Uttar Pradesh’s Anti-Terrorism Squad (ATS) is probing the case filed by an unidentified youth from Allahabad (Uttar Pradesh) where he was contacted by the operatives of Islamic State (IS) and was offered USD 5,000 (approx. INR 350,000) to pass-on the information on Indian Intelligence agencies, reports Times Now News on July 2. The State Police are also probing the cellular numbers that were used to send the messages on WhatsApp—a messaging application. The youth told the Police that he was added to a group bearing IS logo as the display image on the messaging app, said Superintendent of Police (SP) Brajesh Kumar Srivastava. . Both al-Qaeda in Indian Subcontinent (AQIS) and the Islamic State of Iraq and Syria/Islamic State—Khorasan (ISIS/IS-K) which is an Afghanistan-based affiliate of IS, have been enlisted as a proscribed organisations by the Union Ministry of Home Affairs (UMHA) as these organisations were found to be radicalising Indian youths for 'global jihad' and encouraging terror acts on Indian interests, read an order issued by the UMHA on June 19.

Three of the seven accused members of Indian Mujahideen (IM)—Gauhar Aziz Khomeni, Kamal Hassan, and Mohammed Kafeel Akhtar—all residents of Bihar and who are under trial of 2010 Bengaluru Chinnaswamy Stadium blasts, on July 4 pleaded guilty to their offences, reports The Indian Express. All three people are accused of being part of a conspiracy in which they helped IM leader Yasin Bhatkal to prepare five bombs at a hideout in Tumkur town of Tumkur District, around 60 km from Bengaluru. The bombs were planted around the stadium on the intervening night of April 16 and April 17, 2010 by Yasin Bhatkal and his aide—Qateel Siddiqui, who was killed in a Pune jail brawl in 2012.

A threat letter purportedly from Jaish-e-Mohammad (JeM) targeting seven railway stations in Punjab, including Pathankot, if the Amarnath Yatra is not halted, reports The Tribune on July 5 [today]. The letter also stated that along with the railway stations—Sri Harmandir Sahib Ji (the Golden Temple) and Durgiana Temple in Amritsar, and the Raghunath Temple in Jammu would also be attacked. A Standard Operating Procedure (SOP) was put in place to contain any terrorist incident. The threat letter has been written in Hindi. Whereas, Pakistan-based terror outfits use the ‘Persian script’ to deliver threats. It may turn out to be a hoax but for now, we are not in a position to take any risks. The letter found before the air base attack in Pathankot on January 2, 2016, was written in Urdu. The Security at all vital installations, including the Air Force Base, the Mamun Army Cantonment area and the ammunition dump, had been elevated up, said Senior Superintendent of Police (SSP), Vivek Sheel Soni. The letter has stated a threat if the pilgrimage to Amarnath was not stopped, three religious places; Raghunath Mandir in Jammu, the Golden Temple and Durgiana Mandir in Amritsar, besides seven railway stations at Pathankot, Amritsar, Ferozepur, Jammu, Jodhpur, Jaipur and Bikaner would be attacked, added Deputy Commissioner of Police (DCP), Amritsar city Amrik Singh.

The Malaysian Government on July 6 has stated that it will not deport the Islamic preacher Zakir Naik to India as long as he does not create any ‘problems’ in the host country i.e. Malaysia, reports The Tribune. The Malaysian Prime Minister (PM) Mahathir Mohamad has stated that as long as Zakir Naik is not creating any problems, we would not deport him back to India as he has a permanent residency status in Malaysia. Earlier, on July 5, the Indian government had assured of all possible steps to extradite the Islamic preacher—Zakir Naik. Maybe not now but eventually he [Zakir Naik] will be arrested and brought to justice, he will not be spared, said India’s Minister of State-Home Affairs (MoSHA) Hansraj Ahir.

Zakir Naik is facing charges including of hate speech and money laundering through Islamic Research Foundation (IRF) which is founded by him. On July 4, Zakir Naik who is extradite to Malaysia, has stated that he has no plans to come back to India till he feel safe from ‘unfair prosecution’. A former cook—Shashikant Jha at the Indian Air Force (IAF) Officer’s mess based in Gorakhpur has been arrested on July 7, with the possession of confidential information related to the ‘take-off’ schedule of the IAF’s fighter planes based in Air Force Station—Gorakhpur in Uttar Pradesh, reports NDTV. Shashikant who is a native of Banka District in Bihar was caught by the IAF officials and was later handed-over to the Police for the investigation, said Inspector Pradeep Shukla of Shahpur Police Station in Gorakhpur. The interrogation revealed that Shashikant worked at Officer’s mess as cook till September 2017 and used to note down the secret information while over-hearing the Officer’s conversation. He [Shashikant] had not ‘entry pass’ to enter the Air Force colony from where he was caught by the Air Force security personnel, said unnamed Police official.

Ramesh (56), Pranam Bhoi (22), Dillip Bhoi (19), and Sarat Kumar Sahoo (32) aka Bapi, and recovered FICNs worth INR 4.5 lakh along with a printing unit operating at Paluru Bangla street in Behrampur in Ganjam District of Odisha, reports Kalinga TV. The accused Rameswar Moharana and K. Ramesh belongs to Ganjam district, whereas other three accused are from Khordha District. The Tamando Police received the information about the FICN racket and raided in Mahura Bazaar area and arrested Pranam, Dillip and Sarat Kumar with FICNs in the denomination of INR 100, INR 500, and INR 2,000 worth INR 15,000. Based on the preliminary interrogation, Police arrested Rameswar and K. Ramesh and recovered FICNs worth INR 4,49,550 in denominations of INR 50, INR 100, INR 200, INR 500, and INR 2,000 from their possession. Thasleem worked in UAE. “I would not have done that transaction using my Identification if I would have realise that it will land me in trouble later. Uttarakhand Police on July 14 has arrested two men—Arun Kaushal (32) and Pankaj Rawat (30), from Gauchar town of Chamoli District and recovered the Fake Indian Currency Notes (FICNs) of worth INR 6.04 lakh from their possession, reports Hindustan Times. The duo used to do labour jobs and printed FICNs at home using a colour printer with motive to repay their debt of amount INR five lakh. For this activity, they took help from YouTube videos for printing methods. They had plans to circulate the FICNs in villages, assuming that villagers could not differentiate between the real and fake currency notes, said the Station House Officer (SHO) of KarnprayagKotwali Chitragupta. “The police are taking necessary steps to curb circulation of FICNs in the State, but the Reserve Bank of India (RBI) should do more about making the masses aware about fake and real currency notes,” said Additional Director-General (Addl DG) of Police Ashok Kumar.

The data of last 15 days saved on computer systems has been locked. The Cyber Cell of Navi Mumbai Police is investigating the case. In an attempt to strengthen the framework of the agencies, the Government of India has plan to make amendments to the National Investigation Agency (NIA) Act 2008, and the Unlawful Activities (Prevention) ACT (UAPA) 1967, reports The Tribune on July 16. The draft of the Bills for amendments has been prepared and likely to be introduced in the Monsoon Session of the Parliament that begins on July 18. As per the proposal, the NIA shall be allowed to investigate the cases of terrorist activities and attacks on Indians in abroad and seize and attach properties representing proceeds of terrorism. It will also make the NIA—the nodal authority for investigating the cases of human trafficking. However, the proposed amendment in the UAPA will allow the government to designate an individual suspected to have terror links as a terrorist, said an unnamed official. Similar powers are with the United States’ (US) Federal Bureau of Investigation (FBI), which were exercised to conduct parallel investigations post-2008 Mumbai attacks in which six Americans were killed.

Andrabi, who is chief of the banned outfit Dukhtaran-e-Millat (DeM), was produced before the court along with her two women associates, after the expiry of their 10-day National Investigation Agency (NIA) custody. The ATS team recovered foreign currency of Bangladesh, Oman, Qatar, Saudi Arabia and Bahrain.
