The National Investigation Agency (NIA) probed a woman Islamic State (IS) operative-- Karen Aisha al-Muslimah aka Karen Aisha Hamidon, in Manila, Philippines— who was alleged to direct Indian members of IS to carry-out terror activities in India, reports The New Indian Express on May 3. During the NIA’s probe of IS related cases in 2015 and 2016, it was found that three accused—Mohammad Naser (from Tamil Nadu), Mohammad Sirajuddin and Adnan Hasan (from Karnataka), were in contact with Karen through social media platforms such as Facebook, WhatsApp and Telegram. Karen is one of the most active IS operative in Philippines between 2014 and 2015, claimed the NIA. She ran various Facebook pages, WhatsApp groups and Telegram channels for motivating, radicalising and instigating her online associates from different countries, including India to fight on behalf of IS in conflict zones, said NIA Spokesperson. Karen was arrested by the National Bureau of Investigation (NBN) of the Philippines on October 11, 2017 and was charged for incitement to rebellion. The NIA is now waiting for handing over of evidence through a legal channel by the Philippines so that the case against the arrested persons becomes stronger in the court, said the NIA Spokesperson.

In a statement by the National Investigation Agency (NIA) on May 7, Lashkar-e-Taiba (LeT) militant—Zabiullah (20) has told the NIA that he entered India to execute ‘large scale’ attacks on the Security Forces (SFs), reports Daily Excelsior. Zabiullah who is resident of Multan in Pakistan, entered India in March 2018, along with five other LeT militants—Darda (22) from Lahore, Shuram (26) from Multan, Faidullah (20) from Gujrawalan, Ummar (19) from Sindh, and Kari (19) from Peshawar, Paksitan. Before they could engaged in an attack on SFs, they were confronted by the SFs during which other members of his group were killed but he managed to escape the encounter site. During a joint search operation by the Kupwara Police, Indian Army and Paramilitary Forces on March 20, militants who were hiding in the forest area, fired indiscriminately on SFs. During the exchange of fire, five militants were killed whereas, three Army and two Police personnel were martyred and four Security personnel were injured, read the statement from NIA. On April 6, the SFs arrested Zabiullah from Juggiyal village in Kupwara Disrict of Jammu and Kashmir (J&K).

The Enforcement Directorate (ED) has registered criminal charges against the Kerala-based ‘radical’ outfit—Popular Front of India (PFI) in connection with money laundering and its alleged links with terror activities and funding, report Money Control on May 8. The ED has filed a case under the Prevention of Money Laundering Act (PMLA) on the basis of a First-Information-Report (FIR) and the chargesheet filed by the National Investigation Agency (NIA) in 2013. In their chargesheet, the NIA has alleged PFI for their involvements in terror activities, including—organising a training camp in Kannur, Kerala where NIA officials recovered swords, country-made bombs and ingredients to make an Improvised Explosive Device (IED), and the conspiracy of executing terror attacks in South India with the involvement of an outfit—Islamic State al-Hindi. The PFI has a presence in 23 States with a stronghold in Kerala, Tamil Nadu and Karnataka.

A top ‘leader’ of Lashkar-e-Taiba (LeT) and mastermind of 2008 Mumbai attacks—Zaki-ur-Rehman Lakhvi has been allegedly collecting donations from farmers in Punjab province of Pakistan, to fund its terror activities, reports Times of India on May 10. Lakhvi was released on the bail by the Lahore High Court in 2015. He is actively organising the funds through the wheat harvesting season in Punjab province, claims Intelligence inputs. LeT had launched a magazine—Wyeth (The Resistance in Flow) which focuses on Kashmir issue and encourage the Kashmiri youth to join the outfit. The magazine consists of the interview of LeT ‘Spokesperson’ Abdullah Ghaznawi who declared that 2018 would be tough for the Indian Army as our freedom struggle would head towards conclusion. India has already lost the war and is breathing its last. Wyeth has fabricated the quotes of the Prophets and stated that jihad is the only practical way of spreading Islam. It also uses the ten odd-versus from the Holy Quran which were relevant to the war that liberated Mecca, said an unnamed officer.

The Kerala Police has been carrying such sessions as a part of ‘de-radicalisation’ project aimed at preventing young Muslims from being prey of the terrorist outfits such as Islamic State (IS), Indian Mujahideen (IM), and Lashkar-e-Taiba (LeT). In the de-radicalisation project, the Kerala Police had identified the Muslim scholars and clerics who have in-depth knowledge of the Holy Quran and Hadis for implementing the various schemes of the project.

The Maharashtra Anti-Terrorism Squad (ATS) on May 12 arrested an alleged terror suspect—Faisal Hasan Mirza (32) who is trained in Pakistan to carry-out terror attacks in India, reports The Indian Express. Hasan Mirza is an associate of a wanted terrorist—Amir Reza Khan, co-founder of Indian Mujahideen (IM) and was ordered to plan an attack in Mumbai, said an unnamed senior officer. Mirza was arrested in a joint operation conducted by the Maharashtra ATS and Kolkata Special Task Force (STF), which has been tracking Reza and his associates, said an unnamed official. The preliminary interrogation has revealed that Mirza had stayed in Sharjah, UAE and moved to Karachi, Pakistan via Dubai. In Karachi, he was trained in a terror camp at unspecified location, said an unnamed officer.

The arrested terrorist—Faisal Hasan Mirza (32) - highlighted a connection between Dawood Ibrahim’s D-Company and Lashkar-e-Taiba (LeT)—a terror outfit headed by Hafiz Saeed, reports Hindustan Times on May 14. The preliminary interrogation revealed that Faisal was provided logistics and airline tickets to travel between India, UAE and Pakistan, by Farooque Devadiwala—a distant relative of Faisal and close associate of Dawood Ibrahim. Devadiwala booked Faisal’s airline ticket to Nairobi via Pakistan from Dubai and was instructed to travel to Karachi from where an agent of Pakistan’s Inter-Services Intelligence (ISI) would contact him [Faisal]. Dubai Police on May 15 arrested India’s ‘most wanted’ terrorist Chhota Shakeel’s aide and close associate, Farooque Devadiwala aka Farooque Ahmed Gani aka Hazrat, reports India Today. Farooque was an absconder from last two decades and allegedly worked for Pakistan’s Inter-Services Intelligence (ISI). Farooque was wanted for his involvement in many terror activities in Gujarat and Maharashtra. Devadiwala was based in Sharjah, United Arab Emirates (UAE) from where he was running operations against India. His activities were supported by the ISI. His job was to get in contact with Indian Muslim youth, radicalise them and then sent them to Pakistan-occupied-Kashmir (POK) for terror training. The recent arrest of Faisal Mirza revealed Farooque’s active involvement in militancy against India. Chhota Shakeel helped Farooque to flee India and reach Pakistan, said unnamed source. The process of extradition of Farooque to India has been initiated and the Central Bureau of Investigation (CBI) with the assistance from the Ministry of External Affairs (MEA) would speed-up the process.

Junaid also confessed about his role in serial blasts in Delhi (2005), Varanasi (2006), Uttar Pradesh Court Complex (2007), and Jaipur, Ahemdabad, and Delhi serial blasts in 2008. The confession raised doubts over the investigation conducted by Delhi Police which claimed that Lashkar-e-Taiba (LeT) was behind those blasts. Junaid confessed that he and another IM terrorist—Mirza Shadab Beg kept IED at Sarojni Nagar Market while Atif Ameen kept IED in Paharganj. The third IED was kept by Mohammad Shakeel and Saquib Nisar in a DTC bus; all terrorist were members of IM, said an unnamed official from Union Ministry of Home Affairs (UMHA).In 2006, Delhi Police filed chargesheet against five suspects—Tariq Dar, Mohammad Hussain Fazli, Rafiq Shah, Farooq Ahmad Batloo, and Ghulam Ahmad Khan, all residents of Jammu and Kashmir (J&K), and alleged that all five belong to LeT. Six other alleged LeT members -- Abu Huzefa, Abu al Qama, Abu Zaid, Rashid, Mansoor and Sajjad Salafi – were also accused for their involvement in the same case. On October 29, 2005, first blast occurred at Paharganj killed 17 civilians and injured 108. Intelligence agencies have learnt that terrorist Masood Azhar led Jaish-e-Mohammed (JeM) is now selling medicines and offering Hijama-based alternative treatment of several diseases in order to collect funds across Pakistan, reports India Today on May 21. Advertisements in form of hoardings, banners and pamphlets have been put out by JeM's charity wing Al Rehmat Trust. India Today has accessed a copy of such pamphlet which was distributed in Peshawar in Pakistan. Al Rehmat Trust was designated a global terrorist organisation for being an operational front for JeM by the US Government in 2010. Headed by Masood Azhar's close confidant Ghulam Murtaza, Al Rehmat Trust has been the main source of funding for JeM over the years.

Ramesh was produced in the Court and was sent to ATS custody. Kanyal was serving as a cook to an unnamed Indian Diplomat in Pakistan during 2015 to 2017 and was approached by the ISI operatives who promised him to pay for sharing information related to the National Security. Kanyal bugged the house of the Diplomat to get the information that ISI needed. The border between India and Bangladesh is not very far from where Manglu and Sadekul were arrested. Preliminary investigation has revealed that duo were engaged in bomb making and selling it to either Jamaat-ul-Mujahideen (JMB) or Ansarullah Bangal Team (ABT)—banned terror outfits in Bangladesh, said an unnamed District Intelligence officer. Investigations conducted by Indian intelligence agencies point towards a pattern linking a failed attack in Delhi in mid-December, the Pathankot attack on January 2 and the two attacks on the Indian consulate and mission in Afghanistan on January 3 and March 2, respectively, The Times of India reports on May 27. All these strikes bear the stamp of two Jaish factions- Jaish-e-Mohammed (JeM) and Jaish ul Haq (JuH). According to sources Pakistan's Inter-Services Intelligence (ISI) has been pitting the two Jaish factions against each other and pressuring them into targeting Indian installations to prove their worth. While JeM is headed by Maulana Masood Azhar, JuH is led by Maualana Abdul Rehman (MAR). Both are connected to the IC-814 hijacking of 1999. Rehman orchestrated the hijack while Azhar was freed in exchange for passengers. According to an intelligence report, this approach is resulting in back-to-back strikes. Sources say the confession report of two Jaish terrorists, Ahmed Khan Durrani and Abdul Qadri, who were arrested by Kabul (Afghanistan) Police in March, revealed how Pakistan is providing both the Jaish groups with infrastructure to run their training camps. The duo said they were trained at an ISI-operated training camp in Bare, Khyber Pakhtunkhwa.

Rasheed was handed-over to the National Investigation Agency (NIA) and later to Tamil Nadu Police for further investigation. Rasheed believed to be self-radicalised and was allegedly in contact with terrorists involved in 2002 Bali bombings in Indonesia which claimed 202 lives. In connection of supply of the Fake Indian Currency Notes (FICNs), Delhi Police’s Special Cell on May 31 arrested Narendra (41) aka Secretary from his resident in Rohtak of Haryana and recovered FICNs in denomination of INR 2,000 of worth INR 30,000 from his possession, reports Daily Pioneer. During the interrogation, Narendra confessed that he used to obtain FICNs as well as Narcotics from different sources in Kaliachak, Malda District, West Bengal. These FICNs were smuggled from Pakistan via Bangladesh border, said Deputy Commissioner of Police (DCP) of Special Cell—Pramod Singh Kushwah. Reportedly, Narendra is a ‘hardcore’ criminal and was arrested earlier by the Haryana Police in 2013-2014. In 2016, Delhi Police had arrested him with FICNs worth INR three lakh, and after his release from jail, the Special Cell monitored his movement. Reportedly, he was involved in more than 30 cases of Robbery, Dacoity, Arms Act and FICNs incidents and the cases were registered against him in Delhi, Rajasthan and Haryana. In two cases [unspecified], he has been convicted. Delhi Police had kept a reward of INR one lakh on Narendra’s arrest.
