Akmal Hashim, a terrorist of Pakistani nationality, arrested from the Damal Hanjipora area of Jammu and Kashmir on August 23, was flown to Mumbai on September 2, according to The Hindu. Affiliated to the Al-Badr outfit, Hashim is to be questioned for his possible role in the July 11, 2006-serial bomb blasts in Mumbai. According to Hashim's interrogation report, a group of Lashkar-e-Toiba (LeT) terrorists with whom he had been billeted in the Gool-Gulabgarh high-altitude forests of Udhampur claimed organisational responsibility for the bombings. "Mujhe Lashkar ke bhaiyon ne bataya ki hamney blast karaye [the Lashkar brothers told me that their organisation had executed the bombings]," the report records Hashim as saying. Hashim, belonging to the Gujrat town in Pakistan, served as a Lance Naik in the Pakistan Army until 1996. After resigning from the Army, he reportedly joined the Al-Badr.

On September 2, police arrested an agent of the Inter-Services Intelligence (ISI), identified as Mohammed Shakeel (25), of Akber Bagh in the Saidabad area of Hyderabad on the charge of conspiring to kill a political leader in Madannapet. The Hindu reports that police recovered a Compact Disc with provocative contents. During interrogation, Shakeel said that he and his associates were planning to eliminate a local Bharatiya Janata Party leader with an intention to create communal tension during the ongoing Ganesh festival.

According to The Hindu, on September 3, Mumbai Police said they were yet to verify Lashker-e-Toiba (LeT) operative Akmal Hashim's claim in a media interview that 17 terrorists were involved in the July 11 bomb blasts on commuter trains. Hashim had claimed that 17 men — some of them Kashmiris and the others from Pakistan — were involved in the bombings. He said all but one of the men had left Mumbai. Anti-Terrorism Squad (ATS) chief K.P. Raghuvanshi told reporters the agency had no confirmation yet of the claim. He said the only information they had at the moment was that Hashim was a Pakistani national and that he served in the Pakistan Army for a while. Meanwhile, a Mumbai court on September 3 remanded Hashim to ATS custody till September 13.

An agenda paper prepared by the Union Ministry of Home Affairs (MHA) for the September 5 conclave of Chief Ministers on internal security, says that cross-border terrorism has spread to the hinterland and infiltration, in comparison to the same period last year, has trebled. Indian Express quoting from the agenda paper reports that Pakistan still continues to aid and abet terrorism and terrorist groups, particularly the Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM), are targeting India with the help of Pakistan’s Inter-Services Intelligence (ISI). The total number of infiltration have doubled from 21 (January-July 2005) to 50 (January-July 2006) while the number of infiltration foiled have declined during the same period. According to the paper, cross-border infiltration has nearly trebled from 170 (January-July, 2005) to 476 (January-July, 2006). The number of grenade attacks in Jammu and Kashmir (January-July 2006) total 176. Although the MHA claims that the total number of incidents involving Naxalites between January-July 2006 have gone down to 930 as compared to 1039 during January-July 2005, the number of casualties has increased from 407 to 487 during the same period. The agenda paper says Naxalites are now organising themselves on military lines.

A team of Manipur Police arrested the general secretary of the United National Liberation Front (UNLF), Kh. Ibotombi, along with one of his associate from a hospital at Coimbatore in the southern State of Tamil Nadu. A laptop, INR 35,000 in cash and two mobile phones were seized from his possession. Further, at least eight Manipuri students studying in a college in Coimbatore are suspected to have links with the arrested UNLF leader.

Andhra Pradesh Chief Minister Y. S. Rajasekhara Reddy said on September 5 that the two-pronged strategy of development and vigilance pursued by his Government had resulted in containing threat to internal security both from Maoists and terrorist groups like the Lashkar-e-Toiba (LeT). Participating in the Chief Ministers' Conference on Internal Security, Reddy said the law and order situation in the State was under control. He said Maoists posed the biggest challenge to law and order with the group's activities affecting 500 police station areas spread over 19 districts. The Chief Minister said the Maoists had no public support and were engaging in hit-and-run tactics. He said that the Government had set up a Department for Remote and Interior Area development to speed up developmental activities in the areas that were usual recruitment grounds for extremists. During the last two years, he said, 2.5 lakh acres of land had been distributed to the poor and the Government had undertaken an ambitious programme to bring additional land under irrigation. In order to promote employment opportunities for tribal youth, the State Government trained over 7,000 youths in various trades and of them, some 2,200 were employed. In addition, 3000 home guards were recruited from extremist- affected areas. The Government also strengthened intelligence network and raised two India Reserve battalions. The Chief Minister sought deployment of two battalions of Central paramilitary forces in the State to neutralise the Maoists. Claiming that the State's policy to rehabilitate surrendered extremists was successful, Reddy said during the last three years, over 8,000 Maoist cadres had surrendered and Maoist violence was under control with security forces gaining the upper hand. Referring to Islamist extremism, the Chief Minister informed that security agencies unearthed eight modules of militant outfits and 87 persons had been arrested in the last three years.

Speaking at the Chief Ministers’ Conference on Internal Security in New Delhi on September 5, Prime Minister Manmohan Singh said intelligence agencies had warned of a further intensification of terrorist violence with the possibility of more Fidayeen (suicide squad) attacks, according to The Hindu. He said that use of suicide bombers; attacks on economic and religious targets and targeting of vital installations, including nuclear establishments and Army camps, were very much on the agenda of terrorist outfits. The Prime Minister also said intelligence reports had suggested that terrorist modules and "sleeper cells" existed in some of the urban areas. Dr. Singh said the country was confronted with an array of complex internal security problems and threats and each of these needed to be dealt with in different ways. Focussing on left-wing extremism, terrorism and how to assuage feelings of insecurity among minorities, particularly Muslims, the meeting also reviewed developments in the North-East and Jammu and Kashmir. Stressing upon the need to have greater alertness by the States and local intelligence agencies as also the police, who have a locational advantage, the Prime Minister said that unless the "beat constable" was brought into the vortex of the counter-terrorist strategy, the capacity to pre-empt future attacks would be severely limited.

Speaking at the Chief Ministers’ Conference on Internal Security in New Delhi on September 5, the Karnataka Chief Minister, H.D. Kumaraswamy, disclosed that 13 districts had been affected by left-wing extremism and there were about 200 Maoist cadres with 60 operating in two or three armed groups in the Malnad region. He further said, "They have automatic weapons, 8 mm rifles, IED (improvised explosive device) and hand grenades, and have also two-way VHF communication equipment,'' adding, several initiatives had been taken by the Government to tackle the danger posed by the Maoists and an anti-Maoist force had been set up with 543 personnel and located at Udupi in the Malnad area. He said a proposal to raise a commando force on the lines of the Greyhounds/National Security Guard was being finalised. On terrorism, he said Lashkar-e-Toiba (LeT) terrorists with links to their counterparts in Andhra Pradesh and other parts of the country had infiltrated Karnataka, especially to Chintamani and Mulbagal in the Kolar district. "These terrorists try to operate through madrassas and other organisations in the State,” he said and added that their objective was to destabilise the economy by attacking vital installations. Kumaraswamy also urged the Union Government to establish two Rapid Action Force battalions in the State, which could be used to tackle terrorism, Naxalism and communal disturbances.

The Bahraich District court in Uttar Pradesh on September 6 granted permission to withdraw a treason case against the banned Students Islamic Movement of India (SIMI) chief Shahid Badar Falah and 11 other members of the outfit, according to Hindustan Times. The court also analysed audio and video recordings of Falah’s speech on the request of a group of lawyers, who were opposing the withdrawal. District Government Council (DGC) Anwar Ahmad Khan, who was pursuing the case, submitted several arguments before the court for withdrawing the case. The DGC said after studying the case diary of Falah he found that no prima-facie case can be made out in the matter and there was no ground to continue the case. Besides, the base of the First Information Report (FIR) was very weak and there were several errors in the FIR lodged by the Kotwali police against Falah and others. SIMI’s lawyer Mohammed Farooq reportedly said all the accused were innocent and they did nothing unlawful. Falah had allegedly delivered an inflammatory speech at Sir Syed Girls College in Bahraich on September 16, 2001. He called Muslims to take Quran in one hand and sword in the other hand and also allegedly said we would follow rules of Quran and not those made in the Constitution.

According to Daily News & Analysis, the first explosion occurred outside the Bada Kabristan, a burial ground at the heart of the old city. The area near the burial ground was crowded with people who had gathered to offer prayers on the occasion of Shab-e-Baraat (night of salvation). The second explosion took place near a mosque while the third occurred at Mushawarat Chowk. The explosives reportedly had been rigged to bicycles. According to The Hindu, many of those killed and injured were children. No group has claimed responsibility for the blasts thus far. Chief Minister Vilasrao Deshmukh described the blasts as "a terrorist act" but said he did not know who was responsible. After a high-level meeting, he said a broken bicycle, which might have been used to place the bomb, was found at Mushaira Chowk, apart from two packets.

Justice P.D. Kode delivered the judgment convicting Yakub Memon, Yusuf Memon, Essa Memon and Rubeena Memon. The judge held the mother of the Memon brothers, Hanifa, and Raheen, Yakub Memon's wife, and one of the brothers, Suleiman Memon, not guilty. The verdict on the 123 accused will be pronounced in batches. According to The Hindu, all the four found guilty face charges under the TADA and various sections of the Indian Penal Code. They will be sentenced subsequently and could get jail terms from five years to life imprisonment. At least 257 people died and 713 were wounded in 13 bomb blasts across the city on March 12, 1993. The prime accused, Dawood Ibrahim, Anees Ibrahim, Tiger Memon and his wife and Ayub Memon and his wife are absconding. The Central Bureau of Investigation submitted in the charge sheet that the serial blasts were masterminded by Dawood Ibrahim, who is reportedly based in Pakistan at present, with the help of his associates Tiger Memon and Mohammed Dossa, allegedly at the instance of the Inter-Services Intelligence, Pakistan's external intelligence agency, to avenge the demolition of the Babri mosque in December 1992. While Dawood was already outside India when the blasts occurred, Memon and Dossa fled a day earlier. The Memons had allowed the use of their garages to load RDX into vehicles used for bombing 13 crucial points in Mumbai, The Hindu reported.

Sharma said this was the rarest of rare cases as the explosions had shattered Mumbai's lifeline and killed 257 people in the span of a few hours. The rupee notes are then smuggled into India as "part of Pakistan's agenda of destabilising the Indian economy through fake currency," according to Times of India. The notes are "supplied by the Pakistan government press free of cost to Dubai-based counterfeiters who, in turn, smuggle it into India using various means," the report said quoting a Central Bureau of Investigation (CBI) note to Indian security agencies and the finance ministry. It also mentioned how fake currency notes were concealed in music systems, crockery boxes and washing machines, and sent to India through 'carrier' air passengers who were paid Rs 5,000 to Rs 10,000 for carrying a consignment from Dubai and other Gulf countries. The CBI also reportedly mentions Bangkok as a major centre of fake Indian currency notes production — smuggled into India through Nepal and Bangladesh. The Reserve Bank of India has estimated the amount of fake currency in circulation at almost 1.7 trillion rupees (37.5 billion dollars), the report said.

Kode said that Asgar was charged under section 3(3) of TADA for taking part in the landing of arms, ammunition and explosives on February 3 and 7, 1993, at Shekhadi in Raigad district, holding meetings to plan the terrorist act and taking part in the RDX filling operations and collecting money to be disbursed among people who were part of the conspiracy. Shahnawaz Qureshi was held guilty of undergoing and taking weapons training in Pakistan in the handling of arms and explosives along with co-conspirators, taking part in the Shekhadi arms and ammunition landings of February 3 and 7, 1993 and also participating in meetings held at the residence of the co-conspirators to chalk out plans for committing terrorist acts. He was also held guilty under section 3(3) of TADA. The judge also held both accused guilty under section 120 (b) of the Indian Penal Code (IPC), which relates to criminal conspiracy. With this ruling, the tally of those held guilty in the 1993 Mumbai blasts case has now gone up to seven.

Top Lashkar-e-Toiba (LeT) terrorist Aslam Kashmiri, linked to the March 7-Varanasi terrorist attack and the 7/11 train bombings in Mumbai, is believed to have fled to Bangladesh following the recent arrest of four LeT cadres in Gujarat, according to Press Trust of India. Official sources said Aslam Kashmiri, believed to be a resident of Anantnag in Jammu and Kashmir with links to terrorists in the Rajouri area, had visited Kolkata with Mohammed Illyas, one of the four men arrested in Gujarat. Kashmiri is believed to have entered Bangladesh, from where he is alleged to have subsequently fled to Pakistan, sources added.

The first of the explosions occurred at the Manacaud Post office at 9 a.m. when a postal service employee attempted to verify the contents of an envelope that “seemed unusually heavy and thick for its size.” Another explosion occurred at a provisions store when the owner opened his mail around 11.30 a.m. No one was injured in either of the explosions. Police personnel defused two letter bombs enclosed in envelopes that had been deposited for delivery at the post office. These packets were addressed to traders with fake return addresses. The State police have warned citizens against opening suspicious mail following the explosions.

Shaikh had ridden a scooter, laden with RDX explosives and a timer device, from the Al Husseini Building at Mahim to Katha Bazaar in south Mumbai, where the vehicle exploded killing four persons and injuring 21. Property worth INR 3.7 million was also damaged. Subsequently, Shaikh brought a suitcase, filled with RDX and a timer device, and planted it in room 1840 of Sea Rock Hotel at Bandra. The blast caused damage to the tune of INR 90 million. Shaikh was convicted under Sections 3 (2) (i) and 3 (2) (ii) of TADA. He was also charged under Section 3 (3) of TADA, in addition to Section 120 (b) of the Indian Penal Code (criminal conspiracy), for taking part in the landing of arms, ammunition and explosives at Shekhadi in Raigad district in February 1993, for having undergone training in use of weapons in Sandheri and Bhorghat, for filling RDX in motor vehicles on the night of March 11 and 12, and transporting arms and ammunition from Jogeshwari to Musafirkhana along with the co-accused.

According to The Hindu, Inderjit Singh Reyat, the only person convicted in the 1985 Kanishka bombing case, will face trial on perjury charges in May 2007. Reyat was charged with perjury after his testimony in the trial of Ripudaman Singh Malik and Ajaib Singh Bagri, who were acquitted of murder and conspiracy charges in the same case. The case filed against Reyat in the British Columbia Supreme Court in Vancouver lists 27 times where he allegedly misled the court during his testimony in September 2003. Lawyers appeared in BC Supreme Court in Vancouver on September 22 to set the date will return in October to confirm it before Associate Chief Justice Patrick Dohm. Reyat is currently serving a five-year sentence for manslaughter as part of a plea agreement for the deaths of those killed after the bomb exploded. He could spend a maximum of 14 years in prison if convicted of perjury. The mid-air explosion of Air India flight Kanishka on June 23, 1985 killed all the 329 people on board.

According to Daily News and Analysis, narco-analysis tests on Tanvir Mohammad Ansari, Kamal Ansari, Faizal Shaikh, and Ehtesham Siddique, arrested in connection with the July 11 Mumbai train blasts, have revealed the Lashkar-e-Toiba’s (LeT) plans in the State of Maharashtra. On September 24, sources in the Anti-Terrorism Squad (ATS) of the Maharashtra Police said that the RDX used in the July 11 bombings could actually be a part of the consignment, some of which was seized in Aurangabad and Nashik in May 2006. An unidentified ATS officer said “The tests have confirmed that a part of that RDX consignment was routed back to the city to trigger 11/7.” Police now are in look out for two LeT terrorists, Zabiuddin Ansari and Faiyaz Kagzi, suspected to be involved in the attack. According to Daily News and Analysis, Shaikh, a former mechanic, and Barmare were found guilty of undergoing weapons training in the Bhor Ghat and Sandheri areas near Raigad district, attending conspiratorial meetings, and filling RDX in vehicles. Both were held guilty under Section 3 (3) of TADA Act (aiding and abetting), Section 120-b IPC (conspiracy), Section 307 IPC (attempt to murder), Section 435 IPC (damage to property) and Sections 3, 4 and 6 of the Explosive Substances Act. While Shaikh was acquitted of the charge of actually throwing the grenade, as he was riding the motorcycle, Barmare, who was riding pillion, was convicted of throwing a grenade with the intention of damaging the aircraft. The bomb had exploded in mid-air, leaving the aircraft untouched. Shaikh was also convicted of parking an RDX-laden scooter at Naigaum crossroad. The scooter, parked near Dadar station, however, did not explode. Judge PD Kode accepted the confessions of both men as “true and valid” despite their subsequent retraction.

Unidentified sources in the Anti-Terrorism Squad (ATS) said that the bombers had placed the bombs in pressure cookers fixed with timers, thus adding to the high intensity of the explosions. The cookers were hidden in leather bags, packed with old papers, to avoid identification. These bombs were put together in rented flats in Govandi on July 10. ATS sources said that among the 14 men who planted the bombs were Faizal Sheikh, Ehtesham Siddiqui, Kamal Ansari, and Tanveer Ansari, who are among the nine people arrested so far. Six men who provided logistical support for the operation have fled to Bangladesh and Pakistan.

Kolkata Police sources described the arrested person as the ‘sleeper cell agent’ of the Lashkar-e-Toiba (LeT) and a mastermind of the 7/11 attacks, reports Daily News & Analysis. Judge P. D. Kode convicted Phanse for helping in the landing of arms and explosives at the Shekhadi coast in Raigad district. He, however, was acquitted of a conspiracy charge. Sarfaraz’s father Dawood Taklya has already been convicted by the TADA court for being the main accused in assisting in the landing of arms and ammunition on the Raigad coast. The court, however, acquitted five others, charged with going to Dubai en route to Pakistan for arms training, due to "weak" evidence against them. The Mumbai Police has said that Pakistan's Inter-Services Intelligence (ISI) had conceived the July 11, 2006 terrorist attacks targeting the railway network in Mumbai, according to The Hindu. Police Commissioner, A. N. Roy, told the media on September 30 that the attack was planned and executed through the Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM), which in turn used the Students Islamic Movement of India (SIMI) and their own modules. He said that 15 people have already been arrested of whom 12 were directly involved in the blasts. The principal conspirator of the attack has been identified as a LeT top functionary, Azam Cheema, who also runs a terrorist training camp at Bahawalpur in Pakistan. Many of those arrested had received training in the use of arms at Bahawalpur on more than one occasion, Roy said. He further said that Cheema's three executive planners in India were Faizal Sheikh, a resident of Mira Road near Mumbai, Kamaluddin Ansari, who was arrested from his home in Madhubani district of Bihar, and Ehtesham Siddiqui, Maharashtra secretary of SIMI and a resident of Mira Road. The police chief said that 11 Pakistani militants in three groups had reached India via three different routes — from Nepal in the north, Bangladesh in the east and from across the Gujarat border with Pakistan. One Pakistani died in an encounter with the police at Antop Hill on August 22. Nine of the 11 escaped and might have left the country, the police said.
