed by Union Government to bring the situation to normal in Kashmir after 2010’s summer agitation.

The module planned to kill 16 residents of Kreeri and Pattan areas of Baramulla District to "create fear psychosis and to revive" HM. The Baramulla Police discovered this during its investigation of a murder case of a civilian, Nazir Ahmad Lone by an unknown gunman on February 28, 2011, resident of Kreeri, as reported earlier. On interrogation, it came to surface that the Imam, on the directions of Mohammad Ashan Dar and Muzaffar Dar (senior self styled commanders of HM outfit) presently in judicial custody, had constituted two modules one for Kreeri and other for Palhalan of Baramulla District to "kill sixteen respectable persons in the areas to create a fear psychosis and to revive the HM outfit." the Police claimed. The module "A" operating in Kreeri and Nihalpora, was led by a "recycled HM terrorist Hilal Ahmed Palla of Dangerpora, Pattan and his associates Ajaz Ahmad Khan of Khanpora, Mudassir Nazir of Kachawa and Mohammad Ashraf Kumar of Khanpora all from Baramulla District. The group was "involved in Nazir Ahmed Lone's killing." Bashir Bukhari also disclosed the name of Mohammad Ashraf Mir of Kalantra in Baramulla District who was also part of the module "A". The Police arrested Moulvi Bashir, Ashraf Mir, Ajaz Dar, Ashraf and Abdul Hamid. Hilal Palla and Nazir are absconding while as other accused have been arrested. Daily Excelsior reports that, the District Magistrate (DM) of Jammu has ordered the cancellation of licenses of three Gun firms to the State Home Department and the Police authorities have seized 53 fake licenses from Rajouri and nearly 70 from Doda, Poonch and Kathua Districts of Jammu region. Besides the above seizure, 29 more licenses, which had been sent to the Home Department for seeking all India permission of carrying weapon, were also seized by the investigating team. While from Kathua thirteen (13) fake gun licenses were recovered, 30 more were seized in District Poonch, 53 in Rajouri and 27 in District Doda. During further intensive investigation, it was found that 29 such fake licenses were awaiting clearance in the Home department for the All India level status issued by Sub-Divisional Magistrate (SDM) of Mendhar in Poonch District. As reported earlier, on February 17, 2011 two persons namely Mohammad Naseer and Mohammad Rafiq of Kotranka in tehsil (revenue unit) Budhal of Rajouri District were intercepted by Janipur Police along with two .12 guns and the fake licenses. It was found during investigation that these had been issued by the SDM Mendhar and an FIR No. 18/ 2011 was registered in this connection.

Army sources at New Delhi stated on March 29 that the infiltration attempts by Pakistan-based terrorist organisations into Jammu and Kashmir increased slightly in 2010 with recorded 500 such bids as against 490 in 2009, reports Daily Excelsior. In 2009, the Pakistani terrorist outfits made a total of 490 attempts to cross over to Indian Territory whereas 500 were made by them in 2010. In these attempts, 120-125 militants were able to enter into Indian Territory. The number of militants killed in several encounters with the Army was between 250-255 out of which 120-125 were killed while infiltrating. It was further added that the 42 terrorist camps operating in the Pakistan Occupied Kashmir (PoK) are still training militants for anti-India activities. Indian Army deployed along the Line of Control (LoC) has formed a three-tier counter-infiltration grid to tackle militancy.

The State Government in a written reply told the Legislative Council that a total of 13, 215 civilians have been killed in violence since 2009, reports Daily Excelsior. The Minister-in-charge Home disclosed that this included a total 698 political activists/ leaders. The highest number of 101 politicians were killed during 2002, followed by 76 in 2001, 62 during 2004, 61 in 1996 while 58 each during 1997 and 1998. During 2008, 09 and 10, four each political activists were killed by terrorists while during this year up to February 25, 2011, only one political worker was killed in such incident. It was further disclosed that 341 persons have been allegedly killed in custody in the State in last two decades. However, no such custodial death has taken place in Poonch and Rajouri Districts. Out of the total 113 persons missing in Poonch and Rajouri Districts during militancy, 99 belonged to Poonch, whereas, only 14 missing persons have been reported from District Rajouri since 1990 so far. It was also informed that 5363 Security Force personnel were killed in the State since 1990 up to now. In reply to another question regarding withdrawal/ repeal of Armed Forces Special Powers Act (AFSPA)-1990 and Public Safety Act (PSA) it was disclosed that the Government has constituted two committees; one each for Jammu and Kashmir regions, respectively, to look into the areas where from AFSPA could be withdrawn. It was informed that with the improvement in the security environment, the State Government is committed to the gradual withdrawal of AFSPA-1990. Notably, the AFSPA-1990 is not applicable in the Leh and Kargil Districts of Jammu and Kashmir, while, the PSA is in vogue in the entire State since 1978.
