In ‘2+2’ Dialogue between India and the United States (US), the US is likely to propose India to join the ‘Counter Islamic State (IS) Finance Group (CIFG)—a broad international group established to ‘degrade’ and ‘defeat’ the IS, reports The Indian Express on September 04. The CIF group was established in January 2015 with US, Italy, and Saudi Arabia as Co-Chair, and has 49 member nations, including Australia, Bahrain, Bulgaria, Canada, Denmark, France, Georgia, Germany, Iraq and China as observers. The 2+2 Dialogue is scheduled for September 6 this year, where the US Homeland Security officials and their Indian counterparts have worked on a draft plan for six years cooperation in anti-terror intelligence sharing, terror financing, and Cybersecurity, said an unnamed official.

The National Investigation Agency (NIA) released a statement on September 04 stating that the NIA Court in Kerala has framed charges against six operatives of Islamic State (IS)— Manseed Muhmood, Swalih Mohammed, Rashid Ali, Ramshad N.K., Safvan, Jasim N. K., and Shajeer Mangalassery, for planning terrorist attacks in Southern part of India, reports The Times of India. All six operatives had formed a IS terror module named Ansar-ul Khilafah (AuK) over social-media platforms and planned to carry-out terrorist attacks in Southern India, read the NIA statement. On March 29, 2017, the NIA filed chargesheet against six IS operatives under various Sections of the Unlawful Activities (Prevention) Act [UA(P)A] and the Indian Penal Code (IPC).

As none of the 32 IEDs went off, Riyaz Bhatkal, Iqbal Bhatkal, Yasin Bhatkal and other IM operatives were disappointed at this ‘miserable’ failure and left Surat, revealed Akbar Chowdhari to the interrogators.

The Special cell of Delhi Police arrested two alleged Islamic State (IS) operatives—Parvez (24), and Jamshid (19) on September 6 from the Jama Masjid bus stop near the Red Fort in Delhi, reports The Times of India. Reportedly, both, Parvez and Jamshid are residents of Shopian in Jammu and Kashmir (J&K) and pledged allegiance to Islamic State Jammu and Kashmir (IS-JK)—a newly formed outfit of IS. A First Information Report (FIR) under Unlawful Activities (Prevention) Act [UA(P)A] has been registered and the Intelligence agencies are interrogating the suspects to trace other members of the outfit. The Police have recovered two .32 bore pistols and four cellular phones from Parvez and Jamshid. They both were working for Omar Ibn Nazir and Adil Thokar and had no plans to carry out terror activities in the Delhi but using it only as a transit point.

The Uttar Pradesh (UP) Special Task Force (STF) on September 8 arrested two unidentified persons from Chinhat in Lucknow District of Uttar Pradesh, for allegedly involved in printing Fake Indian Currency Notes (FICNs), reports The Times of India. The STF team recovered FICNs worth INR 8,700 in denominations of INR 100, INR 200, and INR 50. Along with, a colour printer, scanner, paper cutter, and a number of semi-printed FICNs were also recovered from their possession. An investigation is ongoing in the matter.

One of them had allegedly played a key role in striking a deal with the landlord, Ujiyari Lal Yadav, a former Corporator from Shiv Nagar ward from where Zaman was arrested on Thursday (September 13), Kumar added. Zaman, a BA drop-out hailing from Jamunamukh in Hojai District of Assam, had come in contact with a person named Osama in the initial months of 2017 and joined Kashmir-based militant organisation HM, Kumar said. He went on to get training in the forests and hills near Kishtwar, Kumar said, adding Zaman then adopted the name Dr Huraira. After being imparted training, Zaman was sent to Uttar Pradesh to carry out blast during a festival, Kumar said. Kumar said that the arrested HM operative had first surfaced in April this year after a photo of him flaunting an AK-47 rifle with his code name was posted on social media and widely shared.

The activities of Hizbul Mujahideen in Assam were in nascent stage but the investigations revealed that they were trying to procure weapons from Dimapur. The sources also added that Assam Police would have to make a special unit to deal with activities of the jehadi groups like some other States did as the threat cannot be overlooked and the activities of such outfits are not confined to one particular state or country. Moreover, there is very little intelligence inputs about the activities of such groups and to deal with them, the state police forces and the Central agencies would have to work in close coordination. The police presence in the remote and vulnerable areas would also have to be increased immediately. Sources said that after arrests of four agents of the Pakistani Inter Services Intelligence (ISI) in Assam in late 1990s, the police and security forces came to know that the Harkat ul Mujahideen (HUM) managed to establish bases in the State. More than 40 activists of the HUM were arrested during that time and around 25 of them had gone to Pakistan for training. The head of the Assam unit of the HUM Master Fakruddin is still missing. According to an input, he was killed while fighting the American forces in Afghanistan, but the report could not be confirmed. Similarly, another youth from Assam, Nurul Ali, had joined terrorist group Harkat Ul Ansar and he was involved in an act of violence in Delhi. But his present whereabouts are not known. It is also suspected that one youth from the State was involved in the blasts in Bodh Gaya in 2013, but the report could not be confirmed. However, security sources said, “the involvement of a youth from the State in the Bodh Gaya blast is almost confirmed with the available inputs. Sources revealed that the Jama'atul Mujahideen Bangladesh (JMB) managed to establish bases in Assam by taking advantage of the sentiments of a certain section of people following the 2012 ethnic clashes in the BTAD areas and the fact came to light only after an accidental blast in West Bengal. Around 50 persons were arrested and it was found that around 12 persons were trained up in a Madrassa in West Bengal. But luckily for the security agencies, the accidental blast during the training in Burdwan led to the arrests of the JMB activists, sources pointed out and said that if the jehadi elements quietly carry on indoctrinating people without indulging in any violence, it is very difficult to track their activities.

According to Pallab Bhattacharya the Additional Director General of Police Special Branch, ‘The emergence of the Hizbul Mujahideen module in Assam may be a one-off case. But we have sought the formation of an ATS in Assam in order to keep a close eye as these groups operate very surreptitiously and secretively because of the unique nature of the Assamese social fabric’. He also added that ‘It is a unique Islamic culture in Assam due to which even the few radicalised elements tread very carefully lest they be exposed by members of their own community. But radical thoughts have increasingly been gaining ground and that is why there is an urgent need to tackle it and nip it in the bud’. HM is the largest militant outfit in Jammu and Kashmir waging an armed struggle seeking the severance of Kashmir from India although government reports say the outfit is fighting a growing crisis of shortage of weapons and finances, reports First Post. It is believed that of the about 210 hardcore militants active in Kashmir Valley now, about 126 belong to the Hizbul. After Jammu and Kashmir, Assam has the largest population of Muslims among the Indian states. Assamese Muslims adhere to a Sufi form of Islam cherished and propagated by 17th-century poet and spiritual leader Azaan Faqir. The idea behind setting up the ATS would ostensibly be to identify and isolate the radical elements. While the state’s security forces have handled the insurgency led by the United Liberation Front of Asom (ULFA) and other insurgent outfits in an effective manner, a different approach needs to be organised to combat jihadi modules. At the same time, it has to be admitted that situation in certain parts of the state is indeed getting more fertile to breed radical Islamist ideologies which pave the way for setting up of jihadi outfits.

The terror fund network in Delhi was backed by Pakistan-based Hafiz Saeed’s Falah-e-Insaniyat Foundation (FIF) and funds were received from FIF operatives based abroad. In preliminary investigation, it emerged that Mohammad Salman, a resident of the Nizamuddin area in New Delhi, was in regular touch with an unspecified Dubai-based Pakistani national, who is connected to the ‘Deputy Chief’ of FIF— a front organisation of the proscribed terror group Lashkar-e-Taiba (LeT). The accused person has been receiving funds, being sent by FIF operator and his associates, through Hawala (illegal money transfer) operators to further their activities and create unrest in India and carry out the terrorist activities,” read the statement released by the NIA. The NIA team also recovered 14 cellular phones, five Pen drives, and several incriminating documents. For collection of evidences, the National Investigation Agency (NIA) has taken Nashidul Hamzafar—an Islamic State (IS) sympathiser deported from Afghanistan, to Kalpetta in Wayanad District of Kerala, reports The New Indian Express on September 27. Nashidul is 16th accused in the IS Kasargod case in which 14 people reportedly migrated to IS-controlled territory in Afghanistan. Nashidul was arrested by NIA team at Delhi airport and has been in NIA custody since September 29.

The National Investigation Agency (NIA) on September 27 filed the charge sheet related to the Bodh Gaya temple terror attack—a conspiracy of Jamaat-ul-Mujahideen Bangladesh (JMB) to avenge the atrocities on Rohingyas in Myanmar, reports The Times of India. On January 19, 2018, the JMB terrorists planted three Improvised Explosive Devices (IEDs) in around the Buddhist temple but the blasts could not happen. The NIA had arrested six [unnamed] JMB operatives including the ‘mastermind’ Jahidul Islam aka Kausar—a native of Bangladesh. The NIA filed the charge sheet against Paigambar Sheikh, Ahmad Ali and Nur Alam Momin, all residents of Murshidabad District of West Bengal.

The United States (US) based pro-Khalistan group— Sikhs For Justice (SFJ) plans to schedule its next ‘Referendum 2020’— a pro-Khalistan campaign in Pakistan in 2019, reports Hindustan Times on September 28. The next event will be at Nankana Sahib ji (a Gurdwara dedicated to the birth place of Guru Nanak Dev ji) in Pakistan’s Punjab Province, said SFJ’s legal advisor— Gurpatwant Singh Pannun. The campaign will be aligned with the celebrations of 550th birth anniversary of Guru Nanak Dev ji, and expected to attract thousands of devotees from around the world. SFJ will be setting up a calendar for the non-bidding referendum and will make important announcements about the details of voting process, said Pannun.

A Rajasthan Court on September 29 sentenced one accused to death while awarding life term to six others in 1996 Rajasthan bus blast case, reports The Times of India on September 30. Abdul Hameed who was awarded death sentence belongs to Uttar Pradesh along with two other accused, the rest four belong to Jammu & Kashmir. Another accused was acquitted in the absence of solid evidences. On May 22, 1996, passengers travelling in a bus from Bikaner to Soron near Aligarh in Uttar Pradesh via Jaipur and Dausa were blown up while the bus was passing through Samleti village near Dausa District of Rajasthan. At least 14 persons were killed in the blast including some from Jaipur; a few from Bharatpur and some from Uttar Pradesh while 37 were left injured in the timer blast. Later, the conductor of the bus, who was injured, lodged an FIR at a Police Station in Mahwa in Dausa District. Thereafter, a caller who introduced himself from Jammu Kashmir Liberation Front (JKLF) called up and took the responsibility of the blast in Samleti. After considering the statements of nearly 100 witnesses including the bus passengers and scientific evidences, the Court pronounced the judgment.

The Delhi Police on September 29 arrested two persons—Manish (29), and Naeem Ansari (37) involved in printing and circulation of the Fake Indian Currency Notes (FICNs) from Chitra Gupta Road in Paharganj, Delhi; and recovered the FICNs worth INR 123,550 in the denomination of INR 500, INR 200, and INR 50, reports The Tribune. Along with FICNs, the Police recovered papers used in FICNs, a colour printer, and other unspecified items. Both accused were fond of gambling and became friends while gambling at Raghubir Nagar area in Delhi, said Deputy Commissioner of Police (DCP) Mandeep S. Randhawa.
