Endorsing India’s contention that cross-border terrorism continues, the US said on August 7 that terrorist groups having "designs" against India still have a presence in Pakistan, according to Press Trust of India. US Assistant Secretary of State for South Asia Richard Boucher said in New Delhi, however, that his country would like to see progress on Kashmir issue resolution through dialogue. Boucher, who met Foreign Secretary Shyam Saran and held extensive discussions on terrorism and civil nuclear deal with External Affairs Ministry Joint Secretary (Americas) S Jai Shanker, also sought to allay concerns in India with regard to certain aspects of the civil nuclear deal. Boucher is reported to have said "we all know there is terrorism in the (South Asian) region. Some of terrorism is in Pakistan. Some of the (terror) groups that have designs against India still have pieces in Pakistan."

The tribunal, constituted to examine the ban imposed by the Union Government on the Students Islamic Movement of India (SIMI), on August 7 held it "legal and valid", UNI reported. According to counsel for SIMI, Mobin Akhtar, "Justice B N Chaturvedi did not pronounce the report in the open court as we had wanted. I was called in his chamber along with the Government’s counsel Siddhartha Mridul and was told that the Government’s decision to ban SIMI was valid and legal." Proscribed on February 8, 2006, the SIMI had moved the tribunal, constituted under Unlawful Activities Prevention Act, to challenge the ban and lift it within six months.

According to Press Trust of India, the Delhi Police on August 10 arrested two Lashkar-e-Toiba (LeT) terrorists, including a Pakistani national, outside Ajmeri Gate terminal of the New Delhi railway station. The duo was identified as Anaz from Islamabad and Abrar Ahmed from Bahraich in the State of Uttar Pradesh. Official sources said that the terrorists had disembarked from the Swaraj Express at platform number eight and were about to get into an autorickshaw when police arrested them. Two kilograms of RDX and five detonators were recovered from them.

According to Delhi police sources, Rehman has provided detailed information about the operations of Dawood Ibrahim, its key men and the location of its hideouts in Pakistan. Mumbai Police on August 13 claimed to have neutralized a Lashkar-e-Toiba (LeT) module in the city by arresting two suspected members of the outfit, according to Hindustan Times. The two were identified as Shabbir Ahmed Mushiullah, a resident of Malegaon in Nasik, and Nafiz Ahmed Jamir Ahmed Ansari, a resident of Govandi in north-east Mumbai. Both are also members of the outlawed Students Islamic Movement of India (SIMI) and had traveled to Dubai in May 2003. From there they had moved to Pakistan for arms training. A senior Mumbai Police official said, “The duo will be interrogated to find out if they were involved in the July 11 serial blasts or know the persons who hatched the conspiracy.” Police are also on the look out for three more members of the module who are at large and could prove potential danger to the law and order in the city.

18 suspected activists of the outlawed Students Islamic Movement of India (SIMI) were on August 15 arrested from Binanipuram in the Ernakulam district of Kerala, according to Press Trust of India. Police said some booklets, articles, pamphlets and a book printed in Pakistan were seized from them. No weapons have been seized from them. They have been arrested under Section 153A IPC and Section 10 and 13 (1) (B) (Unlawful Activities Prevention Act). The arrested activists, who are in their thirties, hail from various parts of the State, they said.

Delivering his Independence Day speech from the Red Fort in New Delhi on August 15, Prime Minister Dr. Manmohan Singh asked Pakistan to take concrete steps to end cross-border terrorism directed against India, warning that the peace process would be affected if this was not done. Addressing the nation on India’s 59th independence anniversary, Dr. Singh pointed out that New Delhi had unveiled several initiatives to usher in peace with Pakistan. “To be successful, these initiatives need an atmosphere of peace,” he said, adding “It is obvious that unless Pakistan takes concrete steps to implement the solemn assurances it has given to prevent cross-border terrorism against India from any territory within its control, public opinion in India, which has supported the peace process, will be undermined.”

According to New Indian Express, police on August 16 arrested a suspected cadre of the Students Islamic Movement of India (SIMI) from an unspecified location in the Ernakulam district. According to police sources, the arrested SIMI cadre Zakkir Azzim, hailing from Chennai was a lecturer at KEMA College of Engineering at Pukkattupadi, near Aluva in the Ernakulam district. He was also the roommate of another SIMI cadre, Shathuli, who was arrested by police on August 15. Police sources further said that Zakkir was involved in SIMI activities while he was a student of Crescent Engineering College in Chennai.

Maintaining that Pakistan has not dismantled the terrorist infrastructure existing on its soil, the Government said on August 23 that the neighbouring country’s external intelligence agency Inter-Services Intelligence (ISI) continues to provide "directions" and "logistics" support to terrorist groups like the Lashkar-e-Toiba (LeT) active in India, according to Press Trust of India. "We have not received any information on dismantling of terrorist training camps," Union Home Minister Shivraj Patil said in the Upper House of the Parliament (Rajya Sabha). He said information about existence of terrorist training camps was passed on to Pakistan during the Home Secretary-level talks between the two countries. According to available inputs, the ISI continues to provide directions and logistics support, including recruitment, arms training and funds, to groups like the LeT, Jaish-e-Mohammed (JeM), Hizb-ul-Mujahideen (HM) and Al-Badr for terrorist related activities in Jammu and Kashmir despite Government’s peace initiatives and Prime Minister’s invitation to separatist leaders for two Round Table conferences. "Available inputs indicate Pakistan’s ISI continues to remunerate terrorists for attacks on security forces and political leaders… The serial grenade attacks on April 14 and July 11, 2006 in Srinagar city and killing of tourists are reportedly the result of directives received by the terrorist outfits from across the border," said Patil. Firoz Abdul Latif Ghaswala and Mohammed Ali Chippa, who were lodged in a jail in Delhi, were brought to Mumbai on August 23 and produced before a local court. Both, suspected to be linked to the Students Islamic Movement of India (SIMI), have allegedly visited Pakistan clandestinely to undergo training in arms and explosives handling at the Laskhar-e-Toiba (LeT) camps. Both are also believed to be close friends of Raheel Sheikh, one of the key persons wanted in the July 11, 2006 serial bomb blasts in Mumbai. Sheikh is suspected to be hiding in Pakistan.

According to Indian Express, the Anti-Terrorism Squad (ATS) of Maharashtra Police in an application filed before the Mazgaon metropolitan magistrate court on August 25 has said that Ehethesam Siddiqui, a former member of the Students Islamic Movement of India (SIMI), along with some of his fellow activists had prepared a list of police officers indicted by the Srikrishna Commission and planned to “eliminate them”. Siddiqui has been arrested in the Mumbai serial blasts case. The ATS further submitted that Siddiqui and his friends dreamt of an “Islamic nation” for which “they had planned to start (terrorist) training camps in the dense forests of Madhya Pradesh”. The Justice Srikrishna Commission of Enquiry investigated causes and apportioned blame for the Mumbai riots of 1992-93. The Commission had, among other things, recommended that action be taken against 31 police personnel identified as having a role in the deaths of innocent people.
